A WORD FROM THE DIRECTOR: MR RAJIV SHARMA
Domestic workers are at the bottom of the pyramid amongst the skilled
work force in the country. They constitute a majority of the informally
employed and are exposed to most of the vulnerabilities in terms of in-
stability of jobs leading to unsecure lives. Domestic workers are the
backbone of any household and their contribution in our lives is indispen-
sable. Despite this, they are the most ill-treated and neglected section of workers.
These are mostly females, who take up these jobs in their teens, are not paid mini-
mum wages, face discrimination and work in non-conducive environments.
Domestic Workers Sector Skill Council is a platform of abled and aware individuals
who bring the necessary credibility and knowledge on the table to uplift this neglected
section of society. It is doing so by bringing all stakeholders to work together in two
directions; one to take initiatives to ensure domestic workers go through formal train-
ing to upgrade their skills and to frame regulations for formalisation of this sector.
It is imperative that all support in terms of handholding, up-skilling, certification
and spreading awareness in the domestic workers community across the country is
done and initiatives are taken to scale it up.
It is great to be witnessing the growth of DWSSC and wish that its influence and
impact reach more and more stakeholders and transform the lives of domestic workers.

J&K Skill Development Mission Summit, 28 Jan 2019
'One-day Skill Providers-Industry Linkage and Pre-Placement Summit' was organised by by J&K Skill Devel-
opment Mission Society on 28 Jan 2019. Objective was to foster linkages of empanelled Training Providers
under PMKVY Scheme with Industry, and SSC's for employment generation. DWSSC also participated .

DWSSC (Elderly Caretaker) Counselling Session at Symbiosis Skills and Open University

Our industry partner Helper4U carried out counselling session and advised the beneficiaries on cli-
ent expectations and placement opportunity on 03 Jan 2019.
10 Jan 2019. DWSSC joined hands with Brainware University (West Bengal) to train 720 candidates on three job roles of General Housekeeper, House-keeper cum Cook and Child Caretaker (Non Clini-cal). It is well known that all our job roles are main-ly aimed on empowering the women workforce in the unorganized sector.
12 Jan 2019. DWSSC along with advocacy partner Vigyan Foundation organized a wonderful One day Open Forum cum Workshop for do-mestic workers and members of domestic workers unions from Luck-now and some other parts of Uttar Pradesh, on 12th January 2019, at Babian Inn (Lucknow). It was exciting to see that the domestic work-ers were showing interest on their individual skill development and interacted with us regarding our job roles, placements, wages and migration.

Seventh Higher Education Conclave 2019: 21 Jan 2019

Training the Master Trainers at DWSSC
We organised a 5-day 'Training of Master Trainers' (ToMT) programme on 16 Mar 2019. This program was
specially designed to equip all the ‘Master Trainers’ with in-depth knowledge, skill and attitude required to
ensure quality training for our upcoming new Job Roles at Level- 4.
Working with NSKFDC and NBCFDC.
During Feb 2019, 100 candidates were selected for the job role of Housekeeper cum cook under National
Safai Karamcharis Finance & Development Corporation (NSKFDC) in Surat, Gujarat.
During the same month (Feb 2019), DWSSC in conjunction with National Backward Class Finance Develop-
ment Corporation (NBCFDC) selected 100 each of the beneficiaries at Delhi and Faridabad respectively. and
300 in Assam (Darrang, Barapeta and Baksa).

DWSSC's Mega Placement Drive: Delhi Chapter
On 13 Jan 2019, a total of 37 female candidates were successfully shortlisted for jobs in Delhi NCR by our industry partner Griha-Sahayak. The candidates were interviewed for vacancy of Office Assistants, Housekeepers and Housekeeper cum Cook.
Some Meetings
On 7 Jan 2019, Ankita attend-ed a meeting with DC & SDM Kanjhavala (Dr Satyendra Singh Dursawat/ Smt Veditha Reddy), NW District, Delhi on strategy building with RWA and collabo-rating with Project Pankhuri.
Sumit Garg attended a meet-ing with Air Cmde (Dr) Sanjay Kumar (Retd), Vice Chancellor Symbiosis University Indore (MP) on 11 Feb 2019 to discuss challenges and possibilities for inception of DWSSC Job Roles therein.
From 17 - 19 Feb 2019 Jatin Sharma attended the Closing Ceremony of SSB Bongaigaon Batch of Man Friday. During the ceremony, LOIs were also handed over to the trainees.
On 25 Feb 2019 Nishant at-tended a meeting at Jaipur for targets in NULM with Shri R. S Meena, Project Director. Job Opportunities in DWSSC Jobs was also discussed.
On 15 Mar 2019 Lt Col (Retd) Pradeep Bajaj, attended a meet-ing with World Bank and NSDC staff to discuss the Job Roles required for Creches that are expected to mushroom as a result of recent changes in the maternity act .
On 28 Mar 2019, a meeting of training experts and other stakeholders was held at World Bank Office at Lodi Estate, New Delhi. To discuss the develop-ment of the curriculum for Job Roles at Creches was discussed. Maj Gen (Retd) Manik Sa-bharwal, CEO and Lt Col Pra-deep Bajaj (Retd), participated.
Job Offers for SSB Beneficiaries of Course ‘Man Friday’
DWSSC organised a job counselling session for the candidates of 'Man Fri-day' at the Sashastra Seema Bal - SSB center of Fakalata (West Bengal) for the job role 'Housekeeper cum Cook' for employment on 0 5 Feb 2019.
Candidates at Sashastra Seema Bal - SSB center Bongaigaon (Assam) were given job Offer letters from SODEXO on 25 Feb 2019. 29 out of the 30 candi-dates were hired successfully for jobs in Assam and Bangalore as General Housekeepers.
DWSSC's Mega Placement Drives at Nainital and Agra
Nainital. On 15 Jan 2019, a total of 25 candidates were successfully shortlist-
ed for jobs in Uttarakhand by Sayaji Group of Hotels. The candidates were
interviewed for posts of general Housekeepers.
Agra. On 1 Feb 2019, a total of 30 candidates were successfully shortlisted
for jobs in and around Agra by Shri Kalyan Consultancy and J.K Consultancy.

Apprenticeship: General Housekeeper (Embedded NAPS Programme)
Apprenticeship programme for the DWSSC Job Role General Housekeeper (S09) has been approved by the Apprenticeship Division (NSDC). It has Basic Training of 240 and OJT for 1200 hours.
So far 14 apprentices have taken upon the apprentice-ship. These are in manufac-turing companies, service industry and Educational Institutes. All these are in Gujarat.
Amongst our industry part-ners, Karma Management and My Chores have ex-
pressed interest.
National Policy for Domestic Workers
The Ministry of Labour & Employment is considering to formulate a Na-tional Policy on Domestic Workers which is in the draft stage. The salient features of the proposed draft National Policy on Domestic Workers are as under:-
(i) Inclusion of Domestic Workers in the existing legislations
(ii) Domestic workers will have the right to register as unorganized work-ers. Such registration will facilitate their access to rights & benefits.
(iii) Right to form their own associations/unions
(iv) Right to minimum wages, access to social security
(v) Right to enhance their skills
(vi) Protection of Domestic Workers from abuse and exploitation
(vii) Domestic Workers to have access to courts, tribunals for grievance redressal
(viii) Establishment of a mechanism for regulation of private placement agencies.
(ix) Establishment of a grievance redressal system for domestic workers.

Skill Gap Analysis
A skills gap is the difference between skills that employers want or need, and skills their workforce offers. Conducting a skills gap analysis helps you identify skills you need to meet your business goals. It can also inform your needs of employee development and your hiring programs.
Conducting Skill Gap Analysis
Phase I Identify the skills a job requires, and compare it to the skill available in the candidates. At organisa-
tional levels, the skill gaps should be identified with a view to achieve the organisational objectives.
Phase II Identify Important skills that the Company values, followed by this identify the skills the or-ganisation’s manpower needs to do their jobs. Think of skills required in future as well.
Phase-III Measuring the current skills. The same can be carried out as under: -
