Lunch “Students without Borders”

Presenters: Assistant Professor Jenna Jambeck, PhD of UNH

Program Description: A sustainable water extraction system was needed to irrigate community gardens in the Air Massif region of Niger, the poorest country in the world. These

gardens produce a basic need, food, for children attending boarding schools, as well as produce a cash crop for funding of these boarding schools, which receive little or no funding from the government. With schools offering education, better nutrition, and a place for the children of the semi-nomadic Tuareg people to live, more parents will be supportive of children attending school, and more children will become educated (current literacy rate is less than 12%). The University of New Hampshire’s Students

Without Borders (SWB), a student organization of Engineers Without Borders, recognized the difficulty in crossing cultural boundaries to develop appropriate technology in a region with limited resources and SWB is partnering with a not-for-profit organization, RAIN for the Sahel and Sahara, that has worked in the area since 2001. Currently either animal-powered water extraction with trench irrigation or gasoline powered pumps with drip irrigation methods are employed. While drip irrigation is the preferred method, utilizing non-renewable resources for energy is not. This project consisted of the design and implementation of a low-technology pumping system to provide the daily water needed to irrigate the community gardens. The results of this project will also be used to educate the University and local community about sustainable water extraction and the developing country issues in Niger. Resume: Jenna Jambeck is a Research Assistant Professor in the Environmental Research Group and Recycled Materials Resource Center at the University of New Hampshire. She is currently the faculty adviser of Students Without Borders.

Session #3 (1.00 PDH) “Disaster Preparedness and Response” Presenter: by Ms. Kathryn E. Doutt, Assistant Director of Homeland Security and Emergency Management for the State of NH.

Program Description: The State of New Hampshire incurred three Presidential Disaster Declarations in an eighteen month period, i.e., the Alstead Flood of 2005, the Mother’s Day Flood of 2006 and the Nor’easter of 2007. At the same time, the nationally cascading effects of Hurricane Katrina have continued to impact everyone concerned with emergency preparedness and management. In New Hampshire, the all-hazard approach to emergency management is even more significant as the Office of

Emergency Management has evolved, via the Division of Emergency Services, Communications and Management, to the Division of Homeland Security and Emergency Management. As we move forward in the “Live Free or Die” State, how do all of the components of the public and private sectors fit and how can professional engineers assist? Can we forge a network of volunteers to help communities and/or the State prepare for a disaster and also to respond in the event of a disaster? Do our areas of expertise empower or limit such abilities? How can we move forward? Resume: Kathy Doutt came to the New Hampshire Department of Safety in 2004, after a 32 year career with the Pennsylvania State Police, retiring as a Major—Director of the Bureau of Patrol. Her focus from law enforcement and highway safety has now broadened to the field of all-hazards public safety and emergency management. In this regard, she continues to learn and tries to ensure Emergency Management can respond to any type of incident that is wide-scale or that a local jurisdiction cannot handle on its own. Kathy works with the Bio-Terrorism Strategic Team and the Advisory Council on Emergency Preparedness and Security, as well as being a member of the National Emergency Management Association and the Northeastern States Emergency Consortium. She has recently been chosen by her peers to be the US Co-chair of the International Emergency Managers’ Group, comprised of the New England States, the Maritime Provinces of Canada and Quebec.

Session #4 (1.00 PDH) “Technology and Society”

Presenter: Professor Ron Sandler of Northeastern University Program Description: The goals of the U.S. National Nanotechnology Initiative (NNI) include supporting responsible development of nanotechnology. As elaborated upon in core NNI documents, this involves: addressing environmental, health, and safety concerns; engaging in public education and outreach; promoting beneficial nanotechnologies; developing a nanotechnology workforce; and responding to “other ethical and social issues.” However, the documents never adequately articulate what the other ethical and social issues are, why they matter, or how they relate to the rest of the NNI research, development, and implementation program. This is problematic. If nanoscale science and engineering has anything like the impact on technology and industry that many predict, it will have wide-ranging and substantial social and ethical impacts as well. This talk provides an overview of what the social and ethical issues are, why they matter, and what is required to address them. Resume: Ronald Sandler is an assistant professor of philosophy in the Department of Philosophy and Religion and a senior researcher in the Technology and Society Research Group at Northeastern University. His primary areas of research are environmental ethics, ethics and technology, ethical theory, and Spinoza. He is the author of Character and Environment (Columbia University Press) and co-editor of Environmental Justice and Environmentalism: The Social Justice Challenge to the Environmental Movement (MIT Press) and Environmental Virtue Ethics (Rowman and Littlefield).

Sandler has taught courses on subjects ranging from philosophy of religion to ethics after Darwin and from contemporary moral issues to the history of philosophy. He is an affiliated faculty member of Northeastern University’s Environmental Studies and Jewish Studies programs. He was one of four recipients of Northeastern University’s Excellence in Teaching Award for the 2004-2005 academic year.
