Stratton, Town Administrator Date: April 26, 2017 Re: Town Administrator’s Report Dredging Feasibility Study I called William Bartlett at the Army Corps of Engineers. He said the sampling for the Feasibility Study was supposed to be done in October 2016, but the work has been delayed. The funding and contracts are in place. They are waiting for appropriate weather to send the sampling team. Update: I called Mr. Bartlett again to pin him down on a date. He said that the sampling will be done on the last week in March at the latest. He said they are trying to get it scheduled before that date. 4/21/2017 Update – Richard Lloyd from Army Corps of Engineers called me April 21, 2017. He said Army Corps would be on Chebeague Island Tuesday, April 25th. So hopefully we will see some activity before our meeting on April 26th. July 1st Anniversary Celebration If someone has a list of activities I would appreciate a copy. Tie-Up Permits for Stone Wharf Last December the Coastal Waters Commission (CWC) voted to increase the non-resident tie-up fee to three times the Resident rate. I was not at the meeting, so it never came back to me or the Board of Selectmen. The Coastal Waters Commission has asked that the BOS consider this increase in fees. Last year (2016) there were only five Non-Resident Applications. The CWC also discussed the general problem of too many tie-up permits issued for the Stone Wharf. They agree that there is a problem and want to wait to see what comes out of the study being done by Collins Engineering. CWC plan to meet with Dan O’Connor from Collins Eng. April 27th at the Town Office. Harbor Master Suzuki 15 hp Outboard This outboard was damaged beyond repair last year. I got estimates from the Chebeague Island Boatyard and from Bamforth Marine and both said it was not worth fixing. I contacted our insurance company and discovered that this motor was never listed on our insurance when it was purchased sometime in 2013. I had made the assumption that the motor listed was still in service. I asked the Coastal Waters Commission for a recommendation. They agreed that we should buy a new one out of the Harbor Master Boat Reserve funds. The Harbor Master is recommending the purchase of a F9.9LMHB long shaft 20” manual start, tiller motor at a cost of $2,300 plus tax. Would you like to approve this purchase?

Re: March 2017 Report of Activities
Work Completed in March 2017
The work listed is a summary of the daily reports on file at Public Works The Town Administrator has suggested that the numerous tasks accomplished and listed individually in
each monthly report be summarized into a more condensed version. Each day, a report of activities is
recorded by hand and kept on file for future reference.
Listings marked with * are only for this report we will summarize our monthly reporting. Should any
questions, concerns or feedback come to light. Our daily reports will have a more detailed account of the
activities than will be listed in our summarized monthly report.
*Town Vehicle Maintenance records:
Each town owned vehicle has its own maintenance record file and a worksheet is used to record any
maintenance and part numbers.
*Float Maintenance records: Each substantial float repair/overhaul is recorded in a “Floats” record book
for future reference. This will help with the rotation of overhaul work and long term projections for future
capital work. This year each individual float will be assigned an identification number to help public Works
track the floats when out of the water and the future overhaul rotations.
*Safety Inspections:
Each month (usually the first week), A safety inspection form designed by Chebeague Public Works is used
that complies with the requirements of the Maine Bureau of Labor Standards. Is completed and inspections
on items like Fire Extinguishers, Emergency Lighting, Eye Wash Station, Exit Lighting, Air Compressor
and portable power tools are recorded and kept on file at public works.
*Regular monthly duties:
Trash both wharves, push back demo cans, push back brush dump, Meet with TA, Daily-Monthly,
Fuel and Safety reports, deliver time cards/invoices/credit memos etc. to town office, Trash from
town garage to transfer station, check roads, check floats and ramps, Update PW road work logs
for work done, Update Vehicle maintenance logs for service work done.
Additional activities for Public Works during March 2017:
Check fluids and prepare equipment for each storm
Plow and Sand roads
Slush roads
Load winter sand
Fuel PW equipment check fluids and post storm repairs
Order heating fuel for PW garage
Load Cold Patch in old T-10 put inside to warm up for deployment in good weather
Wash T-4,6,10
Set up barging from east end beach Portland to Chebeague LPA for T-6 return
Update PW insurance inventory list for TA
Measure and identify all aluminum float ramps for the TA/insurance inventory
Update and modify diesel fuel monthly inventory log, print copies of new report.
Screen road gravel
Deliver blue storage tub for voting to town office
Collect and deliver all Harbormaster/Float related signage to the Town Office
Return parts not needed for credit to K.L. Jack (Billy St. Cyr)
Pick up and return T-6 to the island from Portland North Truck Center
Repairs completed by Public Works:
Weld front plow on T-4
Secure/re attach yellow anti-skid pads on Stone Pier and Cousins Wharf
Rehab Float Trailer: New wheel bearings and lug nuts, replace bent axel pipe, modify the front of
trailer to increase turn radius, weld areas not done in past, remove all scale rust and paint tire rims,
axels and trailer frame with two coats of Rust Stop paint.
Start Painting Road Grader
Communications for Public Works:
Contact Craig Marshal to do site visit at brush dump to obtain quote for chipping.
Craig was unable to make the appointment that was set. Will reschedule, plan is for work to be
done in FY 17-18.
Contact Scott Chamberlain ISC Services re: hydraulic pump on grader. Pump tested and is OK will
need to do pressure test and test pressure regulating valve as next step in improving hydraulics of
Grader. (FY 17-18) Will send pump back via CBL.
Custom Metal Roofs of Maine Inc. quote for replacement pre bent materials of aluminum trim
stock for overhead door jambs and one corner board of town garage.
Forward info to TA for approval for purchase of material. (Billy St. Cyr to pick up material in
Lewiston and deliver to CBL/CTC for shipment to the island)
Set up sweeper rental for roads week of May 22, 2017 with Sunbelt Rental Scarborough, Maine
Set up roadside mower rental August 14-25th, 2017 with Howard P. Fairfield. Scarborough, Maine
Discuss paving/chip seal progress and results with Shawn Bennett from All States Materials
Group. Windham, Maine
Request to TA re: new lumber yard account (Rufus Deering is out of business) with Hillside
Lumber Westbrook, Maine and Eldridge Lumber Portland, Maine.
Follow up on work uniform order with Allen Uniform South Portland, Maine
Order Paint and supplies for Float Trailer from Coastal Hardware Yarmouth, Maine
Information provided to TA re: Bar Point Road drainage project and completion update with
comments outlining an action plan for her approval.
Post Roads
Diesel Fuel Consumption:
1,001.4 Gallons of diesel in white tank.
Plus 900 gallons in red tank
Both filled 9-28-16 with fuel additive put in both tanks.
Diesel Fuel consumed 247.8* gallons from March 3, 2017 to April 4, 2017
