There are 20 Coastal Warning stations within NAVAREA IV, 18 NAV NAVTEX stations and two
SafetyNet stations.
There are 10 Coastal Warning stations within NAVAREA XII, all NAVTEX stations.
4. Operational Issues:
On February 12, 2018, for the first time NAVAREA IV received MSI from the Dominican Republic.
This was the benefit of outreach during an IHO technical visit. It resulted in NAVAREA IV 132/18.
Subsequently, the Dominican Republic provided three additional MSI reports later in the month of
February, which resulted in two more navigational warnings. NAVAREA IV greatly appreciates the
Dominican Republic’s contributions and its support to ensuring safe navigation.

ISLA ALTO VELO LIGHT 17-28.5N 071-38.5W DESTROYED.
On March 16, NAVAREA IV/XII conducted contingency planning exercises with NAVAREA
XVII/XVIII. NAVAREA IV/XII used SafetyNET II to transmit test messages for Canada using both the
circular area and call to area message types. Canada transmitted two messages for NAVAREA IV/XII
using the original SafetyNET system. All messages were received off of their proper respective satellites.
Operations officers for each NAVAREA deemed the test a success.
Details of MSI information received from coastal states within the NAVAREA IV and XII and typical
topics/subjects. MSI received regularly received from 16 of 42 national coordinators (47%), up from
38% reported at WWNWS9. 31 of 42 national coordinators (74%), up from 71% reported at WWNWS9,
successfully completed the IHO MSI Capacity Building course. 14 of the 31 trained countries (45%)
provide MSI regularly, down from 47% reported at WWNWS9.

no longer broadcast? In-Force NAVAREA IV and XII messages are posted each morning (to
http://msi.nga.mil/NGAPortal/MSI.portal) from the previous 24hrs. Active NAVAREA IV and XII
messages can be queried by a variety of menu options to include by specific NAVAREA, by NAVAREA
number, by a NAVAREA number range and by date and date range

6. Contingency Planning
NAVAREA IV and XII have fully redundant along with site separated NAVAREA operational
systems to include: satellite transceivers, telecommunications, internet and desktop PC’s.
Operations are tested on a daily basis at both locations to ensure full continuity of NAVAREA
operations.

After two years of work, the NGA
released Maritime Guardian Pro
(MG Pro) 2.0 through the Apple
App store. The application
provides a visual display of
NAVAREA IV/XII broadcast
warnings. Additional information
layers such as piracy and mobile
offshore drilling unit locations are
available to the user. The
application also allows users to
self-report hazards and incidents
to NAVAREA IV/XII through a
form in the application.

13. Summary: The NAVAREA IV and XII Coordinator introduced the Self-Assessment report covering
the period since WWNWS9. He noted receipt of MSI from the Dominican Republic for the first
time. He noted continued support from Cuba. He noted successful testing of contingency planning
between NAVAREA IV/XII and NAVAREA XVII/XVIII and he reported on the progress of
NGA’s Maritime Guardian Pro App.
