Introduction

This plan has been developed with the guidance of state and local health officials and the Wyoming Department Education, and with reference to guidebooks from several educational and health agencies. It is meant to be a fluid and adaptable document that can adjust as health and education recommendations allow. Our primary strategies will be:

○ Reliance on cooperation from parents and families for conscientious efforts to screen their children at home before school and keep them home when symptomatic.

○ Health screening and illness protocols for both staff and students. ○ Frequent cleaning of buildings, classrooms, shared spaces and

equipment. ○ Frequent hand washing and sanitizing of shared equipment by all staff and

students. ○ Social distancing at all times in all areas and face coverings when social

distancing is not possible by all staff and students.

While we have worked hard at FCSD #2 to anticipate as many factors as possible, we know that there will be considerations that we inadvertently missed. We also recognize that this has been a trying and emotional time for our families, staff and community. When we return to school this fall our success will be determined by how well we listen, learn, adapt and support each other.

Fremont County SD #2 Smart Start Leveled Reopening Overview

Level 1 Open Level 2 Classroom-Based Virtual Education (CBVE)

Level 3 Closed

The majority of students are in buildings with exceptions for those with prohibitive medical conditions. Instruction is provided in the school building. Students unable to attend school in person due to doctor's orders may be provided the following options:

● Homebound Instruction ● Classroom Based

Virtual Education

Based on State and local health directives students receive instruction through a combination of onsite, in building instruction and offsite digital instruction and practice.

Students access Adapted Learning through virtual classrooms as a result of long term shut down due to an outbreak and/or confirmed COVID cases. This will be determined in collaboration with local and state health officials.

School Facilities and Grounds ● Current state and local

health orders will be followed in all FCSD #2 facilities and on all FCSD #2 grounds.

● FCSD #2 will utilize health screening when necessary, increased sanitation practices and social distancing and/or face covering health and safety strategies.

● All staff and students will screen daily at their own homes before coming to school. Anyone with signs of infectious illness should NOT report to work or school.

When onsite, all protocols and procedures from Level I will be followed. When offsite due to short term closure:

● All students will access FCSD#2 Classroom Based Virtual Education.(CBVE)

● All students will be required and expected to participate fully in CBVE.

● Students will receive appropriate instruction and training in the use of theCBVE platform prior to short term closure.

When long term closure becomes necessary due to a spike in cases all Level 2 Hybrid Learning protocols will be followed. In addition:

● All FCSD#2 schools will develop an Adapted Learning Plan that follows the FSCD #2 Adapted Learning Plan Guidelines.

● All students will be required and expected to participate in Adapted Learning.

● Six foot social distancing will be maintained whenever possible. When social distancing is not possible, students and staff will wear face coverings to the greatest extent possible.

● All staff and students in FCSD #2 will carry face coverings for use when necessary.

● FCSD #2 will follow CDC guidelines for cleaning and sanitation of all buildings, grounds and transportation vehicles.

● School schedules for K-12 will maintain regular school days and hours.

● FCSD #2 in collaboration with appropriate health care providers will develop Section 504 Accommodation Plans plans for students and staff who are at high risk due to health conditions. Students on Section 504 Accommodation Plans will receive equitable education opportunities.

● Students on Individual Education Plans will work directly with case managers and special education teachers to assure IEP services.

● FCSD#2 staff and students will follow all FCSD #2 COVID Illness

● Parents will receive the opportunity to participate in training prior to any short term shutdown.

● K-12 virtual classrooms will provide as much common structure as possible for students and families

● Families are encouraged to be prepared with internet connectivity if possible.

● FCSD #2 will provide devices for all families during the shutdown.

● FCSD #2 will provide connectivity when possible for families who need help during the shutdown.

● FCSD #2 will provide a coordinated K-12 CBVE schedule.

● All FCSD #2 schools will develop a plan to accommodate effective CBVE learning that follows FCSD #2 CBVE Learning Guidance

● Students on IEPs will work directly with case managers and special education teachers to assure IEP services.

● Attendance and grades will be affected by participation in Adapted Learning.

Food Service ● FCSD #2 will follow all

CDC guidelines for food service at the school building.

● In order to maintain social distancing breakfast will be “grab and go” as students enter the building and go to their classrooms. Lunch will be brought to the classrooms.

While in the buildings all Level 1 food service protocols will be followed. When offsite during hybrid learning the following guidelines/protocols will be in place:

● Letters, texts, emails and flyers will be sent to all families with directions and procedures to stop by school to pick up a combo of a packaged breakfast and/or lunch.

WHSAA Activities ● FCSD #2 will provide

activities for all students who have passed a physical and deemed not a person with possible prohibitive medical concerns.

● All equipment used will be sanitized prior to and after each use.

● Coaches, Sponsors, and Athletes will either be tested entering the school for class or tested entering the school for practice.

● Coaches and sponsors will use face coverings when social distancing is not feasible.

● Officials, table workers, and scorekeepers will be tested prior to entering the gymnasium or field. Table workers and scorekeepers will be required to wear face coverings.

● Patrons will be screened prior to entering the district facility, asked to wear a face covering, and social distance in the stands as much as possible.

● If warranted by COVID, contest attendance could be limited to immediate family only.

● Patrons will be limited to one entrance and exit to the district facility.

In addition to all Level 1 protocols:

● All in-person activities will be suspended until proper sanitation of all building areas and equipment used by participants.

● FCSD #2 will provide off campus workouts, plans of action, and assignments to continue the season until such time activities can resume in person.

● If contestes can be done, the contest will be participants, coaches, workers, and officials only.

● FCSD #2 will cease all in person extra curricular activities.

● Activities can continue in a virtual setting; when appropriate.

● All coaches/sponsors will be encouraged to meet with their participants via Google Hangouts or Zoom to provide participants with as much normality as possible.

Emergency exits will still be in place.

● All positive people (students, employees, officials, spectators, etc.) will be recommended to seek medical advice and are not allowed to enter the facility.

● Handsanitizer will be provided for all people who enter the gym.

● Custodians will sanitize all areas of the gym and other areas of the school that are used on demand or at the end of the contest(s).

● Transportation of athletes and coaches will be determined by the Transportation Department and Activities Office.

Community Use of Facilities ● Any community entity

requesting use will ● follow all FCSD #2

district and building protocols, as well as all state and local health orders.

● Community entities that are requesting use will submit name(s) of supervising people of the activity using the facility.

Operating Principles

As our building reopens, Fremont County School District #2’s (FCSD #2) primary goal is to balance a high-quality education with the precautions necessary to maintain health and safety for our students, staff and the larger community. With that as our target, the following operating principles will guide our design and decisions:

● FCSD#2 will follow the most current state and local health guidelines to the best of our ability.

● The Smart Start Plan will adapt fluidly to changing health orders and guidance. ● FCSD #2 will follow CDC guidelines to keep buildings and grounds safe for our

staff and students. ● FCSD #2 will provide a high quality and equitable education to all students

regardless of health-related needs. ● FCSD #2 will continue to meet the needs of our students academically, socially,

emotionally and physically. ● FCSD #2 will listen, learn and support our families, students and staff. ● FCSD #2 will use the leveled reopening approach to our educational delivery in

order to provide continuous learning and support to students and families in an ever-changing health environment.

● FCSD #2 will work with county and state health officials in the development and approval of our Smart Start Plan.

● This document will provide guidance for the district and our families in order to aide in the design, understanding and implementation of FCSD #2’s Smart Start Reopening.

Communication

Communication Plan FCSD#2 will have frequent and ongoing communication with staff, students and families regarding the plan and expectations for reopening schools on August 24 of 2020. Any information regarding exposures or positive cases will be communicated immediately with local health officials for consultation and guidance. Information regarding exposures or positive cases will be communicated to families through building as well as district communication protocols. Family Education Rights and Privacy Act (FERPA) and Health Insurance and Portability Act (HIPAA) guidelines will be followed at all times. Communication formats and protocols will include the following:

● District-wide mailings to all families ● Update of plans on district and school websites ● Emails to all families with up to date information ● Local media notifications ● District and school social media sites ● FCSD #2 Board of Trustee notifications ● Parent meetings with school principal ● District email and phone tree use for district staff

Updates regarding school reopening and Smart Start Plans will be given at each FCSD #2 board meeting beginning on July 14th. Information from these updates will be shared with local media sources. Beginning on August 3, 2020, the building principal will meet with parents and community stakeholders to explain the reopening plans for the upcoming school year and ask for feedback and questions.These sessions will include a question and answer period with time for discussion. Digital, remote access will be offered simultaneously via Zoom and the District YouTube channel. Another meeting will be scheduled again in August and then once per month in the fall of 2020. Meetings will be advertised via email to all parents/guardians and to the larger community via Facebook and Instagram. FCSD #2’s student support team will regularly evaluate the effectiveness of district Smart Start Plans using attendance, assessments and other quantitative or qualitative data points to determine necessary adjustments.

Definition of Terms Adapted Learning Program (ALP)- the programs of instruction provided to students during a mandated longterm school closure. CDC - stands for Centers for Disease Control an organization that operates under the United States Government’s Health and Human Services. Classroom Based Virtual Education (CBVE) - classes intended for classroom instruction that may also be instructed through technology outside the physical classroom. The virtual education instruction may be synchronous or asynchronous and delivery must be available to any student eligible to be enrolled in the class including those who may not have internet access and those who may only attend through virtual education. Equitable Education - instruction that is fair, impartial, and nondiscriminatory. Health Orders - enforceable laws that are usually accompanied by one or more directives that provide legally binding instructions for how to comply. Health Screening - temperature check and a series of basic questions about your health condition and recent history. High Risk - a person with a medical condition or frailty that makes him/her more likely to become ill. Homebound Instruction - instruction provided to a student that is at home or hospitalized for more than one week due to injury or illness. Outbreak - a sudden increase of a specific illness in a small area. PPE - stands for personal protective equipment. Includes masks, face shields, gloves, and other coverings used to prevent the spread of infection. Prohibitive Medical Condition - an illness/injury that prevents someone from participating in life activities as usual. Protocols- a set of plans for carrying out the expectations of a program. Quantitative Data- measurable results. Remote Education (RE)- classes delivered by a teacher located in a physical classroom with students present while also providing simultaneous instruction through interactive, realtime

technology which allows the student to ask questions, make comments, and interact in real-time with the teacher, classroom students, and other remote students. Sanitation- measures taken for the sake of health and cleanliness. Social Distancing- also called physical distancing. It means putting space between yourself and others. The CDC recommends 6 feet. It also includes avoiding crowds and groups in public. Symptomatic- when a person shows signs of illness. Virtual Education (VE)- instruction is primarily delivered through technology with the support of a teacher and can include real-time instruction. For the purpose of this document, virtual education is courses and classes approved by the Wyoming Department of Education.

Safety and Wellness Preparation for Return to the 2020-21 School Year In preparation for return we will require the following:

● All staff will complete a return to work screening checklist prior to returning to the building.

● All staff will be trained in District protocols for COVID related illness, quarantine and leave prior to the return of students.

● FCSD #2 will have an approved Leveled Smart Start prior to the return of staff and students.

● District plans and student expectations will be communicated in a timely manner to allow families to become familiar with expectations and reach out for clarification and support as needed.

● All supervisors will make sure employees are familiar with new policies, amendments to existing policies and staff expectations regarding the Leveled Reopening Plan.

● All FCSD #2 buildings, grounds and equipment will be properly cleaned. ● Health screening equipment will be tested and in place as needed prior to the

return of staff and students. ● Busses will be equipped with all necessary PPE and hand sanitizer. ● All necessary signage and markings will be in place prior to the return of staff and

students. ● All high risk staff and students have a medically approved 504/ADA

accommodation plan in place.

In preparation for return we will recommend the following: ● All staff and students should self isolate as much as possible 2 weeks prior to the

start of school. Upon Return to the 2020-21 School Year Upon returning in August, 2020, we will require the following:

Level 1 and Level 2 Health Screening ○ Parents/guardians will screen their children daily at home for symptoms of

infectious illness. ○ All employees will screen daily at their own homes before coming to

school.

○ Anyone with signs of infectious illness should NOT report to work or school. Temperatures must be below 100.0 without the use of any fever-reducing medications.

○ Parents/guardians and employees will notify the building administrator of any positive test, or exposure to COVID-19 immediately.

○ Anyone with a temperature of over 100.0 or exhibiting symptoms of infectious disease will not be allowed to remain at school.

○ Anyone exhibiting symptoms will be asked to follow the district Illness protocols.

○ Anyone exhibiting symptoms during the day will be isolated until they are able to leave the building and district sanitation procedures will be followed.

○ Outside visitors to the school will be kept to a minimum. All outside visitors will sign in, be screened according to protocol and shall wear a face covering while in the building.

Level 1 and Level 2 Environmental Health and Safety ● School Entrance

○ There will be one designated entrance point to allow for daily drop off and walk up traffic.

○ All buildings are equipped with hand sanitizer stations at entrance points. Anyone entering will be required to sanitize.

● Transitions ○ FCSD#2 will work with local and county health officials to ensure

updated safety protocols are followed when students are transitioning from class to class.

○ Since social distancing cannot be guaranteed during transitions, face coverings will be required during hallway passing times.

● Transportation ○ All busses are equipped with hand sanitizing stations and everyone

entering will be required to sanitize. ○ Students will sit one per seat when possible. Students from the

same household will be allowed to sit more than one per seat. ○ Busses will be sanitized after each route per guidelines stipulated

by pertinent state and/or federal agencies. ○ Students will be required to wear face coverings on all busses.

Disposable masks will be available for those who do not have their own.

○ Bus drivers will wear face coverings during loading and unloading times. Wearing a face covering during driving is up to the driver.

Level 3 Environmental Health and Safety ● School Entrance

○ School buildings will be closed. ○ Staff who need access to the building for Adapted Learning

purposes will follow all buildings access expectations of the Adapted Learning Plan.

● Transportation ○ School buildings will be closed. ○ Transportation may be used to provide meals and school work to

families as part of the Adapted Learning Plan Level 1 Cleaning and Disinfecting Protocols

● Cleaning and Disinfecting Products recommended by CDC ● Daytime Cleaning and Disinfecting Requirements

○ All Classrooms and Staff Offices have disinfecting products available for use on surfaces. Employees will be provided training on the use of cleaning products if needed.

○ The following will be cleaned regularly throughout the day: ■ High traffic areas -Door knobs, walls, water bottle filling

stations, etc. ■ Bathrooms – Toilets, bathroom stalls, hand washing stations. ■ Classrooms – Student and teacher workstations and hand

washing stations. Teachers and Para’s will be assisting with disinfecting classroom work stations.

● Recess Equipment and Playground Equipment

○ K-5 Recess equipment - teachers and students will be responsible to take their own classroom recess items back to their room and disinfect immediately.

● Physical Education Equipment: ○ Teachers and custodial staff will work together to disinfect PE

equipment after student use ○ PE equipment will be separated into three groups for disinfecting and

rotation. ● Hand Sanitizer Stations

○ Hand Sanitizer Stations will be placed at entrances for anyone to use entering the building.

○ Hand Sanitizers Stations are already placed throughout the building for continued hand sanitation throughout the day.

○ Portable Hand Sanitizer Stations will be placed if needed for any small gatherings that have been approved.

● Water Fountains ○ Employees and students will be required to use only the bottle

filling station at each of the water fountains. Signs will be posted around each water fountain.

○ All water fountains without bottle filling stations will be turned off. If a building does not have a bottle filling station, it will be provided with a portable bottle filler station.

Level 2 Additional Cleaning and Disinfecting Protocols

● Plan for Disinfecting for Positive COVID-19 Case: ○ Room, Office, Area etc. will be closed off to all personnel. ○ Custodial Staff will disinfect the area. ○ Custodial Staff will use proper PPE equipment. ○ Approved disinfectant will be used. ○ Areas will reopen only after disinfecting completed and the

recommended waiting period has passed.

Level 3 Additional Cleaning and Disinfection Protocols

● All Level 2 protocols will be followed. ● Buildings will be open to staff after disinfecting and the recommended

waiting period has passed for the purpose of delivering Adapted Learning Plans.

● Areas of building in use will be disinfected daily.

Level 1 and Level 2 Personal Protective Equipment ● Face Coverings

○ Disposable masks will be available for all staff and students, as needed.

■ Required on busses and when social distancing can’t be guaranteed (ie hallways, bathrooms).

■ Not required in classrooms during instructional time where social distancing is in place.

● Face Shields ○ Face shields will be available for staff based on job need.

School Operations School Building Logistics Level 1 and Level 2

● When possible school meals will be served in the classrooms. If classroom service is not feasible, lunch service will be supervised and designed to maintain 6-foot social distancing and sanitation requirements.

● Use of neutral areas such as hallways, bathrooms, parking lots, common areas, playgrounds etc. will follow all health, safety and sanitation guidelines.

● Students will be appropriately trained on all new protocols and expectations.

● Numbers of staff and or students will not exceed 50 in any separate room and 250 in larger rooms such as the gym or cafeteria if six feet of separation can be strictly maintained. All sanitation and social distancing protocols will be used.

● In Level 2, when offsite instruction is required buildings will follow all Classroom-Based Virtual Education Learning Guidelines.

School Building Logistics Level 3 ● When in Level 3 of the reopening plan, school buildings will be closed. ● All schools will follow the FCSD#2 Adapted Learning Guidelines. ● All students are expected to participate fully in the Adapted Learning Plan

in order to master district essential skills as well as earn credits for graduation.

Level 1 Food Service Logistics

● During food preparation all United States Department of Agriculture, State Health Department and Federal Food Service Guidelines will be followed.

● All staff involved in food preparation or delivery will follow FCSD #2 Screening, Sanitation and Illness Protocols.

● All Staff involved in food preparation will wear face coverings, wash hands, and be gloved.

● The district nutrition services will operate in a manner that maximizes face coverings, social distancing, and appropriate hygiene measures.

● Breakfast will be pre-packaged grab and go and lunch will be delivered to classrooms whenever possible.

● When classroom delivery is not feasible all FCSD #2 sanitation and social distancing protocols will be implemented.

● Self-Serve options will not be available unless pre-packaged. ● Cleaning, sanitation and hygiene will follow all USDA, State Department

and Federal Food Service Guidelines. ● Any classroom snacks provided by the school will meet all health and

safety guidelines. ● Snacks brought from home will not be shared. ● Treats for classroom celebrations will be purchased prepackaged. No

homemade.

Level 2 Food Service Logistics ● When onsite all Level 1 guidelines will be followed. ● During short term closures breakfast and lunch pickup information will be

provided through school level and district level communications as well as through the district website and local media.

Level 3 Food Service Logistics

● Level 1 and Level 2 Guidelines will be followed. ● Breakfast and lunch off-site pickup information will be provided through

school level and district level communications as well as through the district website and local media.

Level 1 Athletics/Activities Logistics

● All student, coaches and sponsors will follow FCSD #2 health screening, illness, sanitation and social distancing/masking protocols to participate in activities/athletics at any level.

● All equipment will be sanitized between uses following FCSD #2 cleaning and sanitation protocols.

● Athletic and performance areas will be sanitized following FCSD #2 cleaning and sanitation protocols.

Instruction and Technology Level 1 and 2 Classroom Based Virtual Education (CBVE)

● The 2020-21 K-12 school schedules and calendar will be followed ● Staffing

○ At the beginning of the 2020-21 academic year, the guidance counselor will meet with each high school student to determine their academic standing and make a plan for acquiring all necessary credits for on time graduation. Dual credit courses and timelines will also be discussed with each qualifying junior or senior student.

○ Dual credit class instructors from Central Wyoming College will be in regular contact with students regarding progress and attendance throughout the course. FCSD#2 does not have a concurrent enrollment at this time.

Employee Health and Safety Protocols All Staff

○ All staff will be trained in necessary building and district level reopening procedures and protocols.

○ All staff will be provided with the necessary PPE equipment to provide maximum safety for the given position.

○ All staff will self-screen for symptoms including fever daily prior to reporting to work.

○ In addition to self-screening, upon entering the workplace staff will follow all sanitation and screening expectations.

○ Any symptomatic employee with a fever over 100.0 degrees will stay home and contact their local health care advisor as well as their supervisor.
