DRAFT Freight Hub Survey: Class III Rail Yards The Draft Freight Hub Survey for Rail Yards is the most recent in a series of freight hub surveys that will be released by CARB this year. Staff are seeking comments on the Draft Rail Yard Survey; all comments must be submitted by September 4, 2017. Staff will then review comments, update the survey as appropriate, and send out the final survey for response in September. Staff has designed this survey to gather specific facility and equipment information from California based rail yards and is requesting feedback on the information included in the survey. The data gathered in this survey will help CARB staff better understand the activity that occurs at rail yards in California, assess the potential for emission reductions, and assist with the development of strategies for potentially reducing emissions. The information will also be used to determine the costs associated with any potential actions and direct future funding assistance efforts. August 2017

Introduction On July 17, 2015, Governor Brown issued Executive Order B-32-15 which directs State agencies to improve freight efficiency, transition to zero-emission technologies, and increase the competitiveness of California’s freight system. To support this effort and other air quality, climate, and sustainability goals, California Air Resources Board (CARB) staff has identified the need to collect specific facility and equipment information from California based freight hubs. The Freight Hub Surveys for rail yards are next in a series of freight hub surveys that will be released by CARB this year. CARB staff designed this survey to gather specific facility and equipment information from California-based class III rail yards and is requesting your participation in completing the enclosed survey. The data gathered in this survey will help CARB staff better understand the activity that occurs at rail yards, assess the potential for emission reductions, and assist with the development of strategies for potentially reducing emissions. The information will also be used to determine the costs associated with any potential actions and direct future funding assistance efforts. If you have any questions regarding this survey, please contact Ugo Eke, Air Resources Engineer, at (916) 322-7298 or [email protected]. How to Complete the Survey

Online – Complete an online version of the survey at: http://www.surveygizmo.com/s3/3619351/Class-III-Rail-Yard-Survey.

On-Road Vehicles

Box Truck Section For the purposes of this survey, a box truck is defined as a class 4 to 7 truck with a box van body behind the truck cab mounted to the truck chassis. Box trucks are typically used by companies to haul a wide variety of items locally. They often have a cargo area that varies in length and a garage-like rear door that rolls up.

3. Estimate the average number of box trucks that visited the facility daily carrying freight and the average number of miles traveled to and from the facility.

Long Haul Truck Section

For the purposes of this survey, a long haul truck is defined as a class 7 or 8 truck equipped with a 5th wheel that primarily pulls box trailers. Long haul trucks are typically used by companies to haul a wide variety of items over long distances. They are often equipped with sleeper berths (e.g. out-of-state based trucks).

6. Estimate the average number of long haul trucks visiting the facility daily carrying freight, the average number of

long haul trucks leaving the facility loaded to their weight capacity, and the number of long haul trucks leaving the facility loaded to their weight capacity.
