What is E-rate?What is E-rate? E-rate is also known as The Schools and Libraries Program of the
Universal Service Fund. It is administered by the Universal Service Administrative Company
(USAC) under direction of the Federal Communication Commission (FCC).
FCC established E-rate in 1996 as directed by Congress
E-rate provides discounts to assist most schools and libraries in the United States to obtain affordable telecommunications and internet access
It is one of 4 support programs that are funded by the Universal Service Fee charged to telecommunication companies.

E-rate Budget and TimelinesE-rate Budget and Timelines E-rate funding year runs from July 1 – June 30 annually
FCC allocates E-rate fund at $2.25 billion annually Beginning in 2010, fund adjusted for inflation
FCC can roll over unused funds from previous years into the current funding year
E-rate
E-Rate DiscountsE-Rate Discounts E-Rate discounts are calculated based on a calculation that involves
percentage of students receiving free or reduced lunch urban/rural status of the population served
Discounts range from 20% to 90% of the costs of eligible services
Services funded based on priority of category of services needed Priority 1: Telecommunication services, internet access Priority 2: Internal connections, basic maintenance of internal
connections
