Downtown Crossing Phase 3:

Preparing Temple Street for Future Connection to Congress Avenue

Construction: April 2021 – end of 2021

Phase 3 will prepare area for future connection of Temple

Street to Congress Avenue via bridge.

• April: Construction Set-up

• May: Construction begins, minor impacts

• June-November: South Frontage Road closure

Significant impacts:

• South Frontage Road closed between College and

Church Streets (June 2021-end of 2021)

Minor Impacts:

• Service Drives Shift (April 2021)

• Single lane closures throughout construction

Phase 3: South Frontage Road CLOSED from College to Church Street

June - November 2021

• 20 weeks closure required to raise road

approximately 8 feet

• Majority of closure during college & university

summer break

• Official, signed detour plus alternate routes will be

promoted

• Barriers on College St. & Congress Ave. to slow

traffic

• Traffic routed away from closed portion of SFR via:

o Turn-lane closures (Congress & College)

o Traffic signal adjustment (Church St. S)

o Lafayette conversion to one-way (east), away

from construction area

Orange Street.

Getting Around:

Alternate Routes & Mitigations

SeGetting Around During Construction

Throughout construction, there will always be routes into and out of

the City, as well as around the construction area. The project team

will:

• Clearly mark the official detour routes and lanes shifts with on-

street signage.

• In addition to the official, signed detour route, alternate routes

have been developed for large employer parking locations to

provide commuters with options.

• Avoid lane closures during peak morning and afternoon

commutes to the extent possible.

• Provide the public with advanced notice of traffic shifts, lane

closures, and detours via construction news alerts

Alternate Routes: Example

In addition to the official,

signed detour, alternate

routes have been developed

from for over 15 large

parking locations in the

construction area.

Goal of alternate routes is to

alleviate traffic congestion &

commuter delays to the

extent possible during the

SFR closure.

Public Transit Options

To & from New Haven

• Hartford Line: Service between New Haven and Springfield, with stops in Meriden, Wallingford, Berlin, Hartford,

Windsor, & Windsor Locks.

• Shore Line East: Service between New Haven and shoreline towns east to New London.

• Metro North: New Haven Line Service between New Haven and shoreline towns to the west and NYC.

Within New Haven

• Free Downtown/Union Station Shuttle: Free shuttle runs between New Haven’s Union Station and seven

Downtown New Haven locations, Monday-Friday 6 AM- 10 PM.

• CTtransit Bus Service: Local bus service throughout New Haven and surrounding towns.

• Go New Haven Go: Go New Haven Go promotes health & well-being across the region by advancing safe, cost
