COST-BENEFITANALISYS
• Blame it on technology! – Use e-Government as the excuse for needed regulatory changes
• Top-down approach – Start on the national level and then proceed down to the local level, both in e-Gov and Reform leadership
• Take it step by step, but have in mind to produce quick wins
• Go the whole way! – Start with providing information over the Internet all the way to full e-Government solution. In regulaotry reform, start with inventory but don’t ever stop with reforms
• Use common feature of e-Government and Reform Process – Be explicit, precise and timely (set deadlines)
• Keep it simple and people/officials friendly
• Integrate as much as possible – National vs. Subnational, Procedures vs. Regulations, Business vs. Citizens
