The Multimodal Freight Management Office in acronym “OGEFREM” is a public enterprise of a technical and commercial nature of the Democratic Republic of the Congo in acronym “DRC”. The headquarter offices are in the capital city, Kinshasa.

OGEFREM, then initially named The Office of Management of the Cargo Maritime, was created by a Presidential Decree on 12 November 1980 with their focus:

• To be of assistance to Shippers• To render technical advice to the Government concerning Maritime Transport • To promote an efficient National Transport Chain

Since 2009 OGEFREM has extended their focus to include all modes of transport (Ocean, Road, Rail, River, Lake and Air) in order to broaden their data supply. By Decree on 09 December 2009 signed by the Prime Minister, OGEFREM was renamed as the Multimodal Freight Management Office.



The Democratic Republic of Congo is one of the 19-Member States forming the Common Market for Eastern and Southern Africa (COMESA), the largest Regional Economic Community (REC) in Africa.

DRC is also a member of the following Regional organizations: • Economic Community of Central African States (ECCAS) • Southern African Development Community (SADC) • African Trade Insurance Agency (ATIA) • Economic Community of the Great Lakes Countries (ECGLC)

There are many regulatory departments in the Democratic Republic of Congo that are empowered in regulatory activities such as tax revenue, control and quality assurances in fuel, food, medical supplies, etc with pre-shipment inspections. One of the responsibilities of the Multimodal Freight Management Office include the application of the Bylaws of OGEFREM that all shipments with a final destination within the DRC, be accompanied by a FERI Certificate; Fiche Électronique des Renseignements à l‘Importation in French. This is in order to ensure that the correct cargo clearances are undertaken at all entry ports and borders of the DRC.

OGEFREM Director General Mr. Patient Sayiba Tambwe

The latest appointed Director General of the Multimodal Freight Management Office since 13 July 2017, Mr. Patient Sayiba Tambwe, studied at the Free University of the Great Lakes Countries in Public Law to later obtain a higher certificate in Transport Economics from the Lyon II Light University in France.

Mr Tambwe was formerly the Regional Director of South Kivu and Maniema Office of Maritime Freight Management; and, since his appointment as the Director General of OGEFREM, has begun to implement the statutory rules and regulations thereby granting OGEFREM the ability to make well informed decisions for all involved in the businesses of DRC imports and exports with the aim to benefit all the people of the DRC.

MULTIMODAL FREIGHT MANAGEMENT TRANSPORT AND LOGISTICS SERVICES

Africa Union Cargo Namibia in acronym “AUCN”, Operating from Walvis Bay, Namibia with offices in the DRC, South Africa, China, Zambia and expanding the AUC footprint further in Africa linking all road, rail, air, sea and river borders and ports was awarded a contract for the handling of the FERI and CD (Certification of Destination) services on behalf of OGEFREM, DRC.

The contract is in effect since 27 July 2018. This marks the beginning of the contractual relationship with the DRC Government collecting all FERI and CD related levies and charges due to OGEFREM for all modes of transporting cargo via ports and borders into the DRC.

AUCN and its partner agencies will manage territories of Southern Africa for all cargo destined to the DRC via each country.

The below notifies all parties that the subscription of these Certificates for all goods destined to the DRC is compulsory.

GENERAL INFORMATIONDRC FERI & FERI RELATED CERTIFICATES

WHAT IS FXI?

FXI is a unique reference number given to the DRC importers when applying for their import license. If the FXI number is added to the FERI certificate, it will assist with the verification of the import and prevent delays.

WHAT IS A FERI?

It is a subscription of cargo cover document which is mandatory. The FERI certificate must accompany all shipments transported to the DRC and should be issued at the consignment port of origin, however, it can be applied for at any stage before reaching the DRC ports and borders.

It is the responsibility of the appointed party to ensure that the FERI Certificate has been issued. Failing to have a validated FERI certificate at the point of entry into the DRC will result in heavy penalties and delays in clearing the cargo.

A draft will be issued and sent to the client together with an invoice. The draft is to be verified in case an amendment needs to be made, and the invoice is to be paid, before the FERI will be validated.

Once the FERI is validated, amendments cannot be made.

FERI (Maritime)

A Maritime FERI certificate is required for all ocean freight destined to DRC. This will apply to freight on vessels sailing from port of origin:

• directly to a discharge port in DRC • to a transit port for onward shipment to DRC

Failure to produce the FERI certificate at the DRC, will result in penalties and vessel delays.

FERI (Regional)

A Regional FERI certificate is required for all cargo destined to DRC. This includes any cargo that is a local product from any Southern African country. A Regional FERI is applicable to goods transported via any mode of transport.

In cases where goods are imported and warehoused locally, or if there is a change in ownership, the cargo becomes local cargo.

WHAT IS A CERTIFICATE OF DESTINATION?

It is a subscription of cargo cover document which is mandatory. A Certificate of Destination in acronym “CD” is also known as the Attestation de Destination (AD) in French. The CD certificate must accompany all goods transported to the DRC when the mode of transport changes; for example, from sea to road or rail. This certificate is a continuation of the original FERI certificate and cannot be issued if the original validated FERI was not received. If there is no validated maritime FERI, the FERI can be applied for and issued with AUCN in order to continue with the process of issuing the CD. Failing to have a validated CD certificate at the point of entry into the DRC will result in heavy penalties and delays in clearing the cargo.

An invoice will be issued and sent to the client. Once the invoice is paid, the CD certificate will be validated and issued. There is no draft for the CD.

Invoices can be paid in Namibian Dollars, Rands, US Dollars or Euros.

WHAT IS INTERVENTION COMMISSION?

The Intervention Commission in acronym “IC” is a charge due to OGEFREM on all cargo destined for the DRC.

It is calculated on the total freight cost on the transportation of the cargo.

Only vessels sailing directly into one of the DRC ports, for example, Matadi, will not be charged IC as it is payable at the port.
