1. Introduction
1.1. General
The Kempsey ANZAC Day March and commemoration service is held each year on 25th of April.
“Anzac Day goes beyond the anniversary of the landing on Gallipoli in 1915. It is the day on which we
remember all Australians who served and died in war and on operational service. The spirit of Anzac,
with its qualities of courage, mateship, and sacrifice, continues to have meaning and relevance for
our sense of national identity.” AWM Website
A significant number of people attend the day either as an active member of the parade or as an
observer and participant of the commemoration services. The parade consists of some vehicles with
mobility impaired returned service men and women along with a parade of able bodied returned
service men and women. Other participants include but are not limited to, emergency services
personnel, schools, community groups and individuals.
Two marches and services are held in Kempsey each year.
March #1 starts 5:20am at York Lane, travels on road over bridge to Cenotaph. The March returns
over bridge to RSL Club at 5:50am.The bridge is reopened while service is in progress. The dawn
commemoration is attended by more than 200 people.
March #2 starts at netball courts on the corner of Belgrave and Sydney Streets at 10:30 am, travels
on road down Belgrave Street and across Road Bridge to Cenotaph. The March takes approximately
20 minutes. The roads are reopened during the service. The march returns over the Road Bridge to
RSL once service is over. The commemoration is attended by more than 500 people.
The Traffic Management Plan (TMP) has been developed in accordance with Kempsey Shire Council
(KSC) requirements. It is to be used in conjunction with associated Traffic Control Guidance Plans
(TCGP), and the Traffic Control At Worksites Manual Version 4 (2010). All aspects of the TMP and
TCGP’s are to be erected, undertaken and monitored by qualified traffic controllers to allow access
to adjoining property owners as required and to maintain traffic flow during the event where
possible.
In preparing for this event the following organisations / authorities have been consulted with by the

2. Sequence Of Events
2.1. Dawn Service
2.1.1. Dawn Service Marshalling Area The marshalling area for the dawn service is in York Lane adjacent to the RSL Club. Road closures are
to be implemented as per TCGP Kempsey ANZAC Day Dawn Service at 0515.
2.1.2. March The March commences at 0520 and proceeds from York Lane left onto the Macleay Valley Way over
the Macleay River using the Road Bridge and then assembles at the Cenotaph in the Park on the
corner of Lord and Rudder Streets in East Kempsey. The parade consists of returned service men and
women. The March takes approximately 15 minutes. All road closures are opened at the completion
of the March once all participants and onlookers have cleared the road.
2.1.3. Ceremony The Dawn Service commences at the completion of the March once the parade has assembled. The commemoration service is completed at approximately 0550, the parade is dismissed and the return March to RSL commences following the above route. The road closures are implemented again at 0545 to ensure that the return March proceeds without interruption.
2.2. Morning Service
2.2.1. Morning Service Marshalling Area The marshalling area for the Morning service is on the Kempsey Net ball courts located at the Corner
of Belgrave and Sydney Streets. Road closures are to be implemented as per TCGP Kempsey ANZAC
Day Morning Service at 1015.
2.2.2. March The March commences at 1030 and proceeds from the Netball courts on the East Bound lanes of
Belgrave Street to the Macleay Valley Way and then over the Macleay River using the Road Bridge.
The parade then assembles at the Cenotaph in the Park on the corner of Lord and Rudder Streets in
East Kempsey. The parade consists of some vehicles with mobility impaired returned service men
and women along with a parade of able bodied returned service men and women. Other
participants include but are not limited to, emergency services personnel, schools, community
groups and individuals. The March takes approximately 20 minutes. All road closures are opened at
the completion of the March once all participants and onlookers have cleared the road and it is
deemed safe to do so.

2.2.3. Ceremony The Morning Service commences at the completion of the March once the parade has assembled. The commemoration service is completed at approximately 1130, the parade is dismissed and the return March to RSL commences following the above route, primarily consisting of returned servicemen and women. The road closures are implemented again at 1125 to ensure that the return March proceeds without interruption.
3. General Arrangement
3.1. Road Closures
Implementation of traffic control signage and devices will commence from 0430 on Tuesday 25th
April 2017. This is to ensure the location of ANZAC Day TCGP is implemented in time for safe
marshalling of parade participants and the commencement of the parade.
3.2. Traffic Controllers & Marshalls
All traffic controllers and marshals shall participate in a risk assessment prior to implementation of
TCGP and commencement of duties.
Where a traffic controller is depicted on a TCGP with the following symbol; the traffic controller
shall hold a current RMS Traffic Controller ticket. All TCGP shall be implemented by a traffic
controller that holds current RMS Implement Traffic Control Plan or Current RMS Yellow Card.
Where a marshall is depicted on a TCGP with the following symbol; they shall take part in the
risk assessment and advise road users of the event.
In the absence of Traffic Controllers or Marshals emergency service personnel, Police, State
Emergency Service, Fire & Rescue or Bushfire Brigade may implement the temporary closure
consistent wth the TCGP.
3.3. Parking Arrangements
There is parking located behind the RSL Club on York Lane and within the Riverside Shopping Centre. On street Parking is also available in East Kempsey.

3.4. Pedestrians
Pedestrians are free to move around the parade however the main thoroughfare is to remain
pedestrian free to allow the parade to pass safely.
4. External Consultation
As discussed previously various organisations have been consulted with regard to the management,
impacts and possible emergency needs the event will require during the day. They will be notified
verbally in the week prior to the event.

NSW Ambulance Association – Arrangement of emergency procedures in the event of an
injury, medical requirement, etc.

5. Contingency Planning
5.1. Weather
Weather may affect the parade, but will not affect the operation of the Traffic Management Plan.
Kempsey Macleay Sub Branch will have the final say with respect to the completion of the day in the
event of a weather event in consultation with KSC staff.
5.2. Accidents in and around the site
Access for emergency vehicles to the parade route is via Belgrave Street and then following vehicle
movement.
5.3. Public Transport
The event is not serviced by public or private bus services.

5.4. Delayed Event
While some delay to the finalisation of the event is possible, it is not possible to extend the event
beyond Tuesday morning. As a result, any delay to the event will not have an impact on the
operation of the Traffic Management Plan.
6. Public Safety
The RSL Sub Branch has accepted responsibility for the provision of public safety on the site. This
Traffic Management Plan makes satisfactory arrangements for all matters associated with access to
and from the site only.
7. Advertising
Advertising will be through local print media.
8. Statement of Duty
Men At Work Traffic Services will be responsible for the preparation of the Traffic Management Plan
and associated Traffic Control Guidance Plans. The RSL Sub Branch shall ensure that all TCGP are
installed and operated by appropriately qualified personnel as stipulated in section 3.2.
All signage must be of a type which satisfies the requirements of AS1742.3. Such signs are to be
clean and in good condition. Locations shown on the drawings are approximate and should be
adjusted on site in consultation with council for maximum visibility to both traffic and pedestrians
allowing sufficient time to take appropriate action.

The South West Rocks ANZAC Day March and commemoration service is held each year on 25th of
April.

with its qualities of courage, mateship, and sacrifice, continues to have meaning and relevance for

service men and women.
The March leaves from the park near the Library at 1040 and proceeds along Landsborough Street,
Memorial Avenue and Livingstone Street to the Cenotaph at Gregory Street. Localised road closures
are in place for approximately 40 minutes.
The Traffic Management Plan (TMP) has been developed in accordance with Kempsey Shire Council
(KSC) requirements. It is to be used in conjunction with associated Traffic Control Guidance Plans

Street. Road closures are to be implemented as per TCGP South West Rocks ANZAC Day from 1030.
March leaves at 10:40 from park near the library and proceed along Landsborough Street, Memorial
Avenue and Livingstone Street to the Cenotaph at Gregory Street. Localised road closures by Fire
Brigade remain in place for approximately 40 minutes.
2.2. March The March commences 1040 and Landsborough Street, Memorial Avenue and Livingstone Street to
the Cenotaph at Gregory Street. The parade consists of some vehicles with mobility impaired
returned service men and women along with a parade of able bodied returned service men and
women. Other participants include but are not limited to, emergency services personnel, schools,
community groups and individuals. Localised road closures are in place for approximately 40 minutes
2.3. Ceremony The commemoration ceremony commences at the completion of the March at approximately 1100 once the parade has assembled. The March and Ceremony is attended by approximately 1500 people. At conclusion of service, the parade is dismissed and al road closure may be opened once the crowd has dispersed and it is safe to do so.

service men and women.
Marshalling for the march commences from 0845 at the service station on the corner of Pacific and
Beranghi Streets. The march commences 0900 and moves along Pacific Street to Memorial Park at
the corner of Pacific and Main Streets, arriving at 0915. Pacific and Main Streets remain closed to
traffic until service concluded at 0945. Approximately 100 people attend the March and
commemoration.

returned service men and women along with a parade of able bodied returned service men and
women. Other participants include but are not limited to, emergency services personnel, schools,
community groups and individuals.
2.3. Ceremony The commemoration ceremony commences at the completion of the March once the parade has assembled. Pacific and Main Streets remain closed to traffic until service concluded at 0945 as per the insert on the TCGP, the parade is dismissed and all road closures may be opened once the crowd has dispersed and it is safe to do so. Approximately 100 people attend the March and commemoration

8. Statement of Duty
Men At Work Traffic Services will be responsible for the preparation of the Traffic Management Plan
and associated Traffic Control Guidance Plans. The RSL Sub Branch shall ensure that all TCGP are
installed and operated by appropriately qualified personnel as stipulated in section 3.2.
All signage must be of a type which satisfies the requirements of AS1742.3. Such signs are to be
clean and in good condition. Locations shown on the drawings are approximate and should be
adjusted on site in consultation with council for maximum visibility to both traffic and pedestrians
allowing sufficient time to take appropriate action.

1. Introduction
1.1. General
The Frederickton ANZAC Day March and commemoration service is held each year on 25th of April.
“Anzac Day goes beyond the anniversary of the landing on Gallipoli in 1915. It is the day on which we
remember all Australians who served and died in war and on operational service. The spirit of Anzac,
with its qualities of courage, mateship, and sacrifice, continues to have meaning and relevance for
our sense of national identity.” AWM Website
A noteworthy number of people attend the day either as an active member of the parade or as an
observer and participant of the commemoration services. The parade consists of some vehicles with
mobility impaired returned service men and women along with a parade of able bodied returned
service men and women.
The March leaves at 0850 from the cemetery on Great North Road and proceeds on Great North
Road to the Cenotaph. At conclusion of service the March continues along Macleay Valley Way to
the Macleay River Hotel- duration 20 minutes.
The Traffic Management Plan (TMP) has been developed in accordance with Kempsey Shire Council
(KSC) requirements. It is to be used in conjunction with associated Traffic Control Guidance Plans
(TCGP), and the Traffic Control At Worksites Manual Version 4 (2010). All aspects of the TMP and
TCGP’s are to be erected, undertaken and monitored by qualified traffic controllers to allow access
to adjoining property owners as required and to maintain traffic flows during the event where
possible.
In preparing for this event the following organisations / authorities have been consulted with by the

2. Sequence Of Events
2.1. Marshalling Area Marshalling for the march commences from 0830 at the cemetery on Great North Road. Road
closures are to be implemented as per TCGP Frederickton ANZAC Day from 0845.
2.2. March The march commences 0850 and moves along Great North Road to the memorial near the Macleay
Valley Way. The parade consists of some vehicles with mobility impaired returned service men and
women along with a parade of able bodied returned service men and women. Other participants
include but are not limited to, emergency services personnel, schools, community groups and
individuals. The march takes approximately 10 minutes.
2.3. Ceremony The commemoration ceremony commences at the completion of the March at approximately 0930 once the parade has assembled. The March and Ceremony is attended by approximately 80 people. At conclusion of service, the March continues along Macleay Valley Way to the Macleay River Hotel- duration 20 minutes. The road closure is as noted on the TCGP

3. General Arrangement
3.1. Road Closures
Implementation of traffic control signage and devices will commence from 0800 on Tuesday 25 April
2017. This is to ensure TCGP Frederickton ANZAC Day is implemented in time for safe marshalling of
parade participants and the commencement of the parade.
3.2. Traffic Controllers & Marshalls
All traffic controllers and marshals shall participate in a risk assessment prior to implementation of
TCGP and commencement of duties.
Where a traffic controller is depicted on a TCGP with the following symbol; the traffic controller
shall hold current RMS Traffic Controller ticket. All TCGP shall be implemented by a traffic controller
that holds current RMS Implement Traffic Control Plan or Current RMS Yellow Card.
Where a marshall is depicted on a TCGP with the following symbol; they shall take part in the
risk assessment and advise road users of the event.
In the absence of Traffic Controllers or Marshals emergency service personnel, Police, State
Emergency Service, Fire & Rescue or Bushfire Brigade may implement the temporary closure
consistent wth the TCGP.
3.3. Parking Arrangements
There is on street parking available near the marshalling and ceremony location.
3.4. Pedestrians
Pedestrians are free to move around the parade however the main thoroughfare is to remain
pedestrian free to allow the parade to pass safely.

As discussed previously various organisations have been consulted with regard to the management,
impacts and possible emergency needs the event will require during the day. They will be notified
verbally in the week prior to the event.

NSW Ambulance Association – Arrangement of emergency procedures in the event of an
injury, medical requirement, etc.

5. Contingency Planning
5.1. Weather
Weather may affect the parade, but will not affect the operation of the Traffic Management Plan.
Frederickton Sub Branch will have the final say with respect to the completion of the day in the
event of a weather event in consultation with KSC staff.
5.2. Accidents in and around the site
Access for emergency vehicles to the parade route is via MacLeay Valley Way following the parade
route and then following vehicle movement.
5.3. Public Transport
The event is not serviced by public or private bus services.
5.4. Delayed Event
While some delay to the finalisation of the event is possible, it is not possible to extend the event
beyond Tuesday morning. As a result, any delay to the event will not have an impact on the
operation of the Traffic Management Plan.

1. Introduction
1.1. General
The Stuarts Point ANZAC Day March and commemoration service is held each year on 25th of April.

The March marshals at Workers Club in Ocean Avenue at 1030 and commences at 1040. The parade
marches to memorial at intersection of Ocean Avenue and Marine Parade, arriving 1100.
Approximately 100 people attend the March and Commemoration Service.

as per TCGP Stuarts Point ANZAC Day from 1030.
2.2. March The March commences at 1040 and the parade marches to the memorial at intersection of Ocean
Avenue and Marine Parade, arriving 1100. The parade consists of some vehicles with mobility
impaired returned service men and women along with a parade of able bodied returned service men
and women. Other participants include but are not limited to, emergency services personnel,
schools, community groups and individuals. The March Road Closure is opened at the completion of
the March and the insert as shown in the TCGP is to be installed for the duration of the Ceremony.
2.3. Ceremony The commemoration ceremony commences at the completion of the March once the parade has assembled. The commemoration service is completed at approximately 1130, the parade is dismissed and all road closure may be opened once the crowd has dispersed and it is safe to do so.

The march is held leaving Memorial Avenue at 1050 to march along Kinchela Street to the Cenotaph
in the park opposite The Heritage Hotel arriving by 11:00 and is attended by 50 people.

1. Introduction
1.1. General
The Bellbrook ANZAC Day March and commemoration service is held each year on 25th of April.
“Anzac Day goes beyond the anniversary of the landing on Gallipoli in 1915. It is the day on which we
remember all Australians who served and died in war and on operational service. The spirit of Anzac,
with its qualities of courage, mateship, and sacrifice, continues to have meaning and relevance for
our sense of national identity.” AWM Website
A noteworthy number of people attend the day either as an active member of the parade or as an
observer and participant of the commemoration services. The parade consists of some vehicles with
mobility impaired returned service men and women along with a parade of able bodied returned
service men and women.
The march is held leaving the park at corner of Main and East Streets at 1045 to attend an 1100
service held at Memorial (opposite 33 Main Street). Approximately 80 people attend the March and
commemoration ceremony.
The Traffic Management Plan (TMP) has been developed in accordance with Kempsey Shire Council
(KSC) requirements. It is to be used in conjunction with associated Traffic Control Guidance Plans
(TCGP), and the Traffic Control At Worksites Manual Version 4 (2010). All aspects of the TMP and
TCGP’s are to be erected, undertaken and monitored by qualified traffic controllers to allow access
to adjoining property owners as required and to maintain traffic flows during the event where
possible.
In preparing for this event the following organisations / authorities have been consulted with by the
committee:

2. Sequence Of Events
2.1. Marshalling Area Marshalling for the march commences from 1030 at the park at corner of Main and East Streets.
Road closures are to be implemented as per TCGP Bellbrook ANZAC Day from 1040.
2.2. March The march commences 1045 and moves along Main Street to the memorial opposite 33 Main Street
at arriving. The parade consists of some vehicles with mobility impaired returned service men and
women along with a parade of able bodied returned service men and women. Other participants
include but are not limited to, emergency services personnel, schools, community groups and
individuals.
2.3. Ceremony The commemoration ceremony commences at the completion of the March at approximately 1100 once the parade has assembled. Main Street remains closed to traffic until service concluded at 1130, the parade is dismissed and al road closure may be opened once the crowd has dispersed and it is safe to do so. 3. General Arrangement
3.1. Road Closures
Implementation of traffic control signage and devices will commence from 1015 on Tuesday 25 April
2017. This is to ensure TCGP Bellbrook ANZAC Day is implemented in time for safe marshalling of
parade participants and the commencement of the parade.
3.2. Traffic Controllers & Marshalls
All traffic controllers and marshals shall participate in a risk assessment prior to implementation of
TCGP and commencement of duties.
Where a traffic controller is depicted on a TCGP with the following symbol; the traffic controller
shall hold current RMS Traffic Controller ticket. All TCGP shall be implemented by a traffic controller
that holds current RMS Implement Traffic Control Plan or Current RMS Yellow Card.
Where a marshall is depicted on a TCGP with the following symbol; they shall take part in the
risk assessment and advise road users of the event.
In the absence of Traffic Controllers or Marshals emergency service personnel, Police, State
Emergency Service, Fire & Rescue or Bushfire Brigade may implement the temporary closure
consistent wth the TCGP.
3.3. Parking Arrangements
There is on street parking available near the marshalling and ceremony location.
3.4. Pedestrians
Pedestrians are free to move around the parade however the main thoroughfare is to remain
pedestrian free to allow the parade to pass safely.

4. External Consultation
As discussed previously various organisations have been consulted with regard to the management,
impacts and possible emergency needs the event will require during the day. They will be notified
verbally in the week prior to the event.
RSL Sub Branch
NSW Police– Engagement on event dates and Police approvals process
NSW Ambulance Association – Arrangement of emergency procedures in the event of an
injury, medical requirement, etc.

5. Contingency Planning
5.1. Weather
Weather may affect the parade, but will not affect the operation of the Traffic Management Plan.
Bellbrook Sub Branch will have the final say with respect to the completion of the day in the event of
a weather event in consultation with KSC staff.
5.2. Accidents in and around the site
Access for emergency vehicles to the parade route is via Main Street following the parade route and
then following vehicle movement.
5.3. Public Transport
The event is not serviced by public or private bus services.
5.4. Delayed Event
While some delay to the finalisation of the event is possible, it is not possible to extend the event
beyond Tuesday morning. As a result, any delay to the event will not have an impact on the
operation of the Traffic Management Plan.

6. Public Safety
The RSL Sub Branch has accepted responsibility for the provision of public safety on the site. This
Traffic Management Plan makes satisfactory arrangements for all matters associated with access to
and from the site only.
7. Advertising
Advertising will be through local print media.
8. Statement of Duty
Men At Work Traffic Services will be responsible for the preparation of the Traffic Management Plan
and associated Traffic Control Guidance Plans. The RSL Sub Branch shall ensure that all TCGP are
installed and operated by appropriately qualified personnel as stipulated in section 3.2.
All signage must be of a type which satisfies the requirements of AS1742.3. Such signs are to be
clean and in good condition. Locations shown on the drawings are approximate and should be
adjusted on site in consultation with council for maximum visibility to both traffic and pedestrians
allowing sufficient time to take appropriate action.
