I. GENERALRULESA. UNIVERSITY/COLLEGETEAMGUIDELINES1. ThecompetitionisopentoallUSAcolleges,
universitiesandjunior/communitycolleges;andallnon-USAuniversitiesandequivalentinstitutions.
2. Teammaynotexceed16memberswiththeexceptionoftheAllGirlandSuperCoedDivisions.AllGirlDivisionsmaynotexceed20femaleteammembers.SuperCoedDivisionsmaynotexceed24members.
3. Cross-oversareallowed(onlyappliestotheUniversityWorldCupCheerleadingChampionships)
4. TheSmallCoedDivisionswillbelimitedto1-4maleparticipantsperteam;LargeCoedDivisionswillbelimitedtoamaximumnumberof9maleparticipantsperteam;SuperCoedDivisionswillbelimitedtoamaximumnumberof13maleparticipantsperteam.
5. ThereareEIGHTseparatecompetitiveTeamCheerdivisions:a. “UniversityPremier”TeamCheerAllGirl

B.PARTICIPATIONGUIDELINES1. AllNon-USAParticipantsmustbecompliantwith
theircountry’sofficialUniversitysportseligibilityrequirements,asitpertainstostandarduniversityinternationalcompetition,includingproofof
studentidentificationoftherespectiveeducationalinstitutionrepresentedasrequired.
2. AllUSAparticipantsmustberegisteredfull-timestudentsoftheiruniversity/collegeandofficialmembersoftheschool’sspiritteam(noclubteamor“competitiononly”teams).Officialmember’softheschool’sspiritsquadistheteamrecognizedbytheirinstitutionastheactualsideline/courtsidespiritsquadthatregularlysupportstheirathleticteams.
3. TranscriptsoranotarizedletterfromtheDeanofStudentsorregistrar’sofficeisrequiredforallUSAParticipantsuponregisteringfortheChampionshipforthefallsemester.DOCUMENTATIONOFFULLTIMESTATUSMUSTNOTBEDATEDANYEARLIERTHANDECEMBER1,2020.Teamsviolatingthisrulecouldforfeittheirtitlesandbeprohibitedfromenteringthecompetitionthefollowingyear.
4. EachTeamfromtheUSAmustbeaccompaniedbyacurrentUSACheer/AACCAcertifiedcoachinorderfortheteamtobeeligibletocompete.ProofofcertificationisrequireduponregisteringfortheChampionships.
5. Anyinterpretationsordecisionsofeligibilityforthe2021UniversityWorldCupCheerleadingChampionshipswillberenderedbytheChampionshipsRulesCommittee.TheChampionshipsRulesCommitteewillrenderajudgmentinamannerconsistentwiththegeneralgoalsoftheChampionships.
6. Theteamandeachparticipatingteammember/coachshouldconstantlydisplaygoodsportsmanshipthroughouttheentireperformanceinregardtorespectforthemselves,otherteamsandtheviewingaudienceofallages.Teamsshouldrefrainfromanytaunting,bragging,orsuggestiveexpressionsorgesturesaswellasanydiscriminationofanynature.
7. Werecommendthattheteamandeachofitsmembersdisplayanoverallappearanceconducivetoservicingaspublicrepresentativesandambassadorsoftheirschoolinregardstogrooming,traditionalandappropriateattire,conservativemake-up,uniformity,etc.

C.ELIGIBILITYGUIDELINES1. AnyUSAuniversityorcollegeteamcompetinginthe
UWCCmustcomplywiththeeligibilityguidelinesofthe2021CollegeCheerleadingandDanceTeamChampionships.
2. Anyinterpretationsordecisionsofeligibilityforthe2021UniversityWorldCupCheerleadingChampionshipswillberenderedbytheChampionshipsRulesCommittee,whichwillconsistoftheTournamentDirector,theCollegeProgramDirectorandoneotherUWCCofficialappointedbytheTournamentDirector.TheChampionshipsRulesCommitteewillrenderajudgmentinamannerconsistentwiththegeneralgoalsofthechampionships.
D.TIMELIMITATIONS-ROUTINE1. Eachteam’spresentationmustincludeatleastone
(1)cheerand/orsidelinechant(useofnativelanguageincheerand/orsidelinechantisencouraged).
2. Eachteamwillhaveamaximumof2minutesand30seconds(1minuteand45secondsmaximumofmusic)todemonstrateitscheerleadingexpertise.Timingwillbeginwiththefirstmovement,voiceornoteofmusic;whichevercomesfirst.
3. Ifateamexceedsthetimelimit,apenaltywillbeaccessedforeachviolation:3pointdeductionfor1-5secondsover;5pointdeductionfor6-10secondsover,and7pointdeductionfor11secondsandover.
4. Theroutinetimelimitis2:30.Acknowledgingthepotentialvariancecausebyhumanreactionseedandsoundsystemtimevariations,judgeswillnotissueadeductionuntiltheirstopwatchesshowatimeof2:33.
5. BECAUSEPENALTIESARESEVERE,ITISRECOMMENDEDTHATALLTEAMSTIMETHEIRPERFORMANCESEVERALTIMESPRIORTOCOMPETITIONANDLEAVEASEVERALSECONDCUSHIONTOALLOWFORVARIATIONSINSOUNDEQUIPMENT.

spell-outs,etc.)areconsideredpartoftheroutineandwillbetimedaspartoftheperformance.
b. Allteambreaks,ritualsandtraditionsneedtotakeplacepriortoenteringtheperformancesurface.

d. Allteamsshallrefrainfromanytypeofexcessivecelebrationfollowingtheteam’sperformance.
Anyteaminviolationwillreceivea1pointdeduction.
e. Thereshouldnotbeanyorganizedexistsorotheractivitiesaftertheofficialendingoftheroutine.
E. TIMELIMITATIONS–GAMEDAY1. Ineachteam’sGameDayperformance,useof
nativelanguageincheerand/orsidelinechantisencouraged.
2. EachGameDayperformanceshouldconsistofaFightSong,SituationalSideline(offense/defense)andaGameDayTimeout.Themaximumperformancetimemustnotexceed3minutes.Timingwillbeginwiththefirstmovement,voiceornoteofmusic;whichevercomesfirst.Eachsectionshouldhaveabeginningandend.Note:Crowdleadinginteractionbetweeneachsectionisencouraged.
3. Ifateamexceedsthetimelimit,apenaltywillbeaccessedforeachviolation:3pointdeductionfor1-5secondsover;5pointdeductionfor6-10secondsover;anda7pointdeductionfor11secondsandover.
4. ThemaximumGameDaytimelimitis3:00.Acknowledgingthepotentialvariancecausebyhumanreactionseedandsoundsystemtimevariations,judgeswillnotissueadeductionuntiltheirstopwatchesshowatimeof3:03.

F.MUSIC1. Forthe2021UWCC,allUSAteamsmustfollowthe
USANationalGoverningBody“USACheer”guidelines(www.usacheer.net)andallnon-USAteamswillhavethechoiceofthe“USACheer”guidelines(www.usacheer.net)orICU(www.cheerunion.org)MusicCopyrightsEducationalInitiative.
2. WithincomplianceofF.1,IhavereadandunderstandtheUSACheerMusicorICUCopyrightsEducationalInitiativeandallsoundrecordingsusedinourteam’smusicshallonlybeusedwithwrittenlicensefromtheowners(s)ofthesoundrecordings.
3. Teamsmustbeabletoprovideproofoflicensingduringregistrationattheeventtheyareattending.Ifateamdoesnothaveproofofmusiclicensingavailable,theywillbeallowedtoperformtoanoptionalapprovedtrackofmusicoratrackwithcounts(providedbyUWCC).
4. ShouldateamchooseanoriginalrecordingthatisfeaturedinanypotentialtelevisionbroadcastoftheUWCC,theteam’sroutinemusicmaybeusedifsynchronizationrightsarealsosecured.Inthiscase,teamsmustbeabletoprovideproofofsynchronizationrightsintheformofaprintedcopythatcanbeprovidedduringregistrationattheeventfortheoriginalroutinemusictobeincludedinthetelevisionbroadcast.
5. Ifavailable,theUWCCrecommendsthatteamspreparingtheirroutinemusicshouldeditthemusicinaDigitalAudioWorkstation(DAW)andshouldbesurethatthevolumeofthesongisat“0”.ShouldaDAWbeavailable,afewimportantreminders:• MostDAW’shaveadefaultthatsetsatrackat-6
whenatrackisadded.• Checktoseeifthereisanormalizationprocess
afteryourenderorsaveyourwork.6. Forteamsperforminganoriginal
university/scholasticinstitutionfightsongand/ortraditionaluniversity/scholasticinstitutionmusic,theteamcanusearecordingoftheuniversity’s/scholasticinstitution’sdesignatedmusicalgroup(e.g.MarchingBand,etc.);however,aletteronofficialletterheadoftheuniversity/scholasticinstitutionfromtheadministrativesupervisorgrantingpermissiontotheteamisrequired.
7. Ifateamcannotprovideproofoflicensing,anddoesnotperformtoanoptionalapprovedtrackofmusicoratrackwithcounts.
8. Ifateamcannotprovideproofoflicensing,andchosesnottoperformtoanapprovedtrackofmusicoratrackwithcounts,theteamwillbedisqualifiedfromthecompetitionandwillnotbeallowedtoperformorcompete.
9. Ifthereareconcernsregardingacertainteam’suseofmusic,aChallengeFormmustbecompletedimmediatelyfollowingtheteam’sperformance.
10. Achallengecanonlybemadebytheofficialcoachofateamcompetingattheeventatwherethechallengeisbeingmade.
11. ChallengeProcess:a. Allmusicchallengesmustbesubmittedin
writingtotheeventdirector.b. Therewillbe$100USDfeetorequestamusic
challengeandmustbeintheformofacheckmadeouttoSt.JudeChildren’sResearchHospital.
c. Feescollectedwillbevoidedifchallengeiscorrect.
d. Iftheteamchallengedcanprovidedocumentationduringtheeventorthechallengecanberefuted,thefeeswillbedonatedtoSt.Jude.
e. Iftheteamchallengedcanprovidedocumentationthatrequiresfurtherreview,adecisionwillbefinalizedwithin48hoursoftheevent.
12. Eachteamisrequiredtohavearesponsibleadultremainatthemusicstationthatknowstheroutineandmusic.Thisrepresentativeisresponsibleforstartingthemusicandstoppingthemusicincaseoftechnicalmalfunctionorinjury.Clarification:Athletes/Alternatesarenotallowed.
13. AllteamsmustprovidetheirownCDorMP3deviceforuseontheeventsoundsystem.MusicmustberecordedatthecorrectspeedonahighqualityCDorloadedontoanMP3device.
14. Itisnotrecommendedthatasmartphonebeusedforplayingmusic,duetopotentialmusicinterferencethatmaybecausedbynormalphoneoperationsduringtheroutine.AllMP3coversmustberemovedforsoundsystemconnectionaccessibly
15. Pleasemakesurethatalldeviceshaveaheadphonejacktoconnecttothesoundsystem,thatarefullychargedwithvolumeturnedupandplacedinairplanemode.IfusingCDs,pleasemakesuretheCDisunscratchedtopreventamusicmalfunctionwhileinplay.
16. Pleaseensurethatjacksarecleanandfreeofanydebrisofwhichmayimpactconnectivity.Pleasenotethatyouwillrequiretohaveyourownadapterinadvanceshouldyourplayernothaveaheadphonejack.
17. MusiconaCDmustbelabeledwiththeteamname,division,teamsize,andittheCDmustbe

readytoplay.Oneorseveralselectionsofmusicmaybeused.AllteamsusingCDs,duetothehighernatureoftechnicalerrors,mustalsohaveanMP3back-upofyourteam’sroutinemusic.
18. TeamsmaynotuseDisneythemesnormaytheyhavecostumesthatresembleaDisneycharacter.However,Disneymusicisacceptableiffollowingthemusicguidelines.
G.COMPETITIONAREA1. Participantsmuststartinthecompetitionareawith
atleastonefootontheground.2. Teamsmaylineupanywhereinsidethecompetition
area.3. Theperformancefloorwillbeapproximately42feet
x54feet/12.8metersx16.5meters.4. ThesurfacewillbetraditionalfoamCheerleading
mat.5. Anyteammembersteppingoutsidetheperformance
areawillcausetheteamtoreceiveapoint-five(.5)penaltyperoccurrence.a. Thewhitelineisconsideredthewarningmark.b. ApenaltywillbeassessedwhenanyONEfull
hand,footorbodyparttouchesoutsidetheperformancesurface.
c. Onceateammemberentersontothecompetitionfloor,theteammembermustremainontheflooruntiltheendoftheperformance.
d. Onceateammembertakesthefloor,theymustremainontheflooruntiltheendoftheperformance.
6. Signsorpropsmaybesafelyplacedordroppedoutsidethecompetitionareabyateammemberwhomustremaininsidethecompetitionarea.A1pointpenaltywillbeassessedforsignsorotherhardpropsthatarethrownlandinginsideoroutsidetheperformancearea.
7. Allteammascots,props,centermarkets,etc.areprohibited.Thecenterofallperformancesurfaceswillbemarkedthroughoutthecompetition.
H.SPOTTERPOLICYInanefforttopromoteahigherlevelofsafetyforcompetitionathletes,UWCCwillprovideadditionalspottersforallrehearsalandcompetitionfloors.Note:Toprovidethesafestcompetitiveenvironment,teamsshouldnotattemptskillsbeyondtheirabilitylevel.I.LOGOUSAGETeamswillnotbeallowedtousetheUWCClogoincluding:banners,rings,bows,t-shirts,etc.withoutpriorapprovalfromtheUWCCoffice.TheuseoftheUWCCletterswillbeallowed.
J.MEDIAPOLICY1. Nocommercialrecording(audioorvisual)or
commerciallivestreamingisallowedintheeventvenueorotherevent-relatedvenues(including,butnotlimitedto,hotelsandrestaurants)oronthegroundsofanysuchvenues(collectively,“EventLocations”).
2. IntheeventateamauthorizesthecommercialrecordingorstreaminginanyEventLocation,theteamwillbeautomaticallydisqualified.Inaddition,thepersonal,non-commercialuseoflivestreamingapps(suchasPeriscope,FacebookLive,etc.)tocapturealloranypartofaperformanceduringtheeventisnotpermitted.
3. Byattending/purchasingadmissiontotheevent,eachattendeegrantspermissiontoUWCC,anditsaffiliates,designees,agents,licensees,andinviteestousetheimage,likeness,actionsandstatementsoftheattendeeinanyliveorrecordedaudio,video,film,orphotographicdisplayorothertransmission,exhibition,publication,orreproductionmadeof,orat,theeventinanymedium,whethernowknownorhereaftercreated,orcontextforanypurpose,includingcommercialorpromotionalpurposes,withoutfurtherauthorizationorcompensation.
II.INTERRUPTIONOFPERFORMANCEA. UNFORSEENCIRCUMSTANCES1.If,intheopinionofthecompetitionofficials,a
team’sroutineisinterruptedbecauseoffailureofthecompetitionequipment,facilities,orotherfactorsattributabletothecompetitionratherthantheteam,theteamaffectedshouldSTOPtheroutine.
2. Theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.Thedegreeandeffectoftheinterruptionwillbedeterminedbythecompetitionofficials.
B. FAULTOFTEAM1. Intheeventateam’sroutineisinterrupted
becauseoffailureoftheteam’sownequipment,theteammusteithercontinuetheroutineorwithdrawfromthecompetition.
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifdecidedbyofficials,theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.

C.INJURY1. Theonlypersonsthatmaystoparoutineforinjury
are:a)competitionofficials,b)theadvisor/coachfromtheteamperformingorc)aninjuredindividual.
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifthecompetitionofficialsallowaroutinetobeperformedatalatertime,thespotintheschedulewherethere-performanceistotakeplaceisatthesolediscretionofcompetitionofficials.Theteammayperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
3. Theinjuredparticipantthatwishestoperformmaynotreturntothecompetitionfloorunless:a. Thecompetitionofficialsreceiveclearancefrom,
first,themedicalpersonnelattendingtothatparticipant,theparent(ifpresent)ANDTHENtheheadcoach/advisorofthecompetingteam.
b. Ifthemedicalpersonneldonotcleartheparticipant,theparticipantcanonlyreturntothecompetitionifaparentorlegalguardianinattendancesignsareturntoparticipationwaiver.
c. Anyathletewhoexhibitssignsorsymptomsconsistentwithconcussionshouldberemovedfromtheactivityatthattimeandshouldnotbeallowedtoreturntoactivityonthatdayandasubsequentdayuntilevaluatedbyandreceiveswrittenclearanceforsuchparticipationfromaqualifiedphysician(MDorDOspecificallytrainedinconcussionmanagement).
d. InadditiontotheUWCCheadinjurypolicy,weencourageallstakeholderstobefamiliarwiththespecificlaw(s)ofthestatewherethecompetitionisbeingheld.
III.HOWTOHANDLEPROCEDURALQUESTIONS
A. RULES&PROCEDURESAnyquestionsconcerningtherulesorproceduresofthecompetitionwillbehandledexclusivelybythedirector/coachoftheteamandwillbedirectedtotheCompetitionDirector.Suchquestionsshouldbemadepriortotheteam’scompetitionperformance.
B. PERFORMANCE
Anyquestionsconcerningtheteam’sperformanceshouldbemadetotheCompetitionDirectorimmediatelyaftertheteam’sperformanceand/orfollowingtheoutcomeofthecompetition.
IV.INTERPRETATIONSAND/ORRULINGS
AnyinterpretationofanyaspectoftheseRulesandRegulationsoranydecisioninvolvinganyotheraspectofthecompetitionwillberenderedbytheRulesCommittee.TheRulesCommitteewillrenderajudgmentinanefforttoensurethatthecompetitionproceedsinamannerconsistentwiththegeneralspiritandgoalsofthecompetition.TheRulesCommitteewillconsistoftheCompetitionDirector,HeadJudge,andadesignatedcompetitionofficial.V.SPORTSMANSHIPAllparticipantsagreetoconductthemselvesinamannerdisplayinggoodsportsmanshipthroughoutthecompetitionwithpositivepresentationuponentryandexitfromtheperformanceareaaswellasthroughouttheroutine.Theadvisorandcoachofeachteamareresponsibleforseeingthatteammembers,coaches,parentsandotherpersonsaffiliatedwiththeteamconductthemselvesaccordingly.Severecasesofunsportsmanlikeconductaregroundsfordisqualification.VI.EVENTRULESVIOLATIONSAnyteaminviolationoftheseRulesandRegulationsoranyoftheabovementionedguidelineswillbeassessedaten(10)pointdeductionforeachviolation.Thisdeductiondoesnotapplytoviolationsmentionedabovethataredesignatedalesserpointvalue.VII.DISQUALIFICATIONAnyteamthatdoesnotadheretothetermsandproceduresofthese“RulesandRegulations”willbesubjecttodisqualificationfromthecompetition,willautomaticallyforfeitanyrighttoanyprizesorawardspresentedbythecompetition,andmayalsoforfeittheopportunitytoparticipatethefollowingyear.VIII.FINALITYOFDECISIONSByparticipatinginthischampionship,eachteamagreesthedecisionbythejudgeswillbefinalandthattheresultsmayONLYbereviewedforclarification.Eachteamacknowledgesthenecessityforthejudgestomakepromptandfairdecisionsinthiscompetitionandeachteamthereforeexpresslywaivesanylegal,equitable,administrativeorproceduralreviewofsuchdecisions.
IX.SCORESANDRANKINGSIndividualscoresheetsarefortheexclusiveuseofeachparticularjudge.Eachjudgehastheresponsibilityandauthoritytoreviewandsubmithis

orherfinalscoresandrankingspriortothefinaltallyofthescoreforallteams.Scoresandrankingswillbeavailableonlytoadvisorsorcoachesattheconclusionofthecompetition.X.AWARDSANDPRIZESAllteamsinthefinalroundofcompetitionwillreceiveatrophy.Teamswhorankfirst(1st),second(2nd),orthird(3rd)placewilladditionallyreceiveagold,silver,orbronzemedallion.XI.JUDGINGPROCEDURESThejudgesfortheeventwillbeappointedatthesolediscretionoftheUniversityWorldCupCheerleadingChampionships(UWCC).Thejudgeswillscoreeachteamaccordingtothejudgingcriteriatodeterminetheirtotalscore.Eachteamwillautomaticallyreceivethe“crowdsegment”full15pointsofthetotalscore.Thejudges’scoreswillbeaveragedtogetherwithdeductionsbeingtakenofftheaveragedscores.Alltiesineachdivisionorgroupwillremain.Intheeventofafirstplacetie,theteamwiththelessordeductionswillbeawarded1stplace.Ifthedeductionsremainequal,thetiewillnotbebrokenandbothteamswillbeawarded1stplace.XII.JUDGINGCRITERIA1. RoutineCompetitionCriteria:
a. ThejudgeswillscoreusingcriterialistedontheUWCCscoresheet.Eachteamwillbeevaluatedona100pointsystem.
b. TheCheerwillattributeto50possiblepoints(15totalcrowdtapepointsautomaticallygrantedtoeachUWCCteamand35possiblepointsonthescoresheet);Building35possiblepoints;and15pointspossibleforoverallroutine.
c. Anydeductionorviolationswillberemovedfromthefinalscore.
2. UWCCGameDayCompetitionCriteria-Overall:a. TheUWCCGameDayChampionshipDivision
showcaseswhattraditionalcheerleadingisallabout-leadingthecrowd!Teamswillbeevaluatedontheirabilitytoleadthecrowd,incorporationofgamedayskills,executionofthoseskills,motiontechniqueandoftheoverallperformance.
b. Theuseofcrowdleadingtoolssuchassigns,poms,flagsand/ormegaphonesisrecommended(Allarenotrequired).

4. Advisors/coachesshouldrecognizetheparticularabilitylevelofallparticipantsandshouldlimittheteam’sactivitiesaccordingly.Participantsshouldnotbepressedtoperformactivitiesuntiltheyaresafelyprepared.
5. Skillsthathavenotbeenmasteredshouldbeperformedonlyinasupervisedpracticeenvironment.
6. Thoroughtraininginproperspottingtechniquesshouldbemandatoryforallteams.
7. Allcheerleadersshouldreceivepropertrainingbeforeattemptinganyformofcheerleadingskills(e.g.tumbling,partnerstunts,pyramidsandjumps).
8. Allcheerleadingteamsshouldadoptacomprehensiveconditioningandstrength-buildingprogram.

Inallpyramids,theremustbeatleast2spottersdesignatedforeachpersonwhoisabove2personshighandwhoseprimarysupportdoesnothaveatleast1footontheground.Bothspottersmustbeinapositionasthetoppersonisloadingontothepyramid.One(1)spottermustbebehindthetopperson,andtheotherspottermustbeinfrontofthetoppersonoratthesideofthepyramidinapositiontogettothetoppersonoratthesideofthepyramidtogettothetoppersoniftheyweretodismountforward.Oncethepyramidshowsadequatestabilityandjustpriortothedismount,thisspottercanmovetothebacktocatchthecradle.Aspyramiddesignvariesgreatly,werecommendareviewofanynewpyramidswherethespottingpositionmaybeinquestion.Loadersmayalsobespotters,aslongastheloaders/spottersareinpositiontoprovideassistancetothetoppersonduringtheirdismount.

II.ELIGIBILITYGUIDELINES1. AllNon-USAParticipantsmustbecompliantwith
theircountry’sofficialUniversitysportseligibilityrequirements,asitpertainstostandarduniversityinternationalcompetition,includingproofofstudentidentificationoftherespectiveeducationalinstitutionrepresentedasrequired.
2. AllUSAParticipantsofuniversityorcollegeteamscompetingintheUWCCmustcomplywiththeeligibilityguidelinesofthe2021CollegeCheerleadingandDanceTeamChampionships.
3. Anyinterpretationsordecisionsofeligibilityforthe2021UniversityWorldCupCheerleadingChampionshipswillberenderedbytheChampionshipsRulesCommittee,whichwillconsistoftheTournamentDirector,theCollegeProgramDirectorandoneotherUWCCofficialappointedbytheTournamentDirector.TheChampionshipsRulesCommitteewillrenderajudgmentinamannerconsistentwiththegeneralgoalsofthechampionships.
III.JUDGINGPROCEDURESThejudgesfortheeventwillbeappointedatthesolediscretionoftheUniversityWorldCupCheerleadingChampionships(UWCC).Thejudgeswillscoreeachteamaccordingtothejudgingcriteria,usinga100pointsystemfortheroutinetodetermineeachteam’stotalscore.Theadditional15point“crowdsegment”scoreforUSAteamswillbewaivedfortheUWCC.Thejudges’scoreswillbeaveragedtogetherwithdeductionsbeingtakenofftheaveragescores.Intheeventofafirstplacetie,thetiewillbebrokenbycarryingthedecimalplacesoutforthetotalscore.Ifatieremains,therankingpointsfromeachjudgewillbeusedtobreakthetie.IV.SCORESANDRANKINGSIndividualscoresheetsarefortheexclusiveuseofeachparticularjudge.Eachjudgehastheresponsibilityandauthoritytoreviewandsubmithisorherfinalscoresandrankingspriortothefinaltallyofthescoreforallteams.Noscoresandrankingswillbeprovidedoverthetelephone.Aftereachroundofcompetition,teamswillreceivethejudges’score

PERFORMANCEAnyquestionsconcerningtheteam’sperformanceshouldbemadetotheCompetitionDirectorimmediatelyaftertheteam’sperformanceand/orfollowingtheoutcomeofthecompetition.CoacheswillbeaskedtocompleteaRoutineReviewFormwiththeirconcernsandwillneedtoallowupto2businessdaysfollowingtheconclusionoftheeventfortheirsubmissionstobereviewed.Questionsregardinganotherteamand/ortheirperformancewillnotbeallowed.
C. DEDUCTIONS
Deductionsheetscanbepickedupshortlyfollowingeachteam’sperformance.Questionsregardingpenaltiescanbemadebytheheadcoachoftheteamonlyandmuchbeinitiatedwithin30minutesofthefinalperformanceofthedivisionorpriortofinalawards-whicheverhappensfirst.Onceresultshavebeenannounced,norulesviolationchallengeswillbeaccepted
VI.SPORTSMANSHIPA. Allparticipantsagreetoconductthemselvesina
mannerdisplayinggoodsportsmanshipthroughoutthecompetitionwithpositivepresentationuponentryandexitfromtheperformanceareaaswellasthroughouttheroutine.
B. Theadvisorandcoachofeachteamareresponsibleforseeingthatteammembers,coaches,parentsandotherpersonsaffiliatedwiththeteamconductthemselvesaccordingly.Severecasesofunsportsmanlikeconductaregroundsfordisqualification.
C. Whenacoachisindiscussionwithanofficial,othercoaches,athletesandparents/spectators;thecoachmustmaintainproperprofessionalconduct.Failingtodosomayresultina1pointpenalty,removalofthecoach,ordisqualification.
VII.INTERRUPTIONOFPERFORMANCEA. UNFORSEENCIRCUMSTANCES1.If,intheopinionofthecompetitionofficials,ateam’s
routineisinterruptedbecauseoffailureofthecompetitionequipment,facilities,orotherfactorsattributabletothecompetitionratherthantheteam,theteamaffectedshouldSTOPtheroutine.
2. Theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.Thedegreeandeffectoftheinterruptionwillbedeterminedbythecompetitionofficials.
B. FAULTOFTEAM1. Intheeventateam’sroutineisinterrupted
becauseoffailureoftheteam’sownequipment,theteammusteithercontinuetheroutineorwithdrawfromthecompetition.
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifdecidedbyofficials,theteamwillperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
C.INJURY
1. Theonlypersonsthatmaystoparoutineforinjuryare:a. competitionofficials,b. theadvisor/coachfromtheteamperforming
orc. aninjuredindividual
2. Thecompetitionofficialswilldetermineiftheteamwillbeallowedtoperformatalatertime.Ifthecompetitionofficialsallowaroutinetobeperformedatalatertime,thespotintheschedulewherethere-performanceistotakeplaceisatthesolediscretionofcompetitionofficials.Theteammayperformtheroutineagaininitsentirety,butwillbeevaluatedONLYfromthepointwheretheinterruptionoccurred.
3. Theinjuredparticipantthatwishestoperformmaynotreturntothecompetitionfloorunless:a. Thecompetitionofficialsreceiveclearance
from,first,themedicalpersonnelattendingtothatparticipant,theparent(ifpresent)ANDTHENtheheadcoach/advisorofthecompetingteam.
b. Ifthemedicalpersonneldonotcleartheparticipant,theparticipantcanonlyreturntothecompetitionifaparentorlegalguardianinattendancesignsareturntoparticipationwaiver.
c. Anyathletewhoexhibitssignsorsymptomsconsistentwithconcussionshouldberemovedfromtheactivityatthattimeandshouldnotbeallowedtoreturntoactivityonthatdayorasubsequentdayuntilevaluatedbyandreceiveswrittenclearanceforsuchparticipationfromaqualifiedphysician(MD

orDOspecificallytrainedinconcussionmanagement).
d. InadditiontotheUWCCheadinjurypolicy,weencourageallstakeholderstobefamiliarwiththespecificlaw(s)ofthestatewherethecompetitionisbeingheld.
VIII.INTERPRETATIONSAND/ORRULINGSAnyinterpretationofanyaspectoftheseRulesandRegulationsoranydecisioninvolvinganyotheraspectofthecompetitionwillberenderedbytheRulesCommittee.TheRulesCommitteewillrenderjudgmentinanefforttoensurethatthecompetitionproceedsinamannerconsistentwiththegeneralspiritandgoalsofthecompetition.TheRulesCommitteewillconsistoftheCompetitionDirector,HeadJudge,andadesignatedcompetitionofficial.IX.DISQUALIFICATIONAnyteamthatdoesnotadheretothetermsandproceduresofthese“RulesandRegulations”willbesubjecttodisqualificationfromthecompetition,willautomaticallyforfeitanyrighttoanyprizesorawardspresentedbythecompetitionandmayalsoforfeittheopportunitytoparticipatethefollowingyear.X.FINALITYOFDECISIONSByparticipatinginthischampionship,eachteamagreesthatthedecisionbythejudgeswillbefinalandwillnotbesubjectforreview.Eachteamacknowledgesthenecessityforthejudgestomakepromptandfairdecisionsinthiscompetitionandeachteamthereforeexpresslywaivesanylegal,equitable,administrativeorproceduralreviewofsuchdecisions.XI.PENALTIES1. XII.GENERALSAFETYGUIDELINES1. Allathletesagreetoconductthemselvesina
mannerdisplayinggoodsportsmanshipthroughouttheevent.Theheadcoachofeachteamisresponsibletoassurethatteammembers,coaches,parents,andanyotherperson(s)affiliatedwiththeteamconductthemselvesaccordingly.
2. Allprogramsshouldhave,andreview,anemergencyactionplanintheeventofaninjury.
3. Coachesmustrecognizetheentireteam’sabilitylevelandlimittheteam’sactivitiesaccordingly.
4. Notechnicalskillsshouldbeperformedwhenacoachisnotpresentorprovidingdirectsupervision.
5. AllpracticesessionsshouldbeheldinalocationsuitablefortheactivitiesofPerformanceCheer,andawayfromnoiseanddistractions.
6. Warm-upandstretchingshouldprecedeandconcludeallpracticesessions,peprallies,games,competitions,performances,andotherphysicalactivities.
7. TheperformancesurfaceshouldbetakenintoconsiderationbeforeengaginginanytechnicalaspectofPerformanceCheer.Theperformanceareashouldbereasonablyfreeofobstructions.Athletesshouldnotperformtechnicalskillson:a. Concrete,asphalt,oranyotherhardor

XIII.COMPETITIONROUTINESPECIFICGUIDELINES&FORMAT1. Substitutionsmaybemadeintheeventofan
injuryorotherseriouscircumstance.Substitutesmustalsoabidebytheagerestrictionsinalldivisionsinwhichtheycompete.
2. FormalentranceswhichinvolvePerformanceCheertechnicalskills,andalltraditions/chantsarenotpermitted.Athletesshouldentertheperformanceareainatimelyfashion.
3. Allstaging,backdrops,specialeffects,oranyitemsthatmaydamageorotherwisealterthe

performancefloororenvironmentareprohibited(water,powder,glitter,fire,slidingoil,etc.).
4. Centermarkerswillnotbeallowed.Thisincludesbutisnotlimitedto,stuffedanimals,toys,alternateathletes,spacingropes,etc.
5. Teamsmayperformoffoftheperformancefloor;however,allroutinechoreographyfortheentireteammustbeginandendontheperformancefloor.Jumpingonoroffaraisedperformancesurfaceisprohibited.Thisruleappliesinallcategories,includingGameDay.
6. Eachteamcompetitionroutinewillhaveamaximumof2minutestodemonstratetheteam’sstyleandexpertise.Ifateamexceedsthetimelimitbymorethan3seconds,theysaidteamwillbeissuedapenalty.
7. Timingwillbeginwiththe1stchoreographedmovementornoteofmusic.Timingwillendwiththelastchoreographedmovementornoteofmusic,whicheverislast.
XIV.PERFORMANCECHEERGAMEDAYCOMPETITIONGUIDELINES1. UWCCPerformanceCheerTeamandAthleteGame
DaycompetitioneligiblymatchestheUWCCPerformanceCheerTeamandAthleteroutineeligibilityoutlinedinSectionII“EligibilityGuidelines”.
2. PerformanceCheerTeamscompetingintheUWCCGameDaycompetitionmustfollowthe
UWCCPerformanceCheerrulesandregulationsforthe2021UWCC.
3. Teamsizemaynotexceed30teammembers.4. EachteamGameDayperformanceshouldnotexceed
3minutes.Timingwillbeginwiththe1stmovement,voiceornoteofmusic;whichevercomesfirst.Eachsectionshouldhaveabeginningandanend;however,spiritedcrowdleadinginteractionbetweeneachsectionisencouragedtocontinuetoGameDayexperience.
5. Teamsarerecommendedtowearatraditionalteamuniformthatwouldbewornrepresentinganathlete’sscholasticinstitution-displayingschoolcolors,mascot,schoolinitialsoranymarkingsdisplayingschoolrepresentation.
6. Teamswillbeabletocompetein2UWCCteamroutinecategories(Pom,HipHop,Open),PLUStheUWCCGameDayChampionships.AthletecrossoverstoanyoftheUWCCdoublescategoriesisunlimitedandallowed.
7. ReflectiveofthehistoryofPerformanceCheer,PerformanceCheerroutinesmayaddaDrumline(individualsplayingmarchingbanddrums)intotheir
GameDaycompetitionperformance.Drumline(s)canbeincorporatedintoaPerformanceCheerroutine,andtheDrumlinemayenterthefloorwiththePerformanceCheerteambutmaynotstandontheperformancefloorduringtheperformance.Thedrumlinemaybepositionedtothesidebackoftheperformancesurface,andtheDrumlinewillnotcounttowardthetotalnumberofathletespermitted.
8. MascotswillbeallowedtoperformwithPerformanceCheerteamsduringthe2021GameDayChampionshipsperformance.
9. Therewillbe1UWCCPerformanceCheerDivision:Female/Male(max.30athletes)
XV.PERFORMANCECHEERGAMEDAYFORMATThese3componentsoftheGameDayChampionshipsareencouragedtousespiritraisingpropssuchassignsand/orpoms(nativelanguageisencouraged).FIGHTSONGSkillsandchoreographyrepresentsatraditionalfightsongthatthePerformanceCheerteamperformsatitsuniversitysportingevents.GAMESITUATIONSIDELINEFromanaudiocue,theteamwillperformanOffensive,DefensiveorGeneralGameDayChant(Sideline)reflectiveofaliveGameexperience.TIMEOUT/PERFORMANCEROUTINEa. A30secondroutineineitherthepom,hiphopor

b. Thisisthebesttimefortheteamtoshowcaseenergytomotiveandconnectwiththecrowd.

2. Teamsmustbeabletoprovideproofoflicensingduringregistrationattheeventtheyareattending.
3. Ifateamdoesnothavetherequiredpaperwork,theteamwillbeallowedtoperformtoanoptionalapprovedtrackofmusicoratrackwithcounts(providedbyUWCC).
4. ShouldateamchooseanoriginalrecordingthatisfeaturedinanypotentialtelevisionbroadcastoftheUWCC,theteam’sroutinemusicmaybeusedifsynchronizationrightsarealsosecured.Inthiscase,teamsmustbeabletoprovideproofofsynchronizationrightsintheformofaprintedcopythatcanbeprovidedduringregistrationattheeventfortheoriginalroutinemusictobeincludedinthetelevisionbroadcast.
5. Ifavailable,theUWCCrecommendsthatteamspreparingtheirroutinemusicshouldeditthemusicinaDigitalAudioWorkstation(DAW)andshouldbesurethatthevolumeofthesongisat“0”.ShouldaDAWbeavailable,afewimportantreminders:• MostDAW’shaveadefaultthatsetsatrackat-6

7. Ifateamcannotprovideproofoflicensing,andchosesnottoperformtoanapprovedtrackofmusicoratrackwithcounts,theteamwillbedisqualifiedfromthecompetitionandwillnotbeallowedtoperformorcompete.
8. Ifthereareconcernsregardingacertainteam’suseofmusic,aChallengeFormmustbecompletedimmediatelyfollowingtheteam’sperformance.
9. Achallengecanonlybemadebytheofficialcoachofateamcompetingattheeventatwherethechallengeisbeingmade.
10. ChallengeProcess:a. Allmusicchallengesmustbesubmittedinwriting
totheeventdirector.
b. Therewillbe$100USDfeetorequestamusicchallengeandmustbeintheformofacheckmadeouttoSt.JudeChildren’sResearchHospital.
c. Feescollectedwillbevoidedifchallengeiscorrect.
d. Iftheteamchallengedcanprovidedocumentationduringtheeventorthechallengecanberefuted,thefeeswillbedonatedtoSt.Jude.
e. Iftheteamchallengedcanprovidedocumentationthatrequiresfurtherreview,adecisionwillbefinalizedwithin48hoursoftheevent.
11. Eachteamisrequiredtohavearesponsibleadultremainatthemusicstationthatknowstheroutineandmusic.Thisrepresentativeisresponsibleforstartingthemusicandstoppingthemusicincaseoftechnicalmalfunctionorinjury.
12. AllteamsmustprovidetheirownCDorMP3deviceforuseontheeventsoundsystem.MusicmustberecordedatthecorrectspeedonahighqualityCDorloadedontoanMP3device.
13. Itisnotrecommendedthatasmartphoneisusedforplayingmusic,duetopotentialmusicinterferencethatmaybecausedbynormalphoneoperationsduringtheroutine.AllMP3coversmustberemovedforsoundsystemconnectionaccessibly
14. Pleasemakesurethatalldeviceshaveaheadphonejacktoconnecttothesoundsystem,thatarefullychargedwithvolumeturnedupandplacedinairplanemode.IfusingCDs,pleasemakesuretheCDisunscratchedtopreventamusicmalfunctionwhileinplay.

XVIII.CHOREOGRAPHY&COSTUMING1. Routinechoreographyshouldbeappropriateand
entertainingforallaudiencemembers.Vulgarorsuggestivematerial,choreographyand/ormusicisnotallowedandisdefinedasanymovementorchoreographyimplyingsomethingimproperorindecent,appearingoffensiveorsexualincontent,and/orrelayinglewdofprofanegesturesorimplications.Musiccontainingwordsunsuitableforfamilylisteningisnotallowed.Thisincludes,butisnotlimitedto-swearwordsconnotationsofinappropriatebehavior,etc.

Inappropriatechoreography,costuming,makeupand/ormusicmayaffectthejudges’overallimpressionand/orscoreoftheroutineandwillresultina1pointdeduction.
2. Shoes,onbothfeet,mustbewornduringthecompetition.Dancepawsareacceptable.Shoeswithwheelsarenotallowed(Example:rollerskates,rollerblades,heelys,etc.).Wearingsocksand/orfootedtightsonlyisnotallowed.
3. TeamsmayNOTuseDisneythemesandtheymaynothavecostumesthatresembleaDisneycharacter,movieortheme.
4. Allmaledancers’costumesmustincludeashirtthatisfastened,howeveritcanbesleeveless.
5. Jewelryaspartofthecostumeisallowed.
XIX.PROPSPropsareallowed,however,theymustfitthrougha36inch/.914meterdoor.Propsmustbehandheldandcannotbeusedtobeartheweightoftheathlete.Standingpropsthatcanbeusedtobeartheweightofanathletearenotallowed(Examples:chairs,stools,benches,ladders,boxes,stairs,etc.).AnypropsusedmustfirstbeapprovedthroughtheUWCCOffice.Forapproval,pleasesendavideooftheproptolrifino@cheerunion.org.Deadlinetosubmitpropsforapprovalis3January2021.
XX.HANDSFREEPOMSTheuseofhandsfreepomsisallowed.Handsfreepomsaredefinedaspomswithastrapacrossthepalmofthehand,makingthepomseasilytransferabletoplaceahand,freeofanyobjectsingrasp,onthegroundforskills,tricks,etc.Ahairtie,rubberbandortyingpomstrings/piecestogetherwillnotbeconsideredahands-freepom.
XXI.TEAMROUTINEELIGIBILITYTeamswhoparticipateinthecompetitionwillhavetheopportunitytocompetein2UWCCteamroutinecategories(TeamPom,HipHopand/orOpen),aswellastheUWCCGameDayCompetition.FortheUWCCdoublescategoriesspecifically(DoublesPom,DoublesHipHop),allUWCCPerformanceCheerathletesareeligible,perUWCCeligibilityrules,andcrossoversareallowed.
XXII.ROUTINECATEGORIES• POM-Pomsarerequiredtobeusedthroughoutthe
routine.Importantcharacteristicsofapomroutineincludesynchronizationandvisualeffects,alongwithproperpomplacementandperformancecheerskilltechnique.Motionsshouldbeverysharp,cleanand
precise.Yourteamshouldbesynchronizedandappearas“one”.Aroutinethatisvisuallyeffectiveisextremelyimportant,includinglevelchanges,groupwork,formationchanges,etc.Pomroutinesfollowamore“traditional”theme.Seethescoresheetformoreinformation.

XXVII.TOURNAMENTFACILITY1. ThecompetitionisscheduledtobeheldatESPNWide
WorldofSports®Complex.2. Theperformancefloorwillbeprofessionalgrade
material.Allfloorswillhave8panelsintherehearsalareaand10panelsonthemainfloor(Routine&GameDay).Dimensionsareasfollowsandcanbesubjecttochangeifthetournamentofficialsfeelitisnecessaryforthesuccessfulexecutionofthechampionships.Eachpanelis5feet3½inches/1.613meterswide.
3. Thetournamentofficialsshallhavetherighttoalterthetimeandlocationofthecompetitionintheeventchangesbecomenecessaryduetoinclementweather,facilityproblems,televisionproductionrequirements,oranyothersituationdeemedbythetournamentofficestobeessentialtothesuccessfulexecutionofthechampionships.
