About Dharwad City

Dharwad, a district centre of Karnataka is situated 420 kms from Bengaluru on the way to Pune. It is a birth place of great classical musicians such as Pt. Sawai Gandharva, Pt. Bhimsen Joshi, Pt. Basavaraj Rajguru, Pt. Mallikarjun Mansur, Smt. Gangubai Hangal and Sitar Ratna Rehmat Khan. It is the abode for Jnanapeetha Awardees such as Dr. D.R. Bendre, Dr. V.K. Gokak and Sri. Girish Karnad. Being the hub of Universities and educational institutions such as Karnatak College, Karnatak University, University of Agriculture Sciences, Karnatak State Law University, and recently established IIT, Dharwad is rightly known as ‘Vidya Kashi’ of North Karnataka. About the KCD College:

The Karnatak Arts College, a prestigious educational institute of Karnataka is celebrating its 100th year of establishment with the great efforts of memorable Diwan Bahadur Rodda Srinivas Rao and Rao Bahadur Aratal Rudragouda. In the year 1917 the college was established as the only centre for higher studies in North Karnataka. Further, it was nurtured by Sir Siddappa Kambali. Karnatak College known as KCD is the parent institution of Karnatak University, Dharwad and present is a constituent college and a Recognized Research Centre. The college offers PU and Degree courses in Arts, Commerce, Management Studies, Social work and Tourism. College has the credit of offering more than 30 subjects including some unique subjects like French, Urdu, Persian, Logic, Linguistics etc. College is a center for P.G. courses in the subjects like Economics, English, M.Com., M.Com(CS) and Tourism Administration. The Alumni of the college are spread all over the world and have held notable positions in different sectors.

About the Commerce Department

Realizing the importance of professional courses, the Karnatak University commenced commerce faculty in the year 1977 with the joint efforts of Dr. R. C. Hiremath the then Vice-Chancellor of Karnatak University and Dr. C.C. Pattanshetti, Former Chairman, Professor Department of Commerce. The Department of Commerce is an important constituent of Karnatak College, Dharwad and has become a vital part of the prestigious college of North Karnataka. The Department is vibrant in providing quality education to the students of the different parts of the State. Since its inception in 1977, the Department of Commerce has produced many distinguished persons. Past students of the department have not only excelled in higher education but are also holding key positions in Government Departments, Business and Service Organisations and are leading Professionals in the fields such as Legal, Tax Consultation, Chartered Accounting, etc.

About the Conference

The tax structure of India is undergoing rapid transformation in recent years affecting business and individuals. The changes brought about in tax regime, as a result of recommendations of various committees, have influenced decisions of investment, disinvestment, financing methods, dividend payments, etc. of individual investors and corporate. Programmes like Make in India, Start-up India, Digital India and Skill India depend on the proper understanding and administration of new tax structure implemented in India. This National Level Conference will provide platform for institutions, researchers and industrialists to deliberate, discuss and evolve policies and programmes to ease the tax procedures so as to influence the growth of the economy.

Direct and Indirect Tax Reforms

Some of the key direct tax reforms in taxation field cover both direct and indirect taxes. Tax Information Network(TIN), Electronic Return Acceptance And Consolidation System (ERACS), Online Tax Accounting System (OLTAS), Central PAN Ledger Generation System (CPLGS), e-TDS (Tax Deduction at Source) & e-TCS (Tax Collected at Source), eSahayog Initiative, Paperless Assessments through CBDT, Sevottam – Efficient Grievance Redressal, Faster Refunds, Pre-filled ITR forms and lastly PAN camps for Income Tax Business Application-PAN are some of the significant developments in Indian Tax arena. On the other side, the indirect tax reforms in India include introduction of Modified Value Added Tax (MODVAT) for selected commodities in 1986 to replace the Central Excise Duty. It was gradually extended to all commodities through Central Value Added Tax (CENVAT). The States followed suit and enacted VAT Acts to replace the Sales Tax. There after, custom duties since 1990-91 to 1994-95, tariffs were reduced from 128% to 40% gradually. Currently, the average custom duties are 11-12%. The Service Tax was first introduced on some limited services in 1994-95 at 7%. The rate was gradually increased and so was the number of taxable services. The Goods and Services Tax is so far the biggest tax reform in the country. At present, the GST subsumed all the indirect taxes as One-Nation-One-Tax since July 1, 2017.

Objectives of Tax Reforms

The Government appointed Prof. Raja Chelliah Tax Reforms Committee laid our detailed agenda for reforming India's tax system. This TRC came up with three

1. Reforming the personal taxation system by reducing the marginal tax rates.2. Reduction in the corporate tax rates.3. Reducing the cost of imported inputs by lowering the customs duties.

4. Reduction in the number of Customs tariff rates and its rationalization.5. Simplifying the excise duties and its integration with a Value-Added Tax (VAT) system.6. Bringing the services sector in the tax net within a VAT system.7. Broadening of the tax base.8. Building a tax information and computerization.9. Improving the quality of tax administration.

The Vijay Kelkar Committee in 2002 further provided direction to the tax reforms in the country. A collective recommendations or suggestions will form the base for findings based on the deliberations takes place in National Conference.

CALL FOR PAPERS

Original Research papers are invited from the academicians, practitioners, research scholars and students on the issues related to below mentioned themes. It is also proposed that the selected papers by the Research Committee will be published in a special volume of the conference in the form of an edited book with ISBN Number. Authors of selected abstracts will be given an opportunity to present their papers during the conference. An abstract should contain 250-300 words accompanied by a brief profile of the author indicating email ID, contact number and official address. Full Paper should not be of more than 3500 words. It must be typed in Times New Roman, Font size 12 on A4 size paper with 1” margin on all sides with 1.5 line spacing with Vancouver style of referencing. A uniform formatting style must be strictly adhered to while submitting the abstract and full paper.
