What is Open Source?
A paradigm shift:
• Based on software improvement via collaborative open innovation
• Driven by those with desire to use and / or improve the product
• Successful new business models (e.g. RedHat)
• Scale of openness to suit the needs
Based on 4 Software Freedoms:
• Free to use software however you wish
• Free to redistribute copies
• Free to understand how it works and adapt it
• Free to make and share improvements with anyone

NHS?
• Large scale clinical or administrative applications
• Speciality based products
• Apps and services focused on mobility, safety, efficiency etc
• Patient facing services
• Integration and interoperability
• Not only code but configuration
• Supporting software that underpins

Objectives – Why Open
Source?
• Removes vendor Lock-In
• Increases responsiveness to fixes and changes in requirements
• Increases the number of vendors who can support the solutions
• Decreases Total Cost of Ownership
• Removes up-front licence fees and capital outlays
• More competitive pricing for support & maintenance
• Stimulates wider participation in improving and innovating products
• Greater control in delivering open interface between systems
• As easy to support and manage source control as proprietary
solutions

Why Open Source in the
NHS?
• Increases the range of digital solutions available to NHS
organisations, at the level appropriate to them
• Organisations do not need a team of developers to use them
• Supports progression along the CDMI
• Supports greater and more direct clinical engagement in product
development, making products more useful, usable and used
• Facilitates sharing of investment and innovation across the NHS
• Encourages sharing of best-practice in using the technology
• As safe to use as proprietary software

What will NHS England do?
• Champion the deployment of Open Source Solutions with the NHS
and support them in procuring associated services
• Promote the engagement of Clinicians and front line users through
the Code for Health initiative
• Generate Communities of Interest around solutions and areas of
interest
• Support the use of IDC Technology Fund and Nurse Technology

What will NHS England do?
• Run engagement events to support the market and encourage
partnerships within and between NHS and Supplier organisations
• Share knowledge, innovation and best-practice examples
• Support the creation and operation of product custodians which
provide services similar to normal commercial vendors of software
• Work with the supplier community and NHS organisations to
generate more potential open source products
• We will look to extend across all care settings over time

FAQs Q: Is this to be matched funded? A: Yes via Integrated Digital Care Tech Fund 2. Q: What are the rules for matched funding i.e. can it be revenue as well as capital? A: Public dividend capital, implementation costs can also be capitalised. Q: How can this be done without going through procurement? A: No product license to purchase therefore just implementation and support services to procure. If the value is below OJEU then simple tender/quote process.
FAQs cont. Q: Are Trusts with Tech Fund 1 money able to apply for more? A: A clear business case for additional funding would be required. Q: Will this be funded adequately? A: Yes, applications will be required to accurately address the necessary implementation costs.
