Editors NotesHello Kulin, So this past month I’ve been doing Dry July for the first time, as someone who loves a
red wine with dinner every night it was a huge undertaking to give that up for a whole month!
Thankfully a number of people donated to my cause which helped massively to keep me going. In
the end I raised $419 and I set a pretty big target of $500 for myself, thanks to everyone who
donated or supported me!
My netball team has been very patient with me and I am looking forward to our Netball trip this
weekend! It’s a dress up theme so some photos may have to be published in the next edition of
the Update as I hear there’s going to be some great outfits!

Continuing the Budget thoughts of the last Update
issue, Budget time is a really difficult period for local
governments.

Looking into the financial crystal
ball for the coming 5 years (the
usual starting point for longer term
financial plans) in an atmosphere
of financial prudence, consistency
and being frugal, means local
governments have to predict 2 4
financial periods ahead for longer
term changes in both income and
expenditure before establishing
work plans.
With road construction and
maintenance as this Shires major
expenditure item ($2m 2015/16 of
which $800k was local money)
major disruption to known funding
cycles can be seriously impactful.
Federal government policy, plans
and finances change every 4
years, when combined with State
Government policy and potential
political changeover each alternate
2 years, settling on future works
can be extremely difficult.
It is not an environment where
promises or predictions should be
made. Even so, history
demonstrates that the Shire of Kulin
has an outstanding record of road
maintenance – the envy of its
neighbours; and a title I can
“promise” we intend to maintain.
Again in the coming year, the last
year of significant expenditure
under Roads to Recovery
programmes, Kulin Shire will again
be expending the majority of its
resources on roads, construction
and maintenance – and I am sure
that is good news for the majority of
rural residents and businesses.

These cards are available from the Shire Office
at a cost of $25ea which is also the
replacement cost.
A Shire representative will attend Holt Rock,
Pingaring and Dudinin at a date and time to be
advised via the fire ban SMS to arrange for the
distribution of cards and advice on the
controller use.
Further information will be provided via the fire
ban SMS as required.”
Initially water charges will only apply to those
carting water who are not Kulin Shire
ratepayers however Council may apply water
charges to all users at a future meeting.
The controllers can be put into fire mode
remotely via computer in the event of a fire so
that cards will not be required. This will involve
a fire control officer contacting the office
during business hours or Noel or myself after
hours to enable.

The new standpipe controllers are now in
fire mode. To use simply press the green
button to start and the red to stop. It can
take up to 15 sec for the flow to stop. Cards
are not required at this time however from
1st August 2016 all standpipes will require
registered cards to operate.

Kulin Childcare Centre HappeningsWe have had a few new little ones visit us the last couple of weeks, it’s so great
to see the children going to great lengths to make sure their new friends aresettling in! What a friendly bunch you all are! Keep up the great work!
We have been learning about shapes and colours at Day care, its amazing to seethe children’s delight when they spot a shape around the yard or in the room. We
have tape shapes on the carpet, shape songs we have been practising and lots ofcolourful shapes on our ‘collage table’. We made colourful binoculars for lookingfor animals in the yard and shapes! We have also been looking at our names, thesounds in our names and what our name looks like, the children have even been
able to spot their name out of everyone else’s. Too clever!

After pretending to make scones with the playdough, Sarah decided to make ‘realscones’ the children absolutely love cooking, they measured, mixed, rolled and cut
out the shapes….but the best part, EATING them yummo!

We will be learning ‘All about Me’ now for a few weeks, after attending the‘Safe4Kids’ workshop last Wednesday with Holly.
If anyone has any old magazines like we would love to have them, we will be usingthem to cut out pictures of people, faces, clothes etc!
Don’t forget its Jeans for Genes day on Friday, wear your jeans to Day care to helpraise awareness for childhood diseases, we will be!

A-Grade GirlsIn Round 11 the Kulin A-Grade netball girls took on Corrigin in Corrigin and won 42-35.Coach Laney chose three best on ground for this week. Elise Mullan played an excellent
game and was the most consistent player and a great leader for the team! LaurenMullan also received a best on ground for her great defensive work and being a good
team player. Three times in one quarter Lauren recovered a team error and all resulted inKulin getting a goal. Teagan Wilkins also got an award for her great efforts around the
middle and taking directions on board and working towards them.
Before the game the girls were asked to get the first goal, then break the second centerpass to result in two consecutive goals. The girls went about the task the long way but
got the job done in the end!
The A grade girls would like to say a big thank you to our bench warmers Fiona Jasperand Tracey Wedding. The team would also like to thank Eddie for timing and Anne-Marie
for umpiring!
The A grade unfortunately had a bye in round 12 but are looking forward to a bigger winagainst Corrigin at home in Round 13. A grade is currently sitting second on the later but
is hoping to prove they deserve to be there in the coming weeks!
B-Grade GirlsThe last two weeks for B grade have been testing as we inch closer to finals time. Round11 B grade travelled to Narembeen and came away with a loss by 12 goals. Round 12 was ahome game against Corrigin and despite losing Captain Fiona Jasper to a sprained ankle
at the start of the third quarter the team pulled it together for a win 28 – 21. KatieEttridge and Nicole Poletti got best players for the game – Nic for her awesome shooting
from just inside the D and Katie for consistently offering through the centre court.Special mention to Sandra Bennett who has travelled back to Kulin/Narembeen from
Waroona the last two weekends to play for us – she is a crucial team member and weall appreciate her amazing dedication.
Round 13 is another home game in Kulin against the other Corrigin team this weekend,currently Kulin is third on the B Grade ladder however we will be looking for a convincing
win against Corrigin this weekend to secure our spot in the semi-finals!

Golf
Last Sunday was the second Championship Round down at the Golf Course with the Menswinner being Mat Miles with runner up Jordon Roads and the ladies winner was Ellen Marchei ona countback from Wendy Gangell.Wednesdays annual Friendship day was a fabulous day with lots of past players coming alongas well as some new faces. Approximately 22 ladies hit off in perfect golfing weather playing anine hole three person ambrose. The winners were Ellen Marchei Tricia Tyson Marg Waters andLex Cook- yes a four person team as we had odd numbers!! Well done ladies. Everyone enjoyedtheir Golf which was followed by a very long luncheon.Captured enjoying their day were the winning team, Marg Waters and Eileen Thewlis and TriciaTyson and Philippa Scott.
