Precincts Precinct descriptions and recommendations Draft Perth Coastal Planning Strategy / December 2008 28 Barracks Land uses and features to be promoted: If the strategic nature of the defence site is reduced or altered in future, it may allow for: residential mixed use coastal recreation. Recommendations: Precinct type: open space Precinct character: passive recreation The recommended physical coastal processes setback category is medium to large. The future use of this land, should the Department of Defence vacate it, should be explored by the government through appropriate studies, taking into account community views. Any change of use and opportunities for future development should ensure that the coastal physical processes setback is contained completely in the foreshore reserve and further that foreshore reserve delineation includes consideration of ecological values, landscape, seascape, visual amenity, indigenous and cultural heritage, public access, public recreation needs and safety to lives and property. Precinct description: This precinct, used by the Commonwealth Government for defence training, has limited public access and the State Government has limited influence over the land use. The future use of this land, should the Department of Defence vacate, should be for residential, mixed use or activity centre development. The Aboriginal heritage site recorded in Bold Park should be protected. The Bush Forever site, significant flora, bird and reptile species should be protected. Active coastal management may be required to protect existing infrastructure from coastal processes. Network City comments Network City identifies a transport corridor 300 metres inland running along West Coast Highway. Bush Forever site Site 315 – Swanbourne bushland is in this precinct. It contains vegetation from the Karrakatta (central and south), Cottesloe (central and south) and the Quindalup dunes complexes. No threatened ecological communities have been recorded; however, a number of significant flora species are known to occur in this precinct. Several significant bird species and one significant reptile species have been recorded. Coastline/ marine habitat The coastline is sandy with a relatively wide beach backed by generally undeveloped coastal dunes and a small area of inshore reef. No marine mapping is currently available for this precinct. 29 Swanbourne

Community identified opportunities, challenges, wishes or fears

Opportunity – managing mix of housing adjacent to the beach.

Wish – that the defence uses should end with the area to remain as open space and become a family friendly location with relaxed atmosphere.

Fear – area will be reserved and developed for residential or retail use.

Fear - beach access will continue to be restricted.

Fear - loss of open space.

Precinct description:

This predominantly residential precinct has appropriate densities of around R20-30. Consolidation of the urban zoned land may be considered. If the southern portion of the commonwealth land is redeveloped, the beach node may be able to take on a more mixed use feel. Existing foreshore facilities should be maintained. Further investigation is required to determine the appropriate management measures to prevent loss or damage to infrastructure due to coastal processes. Investigation of a linear public transport system to link beaches is recommended.

Existing environment

Land use The foreshore reserve, and a significant inland finger, is reserved parks and recreation while the zone of influence contains urban and special uses-commonwealth government reserved land (MRS January 2006).

Network City comments

No activity centre or activity corridor occurs in this precinct. A transport corridor is situated approximately 300 metres inland along West Coast Highway.

Bush Forever site No

Coastline/ marine habitat

The coastline is rocky with inshore reef that appears to hold shoreline at this location.

Cultural/ heritage sites registered or unknown

Tom Collins House located in Allen Park is entered on the Register of the National Estate. No known research exists into Aboriginal cultural heritage in this area.

Major issues and planning considerations:

Swanbourne Beach improvement program underway, with the City •of Nedlands recently upgrading the car park and change rooms, and undertaking landscaping along the foreshore reserve - construction of a kiosk and youth recreation area is also planned
