They all said – IMPOSSIBLE!!!When the late Ruler of Dubai – His Highness Sheikh Rashid Al Maktoum
Vice President of the UAE suggested the construction of the World’s Largest Manmade Port – Jebel Ali, everyone thought that this was going to end up as a
White Elephant Project especially as Dubai already had a perfectly good Port – Port Rashid.Regardless the construction of the Jebel Ali Port & supporting Free Zone went ahead at a cost in
excess of USD $2.5 Billion. A Management Team was put together and the Port was launched followed by the Free Zone in 1985. Those early days were a struggle as we had lots of opposition and when
His Highness – Sheikh Mohammed Bin Rashid took over after his father passed away things began to move quickly.
Selling a 67 Berth Deep Water Port – and a place where you didn’t need a local sponsor was unheard ofIn the Middle East – including NO TAX – Whatsoever.
Well as they say THE REST IS HISTORYToday the Economy of Dubai survives because of the decision made by the Late
Sheikh Rashid Al Maktoum – A True Visionary

What Governments Think?
• Over the years we have been invited to many countries to make presentations and
submissions regarding Free Zone Development.
• The questions we are asked are always the same
• “Why should we give away Taxation Opportunities to attract FDI?”
27
What Governments Think?
• Everyone wants a Free Zone like Dubai/UAE• But they are scared to make that commitment• “We are losing out - By giving something
away”• You can’t lose what you don’t have or never will
have!!• What you think you are losing will add to the
multiplier effect into your economy • A PROVEN Economic Model That WORKS!!
28
What Governments Think?
• Many Free Zones are simply set up to FAIL• Over regulation scares investors away• Benchmarking Study will show you how you
compare• SEZ – Special Economic Zones are Free Zones
with Taxation and time limits on Business Freedoms
29
What Governments Think?
• “But Dubai is a Rich Oil State”.• We have Limited or very low resources
• A FTZ can be Started with little or No Investment• Minimum Government Commitment – 2L• Legislation – Forming the Free Zone Law
• Land – Allocated on Long Term Lease to the FTZ Project• Ajman & RAK FTZ Started with little or No Investment
(Both now host over 8,000 Investors each)
30
The Reality!!!• DSI Ltd has created Free Zones with Zero Funding – Such as the Ajman Free Zone which
