1/ Mental Health Recovery and Life Improvement course including WRAP :
Mental Health Recovery and Life Improvement course, including WRAP (Wellness Recovery
Action Plan) Seminar 1 (as was presented by Bianca Holgate at VMIAC last year!)
8 week discussion-based course, facilitated by Katrina Breen and Natasha Wiggetts (both are
qualified WRAP facilitators).
Please note that WRAP is NOT "just relapse prevention": it suits anyone, with or without a mental
illness, who is looking to make any change of any kind, e.g. any change in habits, or adjusting to
life changes e.g. moving house or starting new job or studies. The course teaches participants to
develop their own programme according to their individual needs, strengths and goals.

The course will be held near Balwyn. We will be starting the programme on either 23rd or 30th
May (exact date to be confirmed) on Thursdays early evening, and will run through to mid-July.
At this stage the timing of the sessions is likely to be from 6 until 7:45 PM (Exact time will
depend on the availability of interested participants.)
Cost for the whole course will be between $80 and $120 total per person, covering 8 or 9 weeks
(depending on how soon we are able to start), i.e. between $9 and $15 per person. Includes
workbook. (Exact cost of the course to be confirmed.)
This programme also serves as a prerequisite for anyone wanting to later attend facilitator training
(seminar 2) for delivering the programme.
Limited places available.
Further information is available on request. Please also feel free to spread the word. WRAP can be
attended (and delivered) by people with or without a mental illness. This course will include
participants from the "general public".

N.B. for those of you who contacted me regarding forming a group to apply for funding for Peer
Support training: I haven't forgotten you, and will try to get around to contacting you all soon!
Perhaps the first step should be an online forum for discussion. If we are successful in getting
funding, we might be able to subsidise the fees for some people to attend WRAP facilitator
training next time it is offered in Melbourne!

2/ National Disability Insurance Scheme Update 43:
Dear Friends,
Welcome, Queensland!
DisabilityCare Australia, the national disability insurance scheme, will roll out – in full – across
Queensland by July 2019.
Today’s historic agreement with the Queensland Government will see DisabilityCare Australia
become a reality for around 97,000 Queenslanders with disability.
We have now secured full agreements with most state and territory governments meaning almost
90 per cent of Australians will be covered by DisabilityCare Australia.
People with disability will have choice and control over the supports they receive, and their
families and carers can be sure they’ll get a helping hand.
All Queenslanders will have the peace of mind that in the event of significant and permanent
disability, or if they have a child with disability, that leaves them needing daily care and support,
they’ll get the care and support they need.
To cover all people in Queensland, in 2019-20 the Queensland Government will provide $2.03
billion and the Australian Government will contribute around $2.14 billion to the scheme for
Queenslanders.
Today’s agreement builds on those with the governments of New South Wales, Victoria, South
Australia, Tasmania and the Australian Capital Territory and the agreement to launch the scheme
in the Barkly region of the Northern Territory.
The countdown to launch in New South Wales, Victoria, South Australia and Tasmania is on –
it’s just over seven weeks away. Stay tuned to progress towards launch by checking in on the
website – www.ndis.gov.au – and we’ll continue to keep you updated through NDIS Updates.

2nd Opportunity to participate in a project forwarded on behalf of Craze Lateral Solutions
I am pleased to advise that the Australian Commission on Safety and Quality in Health Care
(ASQC) has engaged my company to prepare a scoping report about recognising and responding
to deterioration in a person’s mental state in acute health facilities. Joining me in this project are:
Douglas Holmes, a consultant with lived experience of mental illness
Eileen McDonald, a mental health carer/family consultant
Private Mental Health Alliance represented by Phillip Taylor and Allen Morris-Yates
St Vincents Hospital’s Alcohol, Drug & Mental Health Program (Sydney), represented
by Dr Peter McGeorge, Steve Bernardi and Douglas Holmes
Report’s Purpose: The report’s purpose is to inform the Commission about: what is known about
this topic; gaps that could be addressed by the Commission; and whether and how the
Commission’s existing framework for recognising and responding to physiological deterioration
could be applied to deterioration in a person’s mental condition.

Project Scope: The Project’s scope, while recognising that a significant proportion of care for
people mental illness is delivered in the community, focuses on people whilst they are being
treated in an acute setting, including public and private general and specialist mental health
hospitals. The review’s scope includes:
Patients treated in the emergency department, those admitted voluntarily, and involuntary
admissions
All patients, not only those with a mental health admission or in a mental health inpatient
facility, but also those whose mental state deteriorates whilst they are in a medical or
surgical setting in a general hospital.

The Scoping Review is to focus on key adverse outcomes associated with deterioration in a
patient’s mental state including those of:
Suicide
Self-harm
Aggression to other patients, visitors and staff
Self-discharge from acute facilities
The need for involuntary admission and/or readmission, seclusion and restraint.
Key Questions: The main questions for the Scoping Review are:
1. How is deterioration in a patient’s mental state currently defined and assessed?
2. What are the factors, either individual or systemic, that lead to adverse outcomes
associated with this deterioration?
3. How often are there adverse outcomes associated with deterioration in a patient’s mental
state? Where are these outcomes currently reported? Are they publicly reported?
4. What kind of strategies, tools, frameworks, guidelines and approaches are in place to
support early recognition of deterioration in mental state for patients in acute care
facilities?
5. What kind of strategies, tools, frameworks, guidelines and approaches are in place to
manage the potential for adverse outcomes associated with deterioration in a patient’s
mental state?
6. How are these strategies evaluated? How successful have these strategies been?
7. What are the gaps that need to be addressed to reduce the risk of adverse outcomes
associated with deterioration in a patient’s mental state?
8. To what extent can the framework developed by the Commission regarding recognising
and responding to physiological deterioration be applied to deterioration in a patient’s
mental state?
9. What actions may be needed for the Commission to contribute to improvements in this
area?

5/ LAUNCH OF VICTORIAN DISCRIMINATION LAW RESOURCE:
Launch of Victorian Discrimination Law resource
This year is the 35th anniversary of anti-discrimination legislation in Victoria and to mark the
event, the Commission has released Victorian Discrimination Law, a new handbook and online
resource developed to provide a guide to equal opportunity case law in Victoria.
Acting Commissioner Karen Toohey said that Victoria’s equal opportunity legislation has been
amended over the years to keep pace with our evolving society and to extend its protections to
ensure the most vulnerable and marginalised members of our communities are able to live free
from discrimination.
Discrimination case law provides us with valuable guidance and insight into the application and
interpretation of the law and we hope this resource helps build a deeper appreciation and
understanding.
To ensure it is accessible and easily available this resource is available online and will be updated
regularly to reflect developments in the law.

Discrimination rife in workplaces
New research showing nearly 1 million Australians feel they have been discriminated against in
their workplace sometime in the last two years suggests many employers are failing to meet their
equal opportunity obligations and would benefit from our training and consultancy programs.
Acting Commissioner Karen Toohey said the report, Perceived job discrimination in Australia by
the University of Melbourne, showed more than 850,000 workers felt discriminated against
because of their gender, age, ethnicity, religion or parenting responsibilities and meant many
Victorian employers were at risk of being found liable if their employees lodged complaints.

6/ THE OPEN DIALOGUE APPROACH:
An Introduction to the Open Dialogue Approach
- with Jaana Satu Castella
Jaana Satu Castella is a mental health nurse leading an organisational development project to
embed recovery approaches in a large psychiatric service near Copenhagen, Denmark.
Originally from Finland, Jaana is also an expert in the Open Dialogue approach and is visiting
Melbourne during May 2013.
The Centre for Psychiatric Nursing is proud to host a 2 hour workshop on the Open Dialogue
approach, presented by Jaana.
What is Open Dialogue?
Open Dialogue is a form of community treatment originating in western Lapland, Finland.
Open Dialogue aims to promote a therapeutic process that mobilises the family/network’s own
psychological resources, aiming to treat people with psychotic symptoms in their own home and
relying on the involvement of a consistent team throughout contact. All staff are given on the job
training, becoming qualified psychotherapists. Treatment meetings use dialogue to find new
words and shared language for experiences.
The approach has achieved dramatic success helping people through extreme states, while relying
much less on medication and hospitalisation.

7/ Information from the Community Sector:
Social Enterprise Awards finalists chosen
The Social Enterprise Awards finalists have been chosen. The Awards celebrate and increase
awareness of the nearly 20,000 social enterprises operating in Australia. The finalists have been
chosen for five awards; four for social enterprises and one for the businesses that support them.
The Awards presentation will occur on May 28.
National Volunteer Week 13-19 May
National Volunteer Week is an annual celebration of the role and value of volunteers. So how do
we say 'thank you' to recognise the contribution of Australia’s six million volunteers?!
Volunteering Victoria has established a Thank You Petition. Leaders of all volunteer-involving
organisations are encouraged to sign on and publicly acknowledge their volunteers and send a
strong message to all volunteers that their contributions are valued. To sign the petition,
Volunteering Australia is asking you to visit their Facebook and Twitter pages from 13 - 19 May

Workshop Outline: Members of Consumer Advisory Groups (CAGs) are an important aspect of
the consumer workforce in mental health. They support the work and thinking of organisations
from a consumer perspective. As well as this, they support the work of consumer consultants and
other consumer workers and have the potential to drive some exciting initiatives.
However, CAG’s are not frequently given opportunities for professional development and support
and can often work in isolation from other CAGs and within their own organisations. The WETS
cluster has recognised this and is committed to providing CAGs with opportunities to grow and
develop. As identified at the consumer workforce training day in February, this CAG summit is
being organised to provide an opportunity for CAGs and organisations to identify and further
explore issues relevant to this workforce in order to strengthen and value the contributions CAGs
can make.

TheMHS CONSUMER DAY 2013
INVITATION TO SUBMIT
The 23rd
annual TheMHS conference will be held in Melbourne on 21st-23
rd August 2013, with
the pre-conference Consumer Day forum scheduled for 20th
August.
The Melbourne Consumer Day Forum Organising Committee (CDFOC) has been working hard to
provide a day that is inclusive, informative and provides a showcase for the range of work being
undertaken by consumers across Australia and New Zealand.
We aim to create a Powerpoint presentation for viewing during the day that demonstrates the
breadth of consumer work going on across our two countries.
We extend an invitation to all consumers engaged in consumer-driven initiatives to submit
material for inclusion in the presentation.
Specifically, we would like you to submit 3 Powerpoint slides highlighting your
service/initiative/work, with the following structure:
One slide providing details of the name of your project, its geographic location and contact
details;
One slide that includes a photograph or other colourful graphic presentation relevant to the
project;
One slide with some basic information about your project or some aspect of it (using a font
size no smaller than 20).
The Powerpoint slides can be emailed to the CDFOC via [email protected], and must be
received by Friday, 28th
June for inclusion in the presentation.*
*Please note: While we hope for strong consumer representation at the forum, attendance is not
required for submissions to be included in the presentation.
