Completing QPR: Activities
U.S. Department of Housing and Urban Development Neighborhood Stabilization Program 22
• You are not required to report on each activity every quarter, only on the ones with changes from the previous quarter
• DRGR automatically populates the QPR for any activity with a drawdown during that quarter
• Narrative – does it describe the progress, or lack of, towards the expenditure deadlines?

QPR Hints
U.S. Department of Housing and Urban Development Neighborhood Stabilization Program 25
• Submitted the QPR within 30 days of the end of the calendar quarter
• Are you in compliance of funding restrictions? 10% Admin cap
• Assume you are not the grantee staff person next quarter, is there anything the next person needs to know, in a nutshell?
• Make sure program income is receipted in the QPR so it can be “obligated” and “drawn down” in the financial module
• Are you on track to meet or exceed the 25% at 50% housing requirement?
QPR Hints
U.S. Department of Housing and Urban Development Neighborhood Stabilization Program 26
• Before submission:
– If the saved but not submitted QPR is missing required information, simply edit before submitting.
– If the Action Plan must be amended before QPR submission, amend the AP, submit it, and call your Rep. Try to time this to allow time for timely QPR submission.
• If you are going to be late with the QPR submission, call your Rep with a head’s up.
QPR Hints

• After submission:
– If HUD rejects QPR, make corrections within 10 days.
– If HUD thinks your Action Plan needs updating, it may accept the QPR with a note to the comment field, or it may reject the QPR and require the plan corrections prior to resubmission of the QPR.
– If the QPR is late once, HUD will send you an email reminder to be on time the next time. If you are late again, HUD will make a finding of noncompliance.
