Mount Vernon's 2010 tax debtors list includes Public Works commissioner MOUNT VERNON — The city's 2010 list of property owners facing initial foreclosure proceedings for unpaid taxes includes city Public Works Commissioner Terrence Horton. The Mount Vernon Comptroller's Office filed an In Rem list with the court in December for 117 properties whose owners are delinquent in their payments of city, school or county taxes. In Rem is a legal action municipalities take as a first step in foreclosing on a property for nonpayment of taxes. Typically, most of the owners whose properties are listed in an In Rem filing pay up before the city takes its next foreclosure step, which will be in April. First D eputy Comptroller Thomas Rajala estimated that the list will shrink to 20 properties or fewer by that time. As of Tuesday, Horton owed $11,137.11 for taxes, interest and school tax collection fees for 440 Franklin Ave., a 42-unit condominium complex he built in 2007-08. According to the city's 2011 adopted budget, Horton's annual salary is $116,500. Horton did not respond to a request for comment about his property. The commissioner's name stands out on the 2010 In Rem list because of his position in Mount Vernon, but his debt is small compared with others'. Katman Realty LLC owes $132,545 on 2 South St., while Jo-Lin Realty LLC owes a total of $278,860 for three properties at 214 S. Terrace Ave. and South MacQuesten Parkway. Individuals on the list with big debts include $78,866 owed by Ray Copeland for two properties at 25 S. First Ave. and 0 Union Ave. Ernestine Smalls owes $96,796 for two properties at 149 S.
