The Residential Parenting Program at the Washington Corrections Center for Women began in August of 1999 and is a collaboration between PSESD and the Washington State Department of Corrections.
Early Head Start(EHS)
Shares information with mothers and caregivers about child development, health & nutrition
Supports children’s individual development & learning for school readiness
Helps families plan for release transition
Fifteen mothers and infants can be served at a time by the Program.
They live full time together in J Unit, in the Minimum Security Compound of WCCW.
Eligibility
Must be pregnant before becoming incarcerated
Must be classified as minimum custody
Must be eligible for release by the time the child reaches 30 months old
Must be willing to meet program expectations
No violent criminal history or crimes against children
J UnitEach mother and child have their own room with a crib, and live dormitory style.
Other women Who are incarcerated at WCCW can volunteer to be caregivers for the children.
Caregivers are screened much like the mothers are before entering the program. Once approved they go through a training that we provide.
Home-Based Program
Enrolled prenatally with bi-weekly home visits
Weekly home visits when baby is born
New Moms Group (socialization group) meets twice monthly
Center-Based Program
Early Head Start provides state-licensed childcare with state childcare subsidy, serving children one month through two years.
WCCW has the only state licensed childcare center funded by Early Head Start operating inside a federal or state prison.
Early Head Start offers workshops and learning opportunities for RPP families inside WCCW
Parent Leadership
Although these moms are in a different setting, they still have most of the same opportunities that EHS offers parents.
In the Fall of 2003, elected representatives from EHS at WCCW began attending Policy Council meetings.
Past & present RPP mothers have also participated in Self Assessment, have attended regional EHS conferences and have participated in presentations about the program to the community.
Community Visits and Field Trips
Some of the children are able to visit with family outside the institution.
EHS also provides opportunities for toddlers to explore the community with visits to places like local parks, grocery stores, socialization groups and the library.
Reduced Recidivism
The recidivism rate for mothers who have participated in the Residential Parenting Program is approximately less than one third that of the general female population.

Who is The Prosperity Agenda?
We use human-centered design process to deliver pragmatic innovations in order to stop the cycle of poverty.
We partner with non-profits and government agencies to build financial wellness and career readiness for families.
We believe poverty does not inherently limit the potential in anyone, which is why we focus on designing solutions that fuel people's desires to achieve their goals leading to lasting economic security.

Developing Money Powerup Packs
• How might we improve financial resilience, through savings behaviors, of parents in Community Jobs programs, with a two-generation approach?
• Insights and context gathering through conversations
• What we learned
Money Powerup Packs Everything you need to launch easy, engaging events in your program that build financial resilience
• Show that you’re an organization who talks about money – because it isn’t taboo
• When we talk about savings and share what works, we all get better at it• Build transparency between staff and parents• Generate meaningful dialog in the office and at home as a family• Money stuff doesn’t have to be boring or full of shame, have some fun with
building savings behaviors• The practice starts here and the real work happens out there. Build healthy
habits and attitudes for all of your staff and parents, challenge cultural stigmas about money, mythbust your way to truth about savings so when opportunity arrive – everyone can take it
• Building financial resilience may look different for each parent and you probably have some skillful savers in your program – surface the tactics that work well in a low pressure, social setting so that everyone finds what works best for them
Money Powerup Packs• Build community• Celebrate Progress• Create memorable
experiences
Everything you need to launch easy, engaging events in your program that build financial resilience
• Overview, including objectives of pack, what’s in the pack, etc.
• Banners, Flyers, Posters, etc. • Community Board brainstorm instructions• Email templates• Facilitator guide & check list• Stickers!• Take home activities (in Spanish & English)• 60 – 90 mins “Day of event” activity• USB drive – with powerpoint, and digital copies of
additional materials (emails, flyers, etc.)
What’s in each pack…Money Powerup Packs• Build community• Celebrate Progress• Create memorable
experiences
What we’ve heard….
• “It puts everyone on the same level- we can all learn together.”• “I’ve been doing Parent education for years – I like this because it’s open and
takes the wisdom of the group. It’s not an ‘I’m the expert and I’m going to tell you’, it’s ‘I have some information and were going to learn from each other’ I think that’s a more positive way to fulfill parent education.”
• “It feels doable- planning for retirement feels unreachable but we all have change, your kids have change. This makes it something more reachable for parents.”
• “Implementing it without having new curriculum and new training, I think staff are really going to like that.”
• “Everything is pretty much done, it’s a kit in a box, you open it up and everything has already been laminated. It’s that simple, it saves someone in the office from having to do it and it’s kid and parent friendly. “
• “The take home activities are engaging and easy to follow”
