    Kano state was created on 27th of May 1967

    Population 2006 census 9,383,682 (5,725,116 in1991)-

    Population increased by 61% in 15 years!

    Males 52.63% and females 47.37%

    Metropolitan population 3,628,861 (approx

    39%)-rapid urbanisation/pollution

    N/Kano 3,143,899 and S/Kano 3,410,922

    Land Area 20,131 km2 , ranked 20th of 36 states

    The state has more than 18,684 square

    kilometres (92.81%) of cultivable land and is themost extensively irrigated state in the country

    Kano Grade 4 children averaged 10% in English and

    13% in Maths tests

    Fewer than 4 in 10 Kano children complete basiceducation

    1,620 Kano primary teachers competence tested at

    Grade 4 level: not one scored >75%.

    4 out of every 5 Kano teachers

    scored between 0% and 25%.

    Education continue

    In 8 Kano LGAs, there are more than 100children per primary classroom.

    4 out of every 10 classrooms lack a useableblackboard.

    1/2 primary schools and 1/4 JSS have no water.

    200 primary children per toilet in Kano Stateand 1,200 per toilet in Nassarawa LGA.

    Business Environment- TaxAdministration: Current Situation

    I. Untapped revenue potential. Only 13% of its recurrent revenue is

    internally generated and dependence on the Federation Account is

    almost total. [Compare: Lagos (63%), Sokoto 46.6%, Ogun 27.5% ,

    Ondo 16% and national average 15%]

    II. inefficiently managed revenue agency- with a weak administrative and

    enforcement structure, barely able to perform its basic functions.

    III. Multiplicity of taxes: with reportedly over 150 taxes, levies and other

    charges being imposed mostly on small business.

    Land Administration: CurrentSituation

    Land admin procedures: cumbersome and vulnerable to

    malpractices

    Secure titles exists for less than 3% of land, preventing the

    poor and businesses from using it to raise finance and denyingthe state an opportunity to raise property-related revenues

    The time and cost of obtaining construction permits and utility

    connections is huge delaying land development

    Meat and Leather Industries

    Leather is the highest non oil revenue generatingsector in Nigeria

    Industry revenue as of 21st Century is in the rangeof 600 700 m USD annually. Mainly from

    industries in Kano

    About 40 50% of the row leather is imported fromsub-saharan Africa as far as Sudan and Somalia

    Undeveloped Finished Leather Goods industry over 30 million pairs of shoes imported from Chinaalone (up to $300 miilion) opportunity to developthe sector and generate revenue for Kano

    Meat sector is worth about 1.5 trillion Naira annually a

    large chunk of this is from Kano state

    It is basically small scale, cash based, unregulated sector

    Employs about a million people nationwide and about a

    quarter of this from Kano

    There are problems of meat quality, hygiene, and meat

    storage and transported systems

    High level meat end users (hotels, airline, super makrkets)import meat from south Africa and Brazil due to poor

    hygienic quality of Nigerian meat

    There is an opportunity to improve the animal husbandry,

    herd productivity, inspection (pre and post mortem),

    processing, and transportation

    Good governance practices

    A positive area of reforms is that multi-year planning and

    budgeting systems are in place which can be used to deliver

    government priorities.

    Although in some areas weak financial management systemsfall below international standards - most MDAs do not receive

    budgeted funds.

    DFID Nigeria: History and PoliticalContext

    The Department for InternationalDevelopment (DFID)the UK governmentsinternational development ministry

    DFID has worked in Nigeria since the return

    to civilian ruleMajor, cross-party, UK commitment tointernational development target of 0.7%of GNI on overseas aid by 2013

    Current budget for Nigeria is 140 millionper year. This will rise to 305 million peryear by 2014.

    Aid is controversial need to demonstrate

    real results from our growing investments.

    Why Nigeria?

    Total economy is one twentieth the size of UKs

    economy, with many more people

    Nigeria has a quarter of the continents extreme

    poor. The country has the most poor men and

    women after India and China

    More than 100 million Nigerians (64%) live on less

    than 1 a day.

    Nigeria now has 10% of the worlds children out of

    school. 10% of the worlds child and maternal

    deaths, and 25% of global malarial cases.

    60% of 6-17 year old girls in northern Nigeria are

    not in school

    Unless progress is made in Nigeria, Africa will fail to

    How DFID works in Nigeria

    Federal and State level work. Offices Abuja,Kano, Lagos, Enugu.

    5 focal states currently Kano, Kaduna,Jigawa, Lagos, Enugu

    Plan to expand to 3 more states in thenorth, and expand engagement in existingstates.

    DFID designs, funds and oversees a series of

    programmes, operated by contractorsselected by competitive tender.

    Programmes designed in consultation withpartners to support Federal and State

    Governments development priorities.

    Supported KnSGs plan for Vision 20:2020 considered by the National PlanningCommission as the best in Nigeria.
