Objective

Send a real time courtesy SMS, without using SMS gateway, to vehicle owner’s mobile After the citizen has done each service during vehicle registration,.

Inform vehicle owner via SMS when their registration certificate in the form of SMART card will be issued by District transport officer, rather coming every day from remote place to DTO office with their busy schedule to know the status and return back in vain.

Increase more interaction between citizens and Transport Department.

Citizen’s difficulties could be overcome by this application.

Motivation Behind Development

Under transport project all District Transport Offices (DTO) are connected with State Consolidation Register (SCR) via VPNoBB connection. But VPNoBB connectivity is very poor in Mizoram. Internet connectivity is also below the standard of expectation. Hence, instant courtesy & information SMS service to the citizen via SMS gateway through the internet, in present scenario is not possible. So, for that we have introduced SMS gateway independent SMS application from DTO server directly.

How is our project unique

Real time SMS without using SMS Gateway is introduced first time in Mizoram in all over India under transport project. Remote area where internet connectivity is very poor, real time SMS can be sent without internet by using this application.

This is a Real Time Courtesy & Information SMS on Vehicle Registration Services without using SMS gateway. This application sends instant courtesy SMS after vehicle related services were done by the customers. Also providing alert information via SMS to citizens notifying them when they will be able to collect their activated SMART CARD from the DTO office. Under transport project all District Transport Offices (DTO) are connected with State Consolidation Register (SCR) via VPNoBB connection. But VPNoBB connectivity is very poor in Mizoram. Internet connectivity is also below the standard of expectations. Hence, instant courtesy SMS service to the citizen via SMS gateway through the internet is not possible in the present scenario. So, for that we have introduced SMS gateway independent mobile handset based SMS application from the DTO server. Application is installed inside the DTO server and mobile handset is connected with DTO server via serial port (USB Cable).

Courtesy SMS: After the citizen has done each service during vehicle registration, the mobile handset will send instant courtesy SMS to the vehicle owner’s mobile.

Information SMS:

In the previous scenario, a person went to the DTO office for vehicle registration and had done all the formalities to register a vehicle. But he/she don’t have any information on when the SMART CARD based registration certificate will be issued. Not only that, no one form the DTO can give any confirmation on when he/she will be able to come again to collect it. Sometimes they used to come to collect their Smart Card with their busy schedule and return back in vain. Hereby, citizen’s difficulties could be overcome by this application. As soon as the DTO activated the registration certificate in the form of SMART CARD, the owner will be informed to collect their SMART card via SMS by the application.

Mobile devices composes and sends the SMS to the nearest base station (BS) using on-the-air (OTA) interface, which is the standard for the transmission and reception of application-related information in wireless communications devices. The Base Station (BS) forwards the SMS content to the mobile’s home short message service centre (SMSC). After completing its internal processing, and interrogation of the destination location, the SMSC sends the message to the nearest Base Station around the final mobile destination. Through the OTA protocol again the BS station forwards the SMS to the final Mobile reception and then the Delivery acknowledgements will follow the reverse path.

When DTO issued registration number of a vehicle in the form of a SMARD CARD, the vehicle owner will receive information SMS by the application requesting the vehicle owner to come to the DTO office and collect the respective SMART CARD.

When customer paid fee for Road Tax, he/she will receive acknowledgement/courtesy SMS.

When customer paid fee for P&G tax, he/she will receive acknowledgement/courtesy SMS.

When customer paid fee for new registration, he/she will receive acknowledgement/courtesy SMS

When customer paid fee for Renewal of Fitness, he/she will receive acknowledgement/courtesy SMS.

When Customer paid fee for New Permit, he will receive acknowledgement/courtesy SMS.

When Customer paid fee for Renewal of Permit, he will receive acknowledgement /courtesy SMS.

Technology used to develop this SMS service includes java, AT commands and Oracle 10g as database.

Communication with the mobile handset is made through AT command application.

Application directly communicates with the device via serial port and it’s only push application. So, application will not be affecting via any incoming SMS in the mobile.

In the handset no GPRS will be activate; to avoid internet based thread.

In the handset latest anti-viruses have to install and need to monitor regular basis.

Do Not Disturb (DND) services have to activate in the mobile handset.

Mobile device have to be password protected and only authorized person can access the device.

When sending courtesy SMS that time need to inform citizen that doesn’t call/SMS to this mobile.

In the DTO server latest anti-viruses have to install and need to monitor regular basis.

Physical security require in the server room where application will be install.

Server/client and Mobile should be connecting via trusted network. 

Security Aspect
