Terms and Conditions

Sealed Tenders are hereby invited on behalf of I/c. Principal, Dr. APJAbdul Kalam Govt. College, Dadra & Nagar Haveli Ucchha Sikshya Samiti, Silvassa forsupply of Worktables and other materials of size and specifications as mentioned inAnnexure-I for Science Laboratories attached herewith from the reputed manufactures

Terms & Conditions for supply of Worktables and other materials for ScienceLaboratories of Dr. APJ Abdul Kalam Govt. College, Dadra Nagar Haveli Ucchha SikshyaSamiti, Silvassa are as follows:

1. Tenders are invited by E-Tendering system so the ‘Technical Bid’ will be submitted

in the office with Envelop written as ‘Technical Bid’. It should contain full

information as required in Annexure – III (Technical Bid) provided herewith.

a. The ‘Financial Bid’ will have to be applied online through E-procurement.

2. The bidder should be An ISO 9001: 2008 and 14001:2004 certified organizations.

3. The Rates quoted should be for free delivery at F.O.R. Silvassa College, Dokmardi

(DNH) and should be valid one year from the date of opening of tenders.

4. The rates quoted should be inclusive of all taxes, duties, royalties, octroi etc. payable

on the sales or transport within and /or outside the State including installation charges

shall be payable by the supplier.

5. No extra charges for packaging, forwarding and insurance etc., will be paid on the

rates quoted.

6. The rates should be quoted only for the first class and standard quality items.

7. The bidder shall have more than 20,000 square feet production area.

8. The bidder shall have at-least five years experience for manufacturing and

commissioning for Laboratory set up.

9. The bidder shall have completed the minimum 02 projects of for the value of one

crore or two project of 40 lakhs and three projects of 20 lakhs for setup of college

laboratory. Copy of Supply Order should be attached.

10. The bidder should have all own machinery to ensure In house production.

11. The bidder shall have also in-house powder coating facility with 8 to 9 tank chemical

pre- treatment process and finished with highly corrosion resistant Akzonble

/Polybond/equivalent epoxy based powder coating with 70-80 microns thickness and

500 hours salt spray test capability.

12. The bidders shall have Quality check laboratory for Furnitures and products according

to the SEFA Guide Lines.

13. Product testing will be compulsory according to the SEFA norms and guidelines.

14. Warranty: The product should carry at least warranty of 18th months from the date

of supply and onsite service warranty will be for 5 years from the date of final

installation.

15. The bidders have submit Sample / Mockup one Lab Table along with the

TECHNICAL BID (For verification of quality etc.) as per Specifications mentioned in

Annexure-II.

16. In first instance, the Physical Sample and Technical Bid of all the bidders will verified

and if found to be satisfactory thereafter the Financial Bids of the Eligible Tenderers

only will be considered for the said Tender.

17. No Charges will be paid for the Physical Sample to the unsuccessful bidders.

18. The Collection of the physical samples of the non selected tenderers shall be made

within 20 days from the opening of the Financial Bid from this Institute. There will be

no responsibility of this Institute after 20 days regarding miss-placement, breakage,

theft etc.

19. Physical Sample of the successful bidder will be considered within the supply order

20. The bidder shall have an annual financial gross turnover of not less than Rs. 5 Crores

(Rupees Five Crores only) for manufacture and supply of Lab. Furniture etc. during

any of the last Two financial years.

21. The bidder shall have to submit Test Certificates from supplier of Raw Materials with

seal and signature.

22. The bidder will have to submit Quality Control Certificate with photographs of test

process with the final products.

23. Our Technical team/ purchase committee will do Physical verification for factory

premises and machineries.

24. Our Technical Team/purchase committee will do Factory Acceptance Test before

leaving final product from the company.

25. Tenders received after due date and time mentioned in E-Tender Notice will not be

accepted.

26. Tenderer shall have to deposit Rs. 2000/- (Rupees One Thousand only) for Tender

fees (non-refundable) by Demand Draft in favour of “Silvassa College” payable at

Silvassa. The Tender fees submitted in any form other than mentioned above will not

be accepted. Tender received without Tender fees will be summarily rejected.

27. Demand Draft/FDR of any Nationalised Bank should accompany Tender application

duly completed in all respect for Rs.3,00,000/- (Rupees Three Lakhs only) as Earnest

Money Deposit (EMD) in favour of “Silvassa College”. The EMD submitted in any

form other than mentioned above will not be accepted. The Tenders received without

EMD will be summarily rejected.

28. The submission of EMD is compulsory for all the tenderers and no exemption will be

granted for submission of EMD in any case.

29. The tenderer will be bound by the details furnished by him / her to this office, while

submitting the tender or at subsequent stage. In case, any of such documents furnished

by him/her is found to be false at any stage, it would be deemed to be a breach of

terms of contract making him / her liable for legal action besides termination of

contract/supply order.

30. The received tenders which do not confirm with the terms and conditions of this

office will be summarily rejected.

31. No separate agreement will be required to be signed by the successful tenderer (s) for

the supply. Rates offered in the response to the concerned Tender shall be considered

as acceptance of all terms and conditions for supply for all legal purposes.

32. No advance payment will be made and no request for increase in the rates will be

entertained during the period of supply.

33. The successful bidder will have to deposit security amount equal to 10% of the bid

price for one year in form of Demand Draft/ FDR of any Nationalised Bank within 10

days of receipt of Supply Order.

34. Non-receipt of the Security Deposit within stipulated time limit will result in

automatic cancellation of the contract without any intimation.

35. All bills should be in duplicate and should invariably mention all taxes i.e. Vat,

excise, Service tax etc alongwith date and number of supply order.

36. All bills should be pre-receipted on a revenue stamp of proper value. Bills, which are

not pre-receipted on revenue stamp, will not be accepted for payment.

37. Each bill in which Sales Tax is charged must contain the following certificate on the

body, of the bill “Certified that the goods on which Sales tax /VAT/ Service tax has

been charged have not been exempted under the C.S.T./VAT/Act or the rules made

there under and the amount charged on account of sales tax on these goods is not

more than what is payable under the provision of relevant act of the rules made there

under”.

38. The supply of items should be completed within 30 days from the date of work

order/supply order.

39. The right to enhance/reduce the quantity of supply order is reserved with the tender

inviting authority.

40. The tendering firm must be registered with the Sales Tax /VAT/Excise Department

and a copy of their registration have to submit.

41. If the supply of items are not satisfactory or not as per specification given in the

tender, the same will be rejected by the Tender Inviting Authority and same will have

to be replaced by the supplier at his own cost & risk.

42. In case of the failure to replace the unaccepted & rejected articles from supplies made

as mentioned above in the conditions, the loss undergone by the Institution will be

recovered from the suppliers Earnest Money Deposit or payment due of any bill (s) to

the extent required.

43. In case the supplier does not execute the supply order in the full, placed with him or

within the stipulated time limit, the E.M.D. of the supplier will be forfeited by the

Institution and the contract for the supply shall stand terminated with no further

liabilities on either party to the contract.

44. Bidders will be not allowed to withdraw from tenders after submission of

bids/opening of the tender.

45. All the firms participating in the Tender must submit a list of their owners/partners

etc. along with their contact telephone numbers and a Certificate to the effect that the

firm is neither blacklisted by any Government Department nor any Criminal Case is

registered against the firm or its owner or partners anywhere in India.

46. The bidder should also enclose a copy of their supply order to any Central / State

Government undertaking, if the same is available with him.

47. In the interest of institute, the Tender Inviting Authority reserved the right to

relax/withdraw any of the terms and conditions mentioned above so as to overcome

any problem encountered by the contracting parties

48. The right to accept or reject without assigning any reason any or all tenders in part or

whole is reserved with the Tender Inviting Authority and his decision (s) on all

matters relating to acceptance or rejection of the tenders as a whole or in part will be

final and binding to all.

49. Participation in tender will be Assumed that all terms and conditions are read and

accepted by bidder.

b. BCCL Test : Using solid weights apply a total of 150 lbs. to the top of thecabinet along the cabinet centerlin. Operate doors and drawers.

c. BCT Test : Secure the cabinet diagonally from the unsupported corner withseven solid steel bars .1 (250 pounds (113.4 Kg) of weight), on the top of thecabinet to prevent overturning. Apply four solid steel bars (150 pounds [68.04Kg] of weight) to the unsupported corner for a period of fifteen minutes. Removeweight and place cabinet on the floor in its normal upright position. Observecabinet joinery. Level the cabinet and measure the face and back of the cabinetacross the diagonal corners.

d. BCDL Test : : Remove the shelf for this test. With unit and top set asdescribed in add sufficient weight to the top in order to prevent overturning. Withcabinet door opened 90- degrees, hang a sling made up of two 75 lbs. (shot bagsor solid weights) over top of the door at a point 8.5" (210.8mm) out from thehinge centerline Slowly move door through the full cycle of the hinge, up to a160- degree arc. Remove weight and swing door through its full intended range ofmotion and close door.

e. BCDI Test : With unit and top set as described in add sufficient weight tothe top in order to prevent overturning. A 20 lbs. sand bag shall be suspended anddropped to provide an impact of 240 inch-pounds (27.1 N-m)at the center of theclosed door.

f. BCDSL Test : (UDL 30 T0 40 Kg) With unit and top set add sufficientweight to the top in order toprevent overturning. Open the drawer to 13”(330.2mm) of travel and hang 113 lbs. from the drawer head at the centerline ofthe drawer for five minutes. Remove the weight and operate the drawer throughthe full cycle.

g. BCDDPHL Test : Pulls are to be installed in accordance withmanufacturer’s practice using specified attaching hardware and method. Blockdoor and drawer closed. Using a cable, pulley and weight assembly apply a forceof 50 lbs. perpendicular to each pull. Revise setup to hang weight from each pull.Remove weight.

h. BCDDPVL Test : Pulls are to be installed in accordance withmanufacturer’s practice using specified attaching hardware and method. Blockdoor and drawer closed. Using a cable, pulley and weight assembly apply a forceof 50 lbs. perpendicular to each pull. Revise setup to hang weight from each pull.Remove weight.i. BCDIRI Test : Position the drawer on a table at a 45-degree angle Place a40.mm diameter by 420mm long steel rod (approximately 10 lbs 13" (330.2mm)from the target impact area such that the rod will roll freely to impact the back ofthe drawer. Subject the back to three impacts and reverse the drawer to subject thefront to three additional impacts.

b. BCCL Test : Using solid weights apply a total of 150 lbs. to the top ofthe cabinet along the cabinet centerlin. Operate doors and drawers.

c. BCT Test : Secure the cabinet diagonally from the unsupported cornerwith seven solid steel bars .1 (250 pounds (113.4 Kg) of weight), on the top ofthe cabinet to prevent overturning. Apply four solid steel bars (150 pounds[68.04 Kg] of weight) to the unsupported corner for a period of fifteenminutes. Remove weight and place cabinet on the floor in its normal uprightposition. Observe cabinet joinery. Level the cabinet and measure the face andback of the cabinet across the diagonal corners.

d. BCDL Test : : Remove the shelf for this test. With unit and top set asdescribed in add sufficient weight to the top in order to prevent overturning.With cabinet door opened 90- degrees, hang a sling made up of two 75 lbs.(shot bags or solid weights) over top of the door at a point 8.5" (210.8mm)out from the hinge centerline Slowly move door through the full cycle of thehinge, up to a 160- degree arc. Remove weight and swing door through its fullintended range of motion and close door.

e. BCDI Test : With unit and top set as described in add sufficient weightto the top in order to prevent overturning. A 20 lbs. sand bag shall besuspended and dropped to provide an impact of 240 inch-pounds (27.1 N-m)at the center of the closed door.

f. BCDSL Test : (UDL 30 T0 40 Kg) With unit and top set add sufficientweight to the top in order toprevent overturning. Open the drawer to 13”(330.2mm) of travel and hang 113 lbs. from the drawer head at the centerlineof the drawer for five minutes. Remove the weight and operate the drawerthrough the full cycle.

g. BCDDPHL Test : Pulls are to be installed in accordance withmanufacturer’s practice using specified attaching hardware and method.Block door and drawer closed. Using a cable, pulley and weight assemblyapply a force of 50 lbs. perpendicular to each pull. Revise setup to hangweight from each pull. Remove weight.

h. BCDDPVL Test : Pulls are to be installed in accordance withmanufacturer’s practice using specified attaching hardware and method.Block door and drawer closed.
