Dr Gregory Ciottone, MD, FACEP Harvard Medical School

in academic, clinical, and global Emergency Medicine. He is an internationally recognized
expert in Disaster Medicine, and has served as a consultant in more than 30 countries around the
world. He is also honored to serve as a consultant to the White House Medical Unit during the
Obama and current administrations. Dr. Ciottone has extensive field experience, including
developing medical education programs throughout the former Soviet Union in the 1990’s that
trained over 75,000 people, serving as Commander of one of the first federal Disaster Medical
Teams into Ground Zero during the World Trade Center disaster on 9/11/2001, and more
recently leading a team into Haiti following the 2010 earthquake. He has also flown over 200
missions as a flight surgeon on a rescue helicopter system, with experience on the BO105,
BK117, and EC135 air-frames. In 2006, Dr. Ciottone became Editor-in Chief of Disaster
Medicine, later renamed Ciottone’s Disaster Medicine in his honor. The second edition was
released in 2016 and deemed “The leading textbook in the field” by the prestigious journal
Annals of Emergency Medicine. In addition to his textbook, he has written over 100 scholarly
articles, chapters, and educational materials.
Dr. Ciottone is an Associate Professor of Emergency Medicine at Harvard Medical School. Dr.
Ciottone is the Founder and Director of the first-ever Disaster Medicine Fellowship Program at a
Harvard teaching hospital. He also serves as the Director of the Disaster Preparedness Program
at the Harvard Humanitarian Initiative. In addition to these appointments, he has held the
position of Visiting Professor of Disaster Medicine at three prestigious Universities around the
world, including Vrije Universiteit Brussel in Belgium and the Universita del Piemonte Orientale
in Italy. Dr. Ciottone has had numerous appearances on CNN and SKY news as a subject matter
expert, with one of his interviews cited as “Best of CNN”, stories worth watching in 2014. He
has been quoted in multiple news sources including the Boston Globe, Washington Times, ABC,
CBS, and NBC news networks, Discovery news, and National Public Radio. He also gave a
TEDx talk on Crisis Leadership and Counter-Terrorism Medicine.
Dr. Ciottone is the recipient of a number of honors and awards, including receiving an Official
Citation from the Massachusetts Senate for his work at Ground Zero during the September 11,
2001 federal response, and being personally thanked by Tommy Thompson, the Secretary of the
Department of Health and Human Services, for the two weeks he spent responding to that
horrible event. He also served as Medical Director for the Tactical EMS training program at the
Drug Enforcement Administration (DEA) Academy in Quantico, VA., and became a Founding
Member of the United States Department of Homeland Security. Dr. Ciottone later served as
Medical Director for the Operational Medicine Program, Office of Security and Investigations,
Department of Homeland Security, Washington, DC.
Dr. Ciottone was named “EMS Physician of the Year” by Central Massachusetts Emergency
Medical Services (EMS), and was the “Spotlight” for the Phi Beta Kappa national publication
Keynote Reporter. The Boston Red Sox recently honored Dr. Ciottone by having him throw out
the Ceremonial First Pitch as part of a 9/11 remembrance ceremony at Fenway Park. While
working in conjunction with Mikhail Gorbachev and the Gorbachev Foundation towards
improved healthcare infrastructure in Russia, Dr. Ciottone served as a personal envoy from
President Gorbachev to the U.S. Governmental Agency the Overseas Private Investment
Corporation (OPIC), and was named by the Russian Federation Ministries of Education and
Science as an approved Evaluation Expert for the New Eurasia Foundation. In 2016, the Chinese
Ministry of Health adopted and translated Ciottone’s Disaster Medicine, 2nd
ed. to be used as the
national Emergency Preparedness Training Manual for China. In 2017, he was recognized by
the White House Medical Unit for his consultative services and “outstanding achievement in
support of the White House Medical Unit and the President of the United States”. In December,
2017 Dr. Ciottone will be honored by induction as a Fellow of The Royal College of Surgeons in
Ireland.
Dr. Ciottone continues to teach and lecture around the world on Disaster Medicine and related
topics. He resides in Westminster Massachusetts with his wife and children.

Dr. Paul Biddinger is the Director of the Center for Disaster Medicine, and is Vice Chairman for
Emergency Preparedness in the Department of Emergency Medicine at Massachusetts General
Hospital (MGH) in Boston. He is also the Medical Director for Emergency Preparedness at
MGH and at Partners Healthcare. Dr. Biddinger additionally serves as the Director of the
Emergency Preparedness Research, Evaluation and Practice (EPREP) Program at the Harvard T.
H. Chan School of Public Health and holds appointments at Harvard Medical School and at the
Chan School. Dr. Biddinger serves as a special advisor to the Massachusetts Medical Society’s
Committee on Preparedness and serves as a medical officer for the MA-1 Disaster Medical
Assistance Team (DMAT) in the National Disaster Medical System (NDMS) in the US
Department of Health and Human Services (HHS).
Dr. Biddinger is an active researcher in the field of emergency preparedness and has lectured
nationally and internationally on topics of preparedness and disaster medicine. He has authored
numerous articles and book chapters on multiple topics related to emergency medical services
and disaster medicine. He completed his undergraduate study in international relations at
Princeton University, attended medical school at Vanderbilt University, and completed residency
training in emergency medicine at Harvard.
Dr Debra Weiner, MD Boston Children’s Hospital, Harvard Medical School
Pediatric Emergency Medicine
Dr. Weiner is a Pediatric Emergency Medicine physician at Boston Children’s Hospital where she
provides care to patients from around the world, including from the UAE. She is also an Assistant
Professor of Pediatrics at Harvard Medical School. As one of the first 500 board certified Pediatric
Emergency Medicine Physicians in the United States, Dr. Weiner has been active in promoting pediatric
emergency healthcare and the field of Pediatric Emergency Medicine nationally and internationally,
particularly in the UAE and Asia. Dr. Weiner is also a PhD Human Geneticist who has developed best
practices for ED diagnosis and management of emergent manifestations of suspected and known inborn
errors of metabolism.
Dr. Weiner has been a member of the National Disaster Medical System since 1995, serving on the
Disaster Medical Assistance Team Massachusetts-1, the Pediatric Specialty Team and the International
Medical Surgical Response Team, and has deployed for disaster relief in the US and internationally. She
co-developed and teaches simulation courses on disaster response locally and in austere environments.
She is a steering committee member and site PI for the United States Clinical Illness and Injuries Trial
Group research network which is funded by the US government to build research capacity for disaster and
public health emergency preparedness and response.
Dr. Weiner is Clerkship Director for the Harvard Medical School Pediatric Emergency Medicine
Clerkship. She is a founding member and Board member of the Boston Children’s Hospital Education
Academy and a member of the Harvard Medical School Education Academy, for which she serves as the
Technology Interest Group Co-Chair. Dr. Weiner is developing technology-based solutions to improve
clinical care and clinician training. Dr. Weiner earned her medical degree from the University of
Southern California in Los Angeles, California, completed Pediatrics residency at the University of
Colorado Health Sciences Center in Denver, Colorado, and Pediatric Emergency Medicine fellowship at
Boston Children’s Hospital.
Dr Joshua Goldstein

Dr. Goldstein is an emergency physician who specializes in neurologic emergencies. He
received both his M.D. and Ph.D. from the University of Connecticut Health Center in 2000, and
completed his residency at the Harvard Affiliated Emergency Medicine Residency in 2005. He
then completed a research fellowship in Vascular and Critical Care Neurology at Massachusetts
General Hospital and Brigham & Women’s Hospital. He is currently the Director of the Center
for Neurologic Emergencies in the Department of Emergency Medicine at Massachusetts
General Hospital and is an Associate Professor at Harvard Medical School. He is a Fellow of the
Neurocritical Care Society, the American Heart Association/American Stroke Association, the
American College of Emergency Physicians, and the American Academy of Emergency
Medicine.
Dr. Goldstein has dedicated his career to multidisciplinary work integrating neurology,
hematology, neurocritical care, and emergency medicine. He has served on the Program
Committees for the International Stroke Conference, the American Heart Association Scientific
Sessions, and the Neurocritical Care Society. He has served on the American Heart Association
Get-With-The-Guidelines Stroke clinical workgroup, the writing group for the 2015 AHA
Guidelines for Management of Spontaneous Intracerebral Hemorrhage, and the writing group for
the upcoming scientific statement on Treatment and Outcomes in Post-Thrombolysis
Hemorrhage. Finally he has served as Associate Editor of various journals including Academic
Emergency Medicine.
Currently, Dr. Goldstein manages a large extramurally funded research program focused
on neurologic and hematologic emergencies. He is the PI for the Boston Hub of the NINDS-
funded Neurologic Emergencies Treatment Trials (NETT) Network, and the PI for a
Massachusetts-wide consortium of centers for the NIH-funded SIREN clinical trials network of
emergency care trials. He was on the Steering Committee of the two largest clinical trials of
anticoagulation reversal performed, including one listed under the Eastern Association for the
Surgery of Trauma’s “Landmark papers in Trauma and Acute Care Surgery”. Dr. Goldstein has
received numerous awards including the SAEM Young Investigator Award for his research and
the Harvard Emergency Medicine Residency’s Outstanding Attending award for his teaching and
clinical care. He has served as an invited speaker at many national and international forums
including the American Heart Association, the American Society of Hematology, and the
European Society for Trauma and Emergency Surgery. Finally, he has published over 100
original research articles, over 30 reviews and book chapters, and is an Associate Editor of the
textbook Scientific American Emergency Medicine.
Dr Beatrice Hoffmann

Dr. Hoffmann is Associate Professor at Harvard Medical School, Emergency Ultrasound expert.
Dr Hoffmann has worked and for over eight years as the Director of Emergency Ultrasound in
the Department of Emergency Medicine of the Johns Hopkins University School of
Medicine. She also served as Division Director and Fellowship Director of Emergency
Ultrasound during her time in Baltimore
Dr. Hoffmann graduated in 1997 from the University of Heidelberg Medical School in Germany
with both M.D. and Ph.D. degrees. She had several years of postgraduate training in Germany in
internal medicine with an emphasis on pulmonary medicine and cardiology. Dr Hoffmann
moved to the United States in 2000, and in 2003, completed her emergency medicine residency

During her time as the Director of Emergency Ultrasound at Johns Hopkins University,
Dr. Hoffmann focused on program building with equal emphasis on research, education, and
administration. She developed new models for emergency ultrasound education and competency
assessment, created a successful emergency ultrasound fellowship program, and introduced
electronic workflow solutions to Hopkins, increasing the use of emergency ultrasound by 7-fold.
In 2012, she became the division director of emergency ultrasound at Johns Hopkins.
Dr. Hoffmann has assumed leadership roles in emergency ultrasound education and policy both
nationally and internationally. She is the founding chair of the Academy of Emergency
Ultrasound (AEUS), the chair of emergency ultrasound education task force for the European
Society in Emergency Medicine (EUSEM), and she has been appointed corresponding member
to DEGUM, the German society of diagnostic ultrasound. She is also the editor-in-chief
of www.sonoguide.com, ACEP’s online education resource for emergency ultrasound.
Dr. Hoffman has Board Certifications in Emergency Medicine (ABEM) and Registered
Diagnostic Medical Sonographer, (RDMS). Her clinical interests include meaningful
incorporation of emergency ultrasound in education and practice of emergency medicine and
development of electronic workflow solutions and QA for point-of-care imaging.
Dr. Shane Kappler

Dr David Peak MD
Dr. David Peak is an emergency medicine doctor in Boston, Massachusetts and has affiliation
with numerous hospitals in Boston area including Massachusetts General Hospital, Department
of Emergency Medicine; Boston Children's Hospital and few more others. He received his
medical degree from Rutgers New Jersey Medical School and has been in practice for more than
20 years. He is one of 98 doctors at Massachusetts General Hospital who specialize in
Emergency Medicine. He is also an assistant professor of surgery at Harvard Medical School. Dr

Goulda Downer, PhD, FAND, RD, LN, CNS is faculty in the College of Medicine at Howard
University, in Washington, DC. Dr. Downer currently heads the Howard University Capital
Region AETC Telehealth Training Center (HU-CRTP). In collaboration with the National
Center for Disaster Medicine and Public Health and Boston University Healthcare Emergency
Management. Dr. Downer has provided training on, “The Role of Cultural Competence in
Emergency Management.” She has developed the graduate Emergency Management Certificate
curriculum for Howard University and has served as Emergency Management curriculum
reviewer for other academic institutions. Currently she serves as instructor for Federal
Emergency Management Agency’s (FEMA) E390 Course – “Integrating Emergency
Management Education into Your Institution,” with and emphasis on Hispanic-Serving
Institutions (HSIs); Tribal Colleges and Universities (TCUs); and Historically Black Colleges
and Universities (HBCUs). The outcome of this engagement is aimed at strengthening the
diversity of the US EM workforce. Dr Downer served as part of a team of experts invited by the

Prof. Leonardo Palombi MD

Dr. Leonardo Palombi is a full Professor of Hygiene, Epidemiology and Public Health at Faculty
of Medicine, University Tor Vergata, Italy .
He is the head of the Biomedicine and Prevention Department in the same university.
He is also scientific director of the DREAM (Drug Resource Enhancement against AIDS and
Malnutrition) Program, a large private/public intervention in 10 African countries with 33 health
centers and 20 molecular labs, run by a faith-based organization: the Community of Sant’Egidio.
He is the coordinator of a PhD on Nursing sciences and Public Health at University of Tor
Vergata, Rome. He also serves as a Director of the International Master Courses in Protection
Against CBRNe events (www.mastercbrn.com)
His main area of research has been HIV infection, infectious/ tropical diseases, global health,
health planning and epidemiology of ageing. He has been Co-Principal Investigator in a number
of national studies and international interventions. He has been involved as Managing Director
for two World Bank Interventions in the Balkan area (1998-2000) and in Mozambique (2004-
2007). He was a member of the National Italian Committee for HIV/AIDS (2003-2005) and was
involved in the WHO guidelines preparation in Geneva for HIV (PMTCT 2006 -2008, HIVRES
net 2009, Consolidated Guidelines, 2012).
Leonardo Palombi authored of more than 250 publications (H Index 22), books and oral
presentations at international meetings.
Dr. Andrea Malizia

Andrea Malizia is a Researcher in Experimental and Applied Physics at the Department of Biomedicine
and Prevention, University of Rome Tor Vergata. He achieved his Bc.S. in 2003 and the Ms.S. in 2005
(cum laude) in Environmental Engineering both at the University of Rome Tor Vergata. Dr. Malizia
defended his Ph.D. in Quantum Electronics and Plasma Physics in 2010 (Rank 4/4); he later achieved in
2010 the postgraduate title in Protection against CBRNe events (cum laude) at the University of Rome
Tor Vergata. He has completed his second Ph.D in Industrial Engineering in 2017 with an evaluation of
excellent cum laude.
His research interests center on improving the understanding, design, and performance experimental set-
up to analyze the mobilization of toxic dust in case of accident in the energy plants. Currently, he studies
the mechanism of mobilization in case of accident like Loss Of Vacuum Accident (LOVA), Loss Of
Coolant Accident (LOCA) by the mean of experimental and numerical characterization. In addition, Dr.
Malizia has contributed to the development of LIDAR/DIAL systems for environmental control and
military application. He cooperates with international entities (public, military, academics and private)
involved in CBRNe (Chemical, Biological, Radiological, Nuclear and explosive) safety and security.
He works on the development of methods and tecnhiques to improve mechanical and eletrical
measurements for applications on energy, environment, safety and security.
He serves as Assistant Professor, since A.Y, 2013/2014, in the bachelor degree courses of Applied and
Medical Physics at the Faculty of MEdicine and Surgery, University of Rome Tor Vergata. He has
scientific collaborations with: JET (Joint European Torus) Research Centre in UK; IRSN (France);
University of Bristol (UK); University of Madrid (Spain); Joint Research Centre, European Commission
(Ispra, Varese). He has been also visiting researcher in some of these centres. He is the Didactical
Coordinator of the International Master Courses in Protection against CBRNe events since 2008,
cooperating with the most important national and international entities involved in the CBRNe events.
He also serves as Tutor Assistant in the courses of Physics, Laser systems, Nuclear Fusion Energy and
Measurements. Dr. Andrea Malizia is author of more than 95 scientific works on international and
national Scientific Journal and Conference Proceedings; of 1 National Patent; of 1 book and he serves as
lectures in the Postgraduate courses of: Chirurgia Plastica (Prof. Cervelli, University of Rome Tor
Vergata) for the laser systems security in lab.; for the course of Fusion Energy - Engineering and Science

Professor Francesco d’Errico

Francesco d’Errico is a Professor of Nuclear Engineering, Biomedical Engineering, and of
Medical Physics at the University of Pisa, and the Director of the Advanced Radiation Protection
School of AIRP, the Italian chapter of the International Radiation Protection Association. Dr.
d’Errico has prior appointments at Yale University, where he serves in the Science Advisory
Committee of the World Health Organization/Pan American Health Organization (WHO/PAHO)

Dr Bonnie Jenkins

Born in Queens, New York, serveed as the U.S. Department of State's Coordinator for Threat
Reduction Programs in the Bureau of International Security and Nonproliferation[. She is also the
U.S. representative to the G7 Global Partnership Against the Spread of Weapons and Materials of
Mass Destruction (WMD) and chaired the Global Partnership in 2012. She was the Department of
State lead on the Nuclear Security Summit, and she coordinated the Department of State's activities
related to the effort to secure all vulnerable nuclear material. Jenkins coordinates the Department of
State's Cooperative Threat Reduction (CTR) programs and helps to ensure a coordinated approach
when promoting these programs internationally. Jenkins engages in outreach efforts and regularly
briefs United States Combatant Commands about WMD programs in their area of responsibility,
works closely with relevant international organizations and multilateral initiatives, and works closely
with nongovernmental organizations engaged in CTR-related activities.
Jenkins is also engaged in the Global Health Security Agenda (GHSA), which is an international
effort with over 50 countries to reduce infections disease threats such as Ebola and Zika. Launched
in February 2014, Jenkins has worked closely with governments to help ensure they recognize that
GHSA is a multi-sectoral effort requiring the engagement of all relevant stakeholder to prevent,
detect, and respond to infectious disease threats. Jenkins leads an international effort to engage
non-governmental stakeholders in the GHSA and she has also developed a GHSA Next Generation
network.
Jenkins has dedicated significant attention to the engagement of Africa in the threat of chemical,
biological, radiological and nuclear weapons and was working closely with the U.S. Defense Threat
Reduction Agency (DTRA), and has developed a program, Threat Reduction in Africa (TRIA), to help
ensure that U.S. programs and activities in CBRN security are well coordinated and as accurately as
possible meet the needs of countries where those programs are engaged. She also serves on the
Department of State's Diversity Governance Board.
Career
Prior to rejoining the U.S. Government, Jenkins most recently served as the program officer for U.S.
foreign and security policy at the Ford Foundation. Her grant-making responsibilities sought to
strengthen public engagement in U.S. foreign and security policy debate and formulation. She
promoted support for multiculturalism, the peaceful resolution of disputes, and the international rule
of law. Before joining the Ford Foundation, Jenkins served as counsel on the National Commission
on Terrorist Attacks upon the United States, more commonly known as the "9/11 Commission". She
was the lead Commission staff member on counter-terrorism policy in the Office of the Secretary of
Defense and on U.S. military plans targeting al Qaeda prior to 9/11.[2]
Jenkins also served as General Counsel to the U.S. commission to assess the organization of the
federal government to combat proliferation of weapons of mass destruction, and as a consultant to
the 2000 National Commission on Terrorism. She is a retired U.S. Naval Reser,ve officer, she
completed in 2006 a year-long deployment to U.S. Central Command in Support of Operation
Enduring Freedom. She received numerous awards in her time as an officer in the Naval Reserve,
including the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps
Achievement Medal, the Joint Service Commendation Medal, the Global War on Terrorism Service
Medal, the Global War on Terrorism Service Medal, and the Navy Pistol Marksman Ribbon.[2]
Jenkins is an expert on arms control and nonproliferation of weapons of mass destruction. She
served for nine years as legal adviser to U.S. ambassadors and delegations negotiating arms control
and nonproliferation treaties during her time as a legal adviser in the Office of General Counsel at
the U.S. Arms Control and Disarmament Agency. She has been a legal adviser on
the Comprehensive Nuclear Test Ban Treaty(CTBT), the Chemical Weapons Convention, and
the Conventional Forces in Europe Treaty, among others. She has also served as U.S. legal adviser
on relevant treaty implementing bodies, such as the CTBT Organization (CTBTO), and
the Organization for the Prohibition of Chemical Weapons (OPCW).[2]
Education
Jenkins has been an adjunct professor at Georgetown University Law School and co-led arms
control and nonproliferation simulated negotiations at Standford University's Center for International
Center and Security Cooperation. She was a fellow at the Belfer Center for Science and
International Affairs at the John F. Kennedy School of Government, Harvard University. During her
years at Belfer, she served as an advisor at Harvard Law School's Bernard Koteen Office of Public

Professor Sir Steve Finnigan CBE QPM DL BA ( Cambridge), MA (Hons) Former Lancashire Police Chief Constable, England , UK
Professor Sir Steve Finnigan joined Merseyside Police in 1976, and during the early part of his
career held various operational roles. He has a degree in Social Sciences from the Open
University, and went on a Bramshill scholarship to St John’s College, Cambridge University
where he gained a BA Hons degree in History, and later an MA (Cantab). He was later awarded
a diploma in Applied Criminology and Police Studies, also from Cambridge University.
He joined Lancashire Constabulary as Assistant Chief Constable in January 2001 and acted as
Gold Commander during the disorder in Burnley in 2001, before he was promoted to Deputy
Chief Constable in July 2002, responsible for the Corporate Development portfolio.
In February 2005 he was appointed Temporary Chief Constable of Lancashire Constabulary,
before being appointed substantively to the role in March 2007.
Mr Finnigan is Chair of the National Performance Management Business Area. He is also Chair
of Police Sport UK, having been a keen sportsman throughout his career. He played soccer for
the English and British Police for ten years, as well as being awarded two “Blues” during his
time at Cambridge. In June 2006 Mr Finnigan was awarded the Queen’s Police Medal (QPM)
and in June 2010 was made a CBE in the Queen’s Birthday Honours Lis
Steve Finnigan, has led Lancashire Constabulary for 11 years. He earned the Queen's Policing
Medal in 2006 and was appointed CBE in 2010.. He was often described as the longest serving
chief constable in the United Kingdom. Sir Finnigan is recently retired Chief Constable of
Lancashire Constabulary having served as Chief for over 10 years. He is a highly experienced
operational officer and had a strategic command role during the tragic ‘cockle pickers disaster at
Morecambe Bay in 2004. He was the National Police Chief’s Council Chair of performance
management. He is now a Professor of Policing Studies at Liverpool Centre for Advanced
Policing Studies where he is leading on the professionalising of Police Leadership.
Karen Wislon Dean of School of Health, Nursing and Midwifery

Karen Wilson is Dean of the University’s School of Health, Nursing and Midwifery. She is
responsible for providing strategic, operational and academic leadership to the School,
maintaining and developing the School’s reputation in teaching, research and
scholarship and enhancing the School and University’s international reputation. She
leads a team of around 150 staff across 5 campuses, with approximately.4000
students. As an integral member of the University’s Senior Management Team, Karen
also contributes to the strategic leadership and direction of the whole University.
Previously Karen was Director of Health Professions and Nursing Care for the Scottish
Ambulance Service and prior to that she worked for the Scottish Government for 12
years as a Nursing Officer and then Interim Deputy Chief Nursing Officer for Scotland.
Karen trained as a nurse, a midwife, a district nurse, a nurse teacher and has a
research Masters degree.
Paul Gowens
University of West of Scotland, Scotland, UK
Paul Gowens is currently lead consultant paramedic, leading the team of consultant paramedics
at the Scottish Ambulance Service. He is also the Vice Chair of the College of Paramedics and
founder member of the faculty of pre-hospital care at the ( Royal College of Surgeons Edinburgh
RCSEd). He has undertaken both the Scottish Patient Safety Programme and the Health
Foundation, Generation Q Fellowships, developing a special interest in both professional
leadership and pre-hospital care of the critically ill and deteriorating patient.
Furthermore, He is a National Clinical Advisor at the Scottish Government, Healthcare Quality
and Strategy Directorate and a member of the Resuscitation Research Group, Edinburgh. He has
worked extensively on Out of Hospital Cardiac Arrest, Major Trauma Systems and Sepsis. Paul
is an associate senior lecturer at Robert Gordon University, Aberdeen, he has published in a
number of peer reviewed journals.
Professor Michael J. Ward, BS, MGA, MIFireE
Professor Michael Ward spent three decades with a large urban county fire and rescue department in the
USA. He started career as a firefighter and retired as the acting EMS Division administrator with the last
five years in EMS Administration. He was a former director of the National EMS Management
Association, USA.
He also worked at a large state community college and ending at a medium sized university medical
center then as Assistant Professor and Program Director of Emergency Health Services. Also a dozen
years as a full time professor and program director. He is the Primary author/editor for Company Officer:
Principles and Practice, 3rd
edition published by Jones and Bartlett for the International Association of
Fire Chiefs and National Fire Protection Association.
Past experience include five years devoted as a consultant, evaluating EMS and fire systems against
national benchmarks and best practices; as well as being as an executive director for two hospital-based
paramedic ambulance services.
Bradford Newbury BS, MPA, NRP I/C
Brad has dedicated over 30 years to Fire and Emergency Medical Services. His experiences
include both volunteer and career fire departments as well as private, hospital based and
municipal EMS services. He currently serves as a career Captain/Paramedic assigned as a shift
commander in a suburban department just south of Boston.
Teaching is a passion for Brad and he has mounted a vast array of educating experience in both
Fire and EMS areas. He has presented at both fire and medical conference covering a number
of related topics. Most recently Brad worked with the NAEMT and Jones & Bartlett publisher as
a co-author for the “All Hazard Disaster Response” course released in 2017.
Brad had a vision to deliver EMS education in a different way. More than ten years ago he
became an innovator in hybrid EMS education for initial paramedic programs. Brad’s
entrepreneurial spirit drove him build a CAAHEP accredited program and enroll students from
around the globe at his school National Medical Education & Training Center.
Since 2014 served as Faculty Member, Fellowship Disaster Medicine, an affiliated fellowship of
the Harvard Humanitarian Initiative and currently serves as the Associate Director EMS
Education where he teaches prehospital medicine and disaster response. . Brad holds a
Bachelor’s Degree in Fire Science and a Master Degree in Public Administration.
Dr Geoff O’Brien
University of Northumbria, Newcastle, England
Former Lord Mayor of Newcastle upon Tyne, England, UK
Geoff is a Senior Lecturer at the Faculty of Engineering and Environment. He combines
engineering practice with social science work on policy together with a strong sense of business
culture. Prior to joining Northumbria University, Geoff was involved in the geophysical industry
with a global remit with a particular focus on environmental responsibility. On leaving the
geophysical industry he undertook an MBA at Durham University. He joined Northumbria
University, Newcastle , England in 1992.
Since joining the University of Northumbria at Newcastle , Geoff has been involved in a number
of research projects including environmental management for businesses, climate adaptation for
developing countries, renewable energy technologies, disaster management and resilience
building. His PhD is titled Disaster Management, Climate Change and Variability and Social
Resilience. Geoff is also active in public life and has served as an elected member of Newcastle
for some 20 years. He has served as Sheriff and Lord Mayor of Newcastle upon Tyne for
municipal years 2010/11 and 2011/12 respectively.
Dr. Ibrahim Almarzouqi BBA, MSc, PhD

Dr. Ibrahim Almarzouqi is a long serving Major in Abu Dhabi Police GHQ, UAE. He holds
Doctorate degree in Community Awareness, Crisis and Disaster Management (from
Northumbria University, Newcastle, UK); and MSc in Disaster Management from Coventry
University, England, UK. Though, his Bachelor degree in Business Administration (ie BBA
degree) was obtained from the UAE University in 2006.
He is currently the Head of Data Analysis Section at the Emergency and Public Safety
Directorate, AD Police GHQ, UAE. Previously Dr Al Marzouqi worked at various departments
and holds a range of positions at the Directorate of Emergency and Public Safety, Abu Dhabi
Police GHQ. In 2011 for example He directed the Innovation and Development section and then
between 2012- 2017 was appointed as a Head of Strategic Planning at the Emergency and Public
Safety Department, ADP GHQ, UAE.
His research work and interests focus on disaster management, risk assessment, community
awareness, capability building and communication in disaster.
Professor Amer Hosin

Professor Amer Hosin currently holds the position of Senior Executive & Academic Advisor,
Emergency and Public Safety Directorate, AD Police GHQ, UAE. Formerly Chief Executive
Officer (CEO) of the Emergency Medicine Academy Project, Abu Dhabi, United Arab Emirates.
Dr Hosin completed his training in psychiatry at the Department of Psychiatry Medical School,
Birmingham University, England; and his Child Psychiatry training at the Department of Child
and Adolescent Psychiatry, Institute of Psychiatry, at King’s College Medical School, University
of London. His PhD in Applied Psychology, PTSD trauma and Behavioral Science was
conducted in Northern Ireland, UK where most of his subsequent research on trauma,
community health, PTSD and secondary traumatisation was conducted.
Previously and between 1994 and 2014 Dr Hosin worked as a Lecturer, Senior Lecturer and
Academic Leader (at London Metropolitan University, formerly University of North London).
He has specific passion for teaching in Higher Education. He has taught, designed and
contributed to the delivery of a range of undergraduate, postgraduate courses and successful
completion of several PhDs projects.
Professor Hosin has taught in Higher Education institutions in England for over 25 years. His
previous teaching includes the Middle East; Tuzla Medical School (involvement in the European
Task Force on Rehabilitation of Bosnian Universities); Northern Ireland; St Martin’s College,
University of Cumbria, Lancaster, England; and London Metropolitan University, London, UK.
At the latter Dr Hosin directed for several years the MSc Child, Adolescent and Family Mental
Health Postgraduate Programme alongside other programs, including designing the MSc Risk
Assessment and Disaster Management with LMU Business School.
Other main duties Dr Hosin enjoys include the supervision of PhD research students in areas
such as Stress in Work settings; Mental Health and Wellbeing; Secondary Trauma among
professionals working in emergency settings; and Mental Health of Survivors of Major
Traumatic Events and/or Disasters. These areas were clearly highlighted in his three books and
major chapter publications recently on Displaced Populations and Refugees of Multiple
Traumas’ published lately in Gregory R. Ciottone (ed.), Disaster Medicine, 2nd edition, Elsevier,
2015.
Furthermore, Dr Hosin has acted as a consultant and book proposal reviewer for various leading
publishing houses including Arnold, Pearson, Routledge and Sage relating to topics such as
applied cross-cultural psychology, stress, risk and trauma, displaced populations in emergencies
and disasters, traumatised refugee families and children of multiple trauma and child psychiatry.
Additionally, between 1997 and 2007 Dr Hosin chaired the Arab Medical Union in Europe, UK
branch; and also acted as the associate editor of the ArabMed Journal published by the Arab
Medical Union in Europe.
With regard to local and international partners and links, Dr Hosin has (in recent years)
organised various successful conferences and workshop training programs on Work-Related
Stress and Wellbeing, Trauma Rehabilitation, PTSD, Risk & Disaster Management and Family
Mental Health in Emergency and Disaster Settings which took place in cities such as London,
Amman (Jordan), Istanbul, Munich, Düsseldorf, Boston, Toronto, Paris and at several locations
in the UAE.
It is worth noting that some of these workshops and conferences (which Dr Hosin chaired or co-
chaired) were delivered in association with the World Health Organization, Regional Office for
the Eastern Mediterranean, WHO, EMRO; the World Psychiatric Association; and was
supported by other organisations such as the Royal College of Psychiatrists, UK; the Royal
College of General Practitioners, UK; the Royal College of Surgeons, England; the International
Medical and Educational Trust, USA; the British Arab Psychiatrists Association, UK; and the
Centre for Trauma Recovery and the Department of Child & Adolescent Psychiatry, School of
Medicine, University of Missouri, USA.
In 2013, Dr Hosin also co-chaired and organized with colleagues from Harvard Medical School
the first Emergency Medicine Conference which was held in Abu Dhabi between 8th and 11th
December.
Finally and in his capacity as a Senior Executive & Academic Advisor, Emergency and Public
Safety Directorate, AD Police GHQ, UAE Dr Hosin has planned the strategic vision and
formulated mission statement both of which have focused on delivery of best practices,
professional development, achievement through investment through capacity building and
research work that recognize needs.
Dr Abdel H. Noureldin, MD, FACEP.
Dr. Abdel Noureldin is an attending physician in the department of Emergency Medicine at
Centegra Health System, US , Fellow of the American College of Emergency Physicians. He
worked as an instructor and course director of multiple life support courses and multiple
continuing medical education courses since 1983. He did multiple presentations in the USA and
internationally. Dr Noureldin is one of the Founding members of Emirates Society of
Emergency Medicine.
Dr. Abdel Noureldin worked in the UAE ( 2006-2009) and was appointed as the program
director of the Emergency Medicine residency at Tawam hospital, senior consultant in the
department of Emergency Medicine, and adjunct clinical assistant professor, Faculty of Medicine
and Health Science, UAE University. He was also the chair of the scientific committee of the
Emirate Society of Emergency Medicine and a HAAD oral examiners. Dr. Noureldin was a
faculty of Rush medical College from 1983 to 2006 in the department of Family medicine and
attending Department of Emergency Medicine at Alexian Brother Medical center from 1991 to
2006.
Focusing on educational background and membership, Dr Abdel Noureldin completed Family
practice residency and awarded the American board of family Physicians in 1983, and also
board certified Emergency Medicine, the American board of emergency Medicine 1988.
Major Dr Abudlla Al Al Hmoudi
Dr Abdulla Al Hmoud is a Major who served in Abu Dhabi Police , GHQ, UAE for over 16
years. Currently, He is the deputy director of CBRN administration at the Emergency and
Public Safety Directorate, AD Police, GHQ. He obtained his PhD from Salford University, UK
2016. His doctorate focuses on Community Centered early Warning System that enhance
reliance in disaster. His subsequent research work and contribution to international conferences
addressed this area of interest too. His master degree though was on Disaster Management and
completed in 2011 from Dubai University, UAE.
Focusing on other duties and membership, He is the President of Research in Security and
Safety, UAE. Also Head of Occupational health, safety, emergency management and public
safety in AD Police. His main interests and current research relate to innovation that focus on
protection of community from natural hazards and disasters.
Dr Zheeshan Aziz

Dr Zeeshan has earned his PhD in Civil Engineering from the Department of Civil Engineering,
Loughborough University in 2003; and his MSc (Distinction) was in Software Technology,
from Robert Gordon University ( RGU), Scotland in 2001. He is working and since 2010 at
Salford as as a Senior Lecturer in Construction Management. Previously ( between 2007 – 2010 )
worked as a Research Fellow at University of Illinois at Urban-Champaign, USA
Dr Zeeshan has over 15 year’s research experience in construction informatics. His areas of
specialisation include preparedness, response and recovery during disasters involving critical
physical infrastructures. Other main interest involves use of Virtual Reality and advanced
simulation technologies in disaster planning; and information technology support assist in
recovery , rehab and disaster management. He has lead/participated in numerous research
projects sponsored by funding agencies such as the National Science Foundation, EU, British
Council, Royal Academy of Engineering and UKIERI. Further areas of research interest include
Intelligent Construction Collaboration, Building Information Modelling, Building Energy
planning and modelling, sustainable building design, climate mitigation and adaptation, life
cycle assessment, mobile computing. His recent work though remains the use of Virtual Reality
and advanced simulation technologies in disaster planning and response and management.
Dr Janaka Jayawickrama
Senior Lecturer in Community Wellbeing, Department of Health Sciences,
University of York, UK
Dr Janaka Jayawickrama was trained in India and the USA, on community health and mental
health. Janaka received his PhD in social anthropology in 2010. Over the last 25 years he has
collaborated with disaster, conflict and uneven development in Asia, Africa and the Middle East. Janaka
has played key roles in various humanitarian responses including tsunami responses in Sri Lanka (2004),
internally displaced people in Western Darfur, Sudan (2005), Afghan refugees in Pakistan (2006),
refugees in Malawi (2006), Iraqi refugees in Jordan (2007) and Syrian refugees in Lebanon and Iraq
(2017).
Throughout his career Janaka has worked within and between academia and policy and practice in
disasters, conflicts and uneven development. His on-going work on community wellbeing seeks to shape
future policy and practice on humanitarian and recovery interventions in disasters and conflicts. As well
as teaching graduate courses on humanitarian assistance, mental health, multicultural health interventions,
post-conflict/disaster reconstruction, project management, research methods, sustainable development and
community wellbeing Janaka has also conducted local, national and regional workshops for national
professionals on concepts of community care in disasters and conflicts, disaster risk reduction and
humanitarian assistance.
