January 25, 2011 Mayor and City Council City of Columbia 701 Broadway Columbia, MO 65201 Re: Downtown Charrette Report Recommendations Mayor and City Council: The Downtown Leadership Council (DLC) respectfully asks that you adopt the “Downtown Charrette Report” prepared by H3 Studio, Inc. of St. Louis, Missouri. We are also pleased to present our key recommendations from the Charrette Report. While there are many exciting activities in this document, everything cannot be a priority. We have identified the following projects as priorities: Streetscape Enhancements College Avenue “urban boulevard” Broadway & College entryway Walnut & College intersection Broadway streetscape enhancements (1 st Street – 5 th Street) Creation of a downtown TIF district Construction of the Short Street parking garage that preserves vehicular and pedestrian access to the North Village Arts District Formation of a downtown development entity to facilitate these and future Charrette Report activities (not addressed by existing organizations).This is a common practice in many cities in order to coordinate property development and public amenities while also identifying financial resources. As stated on page 32
