Education Scotland developed a framework for implementation of the Guidance by:
1. Ensuring that CLD has a strong role in key policies and strategies
2. Supporting workforce development
3. Identifying and sharing good practice
4. Quality assurance and quality improvement

2. Supporting workforce development

4. Quality assurance and quality improvement• Trialling of community learning inspections in 2012-13• Consolidated changes in 2013-14 based on trials• Focus is on the two key questions• Production of Inspection Briefing Note• 42 Learning Community inspections and Improving picture over the past
five years• Only a small number will be subject to further inspection• Strengths include strong volunteering; Joint planning with partners; skilled and
influential community members; high quality learning and development programmes leading to improved life chances; and well-targeted provision leading to good outcomes for learners
Areas for Improvement include Improve data collection and analysis; improve shared self-evaluation, particularly with schools; further development of CfE improved; Needs assessment; benchmarking and outcome focussed planning and evaluation
