Logismed is an initiative launched by the European Investment Bank (EIB) to help developing a competitive logistics sector in the MENA countries. The project aims to set-up a network of Euro-Mediterranean logistics platforms featuring common and well defined characteristics, in order to serve as a support for the modernization of an essential industry, as the logistics one, and to work for the establishment of the Euro-Mediterranean free trade area.

Logismed is a project with a clear regional dimension that will execute national and regional activities. Nevertheless, it needs to be coordinated from a single entity.

The main reason for this strong need for coordination is that there is currently no regional and coherent behaviour in the Mediterranean logistics sector. Each country system has its own behaviour, without giving great importance to the regional dimension. However, even if each country system has its own level of maturity in terms of this process, there is a common point in all MENA countries concerning their logistic sectors: they are mainly focused on internalisation (more integration) and on improving logistics infrastructures and services.

The objective of setting up a Mediterranean network of logistic platforms is to reach a regional performance of the logistic sector in the Mediterranean with a minimum level of competitiveness of logistics systems. For that, the project implementation will require a significant effort to adapt the activities to different national realities without losing the regional view. This aspect provides an explanation of the importance of that the coordination aspects have in this regional project.

The regional dimension of the project and the high importance of the coordination between national activities, prevent the project from being executed independently by each beneficiary country (national level). That is why the project is proposed as ISA-execution, through the EIB.

EIB has been the promoter of Logismed from the beginning and currently remains the leader of the promotion of the importance of the infrastructures and services for advanced logistics in the Mediterranean region.

Investing in Sustainable Growth. This could include such topics as innovation and technology policy, enhancing the business environment (including for small and medium-sized enterprises as well as for local and foreign investment promotion), competition policy, private sector development strategies, access to finance, addressing urban congestion and energy intensity. √

Enhancing Economic Governance. This could include areas such as transparency, anti-corruption and accountability policies, asset recovery, public financial management and oversight, public sector audit and evaluation, integrity, procurement reform, regulatory quality and administrative simplification, investor and consumer protection, access to economic data and information, management of environmental and social impacts, capacity building for local government and decentralization, support for the Open Government Partnership, creation of new and innovative government agencies related to new transitional reforms, reform of public service delivery in the social and infrastructure sectors, and sound banking systems.

This could include such topics as logistics, behind-the-border regulatory convergence, trade strategy and negotiations, planning and facilitation of cross-border infrastructure, and promoting and facilitating infrastructure projects, particularly in the areas of urban infrastructure, transport, trade facilitation and private sector development.

10. Country and Sector Issues

The Mediterranean logistics sector currently lacks coherence. Each country system has its own priorities that often neglect the opportunities, challenges and trends of the regional dimension of logistics.

At the same time, there is a common point in all MENA countries concerning their logistic sectors: they are mainly focused on internalisation and on improving logistics infrastructures and services.

However, for the case of Morocco, a strong will exists to develop cooperation with other Mediterranean countries in the logistics sector and some initiatives have been launched in the last months.

A cooperation agreement had been signed in June 2012 between the ministries of transport in Morocco and in Catalonia (Spain) to exchange experiences between the newly established Moroccan Agency for Logistics Development and CIMALSA (Centres Logistics de Catalunya, a public company of the Government of Catalonia entrusted with promoting, developing and managing infrastructures and centres for goods transport and logistics).

In Morocco, the development of the logistics sector, although continuously improving, is still at an intermediate stage. Thus, important links necessary to build modern supply chains and competitive areas such as logistics platforms (real nodes of consolidation of freight flows and of concentration of services of high value added), are not yet sufficiently developed. The level of use of the logistics integrated operators services remains limited and national operators, with a few exceptions, can be improved, particularly due to the lack of qualified human resources in the field of logistics.

The Moroccan national strategy aims to provide a solution to these shortcomings through an integrated action plan and its follow-up through a public-private partnership, aiming at developing this key sector (more details on the Moroccan national strategy appears in point 12).

This is a regional project of key importance for Morocco. It started in 2010 with the implementation of the "National strategy for logistics competitiveness development", resulting from a strong partnership between the government and the private sector. A framework agreement wasreached in April 2010 aiming to reduce logistics costs, to enhance economic growth, to create new jobs and to reduce road transport of goods negative externalities as air pollution and urban and suburban congestion.

The start of the LOGISMED project activities in 2013 will support the action of the newly established Moroccan Agency for Logistics Development (MALD), created to coordinate the implementation of the national strategy.

11. Alignment with Transition Fund ObjectiveThe project proposes the establishment of a Euro-Mediterranean network of logistic platforms, the so-called LOGISMED network, which covers all the South Mediterranean and the Middle East Countries. The objective is thus to help develop a friendly environment for the private sector, with the support and coordination of the public authorities, and will support the Transition Fund’s objective to promote competitiveness and integration.

The development of logistics competitiveness is a priority area in the plan of action of the MENA countries because it determines the success of several sector strategies for economic development (agriculture, industry, modernization of internal trade). Transition countries aspire to improve competitiveness in the medium term and therefore the lives of their citizens and the transformation currently underway - such efforts require that industrial achievements be associated with improvedsupply chains for exports. LOGISMED will contribute to this goal, in line with the objective of the Transition Fund.

Overall the project can be considered to be in line with several Transition Fund pillars: The primary one is the Competitiveness and integration, as previously explained. Training activities of the project will help the employability of the young population of the

country, thanks to the need of new workers in the logistic sector. Sustainable growth will be ensured by the rationalisation of the goods flows (addressing urban

congestion) and the private logistic sector development. There will be an impact on the enhancement of the economic governance, through obtaining

data and knowledge about the logistic sector performance (access to economic data and performance)

12. Alignment with Country’s National StrategyRegarding the MENA region, the lessons learned from international experience are clear: to realize the immense potential inherent in regional trade, countries need to forge a consensus on facilitating trade, through measures such as customs cooperation and the integration of logistics services and transport infrastructure. This point is an evidence of the urgency to evolve from the current situation of trade relations among countries to a regional integration, and on this way, transport and logistics play an essential role. A project like LOGISMED could facilitate the achievement of this purpose, mainly due to its regional approach

Several positive aspects resulting from the introduction of a network of logistics platforms can be envisaged :

The introduction of international standards into the management of national logistics platforms, which results in an improvement of logistics sector performance and in lower transit cost.

The improvement of workers skills by means of training adapted to international standards. The reinforcement of trade relations with Europe and broadly with the countries that have

modernized their international exchanges circuits, through a better offer of transport and logistic services, regarding its quality/cost of door to door operations, and the consolidation of the exchanges between the MENA countries.

A faster improvement of international competitiveness, especially for industrial products of the MENA countries

The establishment of Euro Mediterranean logistic platforms that strengthen a faster control of logistic chains made by the national and international operators, by providing them the adapted means to develop the international exchanges.

The key role of logistics and transport sector development has been pointed out by MENA countries and most of them have composed national plans to reach this objective.

Apart from the EIB regional strategy, two main donors have similar strategies, in order to optimise the

transport and logistics sector to improve the development of the region. One of them is coming from the World Bank that is working in the Mashreq and Maghreb regions promoting the importance of their integration and the facilitation of trade. Among the activities considered, the ones related to transport sector and logistics play an important role. The European Union Neighbourhood program is dealing with transport questions through their Regional Transport Action Plan for the 2007 – 2013 period. One of the actions of this roadmap of the European cooperation is the coordination and promotion of the LOGISMED initiative. Coordination between initiatives is ensured at this moment.

Apart from the regional initiatives, countries have their own national strategy, coordinated with the regional ones.

The Moroccan strategy for logistics competitiveness development includes a mid to long term action plan (2015 and 2030) around five pillars:

a. setting up of an integrated national network of logistical areas covering all the regions with around 70 areas over 3.300 ha by 2030,

b. implementation of additional measures to optimize some specific supply chains (energy, import/export, internal distribution, agriculture and construction materials),

c. development of integrated and performing logistics operators,d. national plan of training on logistics and transport activities targeting about 61.000 persons by

2015-2016,e. creation of the MALD and setting up of the Moroccan Observatory of Logistics Performance (MOLP).

Thus, the LOGISMED project should provide assistance to national authorities in the implementation of this strategy in several fields. It should support activities in the pillars d. (national plan of training) and e. (specially the setting up of the observatory).

Later, it should improve the integration of the main logistical areas planned in the pillar a. (national network of logistic areas) within the Euro-Mediterranean targeted network.

C. PROJECT DESCRIPTION

13. Project ObjectiveThe objective of this project is to support the enhancement of logistic platform capacities in Egypt, Morocco and Tunisia as well as the creation of a collaborative network between these logistic platforms in order to improve country capacities and to attract foreign investments, affecting directly country and citizens development.

LOGISMED is an initiative launched by the European Investment Bank (EIB) to help developing a competitive logistics sector in the MENA countries. The project aims to set-up a network of Euro-Mediterranean logistics platforms featuring common and well defined characteristics, in order to serve as a support for the modernization of an essential industry, as the logistics one, and to work for the establishment of the Euro-Mediterranean free trade area.

After a preliminary phase involving diagnostics and recommendations - supported by studies to identify the opportunities and needs of the Southern countries, thanks to regional research - LOGISMED is now moving to its implementation phase. At the 10th Conference FEMIP, the EIB signed a cooperation agreement with the Tunisian Ministry of Transport to conduct a study on the feasibility of a Euro-

Mediterranean logistics platform at Jbel El Oust (start of the study April 2012). This study is not yet finalized. The market study is completed. A draft of the preliminary design is ready and the institutional set-up has been proposed. Final reports are expected in March 2013. This preliminary design, as well as the baseline environmental assessment should be used as main inputs for the final design.  Therefore the study will provide a preliminary design which will be used for the final, detailed design of this project.

The coordination and the Observatory are complementary but independent from the physical realization of the platforms.  However, by the time the physical realization of the platforms is ready, training and other horizontal activities should have been implemented in order to contribute to a satisfactory operation of the infrastructure.

The EIB is launching similar studies for Egypt, and in a next second phase for Jordan and Morocco.

The objective of setting up a Mediterranean network of logistic platforms is therefore to improve the regional performance of the logistic sector in the Mediterranean and to ensure a minimum level of competitiveness of logistics systems. For that purpose, project implementation will require a significant effort to adapt the activities foreseen to different national realities without losing the regional view. Coordination will therefore be crucial for the success of this initiative.

Ultimately the project will contribute to reducing logistic costs, supporting the creation of a Mediterranean free trade zone, increasing regional cooperation and contributing to the improvement of social conditions by creating more and better jobs.

For achieving this last goal, as described in the following section, concrete steps will be required and a program on training activities with similar curricula for all the beneficiary countries will be developed. This program will contribute to the homologation of training qualifications and to the creation of a Euro-Mediterranean market of logistic all-level specialists. Through the proposed project, the creation of national observatories for transport and logistics sector will be promoted, in order to enable the control and monitoring of the progress of the sector as well as the detection of limitations and bottle necks for the sector development.

14. Project Components

LOGISMED Project is divided into two subprojects: one to support the creation of the infrastructure for logistics platforms in the South Mediterranean Countries and in the Middle East, the so-called LOGISMED hard, and a second one to promote the creation of such a network and monitoring it (horizontal activities to coordinate and monitoring the set-up) and to offer training services to the actors involved in this network, the so-called LOGISMED soft. The soft component of the LOGISMED project is the one submitted for funding.

The LOGISMED soft project has three main components:

All the components of the LOGISMED project should be coordinated in order to be deployed in mutual consistency and to help create the LOGISMED network.

The promotion of LOGISMED platforms and the visibility of the global LOGISMED project, which is an essential task in order to achieve the involvement of MENA countries and a fluid communication between all the actors of the project.

SCI.2: Definition of the LOGISMED platform network

The LOGISMED label membership for platforms involves the fulfilment of minimum requirements but also being recipient of a service catalogues that gives a value added to the network. Service catalogues can be broadly defined as a group of activities that can be offered by a network of platforms instead of by one platform only at lower prices, benefiting from economies of scale.

The requirements and the operational scheme for the future agency or unit responsible of managing the LOGISMED platform network will also be defined.

Component II: LOGISMED Training Activities

SCII.1: LOGISMED country Training Activities

To increase the countries logistics competitiveness. This is in view of generating, at medium and long term, sufficient capacity in countries to provide independently a consolidated training offer through their own national structures.

Being the meeting point, the reference and the interlocutor of Logismed soft with the outside and ensure its visibility carrying out marketing activities such as the design and the maintaining of a website or the publication of informative documents, among others.

SCII.2: LOGISMED platform Training Activities

To improve and increase the offer of qualified personnel addressed to LOGISMED platforms. This is in view of generating, the human resources to operate the platforms.

The target of the Training Activities are: The public sector of the MPCs The logistic and transport enterprises (offer of logistics services) The loaders (demand of logistic services) The companies established in the platforms (logistics and transport companies as well as

loaders with internalised logistics and transport activities) The operating staff of the platforms: 5 levels of professional categories plus the platform

managers. These 5 levels could be reallocated in 2: the so called white collar staff (medium to‐ high profiles) and the blue collar staff (low to medium profiles).

The idea behind this action is to provide support to a limited number of sector professionals in getting their skills ELA-certified, in order to make them become catalysers in the diffusion and appreciation of the ELA certification scheme across other logistics professionals in their respective countries. It will also help to establish collaborative twinning arrangements with benchmark European logistics associations.

Promote ELA certification among logistics professionals

The ultimate goal of this action line is to standardize quality undergraduate education in logistics across beneficiary MPCs and align it with private sector needs. The tasks under this action line will cover the definition of the desirable minimum requirements for quality logistics university degrees and support to the different institutions that express and interest to adapt their curricula these requirements.

Develop and promote quality requirements for undergraduate degrees

Events arranged under this action will aim to raise awareness on the importance of logistics across key stakeholders within the administration in each beneficiary MPC. It should play a critical role in building support to develop specialized TVET and tertiary education offer adapted to company needs.

Develop an awareness plan targeting the administration

The idea behind this action is to provide logistics training to key stakeholders in critical clusters, as customers of logistics services. Events to be organized under this action will aim to share international best practices and to raise the awareness on the importance of the optimisation of logistics activities and the value added logistics services.

Develop a cluster awareness and training plan

Support will be provided to strengthen logistics association in each beneficiary MPC that will be the meeting point for logistics professionals in each country. The national logistics association should contribute to raise awareness on the importance of logistics at country level, as well as to act as interlocutor with the administration and the academic sectors, and to contribute to the sector development by providing continuous professional education in the mid-term.

This component II is clearly defined thanks to the comprehensive action plan elaborated in 2011 – 2012 and financed by the EIB. This plan details all the activities included, the number and type of beneficiaries of each activity, the coordination between activities and their budget.

Component III: LOGISMED Observatory

The objective of this component is to provide a logistics and transport regional observatory. Its aim is to offer a technical tool to facilitate the monitoring of logistics and transport evolution in the region.

The mission of this observatory will include the collection and publication of data and technical index regarding the transport and logistics sectors in the MPCs, as well as its analysis.A first experience of database and Geographic Information System (GIS) is already available at CETMO (Centre for Transportation Studies for the Western Mediterranean), as a result of the Action 18 of the Euromed Regional Transport Action Plan (RTAP). No new structure for the LOGISMED soft Observatory will be created.

This proposed observatory could probably work in cooperation with other regional initiatives, such as the contacts done by The World Bank in the LPI works.

Key Indicators Linked to Objectives The general objective of this project is to support the reinforcement of logistic platform capacities as well as the creation of a collaborative network between these logistic platforms in order to enhance regional integration, improve country capacities and attract foreign investments, thus affecting directly to country and citizens development.

Based on a worldwide survey to on-ground of operators -such as global freight forwarders and express carriers- the LPI measures the logistics "friendliness" of 155 countries. It helps countries identify the challenges and opportunities they face in their trade logistics performance and what they can do to improve. World Bank conducts the LPI Survey every two years. This indicator will be used as a measure to evaluate the evolution of the performance of the logistic sector in each of the countries.

Key indicator 2: Number of employment opportunities created in the transport and logistics sector.The labour force employed in the transport and logistics sector is going to be used as indicator to analyse the impact of the improvement of the transport and logistics sector in the development of the country. National institutes of statistics measures the number of persons employees by sector. The impact of the training activities planned in this project will be measured from this statistics.

D. IMPLEMENTATION

16. Partnership Arrangements (if applicable)

The LOGISMED Project, with their two components (hard and soft), is a regional initiative that pursues the development of additional and better-designed infrastructures and transports services, which will be essential to the success of the on-going transitions. Infrastructure and transports services are indeed key drivers of growth and competitiveness on Mediterranean countries within the global trade system, and the same applies to the mobility of goods, capital and people, which foster greater regional integration.

In this sense this regional project should be implemented by a group of entities established beyond the national existing ones, but working in close cooperation with the existing Mediterranean and national entities. In this regard we consider very positively the implementation of this project using the existing structures, such as CETMO (Centre for Transportation Studies for the Western Mediterranean), UNIMED (Mediterranean Universities Union), IRU (International Road Transport Union) Permanent Delegation for Africa, AASTMT (Arab Academy for Science, Technology and Maritime Transport). These entities set up a consortium for implementing this project in a regional way. This consortium will be backed by the national entities that play a major role in logistics and transport sector as well as in the training on this sector.

The consortium of the project could be made up of non-profit organizations, mainly concerned with the upgrade of the logistic and transport system performance in the Mediterranean region, in line with the procurement procedures of the European Commission who will provide support to the initiative. Herewith some words about the possible actors:

CETMO will lead the project and will be in charge of the coordination of all the activities. It has worked in the LOGISMED initiative from the beginning and has supported the EIB and the SUfM in designing the whole project. CETMO is a Spanish public body with non-profit character that acts as Technical Secretariat of the GTMO 5+5 (the Transport Ministries cooperation body in the Western Mediterranean). It had also worked in the implementation of the Regional Transport Action Plan of the Euro-Mediterranean cooperation, lead by the EC.

UNIMED: Mediterranean Universities Union, founded in the early 90s, is an Association of Universities from countries in the Euro-Mediterranean basin. UNIMED’s main aim is to develop scientific and educational cooperation in the Euro-Mediterranean region, in order to contribute to the process of integration between the two Mediterranean shores.

IRU: International Road Union, established a Permanent Delegation and Regional Committee for Africa in Casablanca, Morocco. This development brings together road transport associations from 20 African countries, which expressed a willingness to promote inter-African trade and international road transport by implementing the key UN multilateral facilitation Conventions.

AASTMT will give the Arab and maritime dimension to the project, mainly in the training activities. Over more than 30 years, the AASTMT has reached many achievements in education, training and research in the fields of maritime transport, engineering and management sciences. The AASTMT was promoted by the Arab League and started its activity in Alexandria on 28th of February, 1972.

This unique consortium could lead the implementation of the LOGISMED soft Project in cooperation with the country authorities and in collaboration with the private sector operating in the transports and logistics sector. For this reason Morocco considers that the implementation of this project could be executed by this

consortium. The European Commission is expected to co-finance this part, and the EIB will follow its procurement rules.

The consortium will lead the coordination of all the activities included in the LOGISMED soft project. Coordination among the participants of the project is one of the main important actions to bear in mind for its success. Despite being a distinctly regional character project, activities will be implemented mainly at national level, with the necessary involvement of project beneficiaries actors, among which include the national administration in charge of the logistics sector. The role of these entities is to ensure that activities carried out are clearly adapted to the reality of the national situation and to respond fully to the needs to be addressed. The role of the consortium is to ensure the regional approach and that all activities have the same level of efficiency and place targeted public in the same level of knowledge or similar standards.

The implementation of the LOGISMED project activities for Morocco will benefit: at the regional level: from synergies related to the active role of the CETMO in the western

Mediterranean and the partnership between the MALD (Moroccan Agency for Logistics Development) and CIMALSA (Spain – Nodes and infrastructures for mobility and logistics activities) with the MoU concluded on June 2012,

at the national level: from the network of public & private partners established for the implementation of the national strategy including training agencies and institutes, logistics operators federations and relevant ministries.

Finally the role of the EIB as ISA of the project will be to guarantee the administrative procedures required and the direction of the actions, ensuring that it answers the objective of the project.

17. Coordination with Country-led Mechanism/Donor Implemented Activities

Coordination will be ensured though the work of the consortium and regular interactions between the EIB and other IFIs.The aforementioned consortium will ensure also the implementation of LOGISMED soft in parallel with the LOGISMED hard initiative (feasibility studies for 4 logistic platforms, one in each of these countries: Egypt, Jordan, Morocco and Tunisia).

Coordination is at the core of the network of euro-Mediterranean logistics platforms (one or two per country), supported by a telecommunication system facilitating the electronic data interchange amongst their users, as well as with those of the European logistic platforms, and by a network of training centers with similar curricula allowing the homologation of titles and the creation of a Euro-Mediterranean market of logistic specialists at all levels.LOGISMED soft project contains several activities addressed to ensure coordination.

Coordination is foreseen between the national logistic plan and the LOGISMED soft project; the Moroccan strategy for the development of logistic has a main component of organization of logistics professionals and development of skills. The inception phase of the project will make sure to assess in depth the synergies between LOGISMED soft and the national plans, proposing a coordination board, where the consortium of LOGISMED and the national entities can analyse issues in common, and discuss new requirements stemming from the implementation of the national strategies. This will ensure all partners avoid duplicate

activities.

In addition, the World Bank is leading several initiatives in the region on trade facilitation and infrastructure where specific barriers to trade have been identified and detailed plans to overcome them proposed. In this regard a clear cooperation between these World Bank initiatives and actions plans and the LOGISMED soft project has been initiated. The World Bank has been informed about the objectives of the LOGISMED project and synergies between their actions and LOGISMEDwill be sought. World Bank staff responsible of the trade facilitation programs could participate in Steering committee meetings.

18. Institutional and Implementation Arrangements

LOGISMED is a project with a clear regional dimension that will execute national and regional activities. Nevertheless, it needs to be coordinated from a single entity. In light of the regional dimension of the project coupled to thisneed for coordination, it was decided that the project should not be executed independently by each beneficiary country, and should be proposed through ISA-execution. The European Investment Bank (EIB)has been the promoter of LOGISMED from the beginning and is a leader inpromoting infrastructure and services for advanced logistics in the Mediterranean region.

The project will have three main actors involved in their future implementationwho be part of the Steering Committee (described in section 19):

The European Investment Bank, as ISA. The EIB is also working and financing the LOGISMED hard component of the LOGISMED network (study and build new logistic platforms).

The Secretariat for Union for the Mediterranean (UfM): since the LOGISMED project was labelled by the UfM SOM (senior official meeting) in November 2011, the UfM Secretariat has been playing a major role in facilitating the discussions with the partner countries and in the overall implementation of the programme. Once the project funding will reach and the project will be launched, the Secretariat of the UfM will play a major role in the project. Their participation will be focussed on the political promotion of the project, trying to help the diffusion of the project among the ministries in the countries and to avoid political risks affecting the implementation of the project.

A consortiumdescribed in section 16.

More actors will be involved in the project, mainly the national organisations (public and privates ones).

19. Monitoring and Evaluation of Results

The project will be monitored through two mechanisms:

An external mechanism: the Steering Committee of the project..The Steering Committee of the project will provide guidance on key issues such as the definition of main objectives, assessment of implemented activities (monitoring) and recommendation of new approaches and new activities. The steering committee will provide

political support to the project, through the participation of all the national entities in charge of the logistic and transport sector. This steering committee will be composed of high level stakeholders, from public and private sector and from national and international organisations. All the institutions that will fund the LOGISMED soft project will be represented in the steering committee.The Steering Committee should convene at least once a year and under the requirement of important facts affecting the progress of the project. In their annual meeting, the SC should review the results of the monitoring of the projects, analyze the progress of the indicators and guide with the orientations to adapt the activities to the current situation.

An internal mechanism: the assessment of the indicators provided by the third component of the project: Observatory activities.Although the main objective of the Observatory component of the project is to provide a logistics and transport regional observatory, it would serve also to assess the objectives carry out. A technical tool to facilitate the monitoring of logistics and transport evolution in the region will be generated that will define clear indicators to monitor the global project.

In addition, the EIB, as ISA, and through its cooperation with the Union for the Mediterranean Secretariat, will ensure the regional dimension of the project and notably the dialogue among the governments and other stakeholders.
