1 EXECUTIVE SUMMARY

The Stakeholder Dialogue is a structured method developed within WP T3 “ANCHOR! Creating an Alpine

Space Think Tank from Alliances & LiLabs”, in order to properly guide the definition of a permanent and open

stakeholder dialogue process.

In WP T3, Alpine Space Task Forces created a Stakeholder Management Group which in turn guided a

structured stakeholders dialogue in the AS area. This process has led to the establishment of a permanent AS

Think Tank.

This document, the Stakeholder Dialogue Handbook, appropriately describes the developed method to be

followed by the Stakeholder Managers Group in order to successfully carry on the foreseen dialogue and

develop a sustainable collaboration process among the involved stakeholders.

2 INTRODUCTION

The Stakeholder Dialogue Handbook is a CARE4TECH project deliverable created within the WP T3 “ANCHOR!

Creating an Alpine Space Think Tank from Alliances & LiLabs”.

In particular, the Stakeholder Dialogue Handbook, is a document that appropriately describes the developed

method to be followed by the Stakeholder Managers Group in order to successfully carry on the foreseen

dialogue and develop a sustainable collaboration process among the involved stakeholders.

How to use the Dialogue Handbook?

The Dialogue Handbook will guide Stakeholder Managers of the AS Task Forces to select sustainable

measures anchoring CARE4TECH Outputs to innovation policies and discuss them with policy makers at

local, national and interregional level.

Stakeholders Dialogue experiences suggest an emerging field of action for which the Handbook seeks to

provide the most comprehensive accounts to date.

The Handbook is structured as follows:

• Methodology: conceptual framework from concept to practice:

• Process de-sign options

• Practical considerations

• Lessons learnt

3 METHODOLOGY

As deeply described in D.T3.3.2 “Think Tank Learning & Mentoring Report”, the Think Tank innovation

structure follows a specific methodology developed and adapted following the “Learn – Connect –

Demonstrate - Commercialize”:

1. LEARN: Preparation of the stakeholder dialogue;

2. CONNECT: Running of the Stakeholder dialogue sessions;

3. DEMONSTRATE: Formalization of stakeholders’ commitment in the Capitalization Agenda;

4. COMMERCIALISE: Development of Joint Initiatives.

Phase 1 and Phase 2 are specifically related to the definition and running of a sustainable stakeholder

dialogue.

The following sections will go though the specific activities required for partners in order to develop the

foreseen dialogue.

3.1 LEARN PHASE The 1st phase is related to a preliminary activity to investigate the as-is status in each region and prepare the

landscape, identify the right potential stakeholders to be involved in further activities.

Two main activities have to be carried out in this step:

1. Identification of the Stakeholder Manager and at least one Supporting Expert

2. Mapping of the local and European ecosystem

3.1.1 Identification of the Stakeholder Manager and Supporting Experts

The Stakeholder Manger is the referent person per each Alliance, which is responsible for leading the

Stakeholder Dialogue activities.

The identified person will be in charge of animating the community and of leading the Task Force towards a

permanent dialogue, to further develop a sustainable cooperation. For this reason, it is suggested to identify

a person, ideally belonging to an intermediary organization, that is well-known among the local and the

interregional ecosystem, able to deal with many innovation actors.

Ideally, the Stakeholder Manager should embody the following characteristics:

• High experience and trusted relationships among the local industrial network, in particular

considering the field of action of his/her reference Alliance (e.g. manufacturing, agri-food, health &

well-being, …);

• Knowledge and strong relationships with the local academic network as well;

• Networking and matchmaking skills,

• Long-term vision and a strong innovation inclination;

• Open mindset and collaboration propensity.

Moreover, the Stakeholder Manager will be supported on a content-basis by at least 1 Supporting Expert.

The latter could be one the already Experts identified in the AS Task Force.

Thus, Stakeholders Managers and Task Forces will strongly collaborate in order to jointly develop activities

foreseen within WP T3 (described in the next sections).

Each Alliance has to identify 1 Stakeholder Manager and at least 1 Supporting Experts.

Stakeholders Managers and Experts profiles are available in Annex A.

3.1.2 Mapping of the local and European ecosystem

Stakeholders Managers, together with Task Forces and Project Partners have to preliminarily map the

ecosystem they are dealing with or they are willing to involve in the Think Tank activities. These steps are

necessary to map and involve key innovative functional stakeholders, connect policies and anchor projects

to Alliance and Living and Innovation labs, in order to structurally integrate them into the Alpine Space

innovation landscape at all levels.

The output of this preliminary activity is:

• 1 Technology Functional Stakeholder Map (see D.T3.1.1 for more details)

• 1 Strategic Policy Map (see D.T3.1.2 for more details)

• 1 Transnational Projects Partnerships Map (see D.T3.1.3 for more details)

These Maps will provide a detailed analysis of the key innovation technology stakeholders and policy makers

involved in the Think Tank group as well as key strategic Initiatives or Partnerships, both at national and

European level, considered fundamental to be involved in the Think Tank, to exploit and disseminate the

project outputs and activities well beyond the CARE4TECH.

Each Project Partner, in agreement with AS Task Forces and Alliances, have to provide inputs to the 3

above-mentioned Maps. Stakeholders managers have to lead this activity.

3.2 CONNECT PHASE

The 2nd phase address the development of the Smart Living Stories sections (CARE4TECH A.T3.2 “Run

CARE4TECH Stakeholder Dialogue Sessions”), which are foreseen as specific stakeholders‘ sessions in the

form of thematic storytelling based workshops where Stakeholder Managers, together with Alliance & Lilabs

representatives and technology leaders, discuss and design future perspectives on smart living tech

excellence cooperation in the AS area.

In particular:

• 3 sessions have to be organized by each Alliance

1. 1 Policy maker oriented workshop

2. 1 Tech leaders oriented workshop

3. 1 International partnerships oriented workshop

• 1 Smart Living Innovation Fora has to be organized by each Lab

Overall, 33 sessions and 6 Smart Living Innovation Fora have to be organized by CARE4TECH Partnership.

The following sections provide guidelines considered as the critical basis for organization and implementation of the above-mentioned events. The guidelines can be adapted according to partners’ needs, as long as goals and objectives of the workshops are accomplished.

Outputs from Activity A.T3.2 “Run CARE4TECH Stakeholder Dialogue Sessions” will be the inputs for the

finalization the stakeholder dialogue process activities (A.T3.1) and the development of the Technology

Functional Stakeholder Map (D.T3.1.1), Strategic Policy Map (D.T3.1.2), Transnational Projects Partnerships

Map (D.T3.1.3) and the Stakeholder Dialogue Handbook (D.T3.1.4).

Moreover, partners are suggested to take advantage of the Smart Living Stories to maximize and capitalize

project activities. Accordingly, WP T3 workshops are a great opportunity to:

• Generate ideas on transfer applications (Refer to D.T2.1.2 CARE4TECH Smart Living Alliances

roadmaps for future excellence in innovation)

• Develop Joint Initiatives (Refer to D.T.2.3.3 Lilab Cooperation & Future Ownership Agenda)

• Create videos (Refer to Activity A.C.3 Digital Activities)

• Use the AS Task Force Factsheet (Refer to D.T2.1.4 AS Task Force Factsheets)

• Enlarge Moodle community, inviting stakeholders to sign into the platform

3.2.1 Smart Living Stories guidelines

1. Ordinary CARE4TECH Communication toolkit is required for each of the events, including:

o Living and Innovation Lab leaflets (D.C.2.3), that serves as a sort of “image brochure” of

each Lilab and can be inserted in the already existing Lilab Folder. The leaflet is considered

very useful to have a basis for discussion with stakeholders at Open Days, Workshops, Fora

etc.

o Think Tank E-Flyer (D.C.2.5), describing the role and strategy of the Think Tank for the

whole AS area. It can be used as a basis for running the Think Tank discussions with the

involved stakeholders.

2. Event should be announced on the project tools (Moodle, Trello, Slack) and TPLJ should be notified

at least 14 days prior to its implementation.

3. After the event the following should be shared:

• Brief conclusions and recommendations of the vents

The following paragraphs illustrate guidelines for each of the specific event (D.3.2.1- D.3.2.2- D.3.2.3- D.3.2.4).

3.2.1.1 Specific guidelines for the Policy Smart Living Stories – D.3.2.1.

Objectives of the specific activity:

• Share excellence cases from Alliances/Labs

• Discuss long term policies on the Alliances/Labs topic of interests to guarantee replicable

experiences/transferability of methods

• Generate AS Think Tank commitment

Targeted Stakeholders:

• Policy makers of the involved Regions

• Intermediaries that have the possibility to manage funds / have policy commitments /have the

possibility to influence policy makers decision (e.g. clusters, chamber of commerce, innovation

promotion agencies, technology parks,…)

Focus:

Accordingly, D.3.2.1 workshop may include in the agenda:

• Discussion of the Ownership Agenda and of the Capitalization Agenda, in order to achieve policy

commitment.

• Discussion of the AS Think Tank objectives and activities

Deadline:

It is recommended to organize this specific activity by April 2019.

The Policy Smart Living Stories workshop can be held both face-to-face or online, and it should ideally be

organized at a regional or country base as an independent event or in combination with another event related

to Lilab event (e.g. during Lilab Open Day). In case it would be organized in combination with another event,

it is important to develop separate agendas and participant lists.

3.2.1.2 Specific guidelines for the Technology Smart Living Stories – D.3.2.2.

Objectives of the specific activity:

• Share excellence cases from Alliances/Labs

• Discuss technology cooperation to guarantee further developments

• Generate AS Think Tank commitment

Targeted Stakeholders:

• Discussion of Lilabs activities and best practice

• Discussion of the Ownership Agenda and of the Capitalization Agenda, in order to achieve companies

and intermediaries’ commitment.

• Discussion of the AS Think Tank objectives and activities

Deadline:

It is recommended to organize this specific activity by April 2019

The Technology Smart Living Stories workshop can be held both face-to-face or online, and it should ideally

be organized at a regional or country base as an independent event or in combination with another event

related to Lilab event (e.g. during Lilab Open Day). In case it would be organized in combination with another

event, it is important to develop separate agendas and participant lists.

3.2.2 Specific guidelines for the International Partnership Smart Living Stories – D.3.2.3.

Objectives of the specific activity:

• Share excellence cases from Alliances/Labs

• Discuss partnership exchanges to exploit evidences

• Generate AS Think Tank commitment

Targeted Stakeholders:

• Partners, both regional and interregional, involved in the Alliance/Lilab, that have expressed their

interests in developing joint initiatives and further collaboration with C4T partners.

Focus:

Accordingly, D.3.2.3 workshop may include in the agenda:

• Discussion of the Ownership Agenda and of the Capitalization Agenda, in order to develop joint

initiatives and further collaborations.

• Discussion and development of the AS Think Tank objectives and activities

Deadline:

It is recommended to organize this specific activity by April 2019

Differently from previous workshops, the International Partnership Smart Living Stories workshop should

have a more concrete slant, encouraging participants in actively discussing Think Tank activities.

It can be held both face-to-face or online, and it should ideally be organized at an interregional or country

base as an independent event or in combination with another event related to Lilab event (e.g. during Lilab

3.2.2.1 Specific guidelines for the Smart Living Innovation Fora– D.3.2.4.

Objectives of the specific activity:

• Jointly elaborate proposals generated during Smart Living Stories sessions to develop the

Capitalization Agenda

• Generate AS Think Tank commitment

Targeted Stakeholders:

• Lilabs partners and committed stakeholders interested in the Lilab activities.

Focus:

Accordingly, D.3.2.4 Fora may include in the agenda:

• Discussion of the Capitalization Agenda

• Discussion and development of the AS Think Tank objectives and activities

Deadline:

It is recommended to organize this specific activity by May 2019

1 Smart Living Innovation Fora has to be organized per each Lilab, with a concrete and active discussion and

activities to be pursed within the Capitalization Agenda.

It has to be held both face-to-face and it should ideally be organized at a country base as an independent

event or in combination with another event related to Lilab event (e.g. during Lilab Open Day). In case it

would be organized in combination with another event, it is important to develop separate agendas and

participant lists.

The chapter explores different phases of Stakeholders Dialogue, beginning with the preparation phase and

then the process phase when Stakeholders Dialogue is formally planned and conducted:

• Checklist for planning and conducting a stakeholder dialogue.

• Communication in stakeholder dialogue.

• Institutions and mechanisms are required for the conduct of a Dialogue.

The main and ultimate goal of running the Smart Living Stories is to involve

3.2.3 Smart Living Stories Outputs

3.2.3.1 Policy Smart Living Stories

Overall, 101 Policy Smart Living Stories have been organized by Project Partners involving more than 570

stakeholders, mainly Policy Makers and intermediary organizations.

Policy Smart Living Stories assumed heterogeneous forms: from large conference, to workshops or internal

meetings. The common goal was to present current trend in the fields covered by the CARE4TECH Smart

1 1 planned Policy Smart Living Story did not take place. The event (a follow-up to the Forum Alpach technology talks) was planned

for autumn 2019 together with Human technology Styria Cluster. However, the Styrian regional government was postponed by HTS

for organisational reasons to spring 2020.

Alliances and Lilabs, discuss future collaborations and best practices under the supervision of policy makers.

Indeed, the scope of CARE4TECH project itself in to align policies and support policymakers raising awareness

on the ecosystem needs and thus supporting them in the orientation of future innovation policies.

3.2.3.2 Technology Smart Living Stories

Overall, 11 Technology Smart Living Stories have been organized by Project Partners involving more than 800

stakeholders, mainly from the industrial field.

Technology Smart Living Stories mainly took the form of workshops or large conference meetings addressed

to SMEs. The common goal was indeed to involve companies in the running CARE4TECH activities around the

fields addressed by Alliances and Lilabs, to raise companies’ awareness on Digital Technologies and foster

the networking of the innovation ecosystem. Within these meetings, best practices were presented and need

collected.

3.2.3.3 International partnership Smart Living Stories

Overall, 11 International Partnership Smart Living Stories have been organized by Project Partners involving

more than 360 stakeholders, mainly from Intermediary organizations (clusters, DIHs, Techparks) and

academia.

International Partnerships Smart Living Stories mainly took the form of workshops or informal meetings to

discuss possible joint collaborations and the development or finalization of Joint Initiatives, the creation of

new potential partnerships and strengthen the collaborations and synergies with the key innovation

stakeholders active in strategic European or National Initiatives.

3.2.3.4 Smart Living Innovation Fora

Overall, 8 Smart Living Innovation Fora have been organized by Project Partners involving more than 300

stakeholders, from Intermediary organizations (clusters, DIHs, Techparks), academia and industrial fields.

Smart Living Innovation Fora mainly took the form of workshops or informal meetings to generate AS Think

Tank commitment and further explore possibilities for future collaborations. Most of the Innovation Fore

were jointly organized by partners involved in the national Lilabs, to show participants their cooperation and

strengthen future joint collaboration activities.

4 CONCLUSIONS

The main goal of the Stakeholder Dialogue Handbook was to develop a proper method to be followed by the

Stakeholder Managers Group in order to build a sustainable dialogue and commit stakeholders around the

Think Tank activities.

At the end of Activities 3.1 and 3.2, a well-established and strategic group of stakeholders committed have

been built and potential synergies and collaborations highlighted. These were the basis to create a

CARE4TECH Think Tank group, able to jointly develop opportunities , strengthen interregional collaboration

and supporting the alignment of the Alpine Space smart living policies.
