1. SUMMARY PROFILE: Prof Berger‟s commitment as a South African long engaged in democratic media activities has shaped his experiences in journalism and media training. His research and views are frequently sought out by media, government and international bodies like UNESCO. He has published almost 50 books/monographs and/or chapters in books, and delivered more than 200 public presentations, including 13 keynote addresses. He has contributed 200 editions of a fortnightly column to the website of South Africa‟s leading independent paper, the Mail & Guardian. Jailed as a political prisoner in South Africa (1980-1983), he was later forced into exile (1985-1990). He has worked in newspapers, magazines and television, and as a trainer in mainstream and community media. Recognition of his contribution has come in him having served on the boards of media-related organisations, and in his contributions to the South African National Editors Forum (SANEF) over many years. SANEF‟s Nat Nakasa Award for integrity in journalism was bestowed on him in 2006. Since 1994, Berger has led a process of major expansion at the School of Journalism and Media Studies at Rhodes University, including a new building in 2006, setting up numerous outreach projects, and the successful hosting of the World Journalism Education Congress in July 2010.

This includes frequently editing and/or publishing editions of Rhodes Journalism Review and JQ (a quarterly newsletter). I also edited Cue (daily paper during the National Arts Festival in Grahamstown) for four years (1995 - 1998). In addition, I have been involved in various multi-media website productions, including http://journ.ru.ac.za/egazini, www.alivingstage.org, and http://au.ru.ac.za. I am a frequent contributor of articles to the media, including – from 2003 to 2010 – being the writer of "Converse", a regular fortnightly column on the electronic Mail and Guardian, www.mg.co.za/converse. In 2007, the South African parliament nominated me to the board of the agency for a three year term of office. From 2003 to 201, I served as chair of the board of the David Rabkin Project for Experiential Journalism Training, the Rhodes University-owned company that publishes the Grocott’s Mail newspaper in Grahamstown. Prior to this, in reverse chronology, I accumulated the following experience. 1994: Business Manager of South newspaper, Cape Town. 1992 - 1993: Appointed as editor and chief executive officer of South, a weekly tabloid newspaper published in the Cape. As convenor of the Conference of Independent Editors in this period, I oversaw the "alternative press" joining the Newspaper Press Union, and the latter's subsequent affiliation to the world press body, Fiej/WAN. In addition, I led the process which saw the alternative/independent newspapers and magazines link up with the established newspaper industry to launch the Independent Media Diversity Trust. 1991: Editor of New Era magazine, an "alternative" current affairs publication, Cape Town. 1988 - 1990: Diplomatic correspondent on the Morning Star, London, and regular foreign correspondent for New Nation, Johannesburg. 1986 - 1987: I set up and ran Afravision - a television production/distribution company based in London. During this period I also became a regular contributor to the weekly Southscan bulletin - an international briefing on Southern Africa. In 1987/8, I researched and wrote a booklet on political imprisonment in South Africa for the International Defence and Aid Fund. 1983 - 1985:

I spent these two years as media consultant and training officer at Media and Resources Services, a community media centre in Johannesburg. In this capacity, I served as co-ordinator of the United Democratic Front's Transvaal media committee, and was also a member of the UDF's national media committee. I was also a regular contributor and part-time sub-editor on the Saspu National student political newspaper. 1977 - 1980: During university vacations over this period, some eight months were spent doing sub-editing and reporting on The Star. In 1977, I also initiated and edited a black community newspaper Izwi laseRhini - Grahamstown Voice. I continued as a regular contributor up until 1980, and also worked on the Rhodes University student newspapers Rhodeo and Oppidan. I published numerous feature articles in Work in Progress magazine. 6. EXPERIENCE IN TEACHING AND MEDIA EDUCATION 2011: On leave from Rhodes University, I have been engaged in motivating journalism schools worldwide to take part in World Press Freedom Day events on 3 May. In addition, I have been conducting research and co-organising the Pan-African Conference on Access to Information in Africa scheduled for September. 1994-2010: As head of the School of Journalism and Media Studies at Rhodes University, I have overseen the continued growth of the reputation and impact of the facility. This has included:

Championing the School‟s successful bid to host the 2nd World Journalism Education Congress in July 2010, and overseeing the organisation and fundraising of the actual event. The gathering drew almost 300 educators and scholars from 54 countries to the three day deliberations. (See http://wjec.ru.ac.za)

Conceptualising and fundraising for a new home to consolidate the spatially fragmented components of the Rhodes school into a new facility. Called the Africa Media Matrix, this new building and its linked educational and outreach programmes came on stream in 2006. I have brought in almost R7m towards the costs.

Over the years, I have overseen a major expansion and overhaul of the department. In 1994, there were 15 fulltime staffers and this has grown to 52 for 2011, not counting the 22 employed at Grocott’s Mail. Within these figures, the number of academics has risen from seven to 28 in 2011. The number of specialisation options has increased so that students can now choose to concentrate on either writing, design, photojournalism, radio, TV or the Internet, and from eight degree programmes. My thrust has been to seek

balance and integration between theory- and practice-related courses, as well as between internal and outreach activities.

In addition, I have been the initiating force behind a Masters Degree programme as well as new courses in Economic Journalism, Arts and Culture Journalism, Media Leadership and Training, African Media Debates, and various Internet-related programmes. Under my watch, the School has also acquired capacity to offer courses in Health Journalism in 2011. I have personally conducted numerous short courses on editorial leadership and management for print and broadcast, and was responsible for securing funding and setting up the Sol Plaatje Media Leadership Institute at Rhodes University in 2002. During 2003, I helped to secure funding to purchase the local newspaper, Grocott's Mail, for the twin purposes of providing a practical laboratory for students to learn journalism, media management and media research, and to act as a vehicle to produce a quality journalism product for the city of Grahamstown. In 2005, the Department became a School, reflecting its substantial growth over the decade. Over the years, I have fundraised for and led the convening of seven colloquia on journalism education. In 2008, I secured a grant of $630 000 from the Knight Foundation to promote citizen journalism via cellphones in Grahamstown. In 2003, and again in 2004, I fundraised for, and initiated a co-ordinated approach to, student learning by means of coverage of the Grahamstown Festival on a variety of platforms. In 2004 I fundraised for another website, produced by senior design students, that covered ten years of liberalised telecoms in South Africa. In 1995, I initiated the department's New Media Lab (NML), and in 1996, I was responsible for starting South Africa's first scholar newspaper online (“Grab”) as well as the country's first online publication of university student writings. I further initiated a web site for journalism trainers in southern Africa and another for the South African National Editors Forum. In 2005, I secured funding for NML development of an open-source Enterprise Management System for small newspapers which has culminated in the Nika CMS (see http://thenewsiscoming.ru.ac.za/), and for NML online courses on ICT journalism. Under my auspices, substantial new equipment has been acquired by the School through university allocations and private sector fund-raising. Amongst other achievements, I led processes that secured donations of five PowerMac computers, and 100 PCs with live Reuters feeds to them. In 2008, I negotiated the loan of 16 high-end television cameras from the SABC. The School‟s Steve Biko Bursary Fund for disadvantaged students seeking to study journalism was revived by me, and drew more than R1m in donations. In 2008, I secured 125 scholarships for courses in media management. I have further initiated an alumni scholarship programme that has made close to 50 awards by 2010. I have played leading or facilitative roles in securing sponsorship for nine posts in the department: a Director of the department‟s New Media Laboratory, the Pearson Chair of Economic Journalism, the Independent Newspapers Chair of Media

Transformation, a Cyberpublisher instructor, a Chair of Cyberbroadcasting, the SAB Chair of Media and Democracy (now recognised as UNESCO chair), a Chair of Media and Information Society, and a director and lecturer in the Discovery Centre for Health Journalism. I also helped secure sponsored positions for the Highway Africa conference, three positions in the Sol Plaatje Media Leadership Institute, and one alumni/marketing officer. I was further responsible for activities that generated revenues to employ a new media lecturer and a schools‟ outreach officer. Under my headship, extra activities undertaken by School members beyond their core teaching, research and administrative duties brought in R3.3 million between 1995 and 1997. In 1998, the total revenue generated or fundraised (including for two sponsored Chairs) was over R4m. In 1999, the figure rose to R8,5 million, including two more sponsored chairs. This pattern has continued since then, with fresh revenues generated or secured during 2003 amounting to R8 million. In 2004, external monies fundraised and generated amounted to over R11 million. For 2005, it was R8.2 million. Since 2006, the figures have continued to rise each year. I can also claim credit for many of the numerous visitors who have passed through the department, including six annual council meetings of the SA National Editors Forum having been held at the University. The School has also over this time engaged in numerous community and industry training programmes, many of which I have initiated or raised resources towards. These include Grab, and “Iindaba Ziyafika –The News is Coming”, a schools-outreach media skills programme, as well as scores of economics journalism and media management courses for senior journalists from around southern Africa. An annual award for Courageous Journalism was initiated under my leadership and continued for seven years, and I also oversaw an international conference on Freedom of Information in 1995. Beginning in 1997, I was central to the successful holding of Highway Africa, an event which has become an annual international conference on the Internet and African journalism, and the world‟s biggest annual gathering of African journalists. Details are evident on the website: www.highwayafrica.ru.ac.za. In 2003, I secured funding for five journalists and five students from anywhere in Africa to travel to Geneva to report from the UN's World Summit on the Information Society. Continuing this thrust, I have helped to fundraise for the R2m budget Highway Africa conference each year, which event helps expose around 500 delegates to debates and training around new media and the Information Society. The conference marks its 15 anniversary in 2011, and Highway Africa now also operates a youth training programme, the Reporting Development News Africa network, and a research programme. In previous years, I have also regularly co-ordinated short courses for up to 45 journalists ahead of each conference. In 1996/7, I taught government communications at five workshops with a total of 60 senior civil servants in Bisho, and a group of 20 civil servants from the Western District Council. During 1997, I contributed to media policy matters by delivering a paper at a workshop of the Portfolio Committee on Communications of the National Parliament, dealing with foreign ownership of the press. For the second year running in 2003, I gave an input at an East Cape parliament media seminar. In addition, I was a member of the 1997 Stakeholders Team drafting the Green Paper and later the White Paper on broadcasting, and I also drafted a report for the Independent

Media Diversity Trust on sustainable media. I have continued teaching courses for government communicators, and have contributed to the standards generating process of the Government Communications and Information Service (GCIS). In 2007, I was appointed to a team to review the GCIS and continued this work through 2008. I have led the process of compiling several national policy submissions since 2002, with regard to inputs by either myself, the School or the SA National Editors Forum. In 2004, I made a submission to the Parliamentary Portfolio Committee on Communications, on the Convergence Bill. In 2005, I made a further submission on this law, as well as two additional submissions – to parliament on the Icasa amendment bill, and to Icasa on SABC licence conditions. In 2006 and 2007, I made submissions on the Film & Publications Amendment Act. In 2008, I made two submissions on the SABC, and several more in 2009 and 2010 (details below). In my capacity at Rhodes, I have helped arrange for staff to attend international media conferences in New York, San Francisco, Austin (Texas), Reunion Melbourne, Shanghai and Paris, as well as numerous local conferences. Over the years, I have also overseen lecturer and student exchanges with Capilano college in Canada, Stockholm University in Sweden and the Hogeschool Utrecht in the Netherlands, and initiated contacts for the same in regard to the University of Southern California (Los Angeles) and the Communications University of China (Beijing). Under my leadership at Rhodes, approximately 14 staff or senior students visited the University of Norkopping in Sweden in 2002-5. I have personally attended a very large number of conferences and courses relevant to journalism and journalism training (see details below), and been responsible for Rhodes convening numerous gatherings of journalism teachers (1994, 2004, 2005, 2007, 2008, 2009, 2010). Between 1997 and 2002, I oversaw twelve short-courses (three weeks) for senior journalists from SA Development Community countries. In 1999, I initiated and co-ordinated a part-time MA programme catering for working journalists, and secured ten full scholarships p.a. for African candidates from outside South Africa from 2003 to 2006 inclusive. Since then, I have secured dedicated capacity for organising such short courses (through the Sol Plaatje Institute for Media Leadership, and Highway Africa which concentrates on editors and media managers), and my involvement has now scaled down to giving guest lectures within them. My teaching while at Rhodes has covered: Media policy; South Africa media history; Writing; Media leadership and pedagogy; African media debates, media studies theory, and Investigative journalism. 1991-4: Under my editorship at South, I succeeded in arranging numerous scholarships for staff to attend training programmes both in South Africa and abroad. These included newspaper and broadcast training in the UK, design training in Sweden, newsroom management and advertising training in the USA, electoral reporting in Germany, development reporting in Namibia and news reporting in Zambia. from the US Information Service, Expressen newspaper in Stockholm, the Poynter Institute, the British Council, the Thompson Foundation, the Commonwealth, and the German embassy in South Africa. I supervised South’s 12-month "Vukani journalism for beginners" programme, which included four trainee interns in 1991, five in 1992 and six in 1993. I designed a programme for a one year training course, titled “Financial Journalism and the New South Africa”, a module of which was implemented with South interns during 1993. 1990-1: I conducted on-the-job training at New Era and South, as well as contributed to annual training courses arranged by the South Africa Students Press Union over a three year period. 1985/90: Media skills instructor at the Community CopyArt media centre, London. In 1989/90, I was part of a journalists' consultancy group which undertook critical assessments of several South African publications. 1983/5: Training Officer at the Media and Resources Services community media centre, Johannesburg. 1980: Junior lecturer in department of Journalism and Media Studies (Rhodes University). 1978/9: Tutor in Political Studies (Rhodes University) 7. PROFESSIONAL INVOLVEMENT: I have been an active member of the SA National Editors Forum (SANEF) since its inception in 1996, and served on the council of the body up to 2011. In 2002, I was elected as deputy chairperson of the organisation, and was re-elected in 2003. In 2008 and 2009, I was elected as Eastern Cape regional convenor. On commission from SANEF, I co-edited a handbook for editors in 2008. The South African parliament appointed me to the board of the Media Development and Diversity Agency in 2007. In 2008, I led the successful bid by Rhodes to host the second World Journalism Education Congress, under the theme “Journalism education in an age of radical change”. The event was staged in July 2010. Part of my fundraising of R4.5m for this meeting yielded scholarships for the participation of 120 educators and scholars from developing countries. In 2008, I co-ordinated “Iindaba Ziyafika – The news is coming”, a successful R4.5m project proposal which I successfully submitted to the Knight Foundation News Challenge. The project entails citizen intersection with Grocott’s Mail newspaper via cellphones as a model that could be replicated elsewhere. I raised another R4m from

MTN for a Chair of Media and Mobile Communications which took over the co-ordination in 2009, and a similar sum for media management scholarships. I continued as Chair of the board of David Rabkin Project for Experiential Journalism Training, publishers of Grocott’s Mail through 2004 to 2010. In 2009, I was appointed chair of the Southern African Media Alliance, a network of media support organisations across five countries. From 1998 - 2000, I served as a director on the board of the National Electronic Media Institute of South Africa, a section-21 company set up by the South African government‟s Department of Communications to address training backlogs in broadcast and new media. From 1994-1997, I was a trustee of the Eastern Cape News Agency. In 1995 I served as a member of the Radio Advisory Board of the Open Society Foundation. 8. RESEARCH EXPERIENCE: My research interests are: Digital media, including broadcast convergence; Journalism Education; Information Society and Media; Media policy issues; Media coverage of poverty, Multi-media and new media issues; the Impact of media training; South Africa's alternative press; African media and democracy; Freedom of information legislation; Race and the media. 1997: Surveyed the key journalism teaching institutions in South Africa to compare their curriculums, staff-student rations, race and gender components, and views on relations with the media industry and the National Qualifications Framework. The end result was the publication: “The internet: a goldmine for editors and reporters”, available at: http://journ.ru.ac.za/gold.html” 1995: Research for Deputy President's conference: At the request of Thabo Mbeki's (then) office, I researched the state of government communications globally, and presented a paper on the result at a conference on the topic held in Arniston in August. 1995: IBA research: I led a team of journalism staffers and a dedicated researcher to investigate the state of cross-ownership in broadcasting around the world, as commissioned by the IBA. 1993: SOUTH reader profile: Initiated and oversaw readership research by SOUTH newspaper, in conjunction with the Human Sciences Research Council. 1990: "Southbound: proposals for SOUTH's market niche". July 1990. This research, commissioned by the newspaper before I became editor, required formulation of hypotheses, design of a questionnaire and personal interviews with 30 stakeholders in the newspaper and community opinion-leaders. 1988: I conducted detailed historical and contemporary research into political imprisonment in South Africa on behalf of the International Defence and Aid Fund in London. This involved literature and press clippings research as well as numerous personal interviews. 1984: Research for United Democratic Front: I assisted UDF civic affililates in planning and executing an opinion poll survey of Soweto voter attitudes to elections for newly-created black local authorities. 1979 - 1987: Research for Ph.D: This entailed extensive literature surveys, plus numerous fieldwork interviews with agriculture officials and farmers in the then Ciskei bantustan. 1978: Research for Honours dissertation (Political Studies): This entailed an extensive literature survey. 1978: Research for Honours dissertation (Communication): Done in jail, this dissertation required research from an exceptionally varied range of published information, which was due to limits on new materials allowed in, and enforced reliance on a huge but eclectic collection of materials accumulated by political prisoners over 20 years of imprisonment.
