Vahan and Sarathi arestandardised softwareapplications developed byNIC Hq. to meet the twinobjectives of Ministry ofRoad Transport andHighways (MoRTH) towardsadopting standard dataformats and software forvehicle registration anddriving licences so as tobuild a national register ofvehicles and driving licencesand simultaneously providee-services to citizensthrough various DistrictTransport Offices (DTOs)located across the country.

Situated at the far east-ern corner of India andbordering Myanmar,

Manipur state provides a majorcorridor for a booming Indo-Myanmar trade. In the absence ofrailways and waterways in thestate, the road transport systemserves as the primary means formovement of people, goods andother essential supplies bothwithin and outside the state.Hence, computerisation to bringabout modernization and effi-ciency in the transport sector wasnot only important but crucial tothe overall progress of the state.

Vahan and Sarathi are stan-dardised software applicationsdeveloped by NIC Hq. to meet thetwin objectives of Ministry ofRoad Transport and Highways(MoRTH) towards adopting stan-dard data formats and softwarefor vehicle registration and driv-ing licences so as to build anational register of vehicles anddriving licences and simultane-ously provide e-services to citi-zens through various DistrictTransport Offices (DTOs) locatedacross the country. Vahan is forprocessing of all transactionsrelated to vehicles for issuance ofRegistration Certificate whileSarathi is for driving licence.

AcHiEVEMENTS AND SERVicESSince a modest beginning in 2003when the Vahan software wastaken up at Imphal West DTO asa pilot site, the Transport

Computerisation in Manipur hascome a long way.

All the six DTOs. of the stateare covered by Vahan andSarathiThe Smart Card basedRegistration Certificates (RC)and Driving Licences (DL) wasfirst introduced at ImphalWest DTO and the remaining

DTOs were covered by2010.The State Registers (SR) ofvehicles and driving licenceshas already been created andManipur data is incorporatedinto the National Register(NR) as well. SR and NR arecontinuously updated overnetwork connections. Citizen Centric Services (CSS)are provided through SR andNR at http://vahan.nic.in andh t t p : / / s a r a t h i . n i c . i n .Important services includeVehicle Search, Driving LicenceSearch and Online applicationfor Learners’ Licence etc.Restricted services meant forauthorised users are also pro-vided through NR. Many otherservices are also in the offing.The new National Permit sys-tem for inter-state goods vehi-cles has also been successfullyimplemented. Payment of per-mit fee is now strictly throughonline and e-challans.

The importance of “ready toaccess” databases of vehicles anddriving licences for law enforcingand investigating agencies isimmense. The state also has a size-able market for used vehicles fromother states giving rise to appre-hension of stolen vehicles or other-wise involved in other crimes find-ing their way using forged docu-ments. The services provided byNR will go a long way in mitigatingsuch threats by allowingRegistering Authorities to verifythe vehicle credentials beforegranting registration. Likewise,prospective buyers too can verifythe details online before decidingto buy such vehicles.

application written entirely inJAVA. It has three-tier applicationarchitecture. The components ofthe tiers are:

Database - VAHAN 2.0 supportsthree databases namely DB2version 7.2 and higher, Oracle 9iand 10G and MSSQL server2000 and higher.Application server – This is themiddle layer of the application.It uses JAVA RMI framework toestablish connection to clients,and the JAVA JDBC frameworkto establish connection to thedatabase.Client – This is the GUI layer ofthe application, which interactswith the client by means offorms.

The application may run as stand-alone on a single computer or in aclient server mode. In the clientserver mode the database exists onthe server machine while on thesame machine if being run in the

stand alone mode.SARATHI –Uses VB6 as front endand Oracle 10g database.Oracle data Integrator (ODI) isused for data replication and con-solidation from various DTOs tothe central server over secured net-work connection.State Key Management Authority(SKMA) & Regional KeyManagement Authority (RKMA)applications are used for manage-ment of authority smart cards andkeys with SQL server as backend.

CHALLENGESThe biggest challenge faced wereshortage of electricity and man-power at the DTOs. With poweravailability of at most two thirdhours a day and that too withoutcertainty the challenges of servercrashes, other hardware failuresand battery damages were fre-quent.Overall, the processes at the DTOshave become efficient, transparent,

systematic and most importantlythe provisions of Motor VehiclesAct are better enforced.

LOOKING AHEADRecently, two Registering andLicensing Authority (RLA)offices have been opened.Necessary H/W for computeri-sation of these offices hasalready been approved byMoRTH and is expected tobecome operational soon. Providing facilities for onlinepayment of fees and taxes willenhance the citizen centric serv-ices in near future.
