    my proposal

    for STOR-TORGET-

    Hamar(norway

    )

    1.a) As the days progress, we ask about democracy,

    its application and prospects in our society. His ani-

    mation, as to the participation of citizens in political

    life, is also defined as a major topic of concern.

    We need participation to form a society in adaptation

    to the people living in it, out of a technocratic regime

    where "managers are the leaders of a democracy

    that is held in a voting paper that few support ; todevelop mechanisms, such deliberation or advice,

    that would become, without participation, mere ob-

    jects of desire of researchers or political utopians.

    Participation in political life thus becomes essential

    for all democratic development that suggests the

    idea of living together. Is an essential quality of a

    community policy and assimilate to the degree to

    which democracy satisfy political life and help to self-

    realization (Fishman). However, political participation

    through a difficult time and it's that's why participa-

    tion need news forms.

    To this end, urban planning, for his contemporary

    relationship with participation in the sense that many

    urban projects involve citizen consultation, must also

    develop new forms of participation. And Dreamha-

    mar is a very good example.

    We are in a triangular design between Ecosistema

    Urbano, online participants and citizens of Hamar. In

    my opinion, this is a pattern that makes fuller partici-pation as it responds to quantity and quality chal-

    lenges of participation which are related. It's a way to

    integrate people who want to get involved in the pro-

    ject and may make additional proposals through the

    variety of their profiles and their concerns. And inte-

    gration of new technology is also in this direction

    (ease and speed of information, online and interactive

    participation, etc.). As a result, I enjoyed the con-

    tinuation of this participatory design proposed in tac-

    tical urbanisms blog (by Silvia) through terminals lo-cated on Stortorget, but this should be just the be-

    ginning : architectural practice, urbanism, must

    make every citizen an actor involved itself in the

    construction of situations, that is to be involved in the

    development of moments of life, both singular and

    collective, to create atmospheres or games tran-

    sients (Simay).

    b) So we must take this momentum participatory ini-

    tiated by EU and the various participants, to make

    the identity of Stortorget and to allow this creativity

    and participation in its own context. I believe that be-

    hind this reflection focused on Stortorget, there is

    also the idea that participation is not limited to con-

    sultation and the possible construction of the site,

    but it is part of the identity of this. However, partici-

    pation means being involved in something and, as

    political scientist, I would like Stortorget become a

    tool, or at least, a place of political participation. And

    the first element is common sense that can facilitatecollective whole. So Stortorget just have to be a

    common sense space but this requires the possibility

    to increase the customs and

    practices, all in the same dy-

    namic, but respecting individual

    differences, which means to limit

    the angles of social control that

    exists on the public space. To

    meet this goal, we must imagine

    various aspects : elements whichcan stimulate participation, be-

    cause involve citizenship in the

    collective ; and the adaptability

    of the place in participatory and

    civic interactions practices.

    2. Concretization

    a) Self-built furniture

    What is more participatory than

    self-construction?! Build its

    square is design it but also lay

    the stones to where we live. Ad-

    mittedly, citizens of Hamar are

    not construction workers, but

    they can be involved in the proc-

    ess of physical change in the

    square. This may have cost ad-

    vantages, but overall in terms of

    identification with the place. Spe-cifically, by linking with a previous

    post, this can be realized in the

    construction of street furniture as

    suggested by the project "Guer-

    rilla Bench : thus, the people of

    Hamar, by following some prede-

    fined templates for concept is-

    sues, could be involved in work-

    shops to build furniture that

    would take place on Stortorget.

    In an other way, and based on

    the postpublic space in pieces,we can suggest too that this new

    urban furniture (bench, chair, etc.)

    can be assigned to various col-

    lective (schools, associations,...)

    to decorate and enhance the

    identity of the place and adding

    the "public furniture" label on it topromote its use. The furniture

    should also be mobile, not fixed.

    This is for "inventing new de-

    signs, to make architectural

    complex changeable, that its ap-

    pearance may change partly or

    completely according to the will

    of its people" (IS n1).

    b) The Agora : culturals and politi-

    cals practices

    What could be more symbolic in

    these times of global indignation

    that the Agora, the birthplace of

    Greek democracy?! But more

    than a symbol, the Agora is afabulous site for assembly, meet-

    ing, which can be used for vari-

    ous purposes (public meetings,

    concerts, etc.). It is also an archi-

    tectural element height and light

    which allow a direct view of the

    lake from the top, and we can

    possibly take advantage of the

    below to insert logistics areas

    (load point for electrics bikes, wifi

    connexion, etc.), public library or

    newspaper kiosks. Agora meets the wishes of the

    original plan to hold the square

    with a central space dedicated to

    community activities. From there,

    and with the public greenhouse

    in his hand, the Agora has a spe-

    cial place for this kind of activity

    while an architectural light ele-

    ment that fits in the square and

    has the advantage to not be very

    expansive.

    c) Public Greenhouse : urban agriculture and every

    season public space

    It's necessary to take account of local identity

    which is unique in Hamar for its relationship with

    the rural world (Norways capital of agriculture). So,

    agriculture can be a good start to get to the people

    and who, in addition to enroll directly into the chal-

    lenges of the XXI century in terms of environment,

    can allow travel between theory and practice on a

    specific topic which is that private activities con-

    ducted in public space. To do this, and in addition

    to achieving a space that reflects a narrative as-

    pect of the relationship between space and its us-

    ers, this point is focused on urban agriculture.

    Specifically, it is the installation of a greenhouse in

    the center or around Stortorget square, breaking

    the momentum of the asphalt and reconnect with

    the environment and history of Hamar. A green-

    house, which is closed or opened according the

    seasons (which can cope with the problems of

    temperature particularly intense in Norway), and

    leaves space for citizens to cultivate and share.

    Requirements to the project are its transparency, to

    not cut space, and grandeur that should not dis-

    rupt urban mobility or related activities taking place

    on this square. This suggests a greenhouse like

    glass-cube that would be buried in part and allows

    openings leaving a path in it to not hinder the pas-

    sage of the square. The aim is to, first, grow com-

    fortably all types of plants inside, and on the other

    hand, can walk on it and possibly make a stage for

    theater, concerts, public meetings and so on.

    d) Legislation of public space : freedom to use and

    common sense

    Today, there is a "very clear desire to control be-

    havior in public space" (Galdon Clavell) and an

    "obsession with civility and for regulate everything

    and whereas civility is only meaningful when it is

    freely assumed, that citizenship is learned is not

    imposed. Civility is learned from living together"

    (Feixa) .

    So in this aim, and referring to the legacy of the

    Situationists who claim an unitary urbanism for the

    purpose of the development of a social space and

    the construction of cities to meet the fun, adven-

    ture, and the revelation of the creative life, we need

    to to provide open space. An open space where

    the use is not regulated, where people can be

    themselves, citizens or not, civics or not, because

    the concept of space anticipated deviant behavior

    and above all, trusted people who created the city

    and community life and which is able to regulate

    themselves.

    Is the return to common sense that, in order to ex-

    ist and grow, needs space and time.
