Special Considerations

CCI-11-01 Crescent River

Nearshore waters in the generalarea of:

Lat. 60º 13.7 NLon. 152º 32.9 W

* Maximize on-water recoveryin the offshore & nearshoreenvironment near the river.

Deploy nearshorestrike teams upwindand up current of theriver. Use aerialsurveillance to locateincoming oil.

Multiple nearshore free-oilrecovery strike teams asrequired to maximizeinterception of oil before itimpacts sensitive areas.

• Homer Harbor or offshoresupport vessel.

• Drift River Terminal forhelicopter-deployedloads.

• Commercial lodge locatedin north shore of TuxedniBay, west of CrescentRiver mouth.

Via marine waters.See NOAA Charts16660-1 or 16661-1.

Same as CCI-11-02. • Emphasis on offshoreand nearshore efforts tokeep product off ofcommercial clammingareas since it would bevirtually impossible toprotect exposed tidalflats outside of riverentrance.

• Shoal waters androcks. Vessel mastersshould have localknowledge.

CCI-11-02 Crescent River

Located on the north point of theentrance to Tuxedni Bay on thewest side of Cook Inlet in LakeClark National Park. Featuresinclude exposed tidal flats andmarsh habitat around entrancewith mudflats that extendoutward to the inlet/bay up to 2mi. at low water.

Lat. 60º 13.7 NLon. 152º 32.9 W

River Channel• Very shallow and only

navigable with small shallowdraft skiffs at high water.Minimum water needed is +13ft. on Tuxedni Channel tides.

• No defined channel entrance.

• Moderate currents.

• River is approximately 500 ft.wide.

• Tidally influenced toapproximately 100 yds.upstream of grass line.

Docks• Work barge located on north

shore of Tuxedni Bay.

* Divert spilled product todesignated collection sitesupstream of grass banks.

*Recover spilled product atdesignated collection sites.

* Trained crews should hazebirds out of river mouth andadjacent marsh areas, once ahazing permit is issued.

Seasonal RestrictionRiver iced-in/not navigablefrom approximately Novemberto April.

Place 1000 ft. ofdiversion boom splitin two placements todivert spilled productto shoresidecollection sites.

Collect product withtwo shoresidecollection units.

National Park ServicePermit required toimplement thisstrategy. FOSCHistoric PropertiesTitle 16 permit may berequired to workinside river. ContactEnvironmental Unit ofthe Unified Commandfor permits.

REPORT any culturalresources found duringoperations to theFOSC HistoricProperties Specialist.

East-shore:Possible marine accesswith shallow draftskiffs at high water(May - September).

Helicopter & smallfixed wing aircraft onwheels.

ATV’s & four wheeldrive vehicles fromlocal commercialclammers (ifavailable).

Seasonal RestrictionRiver iced-in/notnavigable fromapproximatelyNovember - April.

• Tidal marshes (allyear)

• Salmon migrationand spawning (May- October)

• Intertidal salmonspawning (July -September)

• Waterfowl and shorebird concentrations(May - September)

• Fishing(July - September)

• Heavy recreationaluse (June -September)

• Commercial fishing(June - September)

• High concentration ofbrown bears in summermonths.

• Working on banks ofthe river should be noproblem. Take care notto work or walk on oiledshoreline, to avoiddriving oil into the soils.

• Transport and disposalof recovered productneeds to be resolved.

• Access above intertidalarea will have to beresolved withlandowners beforesetting anchors orstaging areas.

Seasonal

Summer response only.Limited winteraccess/river andshoreline ice-covered.
