Instructions/Guidelines to be followed by the University/lnstitution
l. Disbursement of funds to University/lnstitutions
a. The full amount of the grant sanctioned is being released as advance to theUniversity/l nstitute.
b. The amount spent by the institute on the conduct of STTP shall be adjusted on the basis of utilizationcertificate and detailed expenditure statement submitted by the University/lnstitution on the prescribedformat along with other mandatory documents viz feedback form, copy of proceedings and completionreport etc.

Maintenance of Accounts

a. The Institute shall strictly follow the provisions laid down in the scheme documentas available on the portal.
b. Funds covered by this grant shall be kept separately and would not be mixed up withother funds so as to know the amount of interest accrued on the grant.
The University/College/lnstitute shall maintain proper accounts of the expenditure out of the grants, whichshall be utilized only on approved items of expenditure.
The grant is intended to cover items of expenditure connected with the Short Term Training programmesuch as Boarding & Lodging to the participants, TA to outstation participants, Honorarium to CourseCoordinator, reading material to participants, Honorarium to resource persons, TA/DA to resource personsincluding two outstations resource persons & working expenses (reprographic services, postage, transport,daily wages, tea/coffee etc.
lll. Conduct of test and issuance of certificate
A test shall be conducted by Program Monitoring Committee (PMC) at the end of the programand joint certificates shall be issued (by AICTE & conducting institute) to those participants who haveattended the program and have scored minimum 60% marks in the test.
lV. Submission of Documents by the University/lnstitutions to AICTE
a. The following mandatory relevant documents are required to be submitted by theUniversity/lnstitution within one month of the completion of the program:-
(i) Original Statement of actual expenditure & Utilization Certificate in the prescribed proformaduly signed by the Head of the institution and countersigned by Registrar/Finance Officer/Govt.Auditor. In case of self-financing/private institutions, Statement of actual Expenditure &Utilization Certificate are required to be audited & signed and sealed by a Chartered Accountantendorsing the membership number and complete postal address. Format for the same isavailable on AICTE web oortal.
The University/lnstitution is not required to submit bills/vouchers/invoices etc for theexpenditure incurred out of recurring grants. However, such copies of bills/vouchers/invoices

shall be digitized by respective institutions receivinggrant and uploaded scanned copies of suchbills/vouchers/invoices etc on the portal for availability and view at any point of time.
(ii) Feedback form in the prescribed proforma.(iii) Copy of the proceedings and completion report.(iv) List of candidates who have successfully completed the program on the basis of the test
conducted by Program Monitoring Committee (pMC).(v) Report submitted by program Monitoring Committee (pMC).
b. The amount of the grant shall be adjusted on submission of utilization certificate & detailed expenditurestatement by University/lnstitution. on receipt of these documents, the total amount of financialassistance, admissible as per the norms, shall be worked out and grant-in-aid adjusted.
V. General instructions
a' Preferably 10% of the participants may be industry professionals deputed by industry. Further, not morethan 2 participants shall be from the host institution/group of institutions.
b. The grant released/or part thereof, if remains unutiljzed forreason after expiry of stipulated time period (for any reasonsinclude unspent amount, interest , penalty if imposed) shall be refunded backAlcrE in the form of RTGS payable to Member secretary, AlcrE, New Delhi.bank details of AICTE are as under:-

d. lf programme is not conducted within the period of six months of the release of the 100% grant, thereleased amount, alongwith interest accrued thereon, has to be necessarily returned back to AICTE withina month through RTGS.
d. The expenditure under the Heads 'Honorarium to Course Coordinator' and'Honorarium to Resource Persons' shall not exceed L% & 20% respectively ofthe total sanctioned grant for the Programme. However, overall expenditure shall not exceed the fundssanctioned for the Programme.
Any extra money required to complete the programme must be borne by the institute from their ownresources. But the quality of the activities should not be comoromised.
Any unavoidable circumstantial change in the program with respect to name of project Coordinator, Venueand date for organizing STTP would mandatorily require prior approval of the Council. All sucn requestsshould be addressed to AICTE, in advance, recording the specific reasons for proposed changes, failingwhich the offer for the grant already issued would be treated as automatically withdrawn and the financialassistance released in favour of the beneficiary institution shall be refunded immediately to the Council.Kindly mention the File No. 34-66/38/FDCISTTP/Policy-t/2079-2o in your future correspondence.
Steering Committee/Project Monitoring Committee (PMC) is required to be constituted atinstitutional level. The constitution of the pEC shall be as under:
(i) Principal/Director/Registraroftheinstitution(Chairperson).(ii) (ii) Coordinator of the program (Member Secretary).(iii) Two HoDs and one subject expert (members).
The members of the said PMC shall not be below the rank of Associate Professor. A test shall be
conducted by Project Monitoring Committee (PMC) at the end of the program and the certificates shall beissued to those participants who have attended the program and have qualified in the test. The minutesof the meetings, along with PMC report, are to be submitted to the Council at end of the program alongwith other mandatory documents.
Gof GFR rules (@https://doe.gov.in/order-circular/general-financial-rules2017-O) should be followedduring utilization of grant.
This Sanction Order may be treated as Offer Letter for all purposes.

The grant was released to organize the conference in physical mode, but due to outbreak of COVID-
19, the Council has decided to give option to the institutions to organize the conference in onlinemode only i.e. E-Conference with additional terms and conditions.

c. The University/College/lnstitute shall maintain proper accounts of the expenditure out of the grant.d. 'l'he Council or its nominee shall have the right to check/verify the account to satisfy that the fund has been
utilized for the purposc for it was sanctioned.
IV. Refund of grant to AICTII [by way of a demand draft in favour of Member Secretary, AICTE, New Delhi)
a. In case the event is cancelled or institute does not want to organize the E-Conference, the fund releasedshould be immediately refunded to AICTE with interest accrued thereon.
b. The grant shall be refunded to AICTE if the Letter of Approval IL,OAJ or Extension of Approva] is not issuedby AlCTti to the institute for the academic year 2079-20.
c. 'fhc proposed/approved ll-Conference shall be conducted within 6 months from the date of receipt of thisletter. lf Fl-confcrencc is not conducted within stipulated time period, the released amount, along withinterest accrued thereon, has to be necessarily returned to AIC'f E within one month, failing which penalty

e. No payment is permissible against the conference already conducted before the receipt of grant.Institutions are liable to refund the grant iIreceived after the conduct of conference and have no p[an of,

General instructions
Any Change in the programme for holding Conference, change of Coordinator name, Venue and Dateshould be effected with prior approval of the Council, failing which the sanction for the grant already issuedwould be treated as automatically withdrawn.
The assets acquired wholly or substantially of the All India Council for Technical Flducation's grants shallnot be disposed or encumbered or utilized for the purposes other than those for which it was given withoutproper sanction of the Council and should, at any time the Institution ceased to function, such assets shallrevert to the All lndia Council for Technical Education.
'fhe beneficiary institute will make best efforts to promote the scheme by mentioning the sponsorship/support from AICTFI, carrying the Logo of AICTE in conference and other means.
'l'he grantee lnstitution shall observe all financial norms and guidelines as prescribed by the AICTE/Government of India from time to time. GOI GFR rules [@https://doe.gov.in/order-circular/general-financial-rules2017-0) should be Followed during utilization of grant.

The world population continues to rise beyond seven billion and depletion of natural resources has continued to remain a formidable problem. Until now, the work in the area for industrial scale development of sustainable bio-renewable materials for biomedical, and automotive/building applications is still in infancy and timely opportunity exist in this arena both for the UK and India. However, both countries lack industrially oriented and research innovation led educational curriculum to train their engineering students. Especially in India, according to the All India Council for Technical Education more than 60% of the eight lakh engineers graduating from institutions across the country every year remain unemployed (http://timesofindia.indiatimes.com/articleshow/57698133.cms?utm_source=contentofinterest&utm_medium=text&utm_campaign=cppst)Hence the goal of this project is to:1) Enhance the student’s exposure, at an early stage, to interdisciplinary and whole-system's approaches to studies of interdisciplinary science and engineering systems
2) Develop research and innovation led rigorous curriculum offering versatile employability skills via strong interdisciplinary engineering led learning well informed both by the industry and academia both from the UK and India
3) Formulate and supervise joint research projects (at UG and PG level) between UK and Indian partners directly steered by the industrial challenges

IV. Maintenance of accounts
a) The Institute shall strictly follow the provisions laid down in the scheme document and Sanction
Letter No. F. No. 65-06/IDC/SPDC/Policy-7/2019-20 dated 03.03.2020 issued by this office. Allcorrespondence related to the scheme must contain this number along with year of sanction of thescheme; failing which correspondence will not be entertained.
b) Funds covered by this grant shall be kept separately and would not be mixed up with other funds,
so as to }anow the amount ofinterest accrued on the grant
c) The University/Collgge/lnstitute shall maintain proper accounts of the expenditure out of the grant,which shall be utilized only on approved items of expenditure flist enclosed).
d) The Council or its nominee shall have the right to check/verify the account to satisfy that the fundhas been utilized for the purpose for it was sanctioned. The accounts of the institute will be open fortest check by the Council or Controller & Auditor General of India irr ariy other offieer designatedbythem.

Audited Statement of Expenditure indicating expenditureincurred in the total duration of the project in the prescribed format and GFR-19 shall besubmitted to the Council. Photocopies of formats are enclosed.
d) A complete Status Report of the project indicating the activities undertaking, number of studentsbenefited, laboratory works photographs of students, together with their views.

Report of Program Evaluation Committee (PECl.The minutes of the meetings of Program Evaluation Committee [PEC) are to be submitted to theCouncil at the end of the scheme along with other mandatory docui enfs.
g) The University/Institution is expected to submit the above said mandatory documents viz.Utilization certificate, Expenditure Statement and completion certificate etc. within one month ofcompletion of SPDC Scheme. However, delay of further 2 months may be condoned by AICTE inspecial circumstances as explained by the institute. Delay in submission of documents after threemonths of the completion of the SPDC scheme shall invite a penalty of7\o/oofthetotalsanctionedamount of the SPDC scheme, to be deducted from the balance amount of 2nd installment.
VII. General Instructions
aJ The amount of interest accrued on the grant should be treated as part of the grant to be utilized forthat particular scheme. However, the interest amount accrued along with grant disbursed shouldnot exceed the total grant sanctioned for the scheme. The Institute receiving the grant should reflectthe same in the audited statement of accounts/ utilization certificate and may either refund theinterest amount to AICTE or AICTE should adjust the same in the next installment of grant before itsrelease.
b) Any expenditure incurred prior to the issuance of the sanction letter will not be allowed to beadjusted in the grant.
Any unavoidable circumstantial change in the scheme with respect to name of Scheme Coordinatorfor the SPDC scheme would mandatorily require prior approval of the Council. AII such requestsshould be addressed to AICTE, in advance, recording the specific reasons for proposed changes,failing which the offer for the grant already issued would be treated as automatically withdrawnand the financial assistance released in favour ofthe beneficiary institution shall be refundedimmediately to the Council.
The grantee shall maintain an audited record of assets acquired wholly or substantially out of thegrant-in-aid and a register or assets shall be maintained by the institute in the prescribed form i.e.GFR.19.The Universiry / Institute receiving grant under SPDC is expected to put up a plaque at the mainentrance of the Lab/Department, which has been modernized using the grant. All the equipmentproctired through the scheme should be superscribed lvith AICTE scheme frle nuinber.

The University has decided to support conduction of a large number of faculty development
programs (FDPs) to give a substantial boost to enhance the quality of classroom delivery of
academic programs being run and foster a better ecosystem for research and innovation in the
Institutions. Therefore, it is decided that FDP program related to Engineering subjects shall be
financially supported by TEQIP-III project of the University, and the FDPs which are not related
to Engineering subjects would be supported by University. Therefore, out of all the FDPs approved
by the University related to Engineering subjects are 60 in number shall now be supported by
TEQIP-III and hence will be governed by the Rules and Regulations for FDP under TEQIP-III
(already notified vide circular AKTU/VCO/2018/9783 dated 13.09.2018). The remaining 18
FDPs which are not related to Engineering subjects shall be supported by the University under
Dean FET and will be governed by the Rules and Regulations for FDP under Dean FET
(already notified vide circular AKTU/VCO/2018/9783 dated 13.09.2018). For detailed guidelines

Dear Applicant,With reference to your proposal for organizing IP Awareness Workshop with reference no IPR _52296 under IPR Awareness Scheme, your applicationnow stands approved.In this connection you are requested to submit the following documents: 1. Registration at Central Panel Monitoring System(CPMS) at cpsms.nic.in portal,( if not already done). A confirmation in this regard needs to beprovided along with document.
2. Grantee institutions except the following categories, are required to execute a Surety bond on a stamp paper of Rs. 100/-. in the attached format:
a) Quasi-Government institutions;
b) Central autonomous Organization; and
c) Institution whose budget is approved by the Government.
In surety bond write down Rs.2.0 lakhs amount and leave the sanction letter detail as such. 3. Importantly in case any Grantee Institution has earlier taken grants in aid from MeitY for any other project and has not submitted its UtilizationCertificate, the same may be immediately furnished; without this the sanction will not be released.
4. All the participants as well as the organizers including faculty, needs to mandatorily register at http://www.ict-ipr.in/ portal. This is very important.5) Also, The Public financial Management System (PFMS) has made it mandatory for all Program Implementing Agencies(PIAs) under the CentralGovernment Schemes to adopt Expenditure, Advance and Transfer (EAT) Module. It is now mandatory that all PIAs use EAT module of PFMS wef 1st October 2017. The user manual for EAT module is available on the PFMS website Homepage under "Book"s and "Manuals." Further, training ofPIAs can be arranged in Delhi or in other state capital.If you want to undergo the training at New Delhi please send us the nominations (one/twopersons can attend). We will forward the same to PFMS Cell / Nodal Officers, Ministry of Electronics and Information Technology (MeitY), New Delhi.If you have already undergone this training then please ignore. 3. Sanction of the competent authority is also accorded to the carry forward of unspent balance of Rs.O/(Rupees only) to KIETGroup of Institution (KIETSchool of Pharmacy), 13KMStone, Ghaziabad-Meerut Road,NH-58,Ghaziabad (UP) from FY 2016-2017 to FY2017-2018for the same purpose for which it was sanctioned
4. Sanction of the grant is subject to the conditions as detailed in Terms & Conditions available at the website(www.serb.gov.in).
5. It is certified that provision of GFR 212 relating to Utilization Certificates (Ucs) for the funds released underthe grant have been satisfied and the UC!s is/are enclosed herewith.
6. The expenditure involved is debitable to Fund for Science & Engineering Research (FSER)This release is being made under National Post Doctoral Fellowship (N-PDF). (ECLife Sciences)

9. The institute will maintain separate audited accounts for the project. A part or whole of the grant must bekept in an interest earning bank account which is to be reported to SERB.The interest thus earned will betreated as credit to the institute to be adjusted towards further installment of the grant.
10.As per rule 211of GFR the accounts of Grantee Institution shall be open to inspection by the sanctioningauthority I audit whenever the institute is called upon to do so.
11.The institute will furnish to the SERB,Utilization certificate(separate for Recurring & Non-Recurring) and anaudited statement of accounts pertaining ..to the grant immediately after the end of each financial year.
12.After completion of the project unspent balance if any should be returned as Demand Draft drawn in favourof "Fund for Science and Engineering Research" payable at New Delhi.
13.The organizationlinstitute/university should ensure that the technical support/financial assistanceprovided to them by the Science & Engineering Research Board, a statutory body of the Department of Science& Technology (DST),Government of India should invariably be highlighted/ acknowledged in their mediareleases as well as in bold letters in the opening paragraphs of their Annual Report.
14. In addition, the investigator/host institute must also acknowledge the support provided to them in allpublications, patents and any other output emanating out of the project/program funded by the Science &Engineering Research Board, a statutory body of Department of Science & Technology (DST),Government ofIndia.
