Quorum Established Chairman Chuck Coffey and Wayne Watkinson, Legal Counsel declared that a quorum was present to conduct business. Agenda Approved Chairman Chuck Coffey asked that the agenda be amended to include 1) No-Cost Time Extension for AR# 1921-CI, Tactic B, AFBFA and to extend the 20-day notification rule and 2) to ratify the Evaluation Committee meeting minutes of July 29, 2019. Wayne Watkinson, Legal Counsel, explained the 20-day rule and noted extensions to this rule can occur and forwarded to the committee for approval. Buck Wehrbein moved and Katie Brenny seconded approval of the meeting agenda as amended. Motion passed. Buck Wehrbein moved and Katie Brenny seconded approval to suspend the 20-day notification rule in order to take action on the No-Cost Time Extension for AR#1921-CI, Tactic B, AFBFA. Motion passed. Minutes Approved Gary Deering moved and VeaBea Thomas seconded approval of the May 2, 2019 minutes as mailed. Motion passed. Financial Report Hugh Sanburg, CBB secretary/treasurer, presented the Beef Board’s financial statements for the period ending August 2019. FY 2020 Budget Information Mr. Sanburg stated that the funds available for FY 2020 AR requests is $40,918,500. The total AR requests are $50,766,964, which leaves a difference of $9,848,464. Evaluation Report Ryan Moorhouse, Vice Chairman of the Joint Evaluation Advisory Committee, presented an update on the work of the Evaluation Advisory Committee. Mr. Moorhouse also presented the Operating Committee “list of needs” that were updated during the August 1, 2018 Evaluation Advisory Committee meeting. Jared Brackett moved and Janna Stubbs seconded to approve the “list of needs” as presented. Motion passed. Laurie Munns moved and Randall Debler seconded to ratify the Evaluation Advisory Committee minutes of July 29, 2019. Motion passed.

Amended Authorization Requests Chairman Chuck Coffey noted the two amended authorization requests and opened for discussion.

Presentation of FY 2020 Contract CBB CEO Greg Hanes presented a draft template of the FY2020 contract between the Operating Committee and its contractors. AR Funding Process Mr. Watkinson explained the authorization request funding process and further recommended that the Operating Committee maintain a broad authority on funding ARs. Review of Operating Committee Schedule and Procedures Chairman Chuck Coffey and Vice Chairman Laurie Munns reviewed the Operating Committee schedule and procedures. The work done by Mr. Frazier and his team helped maintain consumer confidence around the globe and ensured that every effort to minimize the impact on the beef industry was minimized. Wayne Watkinson, Legal Counsel provided an update on the lawsuit. Chairman Chuck Coffey and Vice Chairman Laurie Munns thanked the committee for its work this year. Adjourn Buck Wehrbein moved and Chris Jeffcoat moved to adjourn. The meeting adjourned at 11:30 a.m.
