Cigarette smoke curbs lung's self-healingSmoke from cigarettes blocks self-healing processes in the lungs and consequently

can lead to chronic obstructive pulmonary disease (COPD). Researchers at the HelmholtzZentrum München, partner in the German Center for Lung Research (DZL), and theirinternational colleagues have reported this in the 'American Journal of Respiratory and CriticalCare Medicine'. Cough, bronchitis and breathing difficulties -- these are the typicalmanifestations of COPD. Exact figures are not available, but estimates assume that ten totwelve percent of the adults over 40 years of age in Germany suffer from the disease. Expertsestimate the national economic costs of the disease at almost six billion euros annually. Scientistsaround the world are attempting to discover how the disease develops and what biologicaladjustments can be made to stop it. One approach involves the lung's natural self-healing, whichno longer takes place in COPD. "In healthy patients, the so-called WNT/beta-catenin signalingpathway is responsible for the lung's homeostasis. Until now, it was not clear why it was silencedin patients with COPD," explains Dr. Dr. Melanie Königshoff, head of the Lung Repair andRegeneration (LRR) Research Unit of the Comprehensive Pneumology Center (CPC) atHelmholtz Zentrum München. She and her team spent the last few years tackling this questionin the framework of an ERC Starting Grant and discovered that one of the Frizzled molecules-Frizzled 4 -plays an important role. "Frizzled 4 is a receptor molecule that sits on the surfaceof lung cells, where it regulates their self-renewal via WNT/beta-catenin," explains first authorWioletta Skronska-Wasek, doctoral candidate at the LRR. "However if the cells are exposedto cigarette smoke, Frizzled 4 disappears from the surface and cell growth comes to a halt."Successful reversal in cell culture

The starting point for the current study was the team's observation that in the lungtissue of COPD patients, and especially that of smokers, there were significantly fewer Frizzled4 receptors than in non-smokers. "In the next step, we were able to prove in cell culture andmodel systems that inhibition of Frizzled 4 signaling on the cells led to decreased WNT/beta-catenin activity and consequently to reduced wound healing and repair capacity," describedDr. Ali Önder Yildirim, an expert on the effects of cigarette smoke in the lung. He is a groupleader at the Institute of Lung Biology of the CPC at the Helmholtz Zentrum München andalso participated in the study. The authors additionally recognized that without the receptor,there was a loss of certain proteins that are important for the structure of lung tissue (includingelastin, fibulin and IGF1) and the lung's elasticity, allowing patients to breathe.

The ruling Congress party is engrossed inScare Campaign as it bids for re-election for fourthterm and struggles to keep the Bharatiya Janata Party(BJP) at bay, whereas BJP trumpets Anti-Incumbency, Anti-Corruption and Change as it seekspeople’s mandate to form government in Manipurfor the first time.

Whatever the unabated scare campaignsover the topics of territorial integrity, economicblockade and Naga Framework Agreement, andwhatever the mudslinging between different politicalparties and candidates with an aim to distract publicattention from real issues and to garner votes in theforthcoming Manipur Assembly election, whatmatters most is if this election will bring change inManipur and what positive impacts it will have onthe lives of the people and on the society as a whole.

Congress’ propaganda that if BJP comes topower in Manipur the territorial integrity of Manipurwill be broken and that the newly created districtswill be rolled back is nothing but only a scare tacticand a mere political rhetoric. Like the Congress, BJPhas categorically consistently clarified that under nocircumstances will it allow Manipur’s territorialintegrity to be compromised. While condemning thetiming of district creation just before election andaccusing the Congress government of drawingpolitical mileage out of it, BJP vowed to provideadequate powers, infrastructures and funds to thenew districts to make them fully functional.

Another scare campaign of the Congresssaying BJP is a communal party, anti-Christian etcdoes not get anywhere as people are aware of Indiabeing a secular country. The first ever known incidentof burning down of a place of worship in the historyof Manipur took place at Patsoi, Imphal West districton May 13, 2015 when mobs set a Meitei Christianchurch on fire. However disturbing it is, this does notnecessarily make the Congress party a communalparty. Political parties need to maintain somestandards in their political rhetoric even at electiontime. Congress is a secular party and so is the BJP.Congress’ scare campaign will potentially scareaway people from voting for the Congress party.

As regards district creation foradministrative convenience which is Stategovernment’s prerogative, people of the respectivedistricts should not have been made to sufferunnecessarily for too long. Tengnoupal used to bethe district headquarter until it was shifted to Chandeland recreating it as a full-fledged district was longoverdue. Kangpokpi (Sadar Hills) should have beeninaugurated as a full-fledged district along with theother five Autonomous District Councils (ADCs) asper the Parliament Act [(Manipur Hill Areas) DistrictCouncil Act, 1971] which provided for upgradationof the six ADCs into a full-fledged district later on.District creation should not be an issue for anyparticular community unless there is a genuine reasonlike a case where areas in hill districts are transferredto valley districts/area or vice versa for the hill andvalley are administered differently.

Good governance, development, better

healthcare and education systems, regular andsufficient supply of water and electricity, law andorder, social justice, economy and employment –‘change’ to sum up in one word is what electorateseem to be seriously interested to vote for whenthey cast votes on March 4 and 8.

The past 15 years of Congress rule hasbeen a disaster. There is a growing disconnectbetween the government and the people, and hill-valley divide has widened. Except for the littleimprovement in Manipur Public ServiceCommission and in power supply as a result ofcorporatisation of power department, the removalof Assam Rifles from Kangla Fort after prolongedmass movement and the construction of somegovernment infrastructures, although substandard,and welfare programmes here and there, there isnothing worth mentioning of the achievements ofthe 3 consecutive-terms Ibobi-led Congressgovernment. Corruption in Manipur is so rampantthat it has become a way of life. The culture ofcorruption has been so embedded in Manipursociety that it has damaged the fabric of thesociety.

Look at the deplorable conditions of roads

and public distribution system and the deterioratinglaw and order situation. Look at the appallingsituation of education and administration systemsand also the pathetic state of health services andthe level of inequity and gap between rich and poor.And, look at the scarcity of drinking water andshortage of power supply, and the massiveescalation of drug and alcohol abuse and illegal drugtrade, an example of which is the multi-crorerupees Pallel and Imphal Airport drug haul casesin 2013 which involved a nephew of CM Ibobi, sonof a sitting Congress MLA and a high ranking armyofficer.

Corruption and misgovernanceat every level has degraded Manipur society.

We cannot allow Manipur to go on like thiswith its myriad problems, otherwise we will all fallinto the same pit. The problems are complex, butthere has to be a solution. The government must

work with the people and have political will to bringabout changes. Mutual respect and understandingmust take centre stage in building social harmony andpeace and in finding a respectable political solution tothe problems.

Why don’t the government and leaders of allcommunities with legitimate but competing interestsor demands sit together and work out a compromisesolution? Tribals are not opposed to ILPS or a similarmechanism to protect the indigenous people, providedit will not affect tribal rights and interest, and I don’tbelieve valley people are opposed to 6th Schedule fortribals in hill districts as it will not disturb the State’sterritorial integrity. The most viable solution perhapsis separate territorial councils, under 6th Scheduleprovisions or greater, each for Naga and Kuki/Zo tribalpeople in their respective inhabited areas in the hillswithout breaking up the territory of Manipur, and ILPSor a similar protective system in the valley.

In what should serve as a wake-up call to allthe people of Manipur cutting across communal lines,BJP Manipur has come out with a 20-page“Chargesheet Against Congress – 15 years of Loot,15 years of Destruction in Manipur”, which exposesand details high-level corruption in variousdepartments and misgovernance of the 15 year longCongress government in Manipur. It also assured thatif voted to power BJP government would put all thoseinvolved behind bars. Will Manipur be next after Biharand Tamil Nadu where chief minister have beensentenced or imprisoned on corruption cases in recenttime? Hopefully yes if BJP comes to power, but onlytime will tell.

While the Congress party, which hasmiserably failed the people of Manipur on all frontsfor the past 15 years, has not offered any hope forchange, the BJP, which has never ruled the state, hasgiven some hope of bringing in a change throughreforms – to make the state bandh and corruption-free and bringing in development and restoring lawand order and peace.

The ruling congress party definitely deservesto be voted out, and the BJP voted in to be given achance to prove its worth. Manipur Election 2017 isan unmissable chance to vote for the much neededreal change. Manipur cannot afford to miss it. Wouldbe good to see Manipur growing and prospering inevery sphere of life!

The transition from anauthoritarian regime to ademocratic polity has nev-er been an easy one. Aconstant tussle to retainpositions of power andauthority has often over-shadowed the willingnessto listen to the unheardvoices of the masses.Every developing countryhas its own story of trans-formation to tell, its owntrajectory to traverse.Myanmar is not an excep-tion. Nehginpao Kipgentries to unravel the pro-cesses and circumstanc-es that contributed to thedemocratic transition inMyanmar. He also ex-plains the role that civilsociety, elites, externalagencies and institutionshave played as harbingersof this change. The authorseeks to answer the mainquestion as to whatprompted the oppositiongroups (led by the NLDand the ethnic parties) tobe involved in a negotiat-ed transition with the mil-itary dominated govern-ment. Theoretical de-bates (on democratiza-tion, democratic transitionand democratic consolida-tion) combined with eliteinterviews (leaders ofpolitical parties, academ-ics, civil society groups,diplomats and representa-tives of ethnic minorities)make the author's accountof this transition interest-ing and thought-provok-ing. The book reveals thatthe transition in Myanmaris being systematically im-plemented not by remov-ing the military but in ac-cordance with the mili-tary's seven step roadmap towards a 'disciplinedand flourishing democra-cy'. Thus, the activation ofthe transition process oc-curred only when a newinstitutional frameworkensured a place for themilitary, thus leading to apragmatic compromise.

Nehginpao Kipgen'sbook begins with a detailedaccount/literature reviewof different theoreticalconceptions of democra-tisation. This is followedby a detailed explanationof the different phases ofpolitical developments inthe country since Inde-pendence, namely theParliamentary democracyperiod (1948-1958) andthe institutionalisation ofmilitary rule (1962-1989).The failure of the BSPP's(Burma Socialist Pro-gramme Party) econom-ic policy in the 1980s, stu-dent protests, political tur-moil, resignation by gov-ernment employees fol-lowed by coercive cohe-sion of the SLORC (State

Law and Order Restora-tion Council) are all dis-cussed. The operationalspace of civil society gotincreasingly limited. Theauthor further analyses ineach chapter the statusand relevance of the de-mocratizing agents in thetransition process.

Nehginpao Kipgenstates that civil society isimportant as it providesthe space for engagementwith the state for demo-cratic change. Under theAFPFL (Anti-FascistPeople's FreedomLeague) post-indepen-dence, the governmentnot only co-opted profes-sional and social organisa-tions but internal criseswithin the party as well asconflict with the commu-nists and other armed in-surgencies made the taskof sustaining a vibrant civilsociety extremely diffi-cult. Mass organisationsbecame extensions ofstate power. Under BSPPleadership after the 1962coup, government exer-cised control over all pri-vate and educational insti-tutions with the termina-tion of individual rights andrestriction on domesticand foreign travel. All pro-fessional organisationswere either re-structuredor abolished with the im-position of censorship onboth foreign and domesticmedia.

Ironically, the space forcivil society groupsopened up under theSLORC, evident from theintroduction (for the firsttime in three decades) ofa multi-party system.NGOs and INGOs wereable to reach out to therefugee population alongthe Thai-Myanmar bor-der, providing both formaland vocational skill train-ing. The functioning of keycivil society players wasvisible: ceasefire areaswitnessed organisationslike the Mon Women'sOrganisation providingincome generation and lit-eracy skills training, so-cio-political organisationswere formed by ethnicgroups (Chin, Kachin,Karenni, Kuki, PaO,Shan) and religious institu-tions (both Buddhist andChristian) emerged, pro-viding free hostels andfree extra-tuition. Theexpansion of social net-works materialized onaccount of Cyclone Nar-gis, providing even moreopportunity for civil soci-ety groups to becomeactive. Coinciding with the2008 Constitution (whichrecognized the role of civilsociety in the political pro-cess), student activism

including coordinationwith activists in exile andthe use of media were allinstrumental in creatingan environment ofchange. But despite thesechanges, the author con-tends that civil society wasstill not vibrant enough tohave been a triggeringfactor for the transition inthe country.

Like civil society, elitescan also be of variouskinds: social, religious orpolitical in nature. Thedecisions of elites (includ-ing what decisions theytake as well as how andwhere they take them)impacts democratisation.Personality driven politicsin Myanmar has been thenorm. U Nu's ability tobring together people withdivergent ideas was hisstrength but his inability todelegate powers, lack ofexperience in both admin-istrative and executivetasks, failure to follow upon several critical projectsalong with a lack of dem-ocratic system within hisAFPFL party createdchallenges. Ethnic minor-ity elites with competingpolitical interests alsoweakened the U Nu gov-ernment.

Nehginpao Kipgen ob-serves that internal divi-sions were prevalent bothwithin the military elites aswell as within the civilianelites. This is evident bythe fact that Ne Win usedmultiple tactics and strat-egies including arrest andimprisonment to tacklethe threats he faced. Theend of the BSPP era pro-vided some of the civilianelites a chance to form aninterim government butagain creating a unitedfront was a challenge.The internal divisionswithin the military persist-ed under the SLORC andthe SPDC governments.Military intelligence (MI)continued to act as a sep-arate entity (although itwas technically under thearmy) and divisions exist-ed amongst the regionalcommanders. Each groupwas busy increasing itsnumber of supporters,with mid-level officersbeing forced to align witheither of the groups. Inter-nal differences, however,did not result in a majorsplit within the militaryelites.

The author points outthat the role of elites isimportant in a democratictransition if that process isinitiated and directed bythe elites of the dominantparty. Thus, in Myanmar,it was only after the mili-tary embedded itself inpolitics (through the sev-

en-step road map and the2008 Constitution) that itreconciled with the NLDand the ethnic minoritygroups. Although theNLD elites and the ethnicminority based partieswere divided, the demo-cratic icon Aung San SuuKyi (representative of thebroader democratic oppo-sition elite) continued to bea rallying point in this tran-sitional phase.

External agencies alsoplayed a part in the dem-ocratic transition. Thebook covers the process-es through which the Unit-ed States and the Europe-an Union imposed restric-tions on the country, withthe belief that it would leadto the collapse of the re-gime. Sanctions were alsoa means to isolate Myan-mar (by boycotting meet-ings or by non-engage-ment in any official bilater-al activities). The UnitedNations also passed non-binding resolutions, urgingthe government to respectthe will of the people, ini-tiate substantive dialoguewith the opposition groupsincluding the ethnic minor-ities and build an inclusivetransition process. The en-gagement nature of theoffices of the SecretaryGeneral was used and theUN Security Councilcalled on the Myanmargovernment to create aconducive environmentfor national reconciliation.The book also covers thepolicy of constructive en-gagement pursued byASEAN along with Chi-na's engagement and In-dia's foreign policy shifttowards Myanmar.

According to Nehgin-pao Kipgen, conflicting ap-proaches to western sanc-tions and engagement byASEAN, India and Chinadid not help the democra-tisation process. Business-oriented diplomacy, thelack of unilateral militaryintervention by the UnitedStates and the absence ofunanimous support fromthe Security Council in-stead emboldened the mil-itary regime. It not onlyrefused to transfer powerto the elected representa-tives after the 1990 elec-tion but also threatenedthem with land confisca-tion.

Imposing a ban on ed-ucational opportunities,denying people the right toenter monkhood, and de-claring political parties ille-gal were all strategiesadopted by the militaryregime to hold on to pow-er.

Following the 2010 elec-tion, the country movedtowards Parliamentary

democracy. However,this was only after themilitary had ensured its in-stitutional place in all threebranches of the govern-ment. The NLD leader-ship's desire for powertook priority, leading to itsuneasy compromise withthe military. NehginpaoKipgen's book successful-ly brings forth for thereaders some of these dif-ficult decision-makingprocesses and choiceswhich the country has hadto make.

The highlight of thisbook is that it again reiter-ates the fact that democ-racy has arrived in Myan-mar but with militarystrings attached. Elitesand institutions have bothagreed to share the stagewith the military remnantsin order to forge aheadquickly with their chosenpolitical goals for the fu-ture. The sensible separa-tion of civil and militaryrelations (a hallmark of atrue democratic system)has not taken shape. Therepercussions of it couldbe felt strongly by theminorities (political, eth-nic, liberal and religious)in the future. The booktempts us to ask the ques-tion: Is Myanmar ready tocompletely shed its mili-tary legacy or would it bepolitical suicide for thepro-democracy forces toeven attempt it in this tran-sitional phase?
