Finance Committee Report for March 2016
Submitted by Kevin Lee The risk evaluations were tallied and while there were some variations in the responses, a majority of the responses elected a growth investment strategy. This is a little bit on the aggressive investment side on the growth vs income spectrum, meaning some risk is tolerated to hopefully get better returns. The finance committee put together a proposal of ETF's (an ETF is like a mutual fund, but has lower fees meaning it costs less for us to purchase), that diversifies the risk. All the ETF's are from Vanguard, which is a reputable financial institution that you have probably heard of before. Domestic Equity 15% Large Growth (VUG) 15% Large Value (VTV) 5% Small Cap (VB) International Equity 17% Developed Markets (VEA) 4% Emerging Markets (VWO) 4% All World exUS Small Cap (VSS) Domestic Fixed Income 12% ShortTerm Bond (BSV) 6% Intermediate Bond (BIV) 5% LongTerm Bond (BLV 5% Mortgage Back Securities (VMBS) International Fixed Income 12% Total International Bond (BNDX) The finance committee also recommends liquidating the current investment which is a debenture with Proctor & Gamble. A debenture is like a bond that is issued by a reputable company. It is the finance committee's opinion that we have see a majority of the value from the debenture already and we would likely get better gains by investing that money into the above recommended ETF's. The finance committee recommends opening an institutional account with a online brokerage firm like Schwab, ETrade or TD Ameritrade. The recommendation would be to have John McGlynn and myself (Kevin Lee) have access to the account to perform the trades. I have a personal brokerage account with Schwab and would be happy to open our institutional account with Schwab. Action items for the board to consider: 1) Agree to liquidate the Proctor & Gamble debenture 2) Agree to open a brokerage account with Schwab (giving access to John and Kevin to perform trades) 3) Decide on the amount to invest the returns from the debenture if we liquidate that asset plus the amount of cash from the existing accounts

1. Records JO records are up to date. Short Course LSC records updated after SCJOs. Long course records updated on March 15. 2. Time standards. 2016 WAGC time standards have been proposed. They are significantly faster than last year. The goal was to significantly shrink the number of swimmers entering the meet, so that we could hopefully avoid closing out meet entries weeks before the actual entry deadline. They are designed based upon the 4550th place seed time from the last WAGC for events 100 yards and longer. Times for 50s based upon the 5060th place time (we are less concerned about more heats of 50s). Submitted for BOD approval although they have never been approved by the BOD in the past. Unless folks are going to carefully review the times, event by event, and the precepts upon which these times were selected, I am not sure what value there is having a rubberstamp approval. 3. Website. Changes requested at last BOD meeting have been implemented. 4. The 2016 Senior Classic was a success financially netting over $22K. Meet probably as big as we want it to get at 612 swimmers. Time standards will need to drop next year and be at least as fast as 1314 SCJO cuts. 5. SWIMS is up to date.

Submitted by Mike Saltzstein No reports, nor claim updates, have been received by me since the last LSC meeting.
Mar 2016 Equipment Report Submitted by Carlos Davila
1. Meets- The Timing System is working fine, Including the two LSC meets we had 6 meets since the
last board meeting. The SENIOR CLASSIC and JO’s run with no issues. At the SENIOR CLASSIC we had the First and Last day only for the distance events two pools simultaneously.
2. North JOMax--- We had an issue with the start system, the cord of the power supply box was broken and the start box stop working, I was able to cut the box and weld back the cable to fix the problem we stop the meet for less than 10 minutes and after we restart we were able to cut back on time.
3. I am getting a new strobe to replace the dim one and 3 power supply boxes to replace the one that was broken and to be able to have one extra for each start system at the same time I will order the extra 50 meter cable that we need for the Long course season.
4. Equipment- We have two start systems, One for the south meets and one for the North meets. This time we were very lucky at the JOMax but it could be different the next time that we have a problem with the start system. Been one of the must important parts of the timing system I want to put in consideration to have a backup start box for each meet.
5. Chase Starts- We are planning to run the June 17, 18 and 19 (LC) CNSA Meet as a chase start meet to be able to have a test prior to the (LC) JO’s

1) Western Zone – No report at this time2) Age Group Meet Evaluation – The program committee is working on a proposal for a better split
of teams in the LSC, HSA 11/over NTS meet – there was a slight increase in the meet this year 12/U ABC meets
o South – SBA hostedo North – FAST hosted – was a smaller meet this year.
Senior classic – See Senior chairs report SC Junior Olympics – The meet itself went well. The meet was held in Poway and saw an
increase in the number of swimmers. The snack bar and hospitality was run by Renegade Aquatics. There were a few administrated issues that were handled by the meet officials and did not affect the running of the overall meet.
JO Max meets – south held at HSA – north held at ICAC IVDA ABC meet – they are back – IVDA will be hosting the first ABC long course meet the
weekend of 3/19‐20/16 in Brawley. There are about 170 swimmers entered in the meet.3) Adaptive Swimming ‐ refer to Don Watkins4) Camps and Clinics – Mary Redmond is getting her committee together to start the work on the
swimposium in October. The same for the swim clinic that is being planned for the next day.
