GENERAL RULES

1. LOSS, INJURY OR DAMAGE to horse, rider, owner, coach, groom, spectator or otherindividuals is in no way the responsibility of the Dutchess County Fair Management or the Show Committee.

2. INSUFFICIENT ENTRIES in a class shall result in the cancellation of that class. TheShow Committee also reserves the right to divide, combine or add any classes it deemsnecessary for the good of the show. In classes offering prize money, the Show Committeereserves the right to run any class as a Sweepstakes if there are less than six (6) entries.

3. ONLY JUDGES and those having duties to perform shall be allowed in the ring duringtimes of judged competition.

4. A CERTIFICATE OF A NEGATIVE COGGINS TEST, conducted within 12 months, mustbe presented before exhibitor numbers will be issued. ALL EQUINE ENTERING ANYNYS COUNTY FAIR OR THE NYS STATE FAIR MUST BE ACTIVELY IMMUNIZEDAGAINST RABIES.VACCINE MUST BE ADMINISTERED AT LEAST FOURTEEN (14)DAYS PRIOR TO ARRIVAL ON FAIRGROUNDS.VACCINATION CERTIFICATE FROMYOUR VETERINARIAN MUST ACCOMPANY EACH EQUINE. EQUINES NOT MEET-ING THESE REQUIREMENTS WILL BE REJECTED FROM THE PREMISES. Pleasesee pages 40-41 for NYS Ag & Markets regulations for out of state horses.

5. Tickets to enter the Fairgrounds will be issued 2 per rider, one for trainer. They will bemailed to exhibitors upon receipt of entry form, by the closing date. No refunds on ticketspurchased at the gate. NO EXCEPTIONS

6. SCHOOLING. “Controlled” free schooling will be permitted between 7:00 AM to 8:15AM each morning. It is likely that schooling in the other ring will be offered. The mainring will not be open for schooling in the evening.

7. NUMBERS must be worn by Exhibitors in the ring at all times.8. All points in all classes will count as: 7 5 4 3 2 19. Stakes class requirements: you must do at least one additional class in that division to

be allowed to enter the Stake class. Any stakes class with six or less competitors will berun on a sweepstakes format.

10. A SIGNED BLANK CHECK PAYABLE TO DCAS Inc. must accompany pre-entries or leftwith the show secretary prior to receiving numbers. Post entries will be accepted theday of the show at an extra charge of $5.00 per class. Post entries and scratches must bemade before class begins.

11. STALL FEES must be paid in full with separate check made out to: DCAS12. Online entries available, www.dutchessfair.com OR mail entries and stall fees with separate

checks payable to DCAS Inc. to Entry Office, DCF, PO Box 389, Rhinbeck, NY 12572.13. NO DOGS ALLOWED ON GROUNDS OR TO BE KEPT IN A VEHICLE!14. HORSES MAY NOT ENTER GROUNDS BEFORE 5:00 PM Tuesday, August 21st.15. Riders must wear ASTM/SEI approved PROTECTIVE HEADGEAR at all times when

mounted.16. A $25.00 fee will be charged for returned checks.17. If you scratch the entire show you will be charged a $25 office fee, per entry.18. There are no camper spaces available. There is no camping in the stabling area.19. Outside coaching may be penalized per the judge’s discretion.20. POST ENTIRIES WILL REQUIRE PAID ADMISSION TO THE FAIRGROUNDS.

RULES

1 Loss, injury or damage to horse, rider, owner, coach, groom, spectator or other individuals is in no way the responsibility of the Dutchess County Fair Management or the Horse Show Committee.

2. Insufficient Entries in a class shall result in the cancellation of that class. The ShowCommittee also reserves the right to divide, combine or add any classes it deems necessary for the good of the show. In classes offering prize money, the Show Committeereserves the right to run any class as a Sweepstakes if there are less than six (6) entries

3. Only Judges and those having duties to perform shall be allowed in the ring duringjudged competition.

4. Numbers must be worn by Exhibitors in the ring at all times. No charge for numbers.5. All Entry Fees must be paid prior to receiving exhibitor numbers, or a blank signed

check payable to: “Dutchess County Fair” may be left with the Secretary until the endof the show. Post entries will be accepted the day of the show at an extra charge of$3.00 per class/Exhibitor. Post entries must be made one hour prior to the start of the class entered.

6. A Certificate of a Negative Coggin’s Test, conducted within 12 months, must be presented before exhibitor numbers will be issued. All Equine Entering any NYSCounty Fair or the NYS State Fair MUST BE actively immunized against Rabies. Vaccine must be administered at least fourteen (14) Days Prior to arrival on Fairgrounds. Vaccination Certificate from your Veterinarian must accompany eachEquine. Equines not Meeting these Requirements will be rejected from the Premises.Please see pages 40-41 for NYS Ag & Markets regulations for out of state horses.

7. Tickets to enter the Fairgrounds will be issued 2 per rider. They will be mailed to ex-hibitors upon receipt of entry form. No refunds on tickets purchased at the gate.

8. Schooling. “Controlled” free schooling will be permitted between 6:30 am to 8:15 ameach morning. It is likely that no other schooling in the main ring will be offered. Themain ring will not be open for schooling in the evening.

RULES

1. LOSS, INJURY OR DAMAGE to horse or owner (including rider or other employee) is in no way the responsibility of the Dutchess County Fair Management or the HorseShow Committee.

2. INSUFFICIENT ENTRIES in a class shall result in the cancellation of that class. The Committee also reserves the right to divide, combine or add any classes it deems necessary for the good of the show. In a money class, the Committee reserves the rightto declare it a Sweepstakes if there are insufficient entries.

3. ONLY JUDGES and those having duties to perform shall be allowed in the ring duringjudging.

4. NUMBERS must be worn in ring. No charge for numbers.5. ALL ENTRY FEES must be paid prior to receiving exhibitor numbers or a blank signed

check payable to DCAS Inc. may be left with the Secretary until the end of the show.No entry fees will be refunded without a veterinarian’s certificate. Post entries will be$1.00 extra per class

6. A CERTIFICATE OF A NEGATIVE COGGINS TEST, conducted within 12 months,must be shown before exhibitor numbers will be issued. ALL EQUINE ENTERINGANY NYS COUNTY FAIR OR THE NYS STATE FAIR MUST BE ACTIVELY IMMUNIZEDAGAINST RABIES. VACCINE MUST BE MUST BE ADMINISTERED AT LEAST FOURTEEN (14) DAYS PRIOR TO ARRIVAL ON FAIRGROUNDS. VACCINATIONCERTIFICATE FROM YOUR VETERINARIAN MUST ACCOMPANY EACH EQUINE.EQUINES NOT MEETING THESE REQUIREMENTS WILL BE REJECTED FROMTHE PREMISES. Open to all breeds of horses and ponies, donkeys and mules. Class specifications notedbelow, Header allowed, not required. Header may enter ring when class is called to line up.Appropriate dress required for exhibitors and headers. Junior whip must be accompaniedby an adult. DRAFT HORSE SHOWRULES AND REGULATIONS

1. Standards of Conduct of Fair General Rules and Regulations of Dutchess County. Fairand General Rules of Dutchess County Fair Horse Show are available on request andwill be posted for your review on the day of the show.

2. Loss, injury or damage to horse or owner (including driver/handler or other employee)is in no way the responsibility of the Dutchess County Fair Management or the HorseShow Committee.

3. Online entries close 10 days prior to the Dutchess County Fair Draft Horse Show. Postentries will be accepted with $10 overall fee. Make checks payable to DCAS Inc..

4. At no time will horses be allowed to be driven on any vehicle in areas of the fairgroundswhere the fair management has not previously granted permission to do so.

5. Numbers must be visible at all times.6. In all halter and hitch/driving classes horse or horses must be sound. In hitch/driving

classes horse or horses shall be shown hitched to a suitable vehicle and the driver shallbe clean and neatly dressed.

7. In all hitch/driving classes, the driver will be allowed one helper, no other riders will bepermitted on the wagon while the horses are being shown. In any driving classes wheremore than two horses are shown, two capable drivers must be on the wagon.

8. In driving classes where more than two horses are shown they may be owned by one ormore exhibitor. Be sure only one entry is made for each hitch.

14. The Fair superintendents or management may deny admission to, or require segrega-tion or removal from Fair premises any animal found to be infected with or exposed toany communicable disease whether internal or external and whether such disease isspecifically mentioned in these regulations, if in his opinion such action is necessaryfor the protection of other exhibits.

15. In the registered classes, all registration papers must be available if requested.16. The Dutchess County Agricultural Society shall reserve the right to reject or refuse and

to order the removal of any exhibit which, in the opinion of the show superintendent isnot eligible or worthy of showing or has not met the livestock health requirements.

YOUTH HORSE SHOW RULES1. Open to all youth riders ages 19 and under as of 1/1/2019.2. Points for day end championships will be based from a one horse/one rider combination.3. Entry fees will be $25.00 for the day for pre-entries and $30.00 for day of show entries. Pre-

entries are due 1 week prior to the show date and must include a completed and signed entryform along with a check made out to "DC 4-H Horse Advisory". Returned check fee is $25.00.Entries will be asked to show current coggins and rabies the morning of the show before receiving a back number.

4. ASTM/SEI 1163 approved helmets and hard soled, heeled riding boots are required of all riders/drivers when mounted or driving. Proper show attire required by all participantswhen in the show ring, this includes long pants, shirt and jacket or collared polo for Englishand long sleeve collared for Western.

5. Show management reserves the right to cancel, combine or divide classes if in its opinion theentries so warrant. The show management also decides all matters not covered in these rulesand their decision is final.

6. Unless otherwise specified, all Hunter Under Saddle and Pleasure classes will be judged onperformance, way of going and manners. All Equitation and Pattern classes will be judged onrider's form, seat, hands, legs, guidance and control of the horse.

7. The arenas will be open for schooling from 7:00 AM until 8:15 AM and then during regularlyscheduled schooling breaks. Show management may add more schooling breaks or makechanges to existing ones depending on number of entries.

8. No dogs allowed on the grounds.9. Martingales are not permitted in any flat classes, with the exception of the Walk/Trot Assisted

Division and the Walk/Trot English Division.10. Champion & Reserve awards will be handed for each division except for Leadline. Points

are based on a 7-5-4-3-2-1 scale. Ties will be broken by the highest placing in an EquitationClass, Ground Driving or Barrel Dash.

11. All exhibitors, parents/guardians’ spectators and trainers are asked to uphold the higheststandard of sportsmanship. Those displaying any behavior deemed unbecoming will be subjected to immediate disciplinary action and will be removed from the fairgrounds.

12. No person shall be allowed in the show ring during judging with the exception of the Lead-line class and the Cloverbud/Assisted classes. All inquiries to the judge shall be done via theshow booth.

13. Division classifications will be as follows based on age as of 1/1/2019• Leadline: 8 & Under. Must have handler that is 21 years of age or older• Walk/Trot or Walk/Jog Assisted: Open to riders in their first year of showing who may need

verbal assistance from a handler in the ring. Handler is only allowed to approach horse ormake contact with horse & rider in emergency situation. Handler must be 21 years of age orolder

• Walk/Trot or Walk/Jog: Open to riders who can comfortably ride in a group setting at thewalk/trot/jog. These riders are only eligible for other walk/trot/jog classes

• Beginner English or Western: Open to riders who are just beginning to canter or lope in theshow ring. This division is deemed as a middle step between walk/trot/jog and Youth. Canteror Lope work may be done individually or in pairs as seen fit by the judge. Only eligible forother Beginner classes

• Youth English Or Western: Open to all riders ages 19 & Under that can walk/trot/jog/can-ter/lope in a group setting. Eligible for all other Youth classes

• Assisted Driving: Open to drivers in their first year of showing who may need verbal assis-tance from a handler in the ring. Handler is only allowed to approach horse or make contactwith horse & driver in emergency situation. Handler must be 21 years of age or older.

• Beginner Driving: Open to drivers who have just begun the ground driving process and arein their first or second year of showing.

• Youth Driving: Open to all drivers ages 19 & under who are comfortable driving in a groupsetting.

INTERSTATE HEALTH REQUIREMENTS FOR FAIR ANIMALS

This document is a supplement to the Animal Health Requirements (AI-202) published for animals exhibited at New York State county fairs and the State Fair. Its purpose is tosummarize the import requirements that must be met for livestock entering New York destined for fairs. Please carefully review the Animal Health Requirements. Note that individual county fairs may require rabies vaccination in species not required by the state.Contact the specific fair for their requirements. Fair contact information is available atwww.nyfairs.org. Further assistance can be obtained by contacting the Division of AnimalIndustry (DAI) at 518-457-3502 or your State Veterinarian’s office. You can also go to the following link on our Dept. website: http://www.agriculture.ny.gov/AI/import_export.html

CERTIFICATE OF VETERINARY INSPECTION (CVI)A CVI is required for cattle, horses, swine, sheep, goats, llamas/alpacas, deer/elk and misc. ruminants moving interstate. The one exception would be horses accompanied by a valid GoPass issued by a participating state. Details on the GoPass are available at www.globalvetlink.com and from your veterinarian. Note that interstate CVI’s must be issued by a Category 2 accredited veterinarian. The interstate CVI is valid for 30 days fromthe date of CVI inspection. During the fair season, from July 1 through Labor Day, interstateCVI’s can be used multiple times as long as the initial entrance to a fair in NY is within 30days of CVI inspection and the CVI is initialed by a NY state official at the fair. All documentation must accompany the animals. Animals not meeting the interstate and/orfair requirements will not be allowed on the grounds. Individual ID is required on all animals. Animals with incomplete or illegible ID will be rejected. Where rabies vaccinationis required, the information can be included on the health certificate.

HORSES - Horses 6 months of age or older must test negative for equine infectious anemia.The sample collection date for the qualifying EIA test must be within 12 months prior tothe date of entry. The horse must be clearly and completely identified. Rabies vaccination is required for all horses 4 months of age and older on the date of admission to a fair. Vaccination must be within the past 12 months.

No horse or other equid (donkeys, zebras, etc.) shall be imported into the State unless accompanied by a certificate of veterinary inspection which includes:• The name and address of the owner or trainer of the animal or animals

• The date of examination, the number of animals examined, the establishment or premisesat which the animals were examined

• The consignee or destination and address in New York

• A description sufficient to identify the individual equine, including name, age, breed,color, gender, distinctive markings, or unique and permanent forms of identificationwhen present (e.g., microchips, brands, tattoos, scars, cowlicks, or blemishes). “NOMARKINGS” is not acceptable—every animal has distinguishing features—if necessary,draw whorls, chestnuts, scars.

• For all horses six months of age and older, a negative test report for Equine Infectious Anemia conducted within 12 months of importation which includes the date of the testand the name of the USDA approved testing laboratory which conducted the test

• The signature of an examining veterinarian accredited to do regulatory work on horses(USDA Category 2) by the state or country in which a physical examination of the animalwas made. The certificate of veterinary inspection shall be valid for 30 days following the date of examination appearing on the certificate or in the case of an equine interstatepassport i.e. GoPass®, for six months from the date of examination.

SPECIAL CONSIDERATIONS—Brands - Although it is NOT official Identification, freeze branding is allowed in NY forhorses. The NYS Dept of Ag & Markets maintains a brand registry. If you wish to register a brand you can send your design to our office at the following address: NYS Dept. of Agriculture and Markets Division of Animal Industry 10B Airline Drive Albany, NY 12235.We will compare it to our registry and will register it if it is unique. Since it is not the diagnosis and treatment of disease, branding is not considered veterinary practice. You mayneed a veterinarian if tranquilization is necessary. Please note that although freeze brandsare not considered official identification in horses, they are permanent identification and as such should be recorded on test charts and Certificates of Veterinary Inspection.

In addition, additional endorsements may be necessary if the state of origin is currently undergoing a disease outbreak of (but not limited to) Equine Piroplasmosis, Contagious Equine Metritis, EHV-1/EHM etc. The division’s import export page http://www.agriculture.ny.gov/ai/import_export.html should be checked under the sectioncalled “Emergency Import Regulations” to see any additional emergency importation requirements.
