Who Are We?

• Dubai Supply Authority (DUSUP) was created by decree

in 1992, owned 100% by the Dubai government

• It is the sole authority for supply of gas and the operation

of all natural gas pipeline systems in the Emirate of Dubai

• It is one of the Emirate’s strategic energy infrastructure

assets providing economic, clean and reliable energy for

power generation and economic development of Dubai

• It employs approximately 180 professional and technical

staff to develop, operate and maintain the gas

infrastructure in Dubai

5

Why an FSRU?

Quick to implement

Waterfront access is at a premium

Lower life cycle cost than conventional terminal for short

operational period of 10-15 years

New application but based on existing technologies

Marine facilities Shell contracted for concept selection and the initial design

Halcrow performed detailed engineering

Archirodon Construction (Overseas) Company constructed the marine facilities

Breakwater, Jetty and sub-sea pipeline construction October 6th 2010

FSRU Golar was contracted to deliver the FSRU and to undertake the detailed design

through Moss Maritime, based on DNV Regas notation.

Conversion at Keppel Shipyard Singapore completed in April 2010

Commissioning at the jetty and first gas October 30th 2010

Shell performed overall technical and safety assurance on the whole project on

behalf of DUSUP

Project Background:

LOA: 288 m Beam 44 m Draft 11.5 m

FSRU – Golar Freeze

Conversion of Golar Freeze into an Floating Storage Regasification Unit

126,000 m3 storage capacity

Open loop vaporizers for regasification utilizing favorable seawater conditions

Send out capacity:

– base 400 MMSCFD

– peak 480 MMSCFD

Moored all year round at jetty

Traditional unloading arms as with shore terminals

NO “flex hoses” for LNG transfer

2 x 240 plus one installed spare

Technology Overview

• Proven technologies packaged to address DUSUP’s

requirements.

• Key systems:

− Modular Regasification skids by Hamworthy Gas System

− Additional power generation and seawater supply systems

− First application of traditional LNG Arms on a FSRU

− Integrated mooring system between jetty, FSRU & LNGC allows

the LNGC mooring to FSRU & jetty via quick release hooks

− Minimum Sendout Compressor - reciprocating compressor to

send excess BOG onshore, Minimum Sendout Compressor

− Integrated safety systems between FSRU & Jetty

Terminal Layout Design

Island jetty , capable to convert into conventional LNG terminal jetty

30m by 30m jetty platform

Permanent mooring facilities for FSRU

– Able to receive LNGC size up to Q-flex

Breasting and Mooring Dolphins

High pressure gas line to shore and tie in to Dubai gas grid (~1.4 km)

Security surveillance & gas detection systems

LNG Transfer Arms

• First application of traditional arms. No “hoses”. Same cargo transfer

procedures as shore based terminals

• 16 inch

• 2 Liquid

• 1 Vapor

• QC/DC

• PERC

• ESD 1

• ESD 2

LNGC - Terminal Interface

Integrated controls between Jetty &

FSRU, so systems operate as one unit.

QR hooks on jetty and FSRU allow

release of LNGC (FSRU permanently

moored)

Mooring load monitoring information to

LNGC via fiber optic

Speed of approach monitoring & vessel

movement recording during approach &

berthing

Operations similar to berthing at a

shore based terminal

Commissioning & Startup

• Challenges:

• Safety & Environmental considerations

• Geographic locations

• Different approaches (marine vs. shore practices)

• Solutions:

• Close coordination of interfaces during design & construction

• Enforcing cleanliness, tightness & Integrity protocols

• Rethinking typical terminal commissioning sequences/timings

• Segregation of commissioning activities to reduce

interdependencies
