Purpose and products To ensure the care and support workforce has
the skills and knowledge to deliver the changes: An agreed framework (matrix) of learning and
development needs Alignment of existing principles, standards and
qualifications frameworks A comprehensive and quality assured learning and
development programme, including a suite of free learning resources
Resources and ‘train the trainer’ style opportunities for learning providers/trainers
Approach
Make use of existing, fit for purpose, learning and development resources
Ensure any new resources are informed by best practice
Engage widely and work in partnership with key stakeholders
Ensure a high quality, consistent learning and development programme

The purpose of the matrix is to identify what learning and development content should be developed and identifies:
