The Need General:
Workers and managers within the Community Services industry need to develop new skills to adapt to the client-led model of care, particularly with autonomous care environments. Critical skills that the training package now incorporates are service coordination, financial management and goal-based planning. Having employees hold a qualification in the Community Services industry creates a common pathway of competencies, so that workers at all levels and across the industry can respond appropriately to complex care needs. Common pathways which have the potential to increase the retention of skilled workers, may assist career planning and development within the industry, provided cultural issues and hierarchies are considered.
From an industry perspective:
Community Services and Health is Australia’s largest industry grouping employing 9 per cent of the workforce and contributing significantly to the nation’s economy and welfare. Employment in the industry is projected to grow by at least 35 per cent over the next ten years. More sustainable models of quality care are required that alleviate the pressure on professional roles, particularly Registered Nurses, giving greater prominence to existing and new VET-based roles.
From potential participants’ perspective:
Staff irrespective of the industry they are in, require training in order to undertake their roles effectively. They require internal on the job training and monitoring with the view of a training plan so they can also determine their job readiness. Participants also are looking to have these skills form part of a nationally recognised qualification so they can demonstrate their sound industry knowledge by way of an industry specific qualification. This strengthens their personal resume and provides a platform for determining their career path.
Employer’s perspective:
All individuals need to have some understanding of the required skills and what they are responsible for, as well as those skills that rest with their supervisors, coordinators or other specialists. Providing frontline workers with the necessary support via a nationally recognised qualification as well as organisational practises around risk management, reporting, mentoring and supervision will be critical to an employer’s success.
Target Market
This qualification reflects the role of workers in the community and/or residential setting who follow an individualised plan to provide person-centred support to people who may require support due to ageing, disability or some other reason. Work involves using discretion and judgement in relation to individual support as well as taking responsibility

for own outputs. Workers have a range of factual, technical and procedural knowledge, as well as some theoretical knowledge of the concepts and practices required to provide person-centred support.
Typically, students will work in the following roles:

Entry requirements
Training Package: To achieve this qualification, the candidate must have completed at least 120 hours of work as detailed in the Assessment Requirements of the units of competency (CHCCCS023 Support independence and well-being). – this is not entry requirements this is part of a unit within the qualification they must complete the hours within the unit
Wise Education Requirements: Participants must be able to fulfil the following specific requirements:
1. Pay your qualification fee2. Complete a language, literacy & numeracy test3. Good physical and mental health4. A National Police clearance is required5. AN aptitude for caring for, relating to, and working with older people and/or
people with a disability6. The ability to communicate in English orally and in writing in order to prepare
accurate reports and effectively communicate with clients and co-workers once they enter the workforce.
7. Participate in an induction into the training program where all enrolment paperwork will be completed and all course information provided to participants. They can expect to receive:

Program overview
The delivery and assessment of this program is a blended approach comprising of distance based workbooks and assessments, training sessions conducted through scheduled webinar and online clinical modules supporting the aged care industry. Participants will be allocated up to 5 units of competency at a time. The webinars will be scheduled and students will be provided with a calendar of events to register. The clinical modules will be allocated at enrolment and can be completed over time throughout the program.
Delivery and Assessment
The theory components are the first part of the experience. You will undertake each of your modules allowing up to 8 hours completing the module and at least 4 hours for assessment completion. The learning module and assessment can be carried out over time and we recommend scheduling at least one module with assessment per month.
The webinars will be scheduled at least monthly and the training schedule in Sequencing (page 8) will highlight the units of competency to be undertaken through this mode of delivery.
The clinical modules will be allocated upon enrolment and these can be undertaken over time. We have also identified the most appropriate sequencing for completing these modules.
Once you have completed your workbook and assessment you must take a copy of the assessment for your own records and return to:

Alternatively, you can complete the assessment on a computer generated file (preferably Microsoft Word) and email to your Trainer/Assessor for marking. Your Assessor will mark these within 5 working days of receipt.
You can also upload your soft copy assessment to your profile on the Student Portal and then email your Trainer advising that you have uploaded your assessment for marking.
Once this has been marked your Trainer Assessor will provide clear feedback in relation to your results. If you are found not yet competent, then Your Assessor will communicate the required evidence in order to be deemed competent and satisfactorily complete your assessment.

The course is a total of 517 nominal hours as per training plan. This equates to:
10 hours per week for full time study 19 hours per week for part time study
However if you allocate 12 hours per week for completion of all your support resources and research activities you will satisfactorily complete within the timeframe.
You will be allocated all learning modules and assessment Materials at commencement of program. Your Trainer/Assessor will monitor the completion of your assessments and mark these within 5 working days. You will receive an email notification of your competency.
Once you have been deemed competent your Assessor will arrange postage of the next unit/s for completion.
Pre requisites There are no unit level pre requisites that participants must complete to enter this program.
Packaging To complete this qualification, participants must complete a total of 13 units of competency as set out by the Training Package. This is to consist of 7 core units and 6 elective units.

Delivery arrangements
The delivery of this qualification will be completely via workbook delivery, trainer interaction through live webinars and online clinical modules
In each of the learner’s guides, workplace activities are provided to ensure that the appropriate learning is being undertake in the workplace. If you do not have access to a working environment then our Work Placement Manager will work with you to determine flexible options available in order to meet the minimum requirements. You will be required to complete at least one unit per month to remain on track within a 12 month period. Should you choose to fast track your duration you are able to complete the units at your own pace.

Work environment
Participants enrolled in this qualification will have full access to a workplace, its facilities, equipment, resources and support. Where work health & safety becomes an issue to conduct assessment in this manner then the assessment will take place away from the normal working environment. However, the simulated environment will represent normal working conditions as closely as possible.
Assessment Assessment of learner competence is carried out on a unit-by-unit basis.
A range of methods is used in order to facilitate a flexible approach.
Assessment tasks include the following which allows the assessment of multiple skills and knowledge integrated into actual workplace activities.
1: Written Questions: The learner is required to respond to a range of questions. The learner will research their answers from the issued textbook, TAFE NSW Individual Support in Australia, and other general and workplace references that are available.
2: Case studies/ Projects: The learner is required to read through developed case study scenarios, conduct their own research and provide answers in response to the situation.
3: Practical Demonstration: The learner is required to demonstrate a range of skills and apply knowledge learned in the classroom relating to the unit of competency in the workplace and is to be observed by the trainer and assessor.
5: Practical Log Book: The learner is provided with a log book which requires their workplace Supervisor to sign off the tasks they complete whilst undertaking their work placement.
The trainer/ assessor also visits the workplace to observe the same competencies and gather feedback from the workplace Supervisor
Learners are provided with the opportunity to discuss and clarify assessment outcomes during phone and email contact with the trainers and assessor.
RPL Recognition of Prior Learning (RPL): Learners who believe they already have some of the competencies in the course may apply for RPL.

Application Form that will be provided.
RPL is another form of assessment and requires the same application of the principles of assessment and the rules of evidence which are applied in any form of competency based assessment.
Credit transfer: Learners who have completed units of this course at other registered training organisations will be given a credit transfer on presentation of a verified transcript, Award or Statement of Attainment.
Assessment process
Step 1: Prepare for assessment. The assessor is to:
• Establish the context and purpose of the evidence to be collected.• Identify and analyse the units of competency, training package and assessment
strategy to identify the evidence requirements.
Review the assessment tools and confirm their currency and adequacy in meeting the rules of evidence.
Step 2: Prepare the learner. The assessor is to:
• Explain the context and purpose of the assessment and the assessment process.• Explain the units of competency to be assessed and the evidence to be collected.• Outline the assessment procedure and the preparation the learner should
undertake, and answer any questions.• Assess the needs of the learner and, where applicable, negotiate reasonable
adjustment for assessing people individual needs.
Seek feedback regarding the learner’s understanding of the evidence requirements and assessment process.
Step 3: Plan and prepare the evidence-gathering process. The assessor must:
• Organise equipment or resources required to support the evidence-gathering process if required.
Co-ordinate and brief other personnel involved in the evidence-gathering process if required.
Step 4: Collect the evidence and make the assessment decision. The assessor must:
• Establish and oversee the assessment process to ensure its validity, reliability, fairness and flexibility.
• Collect appropriate evidence and match compatibility to the unit of competency.• Incorporate allowable adjustments to the assessment procedure without
compromising the integrity of the competencies.• Evaluate the evidence in terms of validity, consistency, currency, authenticity and
sufficiency.• Consult and work with other staff, or technical experts involved in the assessment
process.• Record details of evidence collected.

relevant unit(s) of competency.
Step 5: Provide feedback on the assessment. The assessor must provide advice to the learner about the outcomes of the assessment process. This includes providing the learner with:
• Clear and constructive feedback on the assessment decision.• Information on ways of overcoming any identified gaps in competency revealed by
the assessment.• The opportunity to discuss the assessment process and outcome.
Information on reassessment and the appeals process if applicable.
Step 6: Record and report the result. The assessor must:
• Record the assessment outcome according to the policies and procedures.• Maintain records of the assessment procedure, evidence collected and the outcome
according to policies and procedures.• Maintain the confidentiality of the assessment outcome.
Report the assessment outcome.
Step 7: Review the assessment process. On completion of the assessment process, the assessor must:
• Review the assessment process.• Report on the positive and negative features of the assessment to those responsible
for the assessment procedures.
If necessary, suggest to management ways of improving the assessment procedures by providing input to the next scheduled management meeting or assessment validation.
Step 8: Participate in the reassessment and appeals process. The assessor must:
• Provide feedback and counselling to the learner, if required, regarding the assessment outcome or process, including guidance on further options.
• Provide the learner with information on the reassessment and appeals process.• Report any assessment decision that is disputed by the learner to appropriate
personnel.
Participate in the reassessment or appeal according to the policies and procedures.

Equipment
You will also be required to have access to an aged care facility, a community centre that supports people with disability or any type of community centre depending on the stream of study. Your Trainer/ Assessor will recommend the type of work place most suited to you.
We will send to you via the post your workbooks and assessments which you can complete in print copy. You will then return your completed assessment for marking.

Trainer requirements
To deliver this program Wise Education Group requires its trainers and assessors to:
Hold a TAE40110 Certificate IV in Training and Assessment Hold the following qualifications:
o CHC33015 Certificate III in Individual Support (or equivalent or a level higher)
Have worked as a Trainer/Assessor professional within the last 12 months Have worked in the Community Service Industry with a minimum of 3 years’
experience Hold membership or that of a related industry body Have participated in specific professional development within the last 12
months; and Maintain their Industry Currency at least annually by attending ‘Return to
Industry’ programs as set out in professional development plan Have undertaken training and assessment professional development within the
last 12 months.

Principles, practices and legislative requirements relating to equity, access, anti-discrimination and social justice will be addressed in all aspects of the implementation of the Learning and Assessment Strategies. Needs will be identified prior to students’ commencing programs. Customised delivery and assessment strategies, including reasonable adjustment to meet client needs.
