Dr. John Foltz Special Assistant to the President for Agricultural Initiatives College of Agricultural and Life Sciences University of Idaho Dr. John Foltz is Special Assistant to the President for Agricultural Initiatives at the University of Idaho. Prior to that he served as Dean of the College of Agricultural and Life Sciences from December, 2012 through February, 2016. As Dean he had oversight for the College’s Teaching, Research and Extension missions across the state of Idaho. This included 360 faculty and staff statewide, 1200 students, 10 Research and Extension Centers, 42 County Extension offices and a budget of almost $80 million. He served as Associate Dean and Director of Academic Programs for the College from 2004 to 2012. In that role, he worked with student academic issues involving grades, curricula, counseling and student organizations among other areas. In addition, he oversaw student recruitment and retention efforts for the College as well as efforts in the area of scholarships, internships and job placement. Prior to his appointment as Associate Dean, Dr. Foltz served as a Professor in the Department of Agricultural Economics and Rural Sociology, with an area of expertise in Agribusiness Management. He taught courses in the department’s agribusiness curriculum, which included a capstone class for graduating seniors, an agribusiness sales class, and a course on agricultural cooperatives. Other classes he taught included introductory agricultural economics and upper-level agribusiness management classes. He is an award-winning teacher and advisor, having received his College’s Outstanding Advising award, and the University of Idaho award for teaching excellence. He is also an 11 time recipient of the University of Idaho’s Faculty Excellence Award, chosen by award recipient students as their most influential faculty member. His research areas have included looking at Country-of-Origin labeling (COOL) in the beef industry and the economics and capabilities of back to the farm traceback technology as well as exploring the feasibility of carbon credit marketing by Idaho dairies. Other studies investigated the demand for consultants by Idaho dairy and potato farmers; research on consumer perceptions of trout as a food item; the impact of the wine industry in Idaho; and teaching research involving class attendance and student performance, building the industry- institution interface and the use of case studies in the classroom. He is a co-author of the 2016 textbook “Agribusiness Management,” published by Routledge. Foltz’s international experience includes working in Russia in the area of agribusiness management and distance education, a ½ year sabbatical to New Zealand researching COOL in the beef industry, lecturing in an executive MBA program in Peru, and serving as the College of Agricultural and Life Sciences’ representative to Taiwan accompanying former Governor Dirk Kempthorne as part of a trade mission, and then returning to Taiwan to accompany students on several short-term study abroad trips. He has also done consulting with numerous Pacific Northwest agribusiness firms and has served as an expert witness in a number of court cases. Foltz co-writes a bi-monthly management column for the magazine Feed and Grain. He is a member of the Farm Foundation Agribusiness Roundtable whose membership includes CEOS and top executives in “Fortune 500” companies serving American agriculture and agribusiness. Foltz has been a volunteer with the Boy Scouts of America for over 20 years, receiving their Silver Beaver Award in 2004. He enjoys music, singing in his church choir, and sang for a number of years with the Palouse Harmony Chorus a chapter of the Barbershop Harmony Society. He collects model trains and has displayed them annually during the Christmas holidays in a display known as “Foltzville.” Professor Foltz received his Bachelors and Masters degrees in Agricultural Economics from the Ohio State University. Upon graduation, he worked for six years as a district manager for Ralston Purina in Ohio and Pennsylvania marketing livestock feed and animal health products. Subsequently, he received his Ph.D. in agricultural economics from Purdue University and has been at the University of Idaho since 1991.

Foltz is married to the former Barbara Haffner. They met at Ohio State, where Barbara received her Bachelors degree in Family Relations and Child Development. John and Barbara were married in 1980 and have two sons: John Richard (born 1982) and James Clark (born 1985). John received his B.S. in Fisheries from the Ohio State University in 2006, and his M.S. in Environmental Engineering from Washington State University in 2009. He is married to the former Jessica Maxwell from Moscow, Idaho. Please accept my application for the position of Director of the Agricultural Technical Institute in Wooster, Ohio. I am extremely interested in this position and feel that my training, background and education make me a very good fit for the job. Below, I will address the desired qualifications and how I meet them, as outlined in the announcement for this position:

1. A terminal degree in a discipline related to CFAES academic disciplines:

I hold a Ph.D. in Agricultural Economics – with a focus on Agribusiness Management, earned in 1991 from Purdue University, and am currently a tenured full professor in the Department of Agricultural Economics at the University of Idaho (tenure received in 1997). You will also note that I have two degrees in Agricultural Economics from the Ohio State University (B.S., 1979; M.S. 1981).

2. A distinguished record of leadership, instruction, research and administration. I have been a successful teacher, researcher and purveyor of outreach information in the Land Grant System.

a. Leadership: I have served in numerous leadership roles during my career, which I highlight here. I have been a member of the Farm Foundation Bennett Roundtable since 2008. I have served on the National Advisory Committee for the U.S.D.A. National Agricultural Statistics Service (NASS) since 2011. I have worked in a number of leadership roles within the Association of Public and Land Grant Universities (APLU): Board on Agricultural Assembly (BAA), Academic Programs Section (APS): Chair, 2009-10; Western Academic Program Directors Association (WAPDA): Chair, 2008-09, Secretary, 2007-08; Academic Programs Committee on Organization and Policy (ACOP): WAPDA Representative 2008-09; Western Association of Agricultural Experiment Station Directors (WAAESD) - Regional Coordination and Implementation Committee (RCIC):WAPDA Representative 2007-2009. I completed our state’s agricultural leadership program in 1997 (Leadership Idaho Agriculture - LIA), served as co-chair of the subsequent class, and served on the LIA Board of Trustees from 2000-2004. I served on the 2014-15 USDA National Task Force to look at “Employment Opportunities for College Graduates in Food, Agriculture, Renewable Natural Resources, and Environment.” I also served on the 2003-04 U.S.D.A. Agribusiness Management Education Commission. I chaired the Cooperative Leadership Seminar for 9 years (1992-2003), in Spokane, Washington. This was a developmental and educational program for cooperative directors and managers in the Pacific Northwest. The target audience was agricultural co-ops in a 6 state region, and annual attendance averaged 130.

In my local community, I have also served in many leadership capacities. I was a member of the Moscow/Latah County Library Board from 1992-1997, serving first as Treasurer and subsequently President of that group. The Board provided oversight for a county-wide library system of 6 branches and 20 employees.

I have been chair of the Moscow First United Methodist Church Staff Parish Relations committee (personnel committee) for two separate terms. I currently serve on the General Membership Board for our local hospital – Gritman Hospital.

I have been very active through the years with the Boy Scouts of America. I was an Assistant Scoutmaster for a contingent troop to the National Boy Scout Jamboree at Ft. A.P. Hill, Virginia in the summer of 1997; I served as the Chartered Organization Representative for BSA Troop 345 from 1994-2002; I served as the BSA District Advancement Chair from 2002-2005 and was recognized with the Silver Beaver award by the Inland Northwest Council.

b. Instruction: I have taught a total of 16 different courses in my academic career to a total of 1533 students, details can be found in my vita. A number of my journal publications have focused on teaching. You will also note my service as CALS Associate Dean for Academic Programs discussed below. I have a very strong commitment to teaching – I have done research and published on effective teaching; I received our University’s highest teaching award for my classroom efforts, and was successful in nominating two of my faculty for national teaching awards which they subsequently won.

c. Research: I have published 29 refereed journal articles, 4 book chapters, and co-authored 1 widely adopted textbook. I have received over $2.6 million in grant funds (with $530,060 as my portion), details can be found in my vita.

d. Administration: I currently am Special Assistant to the President for Agricultural Initiatives, focusing primarily on two key agricultural projects: I head up the University effort to plan, fund and build a large (anticipated 1,500-2,000 cow, $40 million project) research dairy in southern Idaho; I have led efforts to develop a Memorandum of Understanding with the Idaho chapter of the Nature Conservancy and the Wood River Land Trust to manage a 21,400 acre ranch in south central Idaho (10,400 deeded acres + 11,000 acres of public land grazing allotments), with purchase by the University of Idaho as the 5 year objective. The focus of this project is to do research, education and outreach on shared use (livestock grazing, wildlife sustainability and recreation) rangeland. I served as Term Dean for the College of Agricultural and Life Sciences (CALS) at the University of Idaho (UI), from June, 2013 – February, 2016. Prior to this appointment, I served as the Interim Dean for the College for 6 months. In my role as both Interim and Term Dean I managed and provided leadership for a large and diverse Land-Grant Ag College with over 360 employees statewide, 11 research and extension centers, county faculty in 42 of Idaho’s 44 counties and a budget of $67 million. Previously, I

served as the Associate Dean for Academic Programs in CALS for 9 1/2 years. In that role I had oversight of CALS’ Academic programs for more than 1,200 students.

I made our College’s presentation to the Joint Appropriations and Finance Committee (JFAC) of the Idaho legislature when I was Dean, to request our Research and Extension Appropriation. We were successful in receiving a total increase of more than $5.2 million in our state appropriation from 2013 - 2015. As a result, we received a 24% increase in our Research and Extension Service budget during that period. In concert with our capable College Advancement staff, I garnered over $5 million in gifts during my tenure as Dean, helping CALS exceed our Inspiring Futures campaign (the University of Idaho capital campaign just recently completed) goal by 37.5% ($40 million goal - $55 million raised). This included receipt of a $1 million endowment from the Idaho Barley commission, which I helped steward. In my role as Associate Dean, I worked with the Dean and our Director of Development to raise funds for the College. Much of this was geared towards scholarships for CALS students. As Dean, I established a bi-weekly electronic newsletter called “All Aboard,” which “shared college-wide progress and triumphs.” This newsletter went to all CALS faculty and staff, our CALS Advisory Board and other interested stakeholders. My communication with Department Heads and R & E Center Superintendents in CALS occurred at regularly scheduled “CALS Leadership” meetings, where we engaged in productive two-way communication. For almost all communications that went out to our faculty and staff, I vetted drafts with numerous people to insure that my message was clear. For 25 years, I have co-written a management column entitled “Manager’s Notebook,” for the industry magazine Feed and Grain. The editor of the magazine indicates this column is one of the most read features in the magazine, which I think is exemplary of my positive communication skills. I read broadly on management topics and these best practices influence my management and communication style. In my role as Dean I served as a prominent spokesperson for CALS and Idaho agriculture. I met regularly with stakeholder groups which include the Idaho Potato Commission, Idaho Dairymen’s Association, Idaho Wheat Commission, Idaho Barley Commission, Idaho Bean Commission, Idaho Grain Producers Association, Idaho Farm Bureau and numerous others. For several of the years I was Dean, at the request of the Idaho legislature, I made a presentation outlining the contribution of Idaho agriculture to their Economic Outlook and Revenue Assessment Committee. I was called on regularly to meet with individuals and groups to discuss the work of CALS – our research, the education of our students and the good work we provided through Extension. It has been indicated to me that our relationships and communications with stakeholder groups improved as a result of these interactions. I take a very entrepreneurial approach to leadership, in part due to my experience in private industry discussed below, and because I think today’s higher ed environment requires closer attention to metrics, outcomes and return on investment. I sought to leverage our state support with innovative public/private partnerships. These included matching some of the endowments we received with a commitment of College dollars to deliver programs. One example is the

relationship we developed with the Idaho Wheat Commission (IWC) and LimaGrain Cereal Seeds. This was essentially a joint venture, with the IWC and the UI providing funding, and the sharing of germ plasm between the University of Idaho and LimaGrain. LimaGrain is offered the right of first refusal of any new wheat varieties developed. When these varieties are sold to farmers, the UI receives an appropriate royalty stream. As CALS Associate Dean for Academic Programs, I successfully managed a budget of $4.4 million to ensure quality education for our students and increase student numbers. Student enrollment during my tenure as Associate Dean grew 12%. From a student recruiting standpoint, I oversaw a broad-ranged communication strategy which included print mailings and web information. In addition, I helped manage our CALS Ambassador program. This was a for-credit class where students were selected to give presentations about the University of Idaho (and specifically the College of Agricultural and Life Sciences) to high schools in the region, to encourage them to attend the U of I. Students in this program received significant training in soft skills – making presentations, working in teams and planning events. Following the receipt of my M.S. degree at Ohio State, I was employed by the Ralston Purina Company for 6 years as a District Manager in Ohio and Pennsylvania. In this role, I worked with a network of independent dealers marketing Purina products and selling feed and animal health products to livestock producers. In addition, I have done a significant amount of consulting with agribusiness firms during my career: 1.) I chaired the Cooperative Leadership Seminar for 9 years as mentioned above; 2.) I have served as an expert witness in a number of legal cases. I strongly believe in the mission of institutions of higher education. Much of my career has been spent in the University system: as a student at Ohio State University and Purdue University; and as a faculty and staff member at Purdue and at the University of Idaho since 1991. I am an award winning teacher, I love teaching and think that education of our youth holds the key to a prosperous and productive society. John Foltz: Philosophy and perspective on inclusion and diversity, and how this can help ATI achieve its goals related to diversity and the mentoring of underrepresented groups.

I have worked hard in my career to support diversity and inclusion. In my prior role as

Associate Dean, I was successful as PI for 3 grants totaling $480,000 to support a Multi-cultural scholars program funded by the U.S. Department of Agriculture to increase ethnic diversity in our College of Agricultural and Life Sciences at the University of Idaho (UI). The funding provided scholarships which helped us increase the diversity profile of our College. I met with these students regularly to mentor and advise them. I was asked by our Provost to chair the search committee which hired our most recent University Director of Human Rights, Access and Inclusion. Once hired, this Director appointed me as sub-committee co-chair on the UI President’s Diversity Task Force (I served for 4 years), where our primary goal was to embrace and enhance diversity. This committee summarized UI diversity efforts across the state, and made recommendations to the President on ideas to improve diversity and inclusion. More recently, I co-authored a “Manager’s Notebook” column for Feed and Grain Notebook (Jan., 2016) entitled “Enhancing a Diverse Business Environment,” discussing the importance of diversity in the workplace.

The website “Talent Intelligence,” discusses the importance of inclusion and diversity in the workplace. I subscribe wholeheartedly to their analysis and discussion. They state that the Society for Human Resource Management (SHRM) defines diversity as “the collective mixture of differences and similarities that include, for example, individual and organizational characteristics, values, beliefs, experiences, backgrounds, preferences, and behaviors.” They break down diversity even further into two categories – visible diversity traits and invisible diversity traits. “Visible traits” are often what are emphasized by organizations - and include race, gender, physical abilities, age, and body type. “Invisible” diversity traits include things such as sexual orientation, religion, socio-economic status, education, and parental status among other things. In my administrative and leadership roles, I strive to be open-minded and flexible – and to help people to see things from the point of view of others – which is important as faculty, staff and students work to embrace diversity and inclusion.

Inclusion, is a related, but separate concept from diversity. SHRM defines inclusion as “the achievement of a work environment in which all individuals are treated fairly and respectfully, have equal access to opportunities and resources, and can contribute fully to the organization’s success.” Inclusion is a concept I am highly committed to personally, because I feel that commitment to inclusion helps to solidify a team approach to organizational goals, and makes an organization more effective and a nicer place to work.

So how do the above concepts relate to achieving the goals of an organization like ATI? I will put on my agribusiness management “hat” and cite a recent study by McKinsey, which found that return on equity is 53% higher on average for companies ranking in the top quartile of executive board diversity while EBIT (Earnings Before Interest and Taxes) margins were 14% higher on average for this same group. The bottom line is that organizations that emphasize inclusion and diversity are more successful! As a strong supporter of inclusion and diversity I know I can help ATI and OSU achieve goals in this area.

1996-97, Quane, Smith, Howard and Hull, Boise, Idaho. Served as an expert witness in a court case involving property and production loss for a honeybee operation.

1996, Snyder, Mathews and Nelson, Boise, Idaho. Served as an expert witness in a court case involving the termination of a dealer of a major farm equipment manufacturer.

1995, Huppin, Ewing, Anderson and Paul, Spokane, Washington. Served as an expert witness in a court case involving the termination of a manager of a cooperative agribusiness.

1995, Central Washington Grain Growers, Inc., Waterville, Washington. Served as a facilitator for a strategic planning meeting, which focused on developing a mission statement and long-term goals and objectives. Provided framework and input for this process.

1992, InterMountain Canola, Idaho Falls, Idaho. Looked at the economics of growing canola under contract with IMC relative to other rotational crops in the Pacific Northwest, as well as evaluate the concept and the benefits of “identity preserved” products. As a result of this consulting effort, I received $1000 for undergraduate scholarships for students in the Department of Agricultural Economics and Rural Sociology at the University of Idaho.

1992, Office of International Cooperation and Development, U.S. Department of Agriculture, Washington, D.C. Proposed and implemented a week-long agribusiness training program for Petr Roubicek, a Czechoslovakian entrepreneur. Roubicek owned a company that imported and exported vegetable and forest seeds. Training focused on marketing, sales, personnel and planning.

1988-89, Silver Lane Hybrids, Remington, Indiana. Consulting in the areas of marketing and operations. Also recruited new dealers in their market area.

1988, Sabina Farmers Exchange, Sabina, Ohio. Worked with this business to open a drive-thru feed and farm supply operation -- products to carry, advertising campaign, in-store merchandising and personnel.

International Experience:

2016 Germany Traveled with a group of University of Idaho students as teacher/mentor on a trip to Switzerland, Italy several European countries. Visits included agribusiness firms, farms and cultural/educational tours. 2014 China. Visited the Nestle Dairy Farming Institute in Harbin China, and China Agricultural University

in Beijing. 2008 India. Visited Tamil Nadu Agricultural University and the University of Agricultural Sciences at

Bangalore to explore possible exchanges, mutual collaboration. Presented Selected Paper, Annual Conference of the Indian Society of Agri-Business Management, Bangalore, India

2008 Taiwan. Headed up a short-term study abroad experience hosted in part by National Chiayi University, for students from the College of Agricultural and Life Sciences, University of Idaho.
