Dear visitors, guests and exhibitors,
we are grateful and proud to welcome you for the second time to RENEXPO® Western Balkans in Belgrade, at this new location Belexpocenter. And we have kept our word last year in June, when we introduced the region to many international companies for the first time. The new Energy law in Serbia is only the beginning on the way to successful business for Renewable Energy and Energy Efficiency in Serbia.
RENEXPO® Western Balkans shows, that we take the approaches by the industry serious and that the development of our Trade Fair Concept is based on each market we are operating in. To be able to provide an overall evaluation and picture, we intro-duce this time the Investors-Business-Lounge, in which we present all available RES,
EE, LED, Recycling and Geothermal-projects of the entire region. You are invited to meet the project owners, representatives, project developers, finance and legal experts, that are available during both days of our event.
Special conferences and workshops are presented by GE Holding, GIZ Gesellschaft für internationale Zusammenarbeit GmbH and ALTERENERGY - Project Seminar and B2B Meeting and in our Open Forum in the trade fair hall, a very interesting program during both days will provide you with all up to date information in every field that is connected to the energy topics. Our special thanks goes to our Advisory Board, who has contributed their excellent know how and experience in creating this event to be the biggest international energy platform for experts in the region.
We wish you two exciting, informative and successful business days in Belgrade and remain:
Welcome, Willkommen, Benvenuto, Welkom, Bine ati venit, Dobrodošli, добре дошъл, Добредојдовте добродошао, Ogadtatás

GREETINGS
7 www.renexpo-belgrade.com
Ladies and Gentlemen,
REECO® company has the privilege to be the first German exhibition organiser with its own exposition and congress event in Serbia. After the success of the first RENEXPO® Western Balkans in June last year I congratulate you on last year‘s success and express my best wishes for your second event and for your future activities in Serbia. RENEXPO® Western Balkans brings to the centre of our attention one of the cornerstones for future development: the transition from fossil fuel energy to renewable energy. Fossil fuel is a limited resource, and its use contributes heavily to global warming, its transport poses one of the biggest risks for a clean environment. That is why we need to take action, why we need an urgent but economically reasonable transfer to renewable energy and an increase in energy efficiency. A huge
task for energy-consuming countries in Europe, including Serbia! Despite today‘s many possibilities to find business contacts online and to gather information on potential business contacts through the internet, trade fairs and congresses are still the best option to get in touch with partners and to present attractive products to potential customers.
For Germany as one of the major export nations trade fairs are like shop windows to draw attention to our products. That is why Germany became one of the world‘s leading locations for trade fairs. RENEXPO® brings this kind of trade fair to Belgrade, hoping that this city will become a busy location for expert trade fairs as well.
The REECO® Group succeeded in developing one of the most successful concepts for fairs promoting renewable energies and energy saving. That is why RENEXPO® fairs are started in more and more countries. I am very happy, that Serbia was the first country in the region to host the event.
I am optimistic that the RENEXPO® Western Balkans will help to establish renewable energy industry in Serbia and I wish you all the best for the exhibition and successful discussions at the congress.
Heinz WilhelmAmbassador of the Federal Republic of Germany in Serbia

GREETINGS
Dear visitors of RENEXPO® Western Balkans
Increasing energy efficiency and greater use of renewable energy sources are among the priorities of the energy policy of the Republic of Serbia and represent an important segment within the framework of its policy of sustainable development because of its positive effects on security of supply and reduce import dependence and partly due to the negative impact of the energy sector on the environment.Besides above mentioned, the Republic of Serbia has committed itself to European Community to reduce final energy consumption by 9% until 2018 (reporting period 2010-2018) comparing with 2008 energy balance figures. Regarding achievement of renewable energy sources share in gross final production, Serbia has committed to achieve 27% share until 2020.
In order to achieve the above mentioned objectives, the Ministry of Mines and Energy has made the plans of action in both areas and constantly working on creating an enabling regulatory framework and to achieve them. In this sense, after the enactment of Law the efficient use of energy in 2013 and the new Energy Law in late 2014 underway are the intense activity on the adoption of subordinate legislation.
However, for the successful implementation of activities from the action plans, it is certainly necessary to raise awareness and exchange of good practices in the country and in the region, and the Ministry of Mines and Energy supports the realization conferences that make it possible.

Reducing Barriers to AccelerateDevelopment of Biomass Markets in Serbia
- Energy all around us -
Biomass is a bankable and realistic solution to a significant share of Serbia’s needs not only for renewable energy, but also for investment opportunities which can yield significant financial returns and thus spur an additional impetus to much needed economic recovery and job creation.
Combined biomass from forestry, agriculture and livestock residues provides via-ble options for co-generation projects, delivering both electricity and heat, with a good geographic spread across Serbia, focusing agriculture and livestock residues in the Northern and Central Serbia, and shifting to forestry biomass abundance in the South.
Working in close partnership with the Serbian Ministry of Mining and Energy, as its lead partner, and with Ministry of Agriculture and Environmental Protection, UNDP Serbia is implementing a 4-year project funded by the Global Environ-mental Facility (GEF) to support a variety of actors in coordinated efforts to turn biomass from an attractive opportunity into reliable returns on investment.
Centered on the newly formed Biomass Support Unit in the Ministry of Mining and Energy, the Project entitled “Reducing Barriers to Accelerate Development of Biomass Markets in Serbia” will broker additional partnerships with key stakehol-ders, such as the Serbian Chamber of Commerce, various financial institutions and the Standing Conference of Towns and Municipalities (SCTM) in order to tackle existing barriers.
On supply-side, these barriers include lack of robust market information systems and low awareness of efficient technologies for biomass extraction and logistics. On demand-side, high up-front costs and high perception of risk make debt financing more difficult for project developers.
The project, will thus empower key stakeholders to ensure a vibrant and resilient biomass market in Serbia by:
• Implementing capacity building measures; • Enhancing institutional and regulatory frameworks; and • Delivering investment support mechanisms, such as grant schemes in support of selected demonstration co-generative heat-power plants (CHP) and other biomass projects.
