This is the last in a series of “Getting to Know your Police Department’. Joyce Fluharty is Administrative
Assistant for the Police Department. Joyce graduated from Buckeye South HS in Ohio and attended
Jefferson County Community College. She started in retail management in 1989 and has managed
furniture stores, appliance and electronic stores, and clothing stores. She moved to Virginia in 2000, after
having vacationed in this area for 10 years. She was working for a large retail chain and had the
opportunity to transfer and decided this was a wonderful place to live.
She applied for the position as the Manager of the Shenandoah Community Computer Center and the Administra-
tive Assistant to the Shenandoah Police Department twelve years ago. Her responsibilities for the Police Depart-
ment have been many and include writing and administering police grants, verifying and submitting reports to the
state, and part time dispatcher. She is also responsible for the technological maintenance of their
computer systems. “There is always a new challenge which is exciting. It is a very satisfying position and I enjoy
the opportunity to assist the Police Department,” stated Joyce.
She is married and lives in Page County. She enjoys reading, travelling, and discovering the history of the Town of
Shenandoah and the surrounding areas.
Some people, who shall remain anonymous, say…….she’s a YANKEE!
Chief Paul Davis stated that he can always depend on Joyce. “She is very
prompt and accurate. Joyce takes initiative, not waiting to be asked to do certain
tasks. This really makes for a smooth operation within our
department.”

“SHENANDOAH IRON WORKS 1836-1866” is a new book available at the Town Hall and the Computer Center. This is a history of the Forrer
Family and the beginning of the Town of Shenandoah including early population and the Forrer’s involvement during the Civil War. The contract
with the Confederate States of America for pig iron, actual census records for 1850 & 1860 for Shenandoah Iron Works, newspaper articles about
the election of 1860 and postal schedules for mail delivery and Civil War era maps for our area are included. The cost is only $15.00.

WELCOME SPRING!
THE GRASS IS GREEN! THE BIRDS ARE SINGING!
THE FLOWERS ARE BLOOMING!
We have started the season by planting pansies in the baskets on the 340 bridge near Big Gem. We have also purchased six (6) new large ceramic flower pots to replace those that were stolen last Summer. We purchased these pots from The Garden Spot in Elkton, and they gave us a discount and a $100 Gift Card toward the purchase of flowers. We very much appreciate this generous donation. “THE TRUCK” has been such a popular attraction, including a venue for photos. Therefore we have continued to display decorations for some of the other holidays such as Valentines Day, St. Patrick’s Day, and Easter. Plans are underway to place flowers and other decorative items in the truck bed for Spring and Summer.
BIG GEM PARK Construction is about to begin on the new restroom at the Park Shelter. The contract was awarded to Grace Custom Builders from Elkton, VA. There are trails to explore, swings, playground equipment, gazebo, picnic shelter, and other picnic tables. Grills are available for public use. You can fish at the pond with a State Fishing License. Fishing after dark also requires a special permit from the Town.
SHENANDOAH RIVER PARK, BOAT LANDING, & WALKING TRAIL The river provides for many activities such as boating, jet skiing, tubing, fishing, and picnics. There are picnic tables, a swing, and a gazebo.

THERE ARE 592 BRICKS IN PLACE, WHICH SERVE AS A PERMA-NENT REMINDER OF SACRIFICES MADE BY OTHERS TO PRE-SERVE FREEDOMS WE ENJOY EVERY DAY.
WIGWAM VILLAGE There are wooden playground structures, vinyl slides, and swings. You will find a parking area, and picnic shelters.

The James Madison University (JMU) Crew Club held a Mock Regatta at the Shenandoah River Park on Saturday, March 25. They conducted a clean-up and
picked up 120 lbs of litter prior to this event, and often help in maintaining the
area as a courtesy to the Town of Shenandoah. THANK YOU TO THE CREW!
The 8th Annual Lois Comer Memorial Back Road Challenge 5k was held on Saturday, April 2. First female to finish was Cerrianne Leatherland and first
male to finish was Ryan Seal.

recycle plastic, paper, etc., you may separate these items and take
them to the Recycling Center just north of Town on Route 340.

unauthorized turning on of water after cutoff.
When water has been turned off from any premises by the
Town for nonpayment of water rates or other cause, anyone
turning on water without instructions from the town manager
shall be guilty of a class 4 misdemeanor for each offense.

50/50 SIDEWALK PROGRAM
The Town has a program in place for a resident and the Town to share
the cost of replacing the sidewalk in front of the individual’s house.
The resident must obtain a minimum of 3 bids from licensed
contractors. The Town Council will review these bids and approve one
to do the work. The Town will pay one half and the resident will pay
one half to have the project completed.

APRIL 1, 2017.
Juanita was hired in 1999 for the
position of Town Clerk, which she
held until 2002. She was then named
Assistant Town Manager/Clerk. Prior
to her employment with the Town,
she spent 10 years with Page County
Planning and Zoning. Over the years,
in addition to her duties as clerk, she has assisted in the office,
taking payments and answering phones. She has worked to market
the Town, and she has attended meetings and events on behalf of
the Town.
“I am thankful and humbled by the opportunity the Mayor and
Council have given to me,” Juanita said.

We will continue packing the Backpacks through the month of
May. At the end of the school year, we always include extra
food, especially peanut butter and jelly. The 16-18 oz. size
works best. You can also purchase the combination containers
of peanut butter and jelly. PLEASE BE SURE TO PURCHASE
ONLY PLASTIC—NO GLASS. You may leave these items at
the Town Hall.
The program will resume in September when school is back in
session.

Stevens Cottage So far we have raised $21,000 toward building a cover for the Caboose. We still need to raise the other $9,000. This cover is really needed to protect and preserve this structure. MEMORIAL DAY
FESTIVAL PARADE
LTC Jennifer Rothgeb Martin has
accepted the invitation to serve as
Grand Marshal of our 20th
Memorial Day Festival Parade on
Saturday, May 27, 2017. She was
born and raised in Shenandoah.
LTC Martin is the Commander
for Recruiting and Retention for
the Virginia Army National
Guard. She has 113 Soldiers
under her command and is
responsible for manning the
Virginia Army National Guard
strength to 7,400 Soldiers.
LTC Martin joined the Virginia Army National Guard in 1992 as an
enlisted Soldier as a helicopter refueler and was commissioned in 1997
as a Second Lieutenant in the Quarter Master Corps in the Regular Army
through the James Madison University Reserve Officer Training Corps.
Following assignments with the 54th Quartermaster Company and the
49th Quartermaster Special Troops Battalion at Fort Lee, Virginia. LTC
Martin again joined the Virginia Army National Guard in 2000 and
became a full time National Guard Officer in 2003. LTC Martin has
held positions at the company, battalion, brigade, division, and state
level. In May 2007 to February 2008, she deployed to Baghdad, Iraq as
the J1 (Human Resources Officer) for the Joint Area Support Group.
LTC Martin has been awarded the Defense Meritorious Service Medal,
Meritorious Service Medal, Army Commendation Medal, Army
Achievement Medal, Military Outstanding Volunteer Service Medal and
the Iraqi Campaign Medal with bronze service star among others.
LTC Martin is a graduate of Bridgewater College, James Madison
University, the United States Army Command and General Staff College
and Liberty University with a Master’s degree in Management and
Leadership.
LTC Martin is a Life Member of the Veterans of Foreign Wars and the
Military Officers Association. She is also a member of the Virginia
National Guard Association, National Guard Association of the United
States, Virginia National Guard Historical Society and the 116th Infantry
Regiment Foundation. She has volunteered for over 10 years with Girl
Scout Troop 168 and serves as the Secretary and Treasurer of the Nelson
County High School Band Boosters. LTC Martin, her husband Matt,
and daughter Mikaela reside in Afton, Virginia.
