Part1:Introduction
1.ThisdocumentistheConsultationStatementthataccompaniestheWaltonNeighbourhoodPlan.ItsetsouttheconsultationandengagementcarriedoutbytheWaltonNeighbourhoodPlanWorkingGroup(NPWG)initsworkdrawinguptheNeighbourhoodPlan.ItcoverstheperiodfrominceptionoftheNPWGinJune2013theconsultationontheproposeddraftofthePlaninearly2016andworkonthefinaldraftofthePlanbeforeitssubmissiontoMiltonKeynesCouncil.FurtherinformationabouttheNPWG–anddocumentsthatarereferredtobelow–canbefoundonWaltonCommunityCouncil’swebsite:www.waltoncommunitycouncil.gov.uk2.ConcernhadbeenexpressedsinceJanuary2012byanumberofresidentsandcouncillorsaboutthescaleofdevelopmenttakingplaceneighbouringtheparish,whichwasinevitablygoingtohaveanimpactoninfrastructurewithinWaltonparisharea.Itwasfeltthatwhiletherewasconsiderationofindividualplanningapplicationswithintheparish,notenoughconsiderationwasbeinggivenbyplannersanddevelopersabouttheimpactofsuchdevelopmentsonthewiderarea.WiththeLocalismBillhavinggonethroughParliamentitwassuggestedthatneighbourhoodplanningmightprovideanopportunitytogiveresidentsachancetohaveasayinfuturedevelopmentandinthefutureshapeofthearea.3.TheissueofneighbourhoodplanningwasfirstputontheagendaofWaltonCommunityCouncil(WCC)on4April2012.Representativesfromalocalresidentsgroup,SR4-setuptorespondtoplansfortheneighbouringChurchFarmdevelopmentproposals,engagedwithWCCandafterfurtherresearchanddiscussion,resultedinameetingon14May2013whereapresentationandworkshopwasfacilitatedbyanexternalconsultant.AllWCCmeetingsarepublicandopentoallthoselivingorworkinginthearea.Themeetingexaminedapotentialprocessandtimetableforpreparingaplanalongsideidentifyingaseriesofissuesforconsiderationofaddressingthroughtheprocess.ItwasagreedtocommissionafeasibilitystudyofundertakinganeighbourhoodplaninWalton.4.TheFeasibilityStudywasconsideredbyWCCon18June2013anditwasagreedthatameetingshouldbecalledtosetupaNeighbourhoodPlanWorkingGroup(NPWG).ItwasdecidedthattheNPWGwouldreportbackonitsprogresstothePlanning&DevelopmentCommitteeofWCC. (September2013-2016)5.ThefirstmeetingoftheNPWGtookplaceon11September2013inRoom2atMKSnap,BourtonLow.8people,includinglocalcouncillors,attendedthemeeting.AChairandViceChairwereelectedandtherewasdiscussionaboutthefutureshapeoftheNPWG,theFeasibilityStudypreviouslycommissionedbyWCC,alongwiththeresourcesrequired.ItwasagreedtogoaheadwiththeformationoftheNPWGandtoschedulemonthlymeetings.ItwasalsoagreedthattheNPWGshouldbeasopenandinclusiveaspossible–withmeetingsopentoallthoselivingandworkinginthearea.Termsofreferenceforthegroupwerereviewedandadoptedsubjecttoagreedamendments. DetailsoftheNeighbourhoodPlanWorkingGroupcanbefoundatAppendix2.6.ThesecondNPWGmeetingtookplaceon9October2013atMKSnap.ThemeetingwasattendedbyaSeniorPlanningOfficerfromMiltonKeynesCouncil.Apresentationonthepurposeofneighbourhoodplanningandtheprocessesinvolvedwasreceived.Discussiontookplacewithregardtheworkrequiredandallagreedtherewasvalueinproceeding,withreviewstobecarriedoutatkeypoints.ItwasalsoagreedthatanydatacollectedfromtheprocesswouldbenefitWCCasawhole.RecruitmentofadditionalrepresentativestothegroupwerediscussedandtoespeciallytargetrepresentativesforBrownsWoodandWalnutTree.7.TheNPWGmeetingheldon20November2013focussedonthequestionnairetogotoallresidentsandalsotobeusedasarecruitmenttoolforthegroup.Acommunicationstrategywasagreedincluding;WCCwebsite,Facebook,Twitter,parishnoticeboardsandtheparishnewsletter.Itwasagreedtocontactotherparisheslocallytoshareknowledgeandexperience.FundinghadbeensecuredfromLocalities,withanadditionalcommitmentfromtheWCC2013/14budgetandfurtherallocationfromtheWCC2014/15budget.AdefinitionstatementwasbroadlyadoptedfortheinitialphaseanditwasagreedthewholeparishshouldconstitutetheAreafortheplan–toberatifiedatFullCouncilon4December2013.Futuremeetingsweretobepublishedasthe2ndWednesdayofeverymonth.8.TheNPWGmeetingon15January2014wasattendedbythenewlyappointedProjectOfficertoWCC,whowouldsupporttheprogressanddevelopmentoftheplan.Detaileddiscussiontookplaceregardingtheformatofthequestionnaire,necessarypersonaldatatobeobtainedalongwithmandatoryquestions.Itwasagreedthefirststagesurveywouldcompriseabroadauditofcommunityneedtobedelivereddoortodoorsuppliedwithpre-paidenvelopesforreturn.TheCouncilTaxletterduetogooutwouldbeutilisedtoraiseawarenessofthesurveyandtheworkoftheNPWG.9.TheletterofapplicationtodesignatetheAreawasinitiallysenttoMiltonKeynesCouncilinJanuary2014.FollowingthistheNPWGarrangedaNeighbourhood

ChampionsForumon29January2014attendedbyrepresentativesfrom3otherparishcouncilsinMiltonKeynesprogressingneighbourhoodplans.Evidenceneededtosupportaplanwasdiscussedalongwithexperiencesharedofsuccessfulcommunityengagementmethods.10.AspartoftheworktopromotethesurveyandtheworkoftheNPWGaFacebookpageandemailaddressweresetup.ItwasagreedthattheWCCwebsitewouldpublishalldocumentsrelatedtotheworkoftheNPWG,includingminutes,agendasandpresentations.ThewebsiteandcontentwouldfurtherbepromotedviatheWCCFacebookpageandTwitteraccount.11.AroundthistimefurtherinformationwasgatheredabouttheemergingpictureofneighbourhoodplanningfromgroupssuchasPlanningAid,Localityandotherrelatedsources.ItwasagreedtoinviteTheChairoftheWoburnSandsNeighbourhoodPlanGroupandNeighbourhoodPlanChampion,toattendafuturemeetingoftheNPWG,togainfurtheradviceandguidanceonachievingsuccessthroughtoreferendumandadoption.WardCouncillorswerealsocontactedtorequestpromotionoftheproposedplanthroughtheirowncommunicationroutes.12.WCCheldaMeettheCouncilDayatHeronsbrookMeetingPlaceon29March2014.Thiswasusedasanopportunitytotalktoresidentsabouttheneighbourhoodplanandbegintoidentifypotentialissuesalongwithfutureinfrastructureneeds.13.InpreparationforthedistributionoftheStage1survey,anarticlewasincludedonthebackofWCC’sCouncilTaxlettertoresidents.Thearticleexplainedthebackgroundtoneighbourhoodplanning,theworkoftheNPWGandurgedresidentstocompletethesurveyduethroughtheirdoorsinMarch.TheCouncilTaxLettercanbeseenatAppendix3.14.TheStage1surveywascirculatedinMarch2014toeveryhouseholdintheparish,withreplypaidenvelopesissuedtoencouragereturns.Thesurveycoveredkeythemesaskingwhatresidentsconsideredmostimportantandalsohowtheyfeltwewereperformingagainsteachtheme.Thekeyissuescoveredintheinitialconsultationwereasfollows:

TheStage1SurveycanbefoundatAppendix4.Itwasfurtherrecognisedthatduringthispublicconsultationprocessotherissuesmightariseandthereforeaflexibleattitudewouldneedtobeadopted,withprioritieshavingthepotentialtochange.Posterswereproducedanddisplayedacrosstheparishtofurtherencouragecompletion.
15.AdecisionwastakenattheNPWGmeetingheldon9thApril2014toextendthedeadlineforthesurvey,followingconcernovertheinitialdistributiontohouseholds.Toensurearobustapproach,thedeliverywasrepeatedduringMaytotheareasofWalnutTreeandWavendonGatewiththereturndateextendeduntilendJune2014.16.TheNPWGmeetingon11June2014sawtheintroductionofnewmemberstothegroup,includinganexperiencedformerTownPlanner.Thesurveyreturnstodatenumbered694andadditionalresourcingwasagreedtoinputalldataonsurveymonkeytoaidanalysis.

MembersoftheNPWGspoketopeopleabouttheneighbourhoodplanandremindedthemtocompletethesurvey.Sparesurveyswerehandedoutandpeoplewereinvitedtocommentonfutureneedsforthearea.

18.Followingapositiveresponsetothesurvey,havingreceivedatotalof710returnstheresultsanalysiswascompletedinJuly2014.Thisalongwith190verbatimresponseswassummarisedtoshowtheopinionsandstrengthsoffeelingagainsteachissue.ThepresentationoftheresultscanbeseeninAppendix5.TheNPWGalsousedthesurveytogatheremailaddressesforthegroup’smailinglisttofurtherwidenthenumberofpeopleengagedintheNPWGanditsworkgoingforward.19.Atameetingon9July2014MikeGeddes,NeighbourhoodPlanChampionwasinattendance.MikesharedtheexperienceofWoburnsandsTownCouncilbeingthefirsttoreachReferendumandhavetheirPlanformallyadoptedinMiltonKeynes.Themainlessonsdrawnfromthisdiscussionweretheneedforpositivelanguage,robustevidenceandtotakeadvantageoftheprofessionalhelpavailable.20.AttheSeptember2014NPWGmeeting,followingagreementatWCC’sFullCouncilmeetingon3September,itwasdecidedtopushtheprocessforwardandprogressthedraftplanthroughamoredetailedStage2survey.ResultsofthefirstsurveywerepublishedintheWaltonMattersSummerNewsletterwithfurtherpublicationintheDecembernewsletterdetailingactionsalreadytakeninresponsetosomeoftheissuesraised.

21.AttheNPWGmeetingon8October2014theStage2surveywasdiscussedandagreedshouldgainfurtherdetailagainstissuestheNPWGconceivedwouldrelatetofuturepolicieswithinthedraftplan.22.InOctober2014afurtherapplicationtodesignatetheAreawasmadetoMKCastheoriginalhadappearedtohavebeenmislaid.Theconsultationperiodtookplacebetween5November2014and17December2014.Theapplicationwasapprovedbydelegateddecisionon13January2015andtheAreaformallyaccepted.23.InearlyNovember2014theNPWGhadreneweddiscussionswithMiltonKeynesCouncil,havingnowbeenappointedadedicatedPlanningSupportOfficer.Thereweredetailedconversationsaboutengagementcarriedouttodatealongwithpotentialpolicythemescomingthroughfromtheconsultationprocess.Furtherdiscussionfocussedonthethreatsfromdevelopmentoutsideofbutborderingtheparishandhowimpactmightbemitigatedthroughpolicieswithintheplan.24.OverthefollowingweekstheanalysisofthekeyissuesandareasofconcernfromtheStage1questionnairewereagreed,fromwhichtheStage2Questionnairewassubsequentlydeveloped.Thequestionnairewaspreparedaskingforresidentsopinionsrelatingto58questionsunderthefollowingheadings: Parks,OpenSpaces&AccesstoNature GettingAround

25.InJanuary2015aVisionforWaltonwasagreed,withAims&Objectivesfortheneighbourhoodplan.SubsequentmeetingsfurtherdevelopedthekeythemesandresultedinthefinalStage2Questionnaire.TheStage2SurveycanbefoundatAppendix6.26.AnalysisoftheStage1Questionnairehadhighlightedthefailuretoreachthoseagedlessthan19yearsofage.AYoungPeople’sQuestionnairewasdevelopedaskingforopinionsrelatingto20questionstakenfromtheStage2residents’questionnaire.ThesurveywasmadeavailableonlineandtargetedyoungpeopleattendingWaltonHighSchool.27.Theadultquestionnairewentliveonlineon2February2015atthesametimedeliveryofthehardcopycommencedacrosstheparish,thedeadlineforreturnsbeingendofMarch.AnemailwassenttoallthoseonthecommunicationslistalongwithpromotionthroughWaltonHighSchool’sintranetsystem.Thelinktoboththeadultandyoungpeople’ssurveywassharedonallformsofpromotionalmaterialsaswellasonthehardcopyquestionnaire.28.TheNPWGreceivedatotalof949responsesinMarch2015totheadultquestionnaire,whichequatesto21%ofallhouseholds.Theresultswereanalysedandsummarisedtohighlighttheopinionsoneachofthekeyissues.Withanaverageofapproximately190verbatimresponsesalsorecordedformostquestions,separatetimewastakentoanalysethecomments.TheresultsoftheStage2SurveycanbeseenatAppendices7&8.29.TheYoungPeople’sSurveywascompletedonlineby308youngpeople,whichequatesto20%ofallstudentseligibletorespond.Theresultswereanalysedandcomparedagainsttheadultviews.Thedatawasthenusedtoidentifykeyissuesandoptions,whichwouldformthebasisforthedraft,planpolicies.

TheYoungPeople’ssurveyresultscanbefoundatAppendix9.30.AdecisionhadbeentakenattheNPWGmeetinginJanuarytocommissionanexternalconsultanttofacilitatetwoworkshopstoensuretheIssuesandOptionsselectedwereatruereflectionofboththeareaandresidentsviews.Thefirstworkshoptookplaceon23April2015attendedbymembersoftheNPWGalongwiththePlanningSupportOfficerfromMiltonKeynesCouncilwiththeresultscompiledintoareportbytheconsultant.Theworkshopincludedafacilitateddiscussion,whichidentifiedsomeoftheemergingconclusionsandimplicationsfortheNeighbourhoodPlan.ThisdrewontechnicalexpertiseprovidedthePlanningOfficerfromMiltonKeynesCouncil.ThereportfromtheworkshopcanbefoundatAppendix1031.TheWCCAnnualParishMeetingon29April2015wasusedasafurtheropportunitytoengageresidents.Asummaryofthesurveyresultswasdisplayedalongsideamaphighlightingkeyissuesandareasofconcern.MembersoftheNPWGspokewithpublicinattendanceandfurtherencouragedinvolvementintheprocess.32.Thesecondfacilitatedworkshopwasheldon27May2015,membersoftheNPWGandwiderparishcouncillorsfurtherreviewedtheemergingissuesfromtheconsultationandagreedinprinciplethethemesforthedraftpolicies.

33.June2015wasspentworkingontheLocalIssuesStatementandmeetingwiththeconsultanttodiscussthecontentofthedraftplan,agreetimelinesandidentifyanygapswithintheevidencebase.34.Eventswereheldon8thJuly2015targetedateducationprovidersandbusinesseswithaneveningdrop-inheldforlocalCommunityGroups.Thisgaveanopportunityforthedifferentsectorstoviewresultsoftheconsultationandsharedetailedconcernsandissuestofeedintotheplanprocess.ItwasalsoagreedforfurtherdialoguewiththeschoolstotakeplaceregularlythroughtheHeadTeachersPartnershipofSchools.Specificconcernswereraisedwithregardparkingcongestionoutsideschools,lackofsafepedestrianroutestoschoolswithovergrownredwaysandthelackofasafecrossingacrossBrickhillStreet.
35.DuringJulyandAugusttheNPWGconcentratedonpreparingfurtherdetailsofdraftpolicythemesandpublicitytoshareattheupcomingAutumnFayrebeingpromotedbyWaltonCommunityCouncil.36.TheNPWGheldastandattheAutumnFayreon12September2015,wheremorethan200residentsattendedandwereabletoviewtheresultsoftheconsultationalongwiththeproposedheadingsandthemesforthedraftpolicies.Membersofthegroupdiscussedtheplanprogresswithresidentsandansweredquestionsonthesurveyresults.37.DuringOctober2015severalwalkaboutswerecarriedoutbymembersoftheNPWGandWCCCouncillors.ThisgaveafurtheropportunitytoreviewkeylocationswithintheplanareaandfurtherevidenceissuesrelatingtoOpenSpace,Access,Parkingandtrafficmanagementissuestosupportproposedpolicies.

38.AttheNPWGmeetingon14October2015theconsultantsharedthefirstdraftpoliciesanddiscussioncentredonmorespecificdetailrequiredtodeterminecharacteristics,designcodesetc.inrelationtospecificsites.ThegroupwerealsoinformedthatMiltonKeynesCouncil’sSiteAllocations-PreferredOptionsdocumentwasduetogoouttoconsultationon28thOctober.Therearefoursiteswithintheplanareaincludedwithinthedocument:

Followingfurtherdiscussionaroundadditionalevidenceanddetailedworktobecarriedout,itwasagreedtoreviewthetimelineandtheReferendumdatewasrevisedtoSeptember2016.39.BetweenOctober2015andJanuary2016severalmeetingstookplacewithlandownerstodiscussspecificsitesbothwithinandborderingtheareaandwhatthedraftplansaidaboutthem.AmeetingtookplacewithPhilBowsherfromTheParkstruston29OctoberandfocussedonretentionofformalOpenSpacewithintheparish,alongwithpotentialfordevelopmentofcommunityandleisurefacilitiesaroundCaldecotteLake.AconferencecallwithTonyCollins,representativeofHewlettPackardtookplaceon30OctoberdiscusseditsinclusionintheSiteAllocationsdocumentandtheneedforaholisticapproachtoplanningalongsidethesitesatTowergateandFairfields.Ameetingon6NovemberwithHCAsimilarlyfocussedontheneedforthesiteatTowergatetobeholisticallyplannedwithaneedforinfrastructureintheformofalocalcentre.AmeetingwithMiltonKeynesCommunityFoundationon17Novemberdiscussedthe7reservesiteswithintheareaandfutureplans,whichincludedthepotentialforsometobedisposedoffordevelopmentalternativetocommunityuse.AmeetingwithMiltonKeynesDevelopmentPartnershipon25NovemberfocussedonthetwositesatWaltonManorandCaldecotteC,bothofwhichhavebeenproposedformixed-usedevelopment.FurtherdiscussionalsocentredonsitesatWalnutTreeLocalCentreandopportunitiesforthepotentialexpansionofhealthprovisionandasiteforaparishoffice.40.DuringDecember2015andJanuary2016engagementalsotookplacewithlocalcommunityorganisations.Ameetingwasheldon21DecemberwithMKSailingClubatwhichtheysharedplansforfutureexpansion.41.InJanuary2016furtherengagementwasheldwithkeystakeholdersincludingtheOpenUniversity,substantiallandownersatWaltonHall,ThamesValleyPoliceandrepresentativesfromtheFairfieldPartnershipwhoownlandintheStrategicLandAllocationareaimmediatelyadjacenttotheParish.42.AnearlydraftofthePlanwassharedduringJanuaryandFebruary2016withWardCouncillorsandneighbouringParishCouncillorstogainfurtherfeedbackpriortofinalisinginreadinessforthePre-SubmissionConsultation.

43.On3rdFebruary2016atelephoneconversationtookplacewithrepresentativesfromMKRowingClubtoestablishtheiraspirationsforexpansionoftheirbaseatCaldecotteLake.44.InpreparationforthePre-SubmissionConsultationwhichtooktakeplacebetween19thFebruaryand1stApril2016theNPWGproducedtheleafletbelowwhichwasdeliveredtoallhouseholdsintheParish,inadditiontopostersdisplayedonnoticeboardsandinkeycommunitylocations.

60.RegardingtheneedfortheNeighbourhoodPlantobesubjectedtoaStrategicEnvironmentalAssessment(SEA),theNPWGwereadvisedthatthefullassessmentwasnotnecessary.AscopingreportwaspreparedmyMiltonKeynesCouncil,whichdeterminedthatthePlanwouldnotidentifyasignificantamountofdevelopmentintheplanarea.ThescaleofpotentialdevelopmentwouldnotstronglysuggestthataSEAwouldberequired.Thestatutoryconsulteesfurthersupportedthisview.61.NaturalEnglanddidnotrespondtotheSEAscoping,butdidsubmitcommentstothepre-submissionconsultation.62.Subsequenttothepre-submissionconsultationtheNeighbourhoodPlanwasthenfinalisedforsubmissiontoMiltonKeynesCouncil.
