WHAT IS DEMAND SIDE MANAGEMENT?

• Demand Side management is a mechanism to influence customer’s

CAPABILITY and WILLINGNESS to reduce electricity consumption.

• Demand Side Management is a utility program aiming to fine-tune

consumers’ energy consumption pattern, according to the utility’s

energy production and distribution capacity.

• Demand-side management (DSM) programs consist of the planning,

implementing, and monitoring activities of electric utilities that are

designed to encourage consumers to modify their level and pattern of

electricity usage.

• Demand side management relies on a combination of using high

efficiency equipment and efficient use of electricity through good

operating practice.

• Demand Side Management (DSM) is the implementation of policies

and measures which serve to control, influence and generally reduce

electricity demand. DSM aims to improve final electricity-using

systems, reduce consumption, while preserving the same level of

service and comfort.

OBJECTIVES OF DSM

1: Reliability and Stability DSM provides enhanced reliability to the energy system by reducing

overall demand through energy efficiency and by reducing peak demand

through dispatchable programs.

It also reduces transmission and distribution costs relative to a supply side

resource

DSM increases diversity of energy sources

2: Low Cost/Affordability

The cost of DSM is technology specific and varies relative to other supply side resources

Dispatchable DSM programs can be called when their cost is lower than alternative market purchases

Cost-effective resource planning can ensure that DSM is only procured up to the point where it is cheaper than supply alternatives

DSM can also help low-income customers reduce their energy costs

Types of DSM Programs

All three reduce energy consumption (kWh) and peak

demand (kW), however, emphasis differs

- Energy Efficiency – emphasis is on reducing overall energy

consumption and also peak demand over several years.

- Peak Load Management – emphasis is on reducing peak demand

consistently over a season.

- Demand Response – emphasis is on reducing peak demand for

short periods of time for a few days during the year.

CFL Purchase Options

Consumers can purchase CFL directly from suppliers or on a

monthly installment basis paid through BESCOM electricity bills

Benefits derived

Estimated that about 1.75 Lakhs additional CFLs were sold during the

scheme implementation

About 100% increase in sales to the previous period

Reduction in residential demand to an extent of 10.46MW.

Pilot encouraged formulation of Bachat Lamp Yojana in the country.

It enforced manufacturers to give one year warranty to the customers. It is also

initiated for bringing in regulation stipulating power factor of 0.85 for CFLs.

2. BESCOM EFFICIENT IRRIGATION PUMP SETS PROGRAM (BEIPP)-

(Pilot Project 2005-06):

Innovative BEIPP scheme supported by International Copper

Promotion Council (India) (ICPCI) and launched.

• The official suppliers were(selected through tender)

• M/s Kirloskar Brothers Ltd

• M/s KSB Pumps Ltd

• M/s Crompton Greaves Ltd

• 1074 Energy Efficient IP Sets were sold under the scheme.

Implementation of Government Order dated 13.11.2007 for use of

CFLs / Solar Water Heaters / Building codes monitored and also

several circulars were issued for mandatory use of Solar Water

Heating System.

Mandatory use of CFLs / T-5 tube lights in BESCOM offices.

BESCOM has made mandatory to install Solar Water Heating

systems for new connections without which service is not being

given to such new connections.

Circulars and instructions have been issued to the field officers to

educate and bring in awareness about the advantage of installing

Solar Water Heating systems.

The public are being enlighten on this in various forums especially in

Janasamparka Sabhas, Customer meets etc., We have also instructed

the Meter Readers and the Linemen who are visiting the customer

premises during the meter readings and while attending to the customer

complaints to explain about the advantages of Solar Water Heating

systems in the form of saving energy and consequential reduction in the

electricity bills.

Solar Water Heaters:

We have issued strict directions to the field officers to adhere to the

notifications issued regarding mandatory use of Solar Water Heating

systems by the customers as per the guidelines of Government of

Karnataka.

• M/s. Centre for Sustainable Development were engaged for

bringing in awareness among residential / commercial customers for

adopting of Energy Efficient methods in their daily lifestyle as a

pilot in Brigade Road, M.G. Road, Residency Road and Halasur.

• About 1601 customers have participated in this project.

• M/s CSD have submitted the final report and the results are

encouraging which indicate a saving of an average 8-10% of energy

by all participating customers in this scheme.

• This pilot is the first of its kind in India conducted by a public

utility using an NGO.

4. Lifestyle change approach to Best Energy Conservation

Practices- a pilot by M/s CSD :

• M/s ENZEN Global Solutions, an ESCO is engaged for replacement of

existing IP sets in Doddaballapura on 11 KV feeders under USAID

- WENEXA. This ESCO Agriculture Demand Side Management model

was designed by us in association with USAID-PA Consulting.

• BESCOM is able to successfully establish a system of appointing ESCO

and has been awarded with “National Power Award-2009” under

category “ENERGY EFFICIENCY, CONSERVATION AND

DEMAND SIDE MANAGEMENT” for Agriculture Demand Side

Management initiative.

• This pilot is the first of its kind in India to undertake Agriculture

Demand Side Management under ESCO model.

• 280 Energy Efficient Pump sets have been replaced .

• Energy Savings : 0.8Mu from April 2011 to December 2011.

WENEXA WENEXA

WENEXA-This project was taken up on a Pilot basis in

Doddaballapura sub division for improving the Energy

Efficiency of pump sets through an ESCO model

under USAID assisted programme.

This project is agricultural DSM project, wherein four

feeders in Doddaballapura sub division were selected

and the WENEXA project implemented through an

ESCO (Energy Saving Company) at no cost basic to

BESCOM. 280 Nos. of existing pump sets have been

replaced by high energy efficient pump sets on the 4

feeders. Success- It is seen that there is a Energy

Savings varying from 1.08 Lakhs to 2.07 Lakhs units

per month from the 280 nos. of high efficiency Pump

sets installed under the project.

Using Energy efficient irrigation pump sets according

to requirement would save 25% electricity.

• Bachat Lamp Yojana, a scheme to promote CFLs in place of

incandescent lamps under CDM project announced by MoP, GoI.

• Maximum of 4 CFLs per customer to be distributed. Each

CFL to be distributed at a cost of Rs. 15/-.

• The difference amount of CFL cost to be obtained by the

implementing agency through CDM in the form of trading CERs.

• M/s. HPL Electric & Power Pvt. Ltd. Has been entrusted for two rural

Circles namely Bangalore Rural and Kolar covering 4 districts. Work is

under progress.

• 37,01,368 CFLs are distributed (during 2011) in Bangalore Rural and

Kolar O&M circles through M/s. HPL Electric & Power Pvt. Ltd. For

9.71 lakh.

• BESCOM has entrusted Bachat Lamp Yojana scheme in Bangalore City,

South circle to M/s. Energy Efficiency Services Limited, a joint venture

company of Public Sector Undertakings of Ministry of Power,

Government of India for distributing above 10 lakh house holds.

Bachat Lamp Yojana:

(BLY)

BLY scheme has been implemented in Kolar and

Bangalore Rural Circles under which 37,01,368

CFL’s of 11watts and 18watts were distributed to

9,70,758 households in the above two Circles.

These lamps were replacement for existing

Incandescent lamps of 40watts and 60watts.

Using Compact Fluorescent Lamp (CFL)instead of Incandescent

Bulb would result in the following savings:

Replacement of Copper Chokes by

electronic ballast

BESCOM as undertaken replacement of Copper

chokes in Fluorescent tubes by energy efficient

electronic ballast through M/s. KEONICS a State

Government undertaking

As on Sep – 2012 we have replaced 3,755 copper

ballast by electronic chokes in various BESCOM

building at a cost of Rs. 47.67 lakhs.

The replacement of copper chokes in all BESCOM

buildings by Nov – 2012.

- Out door advertising agencies for hoardings

- Commercial Establishments

• Energy Auditing of BESCOM Corporate Office done by

M/s. Centre for Sustainable Development, Bangalore. It is in the

process of implementation.

• Use of Electronic Ballasts: At first instance, BESCOM has initiated

a programme to replace all conventional copper wound chokes by

Electronic Ballasts in all office of BESOM by November-2011.

Energy savers for Air Conditioners

It is proposed to install energy savers for air

conditioners in all BESCOM buildings through

M/s. KEONICS a State Government

undertaking.

The energy saver equipment so provided to air

conditioners will save about 40% of energy

consumed.

• Coordinated with M/s. KREDL for promotion of various Energy

Efficient / DSM methods in the State.

- Through Working Group on Energy Conservation.

- National Energy Conservation Day observed.

- Pilot Solar Street lighting initiated.

• Earth Hour observed by all the employees of BESCOM in offices

and their residences. Public were also requested to participate.

• A Workshop on DSM measures conducted through M/s ISLE.

8. Involvement of BBMP:- BBMP was requested to reduce energy consumption in street lights, hoardings

and parks etc.

To switch ON the street lights just at the dusk i.e. 6.30 pm and

switch OFF just before the sunrise i.e. by 5.30 am.

To switch OFF lights (except for security lighting) in parks and

gardens immediately after exit of public in the evenings i.e. by

8.00 pm.

To take action for reduction of 50% of power in respect of

hoardings, boards and advertising illuminations.

Make provision for dimmers, for street lights and put them on 3

phases in such a manner that alternative street lights are ON in

different phases with a facility to switch off the lights whenever

required.

To switch off 1/3rd of the street lights on high masts after

10.00pm.

To Switch OFF illumination on hoardings not given

to the clients.

10. Involvement of Commercial Establishments:

• “Vidhyuth Jagruthi Yojane” an awareness program introduced for Higher

Primary & High school children to bring in awareness among the children who

in-turn communicate this in their families.

• A booklet with information of Electricity Generation, Transmission,

Distribution, Regulators and Energy Conservation methods was distributed

among the children.

• An objective and pick and speak test were conducted after a week and cash

prizes awarded for the top three students in both the test.

Vidyuth Jagruthi Yojana in Schools

Vidyuth Jagruthi Yojana in Schools - Agency taking up this project has to impart Energy saving/ conservation activities/knowledge to the high school children for a period of two year. The agency will be compensated by measured energy savings documented from the energy saved of student’s residential RR no. records compared to the last year consumption of the same RR no. The efforts put up by the agency in this regard should result in at least 300 units savings per year per student residential RR no. BESCOM would pay percentage of energy saved shown and recorded for the period of 1 year. The agency is free to adopt innovative ways of teaching the students on Energy Savings and the results which are measurable will be considered.

Pedal Generator

This is a Renewable Energy System utilizing the human resources to produce green energy.

Pedal electrical Power Generator with storage batteries to provide power supply to rural area in small villages.

The recharging of batteries after use, by pedaling willing consumers.

Option a 12v, 12AH, battery which can be charged in two hours with pedal generators.

We can use one signal 10watts, CFL bulb for 2 hours per day and 7days (total 14 hours).

Tips to Conserve Energy Tips to Conserve Energy

Switch off lights and electrical appliances when not in use.

Make maximum use of sunlight, it is free. Avoid use of artificial light during day time.

Use energy saving tube lights/compact fluorescent lamps in place of incandescent lamps.

Keep bulbs and tubes clean to get brighter light.

Use low wattage lamps for corridors and other less important areas.

Do not keep refrigerator door open unnecessarily.

Avoid use of decorative and concealed lighting.

Use air conditioner and climate control equipment very sparingly.

Turn off all lights other than security lights when building is not occupied

Use solar water heaters.

Use wiring of proper size. Do not use wires with many joints or loose joints.

Using Energy efficient irrigation pump sets according to requirement would save 25% electricity.
