Integrated spatial planning
Lever 1: Integrated Spatial Planning
• Lack of intergovernmentalalignment and poorcoordination between sectors.
• Insufficient use of IGRmechanisms to directcollaborative planning.
• Weak long-term planninginhibits sustained growth.
• Weak capabilities for spatiallyinformed decision-making andthe competent administrationof plans.
Integrated Spatial Planning
Key issues Questions for discussion
• Spatial transformation to reverse undesirable settlement patterns.
• Contain urban sprawl and increase densities.
• Improve spatial planning and coordination among the spheres of government.
• Building spatial planning and governance capacities at local government.
• How can we facilitate collaborative planning to ensure spatial transformation?
• What instruments do we have/should we develop to attain the desired spatial integration, contain sprawl and improve densities? Roles of the various stakeholders?
• What has worked/not worked and what should we focus on from now onwards?
• What are the practical /immediate things to do improve access and inclusion of the marginalised communities?
• Long commuting hours• High transport costs• Inadequate and fragmented public
transport system• Congestion on the roads• High emission levels
Lever 2: Integrated Transport and Mobility
Integrated Transport and Mobility
Key issues Key questions for discussion
• Enhanced mobility and connectivity.
• Reducing the time and cost spent on travel
• Reduced emissions as people choose to use public transport instead of private cars.
• What can we do to improve collaborative planning for integrated transport systems.
• How can we overcome the challenges of (a) integrating transport planning and land use, (b) integrating various modes of transport
• What instruments do we have/should develop to enhance mobility and connectivity in order to improve access and inclusion ?
• What should the role of the various spheres be ?
• Urban sprawl, growth of informal
settlements and low densities
• Lack of social amenities and
greening of public spaces
• Escalating demand for serviced land
and shelter.
• Shortage of well-located public land
for housing developments.
• Skewed residential property market.
Lever 3: Integrated and Sustainable Human Settlements
Integrated and Sustainable Human Settlements
Key issues Key questions
• Improved quality of life for all inhabitants who have access to all basic services.
• Multi-functional spaces with more housing and economic choices.
• Well-serviced, safe and vibrant communities.
• Green spaces and social facilities.
• What would be a more appropriate and durable approach to promote mixed-income and multi-functional communities that can truly overcome spatial divisions and ghettoization?
• What are the most effective instruments to advance large-scale, effective and economically viable processes of spatial transformation over the next decade?
• How can we improve collaborative planning for integrated housing delivery and other social services?
• What are the main challenges and how can they be resolved?

• Ensure universal access to basic social and other services, which supports equality and inclusivity.
• Environmental protection, through reduced emissions and protection of the ecological resources.
• Fragmented governance andfunding sources for urbaninfrastructure.
• Insufficient funding for newcapital investments and poormaintenance of existinginfrastructure.
• How can we mobilise and align resources to ensure universal access to services?
• What mechanisms can we implement to ensure short-term and long-term planning for infrastructure and maintenance?
• What instruments/tools do we have /need to enhance capital spending, operation and maintenance, etc at local government?
• How can we transition from traditional approaches to innovative and resource- efficient infrastructure systems that reduces the negative impact on the environment?

Key issues Key questions for discussion
• Disposal of state land at high, market-related value.
• Difficulties in accessing strategically located land owned by SoEs and Govt
