  • INTRODUCTION

    Our coalition Government, led by the Conservatives, will shortly announce higher taxes and very deep cuts in public sector spending needed to sort out the fiscal mess.

    The overriding task of the incoming Government is to reduce the budget deficit. All avoided talking aboutthe gaping hole in public finances during the electioncampaign but it has not gone away. The Conservativestalk about the 6billion extra cuts but this is small beercompared to the 163billion deficit.

    Recent events in Greece have put into stark relief the dangers of allowing public finances to spin out of control.

    For professional practices such as calfordseaden thechallenges in this new environment are significant but not insurmountable.

    Our Commercial departments are witnessing signs of recovery which it is hoped, in line with ourprofessional bodys predictions will be consolidated now that the election uncertainty has passed into history.

    A number of significant retailers have madeannouncements recently embarking on new expansion programmes, while others continue that declared strategy.

    Housing demand is relentless both in the public and private sectors with real shortages now evident,particularly in London and the south-east. AnyGovernment that consistently ignores this situation does so at its peril.

    Existing public sector stock must be maintained, thatmaintenance is largely not dependant on Governmentgrant but sinking funds built up over many years.

    Whilst health and education sectors will probablyexperience minimal new capital expenditure there is still much to do for calfordseaden in providingprofessional services maintaining that infrastructure.

    The short to medium term brings much uncertainty butwith the breadth of our client base and the broad rangeof professional services we are able to offer, my Partnersand I are confident we will emerge from the currentmarket conditions a much stronger Practice in an evenbetter position to service our Clients requirements.

    The first vicarage in the UK to meet theGovernment's rigorous Code for SustainableHomes Level 6 is to be built in west London.Christopher Rainsford gives us an insight intothis flagship development with constructiondue to commence in summer 2010.

  • The detached two-storey zerocarbon building will deployphotovoltaic panels and state of the art ground source heat pumps,solar thermal technology and rainwaterharvesting. The full scheme also includesa new multi function hall for the churchand local community, along with 12 flats and a terrace of 8 houses. All theresidential units are designed to CodeLevel 4.

    The site is in the grounds of alisted Victorian church (designed by Sir George Gilbert Scott) and the clusterof new buildings use flint and stone as part of the palette of materials for the elevations, both to reflect thearchitecture of the church and to create an appropriate setting for it.

    The proposals create an external street for the housing elements. Thisincorporates a new square at its midpoint to enhance the appearance of thechurch and to provide it with a 'parvis',and an internal street that separates the flats from the community buildingwhich can be used for displays,exhibitions and small groups. Thecommunity building houses a multi use hall, two large meeting rooms,crche facilities and a kitchen.

    Construction will commence on site in early summer 2010

  • 3The scheme has been designed to raiseawareness in large organisations, especiallyat senior level, and encourage changes inbehaviour and infrastructure.

    The schemes amended title serves to better reflect the CRC's focus on increasing energy efficiency. CRC is designed to improve energy efficiency in largeorganisations. It will operate as a 'cap and trade'mechanism, providing a financial incentive to reduceenergy use by putting a price on carbon emissions from energy use. In CRC, organisations buy allowancesequal to their annual emissions.

    The overall emissions reduction target is achieved byplacing a 'cap' on the total allowances available to eachgroup of CRC participants. Within that overall limit,individual organisations can determine the most costeffective way to reduce their emissions. This could bethrough buying extra allowances or investing in ways to decrease the number of allowances they need to buy.

    All the money raised through the allowances will be recycled back to participants, according to howwell they perform. The scheme features an annualperformance league table that ranks participants onenergy efficiency performance.

    CRCThe CRC Energy Efficiency Scheme (formerly known as theCarbon Reduction Commitment) is the UK's mandatory climatechange and energy saving scheme, which started in April 2010. It is central to the UK's strategy for improving energy efficiencyand reducing carbon dioxide (CO2) emissions, as set out in theClimate Change Act 2008. Terry Keech explains.

  • 4calfordseaden are able to offer a range of servicesincluding assistance in setting up the CRC process,surveys, reports and recommendations for energyefficiency and CO2 reductions. We are also able toassist with the ongoing advice and managementprocess of the scheme.

    Together with the financial andreputation considerations, the schemeencourages organisations to developenergy management strategies thatpromote a better understanding ofenergy consumption. Organisations are eligible for CRC if they have at least one half-hourly electricity metersettled on the half-hourly market. They also qualify if their total half-hourlyelectricity consumption exceeded 6,000megawatt-hours (approximately500,000 electricity bill) during 2008.

    Initially, it is estimated around 5,000organisations will qualify, includingsupermarkets, water companies, banks, local authorities and all central Government Departments.Qualifying organisations will have to comply legally with the scheme or face financial and other penalties.

    HAYESSCHOOLcalfordseadens architects,town planners andsustainability consultants have worked closely withHayes School to develop amaster plan, which gives avision for the future andtakes into account a Grade llListed building. The verysuccessful and vibrant schoolis set in mature landscapedesignated MetropolitanOpen Land (MOL).

    Planning permission has been gainedfor the first phase of the master planand is currently under construction. The building is designed to provide a new library and exhibition space,media studies, English, Diploma andSPALD unit. Following on will be a six court sports hall, PE and Maths suite incorporating green roofs andphoto voltaics.

    The Phase 1 buildings have beendesigned to be able to be built withoutdisturbance to the school and are due to be completed and occupiedbefore the 2010 autumn term. Thecontractor, Elliot Fastrack, are using off site manufactured steel and timberpanels to meet a very tight programme.

    When the whole scheme iscompleted the school will be focussedaround the original Listed Gasdenschool house and will provide a schoolsuitable for 21st century teaching.Construction cost for the current phaseis circa 2m.

  • Established in 1742 as the Royal VictoriaVictualling Yard, a complex of buildingsused to store clothing, food and drinksupplies for the Royal Navy, it soon grew to become the largest AdmiraltyVictualling Yard to meet the needs of adeveloping Navy and thriving shipbuildingindustry. In 1764 the HMS Endeavour wasconstructed, commanded by LieutenantJames Cook on his voyages to discoverAustralia and New Zealand.

    ollowing the yards closure in 1961, the GreaterLondon Council developed the area, creating socialhousing for local workers. Originally well received,over the course of time fundamental design issues

    arose which remained unresolved despite considerableinvestment, and during the next 30 years the estategradually deteriorated.

    In 2000 Hyde Housing were commissioned aspartner to regenerate the Pepys estate. Residents latertransferred Foreshore from Lewisham Council to Hydeafter an overwhelming vote in 2007.

    Foreshore comprises two Grade II Listed convertedrum warehouses constructed in the 18th century andsubsequently divided into 65 flats in the 1970s. As partof this multi million pound transformation, Foreshore has been internally upgraded to Decent Homes Standardswith a new communal heating system with individualtenant control. External remedial and refurbishmentworks have also been undertaken, including improvedsecurity and extension of the door entry system to secure the under croft areas.

    FORESHOREESTATE, DEPTFORD

    calfordseaden were appointed by Hyde HousingGroup to undertake the role of building surveyor,employers agent, M&E adviser and clerk of works onthis historic site in Deptford. Stuart Buckley explains.

  • 6The regeneration and environmentalimprovements were completed in November 2009and have been given approval byEnglish Heritage.

  • The riverside development which ismodelled on Hammarby, a watersidedistrict of Swedens capital Stockholm, will include over 1,200 residential units,besides commercial and retail floor space. There will also be a hotel, studentaccommodation, a health centre andsignificant areas of quality green space.

    The project is engineered with a strong environmentalinput and it is planned to have a green roof where therainwater is to be harvested and used to fill WC cisterns.It is the clients requirements that Level 4 of the Code forSustainable Homes is met.

    Working with United Houses architect, KSS,calfordseaden is initially providing a concept design forthe project, to obtain full planning consent. When thisstage has been achieved, the team will move the detaileddesign forward.

    The five hectare former brown field site is located between the River Lea and the London toCambridge railway line, immediatelyadjacent to Tottenham Hale Station. Richard Newman highlights our involvement.

  • 9RETAIL THERAPYRetailers have struggled in the last couple of years as the recession has taken its toll. Many retailers have sought reductions in their service charges andrequested monthly rental payments to ease cashflowthrough one of the worst recessions since the 1930s.Richard Grove gives an insight into his role.

    At calfordseaden, we have significant retailexperience enabling us to add value with ourshopping retail clients. For the last 13 yearswe have been retained by RREEF UK RetailProperty Fund as building surveyors for The Moor, Sheffield.

    Richard Grove at our London office has headed this upand provided a single point of contact throughout thewhole of this period. As a consequence a wealth ofhistorical information has been compiled from recorddrawings through to details of past expenditure.

    This has enabled significant savings to be made as the information has been retained and built on without requirement for new data to subsequently be commissioned. Repairs can be programmed usinglasting solutions most suitable to the constructionused, rather than being reactive and incurringexpensive call-out costs for repairs that are ofteninappropriate and do not last.

    Our role has included acquisitions surveys through to undertaking fire insurance valuations and PlannedPreventative Maintenance surveys, dilapidations, party wall matters, external decoration and repairsschemes, as well as re-ordering retail units to specificretailer requirements.

    Working closely with the managing agents and lettingagents, as well as solicitors and the client, has enabledrounded advice to be given in the context of thedifferent requirements that each party brings.

    This long-term client/consultant relationship hasenabled a full and detailed understanding of a complexshopping centre that was built in the 1950s with manyinherent defects and deleterious materials in commonwith that time.

    THE MOOR, SHEFFIELD

  • As both the vendor and purchaser are clients of calfordseaden, we wereable to work with both parties to achieve a successfultransaction under a verytight deadline.

    Subsequently, we have beenretained to prepare fire insurancevaluations and Planned PreventativeMaintenance (PPM) surveys. Thelatter using calfordseadens bespokesoftware. Historically maintenancehas been more reactive thanproactive but insurers requested amaintenance survey be completedshortly after acquisition. This datawill be used to agree schedules ofrates with contractors with theintention of reducing costs overall.

    The PPM survey will greatly assist inthe production of budgets for thecentre so that the retailers are givengreater accuracy of forthcomingservice charges. This will enable the centre to be maintained to agood standard, essential whereretail centres compete with eachother to attract customers. Thebuilding surveyor therefore has a crucial role at the centre of retail shopping and calfordseaden are delighted to provide acontinuous service for our clients in this way.

    We have recently been commissioned to undertake an acquisition survey of Wolsey Place, Woking; a purpose built shopping centre in the heart of Woking Town Centre.

    STEELJUMPSThe beginning of April saw a change in the pricingmethod by which the worldsthree largest producers offeriron ore to the market,leading to a near doubling in price of the raw material.Consequently, it is anticipatedthat steel prices may rise byup to a third during 2010.

    Before 1 April, prices for iron ore supplycontracts were set annually at a ratefixed for the year irrespective ofdemand. This mechanism has beenreplaced by quarterly pricing, leading togreater price volatility and an immediateincrease of around 100%. Further risesare expected later in the year. SinceJanuary, UK steelmaker Corus hasresponded by announcing three pricerises totalling 190/tonne for structuralsteel sections.

    Recent tenders have reflected thesehigher steel costs, although highercompetition between contractors in a depressed market may mean that not all of the increase flows through to employers immediately. A recentreduction in production by the over-capacity Chinese steel industry may yet lead to a drop in demand for ironore and a reduction in price, but theprice of steel is expected to remainabove the levels seen in 2009.

    This means that the majority ofdesktop computers throughout the Practice will shortly be replacedwith thin client devices, meaning we will be less reliant on computersprone to inherent problems. Throughthis virtualisation programme we are also able to reduce the number of mainframe servers we required,which naturally is more cost effectivefor the Practice, but has many othertangible benefits. Many of thesebenefits have marked environmentalbenefits, such as a reduction in theelectricity required to power thereduced number of servers, alongwith the decreased volume of air-cooling needed.

    Another significant recentchange in our IT systems is themethod by which photocopying andprinting is undertaken throughout the Practice. Through the use ofproximity cards, people now senddocuments for printing to any printerat any of calfordseadens offices.

    Documents are then stored and areonly printed when people physicallygo to the printer, use their card andselect files to be physically printed.Through this system, we envisage thevolume of actual documents printedwill be reduced which again will havedirect cost & environmental benefits.

    In recent years calfordseadenhave invested heavily in an integrateddocument & knowledge managementsystem that makes use of the latesttechnology and software to manageall of our corporate documentation,project documents, images &drawings, contact relationshipmanagement, training & performancemanagement, as well as other humanresource functions.

    Knowledge is a major assetand through our system we ensure all of the information related to ourclients projects is used effectively and accessible through a singleportal, known internally as Plexus.

    All information stored in Plexus isretrievable with minimal effort and in various formats, including our own bespoke reports.

    We continue to work with ourlead software supplier, Union Square,whom we have developed this single,integrated information platform withover the last few years. We have alsoestablished an internal InformationTechnology User Group, made up of various people throughout thePractice from professional, technicaland administrative functions. Thisuser group works with our ITDepartment to develop new or moreeffective ways of using our existingsoftware, recommends new trainingand provides feedback to our in-house trainers on existing trainingprogrammes from the user'sperspective. We continue to developall of our information technology &communications systems through ourprogressive development programmefor the benefit of the Practice andour clients.

    calfordseaden continue to invest in itsinformation technology and communicationssystems to increase its eciency and improve its working practices. We are now embarking onthe virtualisation of our Practice-wide computersystem. David Metcalf gives an update.

    L&Q secured planning approval for thefive sites in December 2008 and in theface of the economic downturn recentlyentered into a build contract on all of its Early Housing Sites to deliver the following:

    Brandon Street: 18 affordable units Library Street: 40 affordable units New Kent Road: 52 affordable units + 3 commercial units Townsend Street: 37 affordable units St Georges Road: 15 affordable units

    All of the Early Housing Sites have come with their own challenges as would be expected of infill siteswithin a dense urban environment such as Elephant & Castle, to name but a few these included;

    Rights of LightParty Wall MattersBuild-over and build-near-to statutory servicesCompliance with Code 4 and 20% on-site renewable energy provisionProvision of new community gardens, homezones and community play areas

    Over the past three years, calfordseadenhas worked with L&Q to provide viabledevelopments, while maintaining thenecessary architectural integrity of theschemes,.,Jeremy Harrod explains.

  • A further challenge for these sites hasbeen the shared objective of the Homesand Communities Agency, LondonBorough of Southwark and L&Q, toachieve reduced carbon emissions byensuring the sites are fully prepared forfuture connection to the Elephant andCastle Multi Utility Services Company(MUSCo). This connection will providecentralised combined heat & power, a fibre optic superhighway and, to themost central sites, non-potable waterdirect from an aquifer.

    The first of the sites (St Georges Road) is due to complete in August 2010, closely followed by New Kent Road (November 2010).

  • In our experience, clients are seeking a simpleelectronic database of property information they can update and amend. Existing plannedmaintenance programmes tend to be written with facilities managers in mind, focusing more on mechanical and electrical services rather than the building fabric, which often makes up an equal proportion of annual maintenance costs.

    The benefit of our template is it can be adapted to do both. Almost every PC in your organisation will have Microsoft Excel loaded on to it and we haveharnessed the power of this software to manipulate the maintenance data collected on site by our buildingsurveyors. By using Microsoft Excel, it is very easy todistribute an editable version of our spreadsheet once the report is complete.

    The main database of property information is stored in the spreadsheet under the 'survey' tab, additionalcolumns can be added to make the programme a livedocument for you to record dates when the programmedworks are complete.

    The actual costs of the works and any further comments can also be recorded under this tab. The total anticipated cost of the works for each buildingelement is automatically collated and carried forward by the spreadsheet and shown in summary on the'programme' tab. We have also included 'chart' tabs to summarise the proposed cost expenditure in graphical format.

    Our Planned Preventative Maintenance programme isalso intended to provide you with summary informationrelating to the building, such as plans and elevations (ifavailable). An Ordnance Survey map and a selection ofphotos taken during our survey would also be attached,as we are looking to make this document a single pointof reference that you can use and update after our workis complete.

    We can offer training to those clients who wish to useand update this database themselves, however anyoneproficient in updating cell formula data using MicrosoftExcel should find the database very easy to use.

    The report can also be provided in hard copy or as aPDF if you do not intend to undertake your own update.We can do the updates for you when the recommendedworks are undertaken and calfordseaden are appointed to act as your contract administrator.

    One of the first design competitionsstaged by a housing association inPartnership with RIBA, the AffinitySutton Design Competition 2009, aimedto give Part 2 students the opportunityto showcase the latest in environmentaldesign in an open ideas competition toMake Bethnal Green.

    Designed by Victorian architectsJoseph & Smithem and one of Europe'sfirst social housing developments,Affinity Sutton's Bethnal Green estate inEast London celebrates its 100th birthdaythis year. Originally home to some 400people, Bethnal Green offered anescape from London's East End slumsand a decent home.

    Affinity Sutton challenged Part 2students to Make Bethnal Green byasking them - What would you build onthe same site today and how wouldthat design make a positive contributionto the environment?

    The eight finalists recently had theopportunity of spending a week withone of Affinity Sutton's partnerarchitects to finesse their designs beforejudging.
