W
hen the prison cell gate slammed
shut on Nomveliso Buwa (31) and
Phumzile Prince Mnyiphika (38),
their thoughtsmighthavedrfitedback to the
fateful day they decided another person
should die.
They might have wondered how their life
could have turned out had they not con-
spired to kill Du Noons Simpiwe Jali.
Prison
Before the trial at the Cape Town High
Court, which concluded this Friday, they
might have wondered how on earth they
were caught.
In the end,when the judge sentenced them
both to 20 years imprisonment for conspira-
cy to murder, they would have known that
they could not outfox Milnertons Serious
andViolentCrimeUnit (SVC) in general and
Capt Murphy Papa in particular.
Forensics
TygerBurger spoke to Papa on Tuesday to
hear how he solved the case, which at first
seemed an impossible task.
On 1December 2010 at 09:00weheard that
one man and two women were shot in Du
Noon. The deceased were shot execution
style each with a bullet in the head. There
were no eyewitnesses, explains Papa.
A handbag belonging to Buwa was found
in the room of one of the victims (Jali).
Papa searched the bag thoroughly and dis-
covered a traffic fine inside.
He continues: Just a few days before a po-
liceman was shot, and as it turned out, he
was the one who issued the fine that I found
in the handbag.
I decided to see if the cartridge on the
murder scenematched the one thatwasused
in the first incident. It was confirmed that
the same 9 mm pistol was used in both inci-
dents.
Buwa was approached and then told the
authorities that she owed Jali R2 600. She ap-
parently lent her bank card to her friend
so that he could go drawmoney from her ac-
count.
Interrogation
At that stage Papa had no proof that this
witness could be a suspect.
During her interrogation much later it
was revealed that she was, at the time of the
triple homicide, hiding Mnyiphika at her
home.

According to Papa, Mnyiphika was
guilty of shooting the policeman in
a road rage incident just a few days
earlier.
Buwa and Mnyiphika then hired
a hitman to kill her friend Jali.
The hitman used Mnyiphikas
gun, hence the matching cartridg-
es.
While the investigationwas ongo-
ing, Buwa fled to East London
where she was arrested for fraud.
Says Papa: Many accusations
were made against her for accept-
ing money from people under the
pretence of finding them jobs. This
promise of employment never ma-
terialised however. She was
charged with fraud in East London
and found guilty.Me andLtColNel-
son Ngubelenga went to East Lon-
don and brought her back to stand
trial.
Many months of legal action fi-
nally concluded on Friday when
both she and Mnyiphika were sen-
tenced.
Even though the unknown hit-
man is still at large, this is a huge
boon for the SVC.

Nuwe waardasies vir al 850 000 eiendom-
me in die Stad Kaapstad word van 1 Julie
gebruik vir die berekening van eien-
domsbelasting.
Eiendomseienaars sal van 14 Februa-
rie af kennisgewings ontvang oor wat die
nuwe waardasie van hul eiendomme is.
Di waardasies is gebaseer op die waarde
van eiendomme op 1 Julie 2012. Altesame
600 000 residensile eiendomme is ge-
waardeer. Dit sluit nie die sowat 15 000
deeltitel-eiendomme in nie.
Volgens Leonore van der Walt, stads-
raadslid vir wyk 2, sal die nuwe eiendom-
swaardasies van 1 Julie vanjaar gebruik
word om eiendomsbelasting vas te stel.
Dit beteken nie dat eiendomsbelasting
met dieselfde persentasie gaan toeneem
as wat die onderskeie eiendomme in
waarde toegeneem het nie, het sy ges.
Die stadsraad begroot wat die eiendoms-
belasting vir die nuwe boekjaar van 1 Ju-
lie 2013 tot 30 Junie 2014 sal wees.
Eiendomsbelasting word hiervolgens
op die nuwe eiendomswaardes bereken.
Eiendomseienaars wat nie saamstem
met die nuwe waardasies nie, kry van-
jaar twee en n half maande tyd om be-
swaar aan te teken. Ingevolge wetgewing
moet eiendomseienaars 30 dae tyd vir be-
sware gegeeword. Die beswaartydperk is
van 21 Februarie tot 30 April.
Die nuwe waardasies sal op die Stad se
webtuiste beskikbaar wees. Geen beswa-
re wat na 30 April ontvang word, mag in-
gevolge wetgewing deur die munisipali-
teit oorweeg word nie, waarsku Leonore.
Eienaars van eiendomme sal van 14 Fe-
bruarie deur die munisipaliteit oor die
nuwewaardasies ingeligword.Daar is al-
tesaam 17 munisipale punte waar die be-
sware ingedienkanword.Diemunisipale
geboue in Parow en Bellville en die bur-
gersentrum in Kaapstad is van hulle.
Indien beswaar gemaak word teen n
waardasie, word die belasting op die nu-
wewaardasie gehef totdat die beswaar af-
gehandel is.
Daar kan beswaar gemaak word teen
enigiets waarmee die eienaar nie saam-
stem nie. Selfs huurders kan beswaar
maak. Iemand kan ook by n munisipale
kantoor beswaar maak teen die waarda-
sie van n eiendom in sy omgewing.
Indien n eiendom uit die waardasie-
rol weggelaat is, word eiendomsbelasting
terugwerkend van 1 Julie 2013 af bereken
sodra dit reggestel word.
Besware teen die waardasies van Ju-
lie 2006 het twee jaar geneemomafgehan-
del te word en die besware teen Julie 2009
se waardasies een jaar. Hierdie keer mik
ons na ses maande om besware af te han-
del.
Elke detail wat op die vorms gevra
word, moet ingevul word, anders kan n
deurdagte evaluasie van die besware nie
gemaak word nie. Ons het n regsmening
hieroor ingewin. Dit is belangrik. Enigie-
mand wat sukkel om die beswaarvorms
in te vul, sal deur munisipale amptenare
gehelp word. Eiendomseienaars kan ook
insae kry in die verkooppryse van eien-
domme in hul omgewing, s Leonore.
Nuwewaardasies
vir eiendomme

Sea rescue personnel had to assist a canoe-
ist on Monday afternoon after he ran into
trouble along the Milnerton coast.
Christiaan Beyers (23) from Loevenstein
suffered hypothermia after his canoe sunk
close to Woodbridge Island.
Frantically waving his arms and shout-
ing for help, Beyers caught the attention of
a person sitting on his balcony who called
in the distress call to the NSRI.
Station commander Rhine Barnes of the
National Sea Rescue Institute (NSRI) in
Melkbosstrand, said they were alerted to
the situation at about 14:30. After dispatch-
ing the rescue boat they foundBeyers adrift
half a kilometrenorth of theMinerton light-
house between the Sunset Links Golf
course.
We arrived at the scene and Christiaan
was very hypothermic and cold, but unin-
jured.
Michael Mcdonald (19) who was playing
golf at the Milnerton Golf course also no-
ticed Beyers predicament and rushed to
the beach to help.
Medical personnel arrived at the scene
shortly after and transported Beyers to the
Milnerton Mediclinic. He was discharged
on Monday evening.
Barnes confirmed that Beyers had forgot-
ten to insert a bung, which is a type of
drainage plug in the hull of the canoe.
Barnes said although it is an uncommon
mistake, it just illustrates how important it
is to have the necessary equipment.
Whats important is that he did have a
life jacket on but should have had flares
which would have helped a lot, Barnes
said.
Healso advised otherwatersport enthusi-
asts to inform friends or family when they
are going out onto the ocean.
Tell them how long youwill be andwhat
time you are expected to be back, this will
allow them to notify emergency services if
something happens, he explained.

Approximately 100 Joe Slovo residents in-
vadedanopen field belonging toOldMutual
on Thursday evening with the intention of
claiming the land for themselves.
Milnerton police acted quickly and
nipped the invasion in the bud.
Spokesperson, W/O Daphne Dell, con-
firms that a case of trespassing was opened
by Old Mutual, but to date no arrests have
been made.
The trespassers apparently marched to
the land in the early morning hours, de-
stroyed a part of the surrounding fence and
started demarcating the territory.
Dell says the idea was that they would
start building their shacks as soon as they
had figured out who would live where.
If we didnt act quickly it could have
been awful.
Our members came across the people
while they were hammering stakes into the
land, she says.
Ward councillor JoyMcCarthy adds a dif-
ferent slant to the affairswhen she says that
the ringleaders will be prosecuted in ac-
cordance with an interdict which has re-
cently been made against them by the City
of Cape Town.
Tygerburger reported on this last week
(Housing queue jumped).
Says McCarthy: The ringleaders incited
others to invade the land during a meeting.
People must understand that housing does
not fall under local government, but nation-
al.
She also adds that these invaders are not
only working against the DA, but also the
Joe Slovo Park community.
A piece of city-owned land in the settle-
ment, which has been earmarked for resi-
dential and commercial use, andwhichwill
benefit the community in the long run has
also been subjected to an orchestrated
land invasion in the last few months.
It is apparently the same group of people
who now invaded the Old Mutual land in
Marconi Beam.
McCarthy uses the opportunity to once
again call for patience.
Opportunistic squatters nipped in the bud

While in captivity, his kidnappers sawed
into his shins, smashed the tip of his finger-
nails with a hammer and deprived him of
food and water.
A Congolese man who lives in Kensing-
ton was kidnapped in Goodwood on 31 De-
cember last year and after being allegedly
tortured for four days, commendable work
by authorities saw to it that he survived the
ordeal.
A relentless investigation by Goodwood
policemembers and the Provincial Hostage
Negotiation Unit (WCHNU) lead to the man
being savedand twokidnap suspects arrest-
ed.
Spokesperson for the local police, Const
Nokwanda Harmans, is wary of revealing
too much about the case since court pro-
ceedings havent begun yet.
The sordid tale started when the victim
was kidnapped by two male suspects, who
hurriedhimaway to a farm inMalmesbury.
The suspects contactedoneof thevictims
friends anddemandedR30 000 ransommon-
ey, which they apparently claimed was
owed to them.
Harmans continues: On 1 January at
13:00 the man was reported kidnapped. A
ransom demand was made and the victims
cellphone was tracked to Malmesbury.
From the moment the case was opened,
Consts Landiso Gaya and Bonga Dingane,
along with other police and WCHNU mem-
bers started their search.
Information pointed them to a farm in
Roordebosch, Malmesbury.
After verifying that the owner of the vehi-
cle indeed resides on the farm they started
their stakeout on 2 January at 18:00.
Just aftermidnight that evening they saw
the vehicle and after an intense pursuit
they managed to arrest one of the suspects,
Harmans says.
The other onemanaged to escape, but the
victimwas, however, found in a building on
the farm and taken to hospital.
A couple of days later the other suspect
was also arrested during a follow-up opera-
tion.
Tortured for four gruelling days
Friends of Tygerberg invites anyone interest-
ed to join them on a three-hour hike on Satur-
day 2 February, starting at 07:00.
The hike will start at the Welgemoed Re-
serve entrance.
Three-hour hikes are undulating and vary
according to group size.
Hikers are requested to meet at the gate 10
minutes before the starting time.
It is advisable to take along a snack, plenty
to drink and to wear appropriate walking or
hiking shoes.
Hikers should also carry a light jacket, as
the weather can change quickly and the wind
on the mountain can be cold.
Children are welcome as long as they are
physically able.

The incessant barking of a neighbours dog
probably rates right up there on themajori-
ty of peoples list of top 10 irritations.
Something was however different from
the barking Taubelle Gersh heard on the
morning of 21 December from her house in
Milnerton.
Theownerof fourdogsherself, Taubelles
sympathetic ear picked up something else
in the barking that others would shrug off
as the acting out of a frustrated pooch.
I was playing with my four dogs in my
gardenwhen I heard this incessant barking
of a dog in the neighbourhood. It wasnt a
normal bark, it sounded as if the dog was
in danger, Taubelle said.
As the barking continued for another
hour, aworriedTaubelle decided to investi-
gate.
As it happened the housewhich the noisy
dog called home was in Redlands Road at
the back of Taubelles house in Sheldon
Road.
I knocked but no one was home. Being
vigilant I didnt want to investigate on my
own. If it was a burglary in progress Imight
put myself in danger, she explained.
She phoned the Milnerton Neighbour-
hood Watch and shortly one of their mem-
bers joined her at the house.
He looked around and then called me
over to come have a look. As I looked
through an open window I saw a dog stand-
ing on a table with the curtain entangled
around its neck. I told the man to not scare
the dog, fearing that it might jump off the
table and strangle itself. The barking came
from another dog on the property some-
where which I could not see.
Being a passionate dog lover, Taubelle
gently approached the distressed dog.
So with my angelic voice I coaxed the
dog closer, she joked.
I managed to grab hold of it andwithmy
other hand I was able to untangled the cur-
tain fromaround its neck.What amazedme
was that the other dog was barking to alert
people to the situation, she said.
Taubelle asked the Neighbourhood
Watch member if he knew who lived there.
When she got the name she looked up the
telephone number and gave the owner, Bev
Hoffman, a ring.
I was very tearful and emotional, Angel
ismydaughters dog. She studies at Stellen-
bosch and was coming home that weekend,
imagine if she got here and something had
happened to Angel, said a very grateful
Bev.
The 12-year-old Angel and eight-year-old
Kim, the heroine in this case, were rescue
dogs that Bev got from the Adopt-A-Pet or-
ganisation.
I am just so grateful that Taubelle lis-
tened to her inner voice and came to see
what was wrong. What if it was a burglary
or someone who had fainted, said Bev.

The song of the secretive bird, the Baillons
crake, might at first seem as odd as people
flying all the way from Johannesburg to
steal a glimpse of this rare bird, ticking it
off on their list and then flying back again.
This oddity by birdwatchers is, however,
absolutely justified when it is driven by
passion.
Their need to see that bird, even if it is
for just 40 seconds, isworthmore than their
time and money.
On 19 January a Baillons crakewas spot-
ted at Intaka Island in Century City.
The news hit Twitter and Facebook, went
viral, and soonhundreds of infatuated bird-
lovers descended on to the bird sanctuary.
The gates opened an hour-and-a-half ear-
lier every morning and repeated sightings
of the bird enticed even more to flock to
ground zero.
Alan Liebenberg of Century Citys Envi-
ronmental Office elaborates: It created a
stir among tweeters and photographers
who have been descending in their droves
in thehope of catching a glimpse of this nor-
mally very elusive bird.We have one previ-
ous record of it being spotted at Intaka back
in the late 1990s, but it disappeared on the
same day it was seen.
Liebenberg confirms that people came all
the way from Johannesburg to witness the
special bird.
He adds that since the best chance one
has to see it is early in the morning, they
opened the gates at 06:00 instead of 07:30.
It is a very small and solitary creature
and indeed very rare and is usually found
near the coastline or in marshy areas. Peo-
ple will sit for three hours just to see it for
half a minute!
Liebenberg says he isnt an avid birder,
but admits that he does have an interest in
the hobby.
Three years ago fewer than 10 000 people
went to the sanctuary but last year this fig-
ure rose to 20 000.
According to him it is a fantastic place
to go and take photos and enjoy the avian
wildlife.
When asked what the Baillons crake
sounds like he said it is very difficult to ex-
plain it.

TheCity of Cape Townhas strengthened its
partnership with the Southern African
Foundation for the Conservation of Coastal
Birds (Sanccob).
This foundation is responsible for preser-
ving SouthAfricas vulnerable seabird spe-
cies, including the African penguin.
The past theme for World Environment
Awareness, where the city participated
with various educational drives about en-
vironmental resource management, also
focused on the effects of pollution and cli-
mate change on polar ecosystems, and the
ensuing consequences around the world.
Chairperson of De Grendel Subcouncil,
JamesVos, explains that all types of polluti-
on are key factors in the health of a city,
represent a major health risk to our citi-
zens, and also portrayCapeTown in a nega-
tive way to tourists and residents alike. He
adds that previous municipal legislation
was not hitting hard enough at the big fac-
tories responsible for much of the noxious,
contaminating emissions that defile our
air, and that the existing air pollution cont-
rol bylaw of council was amended because
it is out of date and insufficiently stringent.
In addition, the city has expanded its ve-
hicle emission testing programme, targe-
ting not only big fleet owners, but also loo-
king at city-owned vehicles such as refuse
removal trucks.
It is the responsibility of every person
to protect existing trees and encourage the
planting of new ones to stem the negative
consequences of carbon emissions, says
Vos.
He also points out that judging by the
available facts on global warming, human
beings have a poor track record in caring
and managing our environment.
It is a known fact that trees are essential
in theproductionof oxygenand the reducti-
on of hot house gases. The City of Cape
Town therefore welcomes the contribution
by every resident who helps to plant trees,
not onlyduringArbourMonthheldannual-
ly in September, but throughout the year.

continues ahead of the expansion of the
MyCiTi service. Mayoral Committee Member
for Transport, Roads and Stormwater,
Councillor Brett Herron says: We thank

we undertake the construction that
is necessary to deliver quality public
transport to the people of Cape Town.

Construction continues on Blaauwberg Road as MyCiTi gears up for an expanded public
transport offering in Table View and Dunoon.
and Circle East along Blaauwberg Road.
The road has been widened and dedicated
red busways are under construction. A
cycle path in the median of Blaauwberg
Road is also being built. In coming months
landscaping with indigenous and water-wise
plants will improve the surrounding area.
The existing road is currently being
resurfaced. During this period, motorists
will from time to time be redirected
onto the newly constructed red busway.
Motorists are requested to follow the
signage provided.
Potsdam Road
The construction of Usasaza, Dunoon and
Killarney stations along Potsdam Road,
a dedicated red busway, and a pedestrian
and cycle path will be completed in the
coming months.
Road works and the construction
of the Potsdam station will require
trafc deviation at the intersection of
Blaauwberg, Potsdam and Koeberg roads.
This will take place over two weekends in
April and one weekend in September, from
Saturday at 14:00 until Monday at 05:00
to minimise congestion and inconvenience.
Trafc signs will help guide motorists to
alternative routes. Watch the press for

Park-and-Rides
Two Park-and-Rides will be built on either
side of Blaauwberg Road, at the
intersection with Wood Drive. Each will
accommodate about 120 parking bays
and racks for bicycles. This will make
it convenient for MyCiTi passengers to
park their cars and bicycles outside Wood
station and hop onto the bus. Landscaped
ower beds will contribute to the creation
of an attractive public space.

Michelle Smit (21) van die Eric Miles-Ches-
hirehuis in Milnerton kan nou op haar eie
rolstoel deur die gange van di tehuis jaag,
te danke aan verskeie Rotarir-klubs en So-
lidariteit Helpende Hand.
Die gestremde Michelle is verjeug dat sy
nou uiteindelik n gerieflike rolstoel het.
Ek kon amper nooit skoene gedra het
nie, want my voete rus nie gemaklik op die
ou ene nie. Die stoel wat ek voor hierdie een
gehad het, was meer gemaklik, maar ek het
dikwels agteroorgeval, verduidelik sy.
Michelle glo sy sal nie dieselfde probleme
ervaar met die nuwe rooi Ferrari, soos
een van die skenkers skertsend daarna ver-
wys het, nie.
Michelle was amper ses jaar gelede in n
motorongeluk op die N1. Sy het nie net die
vermo verloor om te stap nie, maar ook
haar niggie en krel aan die dood afgestaan.
Sedertdienwas dit een groot gesukkel om
van punt A tot punt B te kom.
Erika Botha-Rossouw, die streeksorgani-
seerder (Wes-Kaap) van Solidariteit Hel-
pende Hand, het die plaaslike Rotarirs in
kennis gestel van Michelle se probleem.
Ek ken Michelle sedert 2010 toe ek haar
ontmoet het inmoeilike omstandighede. Li-
ret Swanepoel van Solidariteit het ook be-
trokke geraak en selfs virMichelle n party-
tjie gehou met haar 21ste verjaarsdag!
Die Helpende Hand-streekkantoor het
reeds in 2011 by die tehuis betrokke geraak
en verskeie verbeteringe aangebring om
die inwoners se lewensgehalte te verbeter.
HelpendeHand het die lewensomstandig-
hede vanMichelle verbeter deur haar in die
tehuis te plaas en haar kamer op te knap.
Verlede jaar is van die ander kamers ook
verbeter.
Ons het geweet dat die inwoners van die
tehuis dikwels afhanklik is van die staat se
karige ongeskiktheidspensioen, s Erika.
Die pensioen is skaars voldoende omhul
verblyf te betaal en laat nie veel oor vir
enigiets anders nie.
In die volgende drie weke sal die Rotari-

The winners for a competition to name the
old and new bird hides at Rietvlei wetlands
were recently announced.
Thewinner of the competition for renam-
ing the new bird hide is Carolina Burd-
Rocchinotti.
Her proposal was the Sunset hide.
She has won a complimentary boat ride
for two on the citys patrol boat around Ri-
etvlei at a time that suits herself and a part-
ner.
The Rietvlei Management Board won the
naming of the old bird hide with Old
Friends Hide in honour of the Friends of
Rietvleis link to the board.
It is a bit of a tongue-in-cheek name that
will fall gently on the tongue of non-mem-
bers of Friends of Rietvlei while compli-
menting the Friends many years of contri-
bution to conservation on the area, said ar-
ea manager of the Table Bay Nature
Reserve Koos Retief.
The Rietvlei Management Board was of-
fered the same complimentary trip.

The social outreach programme a local ani-
mal charity has launched in informal settle-
ments, has led to a complete turn around in
how the residents view their animals.
The pro-life animal charity in Milnerton
Adopt-a-Pet has been working in Sweet
Home Farm, Philippi since July 2011.
We started tending to the animals there,
after there were rumours of a pack of dogs
dragging a child out of a shack and maul-
ing her. The community then turned on
the stray dogs and were intent on killing
them, says Cicely Blumberg of Adopt-a-
Pet.
It was while visiting the settlement at
around 06:00 one morning in the middle of
winter that they met one Edward.
He was in a terrible situation. He was
living ina shacknobigger thana toilet and
he was very sick. We told him that we will
build himawendyhouse beforeMandelas
birthday.
With the help of some volunteers and do-
nations, Cicely and her team then made
good on their promise.
Seeing what they did for Edward, some
of themothers approached themandasked
whether they are from the government.
We told them we are only there to help
the animals, but they wanted us to help
them with their children.
I didnt know what to say, and off the
top ofmy head I suggested getting them in-
volved in sport. I had a notebook with me
and said any children interested in play-
ing soccer or netball should sign up.
It is through this initiative that theymet
the 14-year-old Ebenathi and a friend.
We saw a scared looking dog which we
had trouble catching. These two boyswent
down on their haunches in the mud and
called the dog to them, and it started leop-
ard crawling its way to them.
This would prove to be a turning point
in the lives of Ebenathi and the lives of the
disregarded animals in the settlement.
Ebenathi still has the dog they rescued
that day.
He is now a watcher for all animals in
distress in Sweet Home Farm. If he comes
across an animal that is in trouble, he
phones us. The weekend before last he
phoned us about a little kitten he found in
a dustbin.Wewent out and rescued him, Cic-
ely says.
However, another emergency call from the
sympathetic Ebenathi regarding a dog and its
puppies that appeared to have been driven
over by a car, did not have such a happy end-
ing.
The dogs appeared to have been dead for
quite a while when we got there, she says.
Cicely is grateful for the way children like
Ebenathi have been given an understanding
of life.
The place where they live is so difficult.
There is nothing. Previously they would tor-
ture and kill the animals and now they are
helping to save their lives, she says.
The Safety Ambassadors social upliftment
programme they run in areas like Philippi
is aimed at showing the people who live
there, a different way of life.
We take the children to placeswhere they
havent been before. Recently I took
Ebenathi and his mother to the Waterfront
and we took them on a boat ride around the
harbour.
If you teach a young child to respect life
they will convey that thinking to the next
generation. It also serves as a crime preven-
tion programme and seems to be working,
she adds.

start listening
to real needs
Cease fire! one wants to scream. Can
everyone just put their guns, sticks,
stones, posters, and yes, pens down, shut
up and listen to each other? Can we stop
destroying our surroundings and saddest
of all, each other?
Everywhere everyone is yelling for
this, demanding that. Youll swear every
single soul is being denied even the most
basic of rights. Who doesnt want more
money, a better house, better services,
better education and more opportunities?
This need is insatiable the more you
have, the more you want especially
political power.
In a democracy nobody gets what they
want. Everything is a compromise. We
strive towards being sort-of satisfied. To
get to this point, we should listen. Not
just shut up to reload the word gun, but
put you in the other partys shoes the
real party understand their concerns
and their real needs, and stop focusing
on your own screwed up urge to get to
the top.
What is prevalent everywhere, is people
trying to wipe each other out, whether by
weapons or words. Nobody is listening.
Least of all is anyone listening to the real
victims of all these egoistic wars and
struggles for power. Who are listening to
honest people just trying to get on with
their lives, doing their jobs, raising their
children? They are the people who have
to live with this dodge the bullets,
bearing the brunt of others greed.

I am a cyclist and from your
letter I assume that you are
not and never was one.
The death of Burry Stander
had me questioning myself if I
should continue to cycle or
rather take up another sport
which I rather can do on a
field or indoors.
I cycle almost everyday and
when I get home, I thank the
Lord that I got back safely. I
agree with you that we as
cyclist have to look after our
own safety, but surely you as a
motorist also have a responsi-
bility to look out for me.
Numerous times we have near
misses of trucks and cars that
pass us within the safe 1.5
meter zone.
Some cars will pass you just
to turn right in front of you so
that you have to slam on the
brakes.
You say that cyclist ride
outside the yellow line and
that you have to sit behind
them. We have just been to
Ireland in December, there the
cars do sit behind the cyclists,
where there is no yellow line,
and wait for a gap to pass
them safely without putting
anybodys lives in danger. And
that is the norm, because they
respect each others right to be
on the road.
You mention that you have
to drive into the oncoming
traffic, but if you regard a
cyclist as just another road
user, you will wait until it is
safe to pass like you will do
with another motor vehicle.
You also mention that
Government should make it a
law that all cyclist must be
registered and display a
registration number. A big
number of Mountain bikers in
the Western Cape already
belong to various clubs, like
the Tygerberg Mountainbike
Club (TBMC) and everybody
displays their own specific

I am both a cyclist and
motorist and have travelled the
Bottelary Road many times on
both of these forms of trans-
port.
I do agree that there are
large groups of cyclists that use
this very popular cycling route
from time to time, and also
agree that some are misbehav-
ing by riding three or four
abreast. The various Western
Cape cycling clubs and regional
bodies are working hard to
address these problems.
Cyclists, like all other
vehicles, are not supposed to
ride inside the yellow lines,
they do so out of courtesy to
faster vehicles and for self
preservation to some extent.
There needs to be a serious
paradigm shift in the way all
road users in SA think
motorists, cyclists, taxis, the
whole lot, towards a mentality
of live and let live.
The Argus Cycle Tour is
coming up soon and the roads
are going to be flooded with
cyclists, so perhaps, if only for
two months, motorists can
accept them with some grace
then perhaps some lives can be
saved and stress levels lowered

Your statement that cyclists
should take responsibility for
their own safety is correct, but
I have a few concerns.
I am a cyclist myself and use
the Bottelary Road regularly. I
always ride as far left on the
shoulder of the road as possi-
ble. At stop streets and traffic
lights I go to the front, but
always ensure that I stay out of
the way of cars not to delay or
obstruct them when they pull
away. Even though I am a very
considerate cyclist, I have an
unpleasant incident every
single time I go riding and not
once has it been my fault.
What your article does not
mention is the motorists total
disregard of road rules, the
impatience, intolerance and
general lawlessness on our
roads. This is the cause of
death and serious accidents on
our roads.
The solution is, we all need
to obey the rules of the road, to
have respect for other road
users, to be more patient.

Listed private school company, Curro Holdings, has
opened a new school at Century City which is expected
to further increase demand for residential and com-
mercial property in the burgeoning precinct.
ExecutiveHead SeanFriedenthal says enrolments at
the school for the first year are just under 300 much
higher than they had initially anticipated.
With classes of around 25 pupils, the school currently
caters for Grade RR through to Grade 5 but will extend
to Grades 6 and 7 next year.
With 55 classrooms of which only 33 are currently
beingutilised, it has beenbuilt to accommodate around
800 learners and Friedenthal is confident they will be
at full capacity within a few years.
A high school is also in the planning stages for future
use.
Curro expands to Century City
Curro Holdings has opened a new school at Century City, which is simply known as Curro School Century City.
Crime and the challenge to find solutions are the
main concern in our community and should be seen
as an opportunity to involve all residents in the
crime-fighting business. This was said recently by
James Vos, chairman of De Grendel Subcouncil in
Cape Town due to concerns about crime in the com-
munity.
We have experienced armed robberies through-
out all suburbs within the northern areas, he said.
Measures such as the increase in police patrols
and residents involvement in neighbourhood
watches have been put into place.
He stated that training and capacity building
workshops for neighbourhood watches and their
members are being instigated.
The city is also offering resources such as radios,
reflector jackets, torches and bicycles once these
training programmes are completed.
The safety and security of our town is very close
to my heart, he says.
He emphasises that the strength of the neighbour-
hood watch depends on the ability to respond to lo-
cal needs and local problems with proper local solu-
tions.
All homeowners areurged to take additional steps
such as installing energy saving security lights
around the boundaries of their properties and to
look out for suspicious people and cars when driv-
ing home.
Residents are also advised to join the local neigh-
bourhood watches as these bodies bring the public
closer to the police,whichwill lead to better co-oper-
ation and a combined effort to prevent and fight
crime.

Jones eventually abandoned his insurance
agency to devote himself full-time to Lions at
its international headquarters in Chicago.
It was under his
dynamic leader-
ship that Lions
clubs earned the
prestige necessary
to attract civic-
minded members.
The associati-
ons founder was
also recognised as
a leader by those
outside the associ-
ation. One of his
greatest honours
was in 1945 when
he represented Li-
ons Clubs Interna-
tional as a consul-
tant in San Fran-
cisco, California,
at the organisati-
on of the United
Nations.
Jones personal
code was: You
cant get very far
until you start doing something for somebo-
dy else, and it became a guiding principle
for public-spirited people the world over. He
died on 1 June 1961 at 82 years of age.
His vision has created a worldwide volun-
tary humanitarian community service orga-
nisation with over 1,35 million men and wo-
men in 206 countries and geographical areas.
