Steps that should be followed before leaving:• obligation and guidance of the ATA Carnet holder• the holder of the ATA Carnet should show the goods for inspection and to stamp carnet
by the Customs (for proving exportation process ) ATA Carnet contentThe ATA Carnet is a document made up of a green cover (front cover), which contains the holder’s name, issuing authority, date of issuance, serial number, , countries in which the Carnet is intended to be used and complete details of goods covered by the carnet. It also contains two yellow counterfoils that can be used when exporting from issuing country and in re exportation. The white counterfoils are used in temporary importation into a country and then re-exportation from that country or from additional countries. The blue counterfoils are used for transition of goods through these countries.

Each counterfoil contains of two pages: one remains in the carnet and describe procedures implemented by customs officials each time the goods enter or depart a country and the other is a detachable voucher that contains list of goods covered by the carnet and used as a document kept by the customs authorities.
Green Cover of the CarnetBefore departure, the carnet’s holder or the authorized signatory should sign the green cover, The UAE Customs should approve the green cover and the additional yellow exportation counterfoils to activate usage of the carnet. Customs authorities in the foreign countries are entitled to reject entry of goods if the green cover or exportation counterfoils are not duly approved.It is the holder’s responsibility to ensure that the foreign customs approved the white and additional counterfoils for importation/ exportation at entry and exit of goods. Service requirementsHaving the ATA Carnet Does not exempt the holder of adherence to the policies laid down by the UAE for export control and the foreign countries for import control. Some goods may need export pre-license for reasons related to national security or foreign policies. The export license allows the companies to export goods under control and regulatory policies. In case of exporting we advise to review the foreign customs to know the restrictions or requirements applied on the imported goods.

Regulation on the ATA Carnet Customs authorities in the foreign countries are entitled to determine a period for the goods transport and require exiting of the goods before the end of the period. And in case the authorities required a period for re-exporting the goods it should be mentioned in the importing file (article 2 - final date of re-exportation) at the time of the carnet.
